How to Talk About AI Risks Without Spreading Hype or Misinformation

Talk about AI risk by separating what has happened from what has only been demonstrated in a test, forecast by experts, or imagined as a possibility. Name the system, date, location, affected people and evidence source; state uncertainty and credible disagreement; then describe controls and their limits. This approach lets readers take genuine harms seriously without turning a scenario into a prediction.

Use precise terms before debating remedies. Misinformation, disinformation and hallucinations describe different problems, and a fluent AI answer is not evidence by itself. A human editor remains accountable for every factual claim, even when AI helped draft the copy.

How should I describe an AI-risk claim?

Start with one sentence that says exactly what is being claimed and who made it. Immediately label the strength of the evidence, the setting in which it applies and what remains unknown. A claim about a measured failure in a named deployment should not be written in the same voice as a forecast about a future general-purpose system.

Use four evidence labels

  1. Observed real-world harm: An incident record, regulator finding, court document, audit or other evidence shows that people were affected in a live deployment. Identify the date, jurisdiction, system and affected population.
  2. Controlled evaluation: A laboratory test, benchmark, red-team exercise or simulated environment demonstrates a capability or failure mode under stated conditions. Report the test design and do not imply that the same rate or impact will occur in production.
  3. Expert forecast: Named specialists infer a possible future outcome from current evidence. Present the assumptions, time horizon and disagreement rather than converting the forecast into a certainty.
  4. Speculation: A logically possible scenario without enough empirical support to estimate its likelihood or impact. It can be useful for preparing safeguards, but it must be labelled as hypothetical.

The international scientific report on the safety of advanced AI (2025) describes this area as “not yet settled science.” It says future trajectories are uncertain and that both the likelihood and impact of some scenarios are debated. That is a reason to calibrate language, not to dismiss documented problems.

Put scope next to every material claim

Give the model or product class, version if known, deployment context, geography, date, task and affected group. “A chatbot produced an incorrect answer in a test of legal questions in 2025” is testable; “AI gives bad legal advice” is too broad. If a source measured a rate, explain who measured it and under what conditions before using the number.

What is the difference between misinformation, disinformation and hallucinations?

These terms identify different causes and mechanisms. New Zealand government guidance uses intent to distinguish misinformation from disinformation, while hallucination describes an incorrect but convincing generative-AI output.

Term Meaning Key question
Misinformation False or misleading information shared without direct intent to cause harm. Was the person aware that the information was false or misleading?
Disinformation False or modified information knowingly and deliberately shared to cause harm or achieve a broader aim. Was deception deliberate, and what objective did it serve?
Hallucination An incorrect yet convincing output generated by an AI system. Did the system produce an unsupported or false answer that appears plausible?

An AI-generated falsehood can become misinformation when a user repeats it without knowing it is wrong, or disinformation when someone knowingly deploys it to deceive. The model’s error and the distributor’s intent are separate facts, so do not infer intent from the text alone.

How can I verify an AI-risk claim before sharing it?

Use a repeatable check that treats an AI output as a lead, not an authority. The House of Commons Library’s 2026 workflow advises defining the task, using AI where appropriate, checking every factual claim against reputable authoritative sources, obtaining subject-expert review, and editing while taking responsibility for the final text.

  1. State the claim and its source. Write the proposition in one sentence and record who made it, when, and in what context. Preserve the original wording so a dramatic paraphrase does not become the thing you verify.
  2. Classify the evidence. Mark it as observed harm, controlled evaluation, expert forecast or speculation. If the source does not provide enough detail to classify it, say that the evidence is insufficient rather than assigning a stronger label.
  3. Check scope. Confirm the system, model version, task, geography, date, sample or affected population and whether the result came from a live deployment or a test environment.
  4. Open the primary source. Read the original study, regulator notice, standards document or incident record. Do not treat a model-generated citation, a screenshot or a secondary summary as evidence until the linked source has been opened and checked.
  5. Cross-check independently. Look for a second authoritative source that uses a different institution or method. Agreement can strengthen confidence; disagreement should be reported with the reasons and dates, not hidden.
  6. Ask for expert review. A qualified reviewer should test whether the method supports the wording, whether important context is missing and whether the proposed mitigation fits the actual failure.
  7. Publish with accountability. Disclose meaningful AI assistance, keep a record of sources and edits, and name the human editor responsible for the final claims. The House of Commons Library summarizes this principle as: “AI should be treated as an assistant, not an authority.”

How should I compare two AI risks?

Do not rank risks by how frightening their descriptions sound. Compare them on the same axes and show where evidence is strong, weak or contested.

Comparison axis Questions to answer Why it matters
Evidence strength Is there an incident, controlled evaluation, forecast or only a hypothetical scenario? It prevents a laboratory demonstration from being presented as established social harm.
Scale How many people, organizations or systems could be affected, and through what pathway? A local failure and a systemic failure require different safeguards.
Time horizon Is the issue occurring now, plausible in the near term or dependent on a distant capability? Readers can distinguish an immediate control from long-range preparation.
Affected groups Who bears the risk, and who receives the benefits or decision-making power? Aggregate averages can hide concentrated harm.
Reversibility Can an incorrect output be corrected, or does it create lasting financial, physical or civic damage? Irreversible effects justify stronger safeguards before deployment.
Available controls What do testing, monitoring, human review, redress and safe withdrawal actually reduce? A risk discussion is useful only when it connects claims to practical action and limits.

What major AI risks should a careful explainer cover?

A useful overview names the risk categories without implying that every category has the same evidence or urgency. For each one, explain the pathway to harm, the people exposed, and the controls that can be tested.

Misinformation and manipulation

Generative systems can produce convincing text, images, audio or video at low marginal cost. The OECD AI Principles, updated in 2024, specifically address misinformation and disinformation amplified by AI and support mechanisms that let affected people challenge outputs. Describe a documented campaign or measured evaluation as such; do not claim that synthetic media automatically persuades everyone or that every false post was AI-made.

Privacy and data protection

Risk can arise when personal information is collected, inferred, retained or exposed through a system. Identify the data flow and the legal or organizational setting rather than saying that AI “steals data” in general. Controls may include data minimization, access restrictions, privacy testing, retention limits and a route for people to request correction or redress; their effectiveness depends on implementation.

Bias and discrimination

Unequal error rates or proxy variables can disadvantage groups when a model is used for eligibility, ranking, safety or other consequential decisions. Report the tested population, outcome measure and threshold; a benchmark average cannot establish fairness in a different deployment. Human review helps only when reviewers have authority, time, relevant information and a way to correct the system’s decision.

Cybersecurity and safety failures

Systems can be attacked, misused or connected to tools in ways that create physical or digital hazards. The OECD’s 2024 AI-futures paper lists sophisticated cyberattacks and critical-system incidents among ten priority risks. Distinguish a demonstrated exploit from a hypothetical attack path, and explain whether controls include adversarial testing, access limits, monitoring, incident response and the ability to withdraw the system safely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accountability and transparency gaps

People may not know which system made a decision, what data it used or how to challenge an error. Documentation, logging, explainability appropriate to the audience and an appeal process make responsibility traceable. Transparency is not a promise that every model can reveal a simple human-readable reason; state what information is available and what remains opaque.

Concentration of power

Control over computing resources, data, distribution channels or critical models can give a small number of organizations disproportionate influence. The OECD’s futures work identifies concentration of power as a priority risk. Explain the mechanism—such as dependence on a single provider or inability to switch—and avoid assigning motives that the evidence does not establish.

Labour and inequality effects

Automation and augmentation can change tasks, wages, job quality and access to opportunity unevenly. The OECD lists exacerbated inequality and poverty among priority concerns. A forecast about employment is not a count of jobs already lost; specify the sector, time horizon, assumptions and who may gain or bear adjustment costs.

High-impact future misuse

Some scenarios involve capabilities or deployment conditions that do not yet exist. Treat them as conditional planning cases, identify the assumptions, and separate the value of preparing safeguards from any claim about probability. The 2025 international scientific report emphasizes that a wide range of future trajectories remains possible.

What do major frameworks say about trustworthy AI?

Frameworks provide governance language and controls; they do not prove that a disputed forecast will occur or that a risk has been solved.

NIST AI Risk Management Framework

The National Institute of Standards and Technology describes trustworthy-AI characteristics as validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed. NIST says the framework was developed over 18 months with more than 240 contributing organizations. Use that figure to describe the breadth of participation, not to imply unanimous agreement on every AI-risk prediction.

OECD AI Principles

The principles, updated in 2024, call for respect for human rights and democratic values, transparency and explainability, robustness, security and safety, and accountability. They also support ways for people affected by an AI output to challenge it. Present these as policy principles rather than evidence that an organization has implemented them effectively.

UNESCO guidance for education and research

UNESCO’s 2023 guidance recommends a human-centred approach, privacy protection, age-appropriate use, ethical validation and capacity building for generative AI in education and research. These recommendations illustrate governance actions; they are not universal proof that educational or research risks have been eliminated.

How do I discuss advanced-AI and long-term scenarios without sounding alarmist?

Use conditional grammar and expose assumptions. Replace “AI will cause” with “Under these assumptions, analysts warn that this could cause,” then identify the capability, pathway, affected population and time horizon. If experts disagree, name the disagreement and explain which evidence would change the assessment.

The international scientific report on advanced-AI safety (2025) states: “The future of AI technology is uncertain, with a wide range of trajectories appearing possible even in the near future.” That sentence supports preparation and research, not a precise probability. Avoid unsupported percentages, universal claims such as “AI will” or “AI cannot,” and cinematic scenarios that omit the conditions required for them to occur.

What wording keeps an AI-risk article accurate?

Small changes in verbs and qualifiers prevent readers from mistaking possibility for fact.

  • Use: “The evaluation found…” when a named test produced a result. Avoid: “AI is proven to…” unless the evidence truly supports a general statement.
  • Use: “The regulator reported an incident in [place] during [period].” Avoid: “AI systems routinely…” when the source covers one case.
  • Use: “This scenario is plausible under the following assumptions…” Avoid: “This is what will happen.”
  • Use: “The evidence is mixed; one study found X while another found Y.” Avoid: hiding credible disagreement behind a single definitive citation.
  • Use: “Human review can catch some errors, but its effectiveness depends on authority, workload and escalation.” Avoid: treating a nominal reviewer as a complete safeguard.
  • Use: “No reliable evidence establishes that claim yet.” Avoid: filling an evidence gap with a model’s confident answer.

How should organizations publish AI-assisted risk content?

Set responsibility before drafting. Define the audience and decision the article must support, then decide which claims require specialist review. Keep source links, versions, prompts or notes needed to reproduce the verification, and record substantive human edits.

Editorial release checklist

  • Every factual claim has a primary or authoritative source that was opened and checked.
  • Each claim carries its evidence label, scope and date.
  • Observed incidents are separated from tests, forecasts and speculation.
  • Terms for misinformation, disinformation and hallucination are used consistently.
  • Controls include their limits, monitoring plan, redress route and safe-withdrawal procedure where relevant.
  • A subject-matter reviewer has checked methods, terminology and interpretation.
  • AI assistance is disclosed when it materially shaped the text, and a named human editor accepts responsibility.
  • Outdated model versions, policies or links are flagged for scheduled review.

What should a careful AI-risk statement look like?

Use a compact structure that forces the essential context into the sentence or the paragraph that follows it:

Claim: [one sentence and source].
Evidence: [observed incident, controlled evaluation, expert forecast, or speculation].
Scope: [system, version, task, place, date, and affected group].
Uncertainty: [known limits and credible disagreement].
Controls: [testing, monitoring, human oversight, redress, and safe withdrawal].
Accountability: [reviewer and responsible publisher].

This is a writing aid, not a substitute for judgment. If a field cannot be completed, that absence is itself relevant information for the reader.

How can readers act on an AI-risk explanation?

Readers should be able to tell what to do next without being pushed toward panic or complacency. Ask whether the claim concerns a system they use, whether the affected people have a way to challenge an output, and whether the organization monitors failures after launch. For a personal decision, verify consequential information with an authoritative human or institutional source before acting.

For public communication, prefer specific corrections over viral repetition of a false claim. State what is known, what is not known and where the evidence can be checked. That pattern improves literacy while reducing the chance that a warning itself becomes a vehicle for misinformation.

Frequently Asked Questions

Can I quote an AI model’s answer as evidence of an AI risk?

No. A model response demonstrates what that particular system produced under particular prompts, not that the underlying claim is true. Preserve it as an example or lead, then verify the proposition against an original study, regulator, standards body or incident record.

Should every AI-risk article include a probability estimate?

No. A numerical probability is appropriate only when a credible method and reference class support it. When the evidence cannot justify a number, describe the conditions, uncertainty and competing views instead of inventing precision.

What should I do when two authoritative sources disagree?

Check whether they studied different systems, dates, populations or outcome measures before treating the disagreement as a contradiction. Report both positions with their methods and publication dates, and explain which evidence would resolve the question.

How often should an AI-risk explanation be updated?

Review it when the model version, deployment, governing rule or key source changes, and schedule a periodic check for fast-moving topics. Keep the original publication date and an update note so readers can distinguish a changed assessment from the earlier one.
