Set up a documented release gate that moves every AI-generated ad through risk classification, generation, automated screening, substantive human review, claim-and-evidence verification, rights and disclosure checks, recorded approval, publication, and post-launch monitoring. A named human reviewer must have authority to revise or reject the asset. Keep the brief or prompt, model output version, evidence, decisions, identities, and timestamps together so you can explain why the ad was published and correct it quickly if a defect appears.
What is an approval workflow for AI-generated advertising?
An approval workflow is the controlled path an ad follows from brief to publication and monitoring. It is more than a grammar check or a final click in an ad platform: it assigns responsibility for factual claims, creative rights, disclosures, audience safety, platform rules, and later corrections.

AI can produce copy, images, video, voice, personas, targeting suggestions, and variations at a speed that makes informal review unreliable. The workflow creates a release gate: no asset is published until the required checks are complete and an identified person records a decision. The same record also makes later audits, complaints, takedowns, and campaign changes manageable.
The Federal Trade Commission states that advertising claims must be truthful, not deceptive or unfair, and evidence-based. Its substantiation policy requires a reasonable basis before a claim is disseminated. Apply that standard to every express and implied claim in an AI output, not only to the headline.

Who should approve an AI-generated ad?
Approval should be assigned to people with enough subject knowledge and authority to stop release. The exact team depends on the risk tier, but the workflow should never treat the model, an automated scanner, or an unaccountable production queue as the approver.
Minimum roles for a routine campaign
- Campaign owner: defines the objective, audience, market, offer, destination, and acceptable risk.
- Content reviewer: checks whether the ad says what the business intends and whether the creative is understandable and on-brand.
- Claim owner: supplies evidence for each material claim or marks the claim for removal.
- Approver: records pass, revise, or reject and has authority to block publication.
- Operations owner: controls the final upload, version, launch settings, and rollback path.
One person may hold several roles on a low-risk campaign if your policy permits it, but the person approving must still be able to reject the work. For regulated products, health or safety claims, political advertising, sensitive audiences, synthetic endorsements, or public-interest information, add specialist or legal review rather than relying on a generalist sign-off.
What human review must mean
Human review must be substantive. UK government guidance says to keep a human actively checking that an AI agent makes correct decisions and generates expected results, including reviewing public-facing marketing statements. The European Commission describes substantive review for covered public-interest text as including fact-checking and source-trustworthiness checks; correcting spelling or grammar alone is not enough.
“Make sure there is a human in the loop, actively checking that the AI agent is making correct decisions and generating expected results.” — UK government guidance
How do you classify the ad before generating it?
Classify the campaign before prompting a model. The tier determines who must review it, which evidence is required, how often it must be rechecked, and whether publication needs a specialist decision.
| Risk tier | Typical content | Required controls |
|---|---|---|
| Routine | Basic product description, ordinary lifestyle creative, or a non-sensitive offer with readily verifiable details | Campaign owner, substantive content review, claim register, rights check, platform-policy check, recorded approval, and monitoring owner |
| Regulated, health, or safety | Health outcomes, safety performance, financial or other regulated promises, warnings, or instructions | Qualified subject-matter review, claim-level evidence, required disclaimers, jurisdiction check, version-specific approval, and an explicit re-review trigger |
| Sensitive audience | Children, vulnerable consumers, or targeting that could create heightened fairness or privacy concerns | Audience and targeting review, harm assessment, accessibility check, specialist escalation where needed, and tighter monitoring |
| Political | Election, candidate, ballot, public-policy, or issue advocacy | Political-advertising and jurisdiction review, identity and disclosure checks, platform requirements, documented approver, and a takedown route |
| Public-interest information | Statements presented as information about matters of broad public concern | Source-trustworthiness and fact-checking review, substantive human sign-off, transparency assessment, and jurisdiction-specific compliance review |
Use the highest applicable tier when a campaign crosses categories. Record the reason for the classification so a later reviewer can understand why the selected controls were required.
What are the stages of an AI advertising approval workflow?
Use the following sequence as a release gate. A stage can return the asset for revision; it should not silently pass a missing check.
1. Write the brief and define the release conditions
Capture the campaign, market, audience, product, objective, destination, offer terms, and required call to action. State what the model may and may not invent. For example, prohibit unsupported performance statistics, fabricated customer experiences, unverified prices, and imagery that implies a feature the product does not have.

List the jurisdictions and ad platforms in scope. Identify the human owner, risk tier, required specialists, launch window, and the event that will trigger re-review, such as a price change, product change, new market, new model, or material edit.
2. Generate the asset with traceable inputs
Store the model or tool name, model version when available, prompt, source brief, attached data, generation date, and output identifier. Save the original output before editing. If a human rewrites a sentence, replaces an image, changes a voice track, or combines multiple generations, assign a new version number and preserve the relationship to the source files.

They should also prohibit impersonation, invented testimonials, unsupported comparisons, and use of unlicensed likenesses, music, or product imagery.
3. Run automated screening
Use automated checks to find obvious problems quickly: prohibited terms, missing disclaimers, unsafe destinations, duplicate or stale prices, malformed links, brand or product names, and platform-format violations. Scan text, captions, audio transcripts, metadata, and visual overlays where the tool supports them.
Automation is triage, not approval. A clean scan cannot establish that a performance claim is true, that a person consented to a likeness, or that an implied comparison is fair. Route uncertain, high-risk, or failed results to a human instead of allowing an automatic override.
4. Conduct substantive human review
The reviewer should see the final assembled ad in the placement where it will run, including text, image or video, voice, landing page, targeting context, price, and disclosures. Compare it with the brief and inspect what a reasonable consumer could infer, not only the literal wording.
Recommended Free Tools
- Check that the product, service, offer, audience, and destination match the brief.
- Read the headline, body, labels, captions, spoken words, fine print, and landing page together.
- Look for implied guarantees, urgency, superiority, scarcity, before-and-after outcomes, and omitted conditions.
- Verify that visual or audio edits do not create a false impression about results, people, locations, or product operation.
- Confirm accessibility basics such as legible disclosures, understandable captions, and meaningful descriptions where required by the placement.
Record comments against the exact asset version. If the reviewer cannot determine whether a claim is supported, the correct action is revise, remove, or escalate—not approve with a vague note.
5. Verify every claim against evidence
Create a claim register before final approval. Include express statements and material implications: statistics, comparisons, testimonials, prices, discounts, performance, health, safety, environmental benefits, delivery promises, and compatibility claims.

| Claim-register field | What to record |
|---|---|
| Claim ID and exact text | The precise wording, including numbers, qualifiers, and punctuation, plus the relevant visual or spoken element |
| Claim type | For example, price, performance, comparison, testimonial, health, safety, environmental, availability, or implied claim |
| Evidence | Document or data source that supports this exact version, its owner, evidence date, and any conditions or limitations |
| Market and placement | Jurisdiction, language, audience, platform, and landing page where the claim appears |
| Decision | Pass, revise, remove, or escalate, with reviewer identity, comment, and timestamp |
| Recheck trigger | Expiry, data refresh, product change, price change, model edit, complaint, or other event that requires renewed verification |
Attach evidence to the claim rather than to the campaign generally. A report that supports one product version or one date may not support a broader statement. Keep the qualification beside the claim in the record and in the ad when consumers need it to understand the offer.
6. Check endorsements, synthetic personas, and material connections
FTC guidance says endorsements must be truthful, endorsers should not claim experience they do not have, and material connections must be disclosed. An AI-generated customer, influencer, employee, or expert is therefore a high-risk claim path. Do not present a synthetic persona as having used a product, achieved a result, or formed an opinion unless those facts are true and documented.
Record the provenance of the voice, face, name, biography, testimonial text, and performance shown. Confirm consent or license for likeness, voice, image, music, and other identifiable material. Make any paid, sponsored, gifted, employment, or other material connection clear in the placement itself where required.
7. Perform rights, provenance, disclosure, and platform checks
Review each component, not just the final copy. Confirm that stock or generated imagery, logos, fonts, music, voice, likeness, product data, and testimonials can be used in the selected market and media. Keep license terms, permissions, source records, and restrictions with the asset version.
Check the destination platform’s current rules for restricted products, targeting, political content, financial or health claims, disclosures, landing pages, and synthetic media. A platform acceptance message is not a legal determination. The campaign owner remains responsible for resolving conflicts between a platform setting and applicable law.
8. Decide how AI use will be disclosed
Google’s AI label setting can disclose AI-created or AI-edited assets in the global How this ad was made panel. Google notes that the setting does not guarantee legal compliance. Visible overlays may apply in the European Union, India, and New York, so check the market and placement rather than assuming a panel label is sufficient.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor the European Union, AI Act Article 50 transparency rules begin applying on 2 August 2026. As of that date, assess whether the ad falls within the covered transparency obligations and implement the required notice in the relevant format. Keep a record of the decision, the jurisdictional basis, the label text or setting, and the person who approved it.
AI labeling is separate from endorsement, sponsorship, price, offer, health, political, or other disclosures. One label cannot replace a disclosure that is required for a material connection or a condition of the offer.
9. Record the approval decision and release the exact version
The approver should select one explicit outcome: approved, approved with stated conditions, revise and resubmit, or rejected. Conditions must be testable, such as replacing a statistic, adding a required notice, limiting a market, or using a specified landing page.

Assign a monitoring owner and an incident route before publication. Monitor comments, complaints, reported inaccuracies, unexpected targeting, broken destinations, rejected ads, altered platform rendering, and changes in price or product availability. Review whether the campaign operates as intended, not only whether it delivers impressions.
If a defect appears, use the takedown authority immediately, preserve the affected version and evidence, notify the relevant owner, and record the correction. Refine the prompt, source brief, screening rule, or approval step so the same failure is less likely to recur. UK guidance calls for ongoing checking of an AI system’s decisions and expected results, and Google’s guidance stresses manual fact-checking and review of AI-generated content before publication.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should an approval record contain?
A complete record allows someone who was not in the original meeting to reconstruct the decision. Store it with access controls and an audit history that shows edits rather than overwriting them.
- Campaign scope: campaign name, market, language, audience, product, objective, destination, placement, and offer.
- Ownership and risk: human owner, risk tier, required specialists, launch window, and re-review triggers.
- Generation history: tool or model, version where available, prompt or source brief, attached inputs, output version, editor, and generation date.
- Claim register: exact express and implied claims, evidence links or document identifiers, evidence dates, owners, conditions, and pass/fail decisions.
- Rights and provenance: source and permission for images, voices, likenesses, music, testimonials, logos, and product data.
- Disclosure decisions: AI label, endorsement or material-connection notice, price and offer terms, and jurisdiction-specific notices.
- Policy checks: platform, product category, targeting, landing-page, accessibility, and restricted-content results.
- Review trail: comments, approver identity, decision, timestamp, conditions, and expiry or re-review date.
- Operations and incidents: publisher, launch confirmation, monitoring owner, incident route, takedown authority, and correction log.
Use role-based access so reviewers can comment without silently changing evidence, while authorized owners can replace an asset and automatically reopen the gate. If a material element changes, create a new version and repeat the checks affected by that change.

How can teams compare workflow implementations?
There is no single product or architecture that fits every advertiser. Compare an implementation against the controls that protect the release decision, not against the number of automations it advertises.
| Comparison axis | What good looks like | Warning sign |
|---|---|---|
| Reviewer authority | A named human can revise, reject, hold, or withdraw an ad | Approval is inferred from a completed task or automated score |
| Claim-evidence linkage | Each material claim points to version-specific evidence and conditions | One generic source is attached to an entire campaign |
| Audit-log detail | Prompts, outputs, edits, comments, identities, decisions, and timestamps are preserved | Only the final file and a binary status remain |
| Rights and provenance | Permissions and source records cover every image, voice, likeness, music track, and testimonial | Rights are assumed because an asset was generated or found online |
| Jurisdiction and label coverage | Market-specific notices and platform settings are recorded separately | A global label is treated as universal compliance |
| Ad-platform integration | The uploaded version, destination, targeting, and disclosures can be compared with the approval | Publishing requires manual copying with no reconciliation |
| Monitoring and rollback | Owner, alert route, takedown authority, and correction history are defined | No one knows who can pause the campaign after launch |
| Total review effort | Automation removes repetitive checks while specialists focus on material risk | Automation creates false confidence or adds duplicate approvals |
A spreadsheet, ticketing system, document repository, or dedicated compliance tool can work if it preserves these controls. Select the simplest system that maintains version integrity and makes missing approvals visible; complexity is not a substitute for accountable review.
What are the most common workflow failures?
Letting the model approve its own output
A model can compare text against a brief, but it cannot be the accountable approver. Keep automated scoring as a signal and require a human decision for release.

Consumers receive the combined impression of copy, imagery, voice, targeting, price, landing page, and fine print. Review the assembled placement and register implied claims, not just the most visible sentence.

A source may be outdated, apply to a different product or market, use a different measurement method, or support a narrower result. Attach the exact qualification and require the claim owner to confirm the match.
Assuming an AI label solves disclosure duties
Platform labels and visible overlays address AI transparency only in the contexts where they apply. They do not replace endorsement, sponsorship, price, health, political, or offer disclosures.
Publishing a changed file after approval
Small edits can introduce a new claim, remove a qualification, or change the meaning of an image. Version every material edit, compare the upload with the approved artifact, and reopen only the checks affected by the change or repeat the full gate when the change is broad.
Having no correction path
Even a careful review can miss a defect or encounter a changed platform rendering. Define who can pause or remove the ad, where incidents are logged, how consumers or regulators can reach the organization, and how the workflow is improved afterward.
What is a practical pre-publication checklist?
Use this checklist as the final gate for the exact asset and placement:
- The campaign brief, market, audience, destination, offer, and risk tier are recorded.
- The prompt or source brief, model or tool, generation date, original output, edits, and final version are preserved.
- Every express and material implied claim has evidence, an owner, conditions, and a pass, revise, remove, or escalate decision.
- Human review covers the complete placement, landing page, targeting context, visuals, audio, captions, and disclosures.
- Endorsements, synthetic personas, testimonials, material connections, likenesses, voices, music, and images have documented provenance and permission.
- Required AI, sponsorship, endorsement, price, offer, health, political, and jurisdiction-specific notices are present in the correct format.
- Platform policy, product category, targeting, accessibility, and destination checks are complete.
- A named approver has recorded the decision, identity, timestamp, conditions, and re-review date.
- The publisher has confirmed that the uploaded file and settings match the approved version.
- A monitoring owner, incident route, takedown authority, and correction log are ready before launch.
Frequently Asked Questions
Can the person who created the AI ad approve it?
That can be acceptable for genuinely routine work only when your policy allows combined roles and the person has authority to reject the asset. For higher-risk campaigns, use a second qualified reviewer or specialist so the creator is not the sole check on their own assumptions.
How long should AI advertising approval records be kept?
Set the retention period through your legal, regulatory, contractual, and internal recordkeeping requirements rather than using a universal number. Preserve superseded versions and decision history long enough to answer complaints, platform inquiries, audits, and disputes about the campaign period.
What happens when evidence changes after an ad is approved?
Treat the change as a re-review trigger. Pause or limit the affected ad when necessary, replace the claim or qualification, attach the newer evidence to a new asset version, and record who authorized the change and when.
Should AI-generated ads be labeled in every country?
Labeling duties vary by jurisdiction, medium, platform, and the type of synthetic content. Record a market-specific decision instead of applying one global assumption; platform settings may help in some placements but do not establish legal compliance by themselves.
