Review an AI-generated ad as a consumer would encounter it: assess the words, visuals, voice, editing and omissions together, then verify every material product claim and any implied endorsement before the ad runs. A synthetic face or voice does not by itself make a testimonial genuine, establish permission to use a recognizable person’s likeness, or make a misleading impression harmless. This guide applies the Federal Trade Commission’s U.S. advertising and endorsement guidance; it does not settle every state or foreign likeness-rights question.
What should a review of an AI-generated ad establish?
A useful review establishes four things before publication: what consumers are likely to take away from the ad, what evidence supports its product claims, whether a person depicted appears to endorse the product, and whether the advertiser has authority to use any recognizable identity. It also checks whether disclosures are clear in the format where people will see or hear the ad.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe Federal Trade Commission’s small-business advertising guidance describes deception in terms of a representation or omission likely to mislead reasonable consumers and material to their decision. That means the review cannot stop at fact-checking the script. A visual, voiceover, scene, edit or missing qualification may change the overall impression. The FTC’s advertising guidance says claims must be truthful, not deceptive or unfair, and evidence-based.
This is a practical review method, not a determination that a particular ad is lawful. FTC endorsement guidance is a federal baseline, not a universal answer to publicity, privacy, copyright, contract or other rights questions that can depend on the people, assets and jurisdictions involved.

How do I review an AI-generated ad step by step?
Work from the finished creative, not just the prompt or script. Review the version consumers will actually encounter, including its placement, timing, audio and any accompanying text.
- Preserve the version under review. Save the complete creative and note its version, date and intended format or placement. If the video is later edited, treat the changed version as a new review: a cut, caption, voiceover or crop can alter what viewers infer.
- Write down the likely takeaway. Watch or read the ad once without pausing. Record the main message a reasonable consumer could take away about the product and the person presenting it. Include implications created by the scene, not only claims stated in dialogue.
- Inventory express and implied claims. List direct statements and reasonable inferences about performance, features, safety, price or effectiveness. For each material claim, identify the evidence that supports it and confirm that the evidence exists before dissemination. If a claim has no support, revise or remove it rather than relying on a disclaimer to repair it.
- Check for omissions and qualifications. Ask whether a limitation or condition, if left out, would change the impression likely to be taken away. Check that a qualification is understandable in the actual creative context; do not assume viewers will infer an important limit.
- Decide whether the person functions as an endorser. Ask whether consumers are likely to believe the person’s message reflects that person’s opinions or beliefs. Note what the avatar appears to have tried, experienced, believed or recommended. A fictional or synthetic appearance does not automatically remove deception risk.
- Verify the endorsement’s basis. Do not depict a real person’s product use or experience unless it is genuine and authorized. Do not manufacture a testimonial. An endorsement must reflect the endorser’s honest opinion and cannot make a claim the marketer could not legally make, according to FTC endorsement guidance.
- Check identity and permission separately. Identify any real or recognizable face, voice, name or other distinctive likeness. Confirm documented authority for the intended use and have applicable rights reviewed where needed. Permission to use an asset and truthfulness of an endorsement are separate questions.
- Review disclosures in the final format. If a material connection between an endorser and marketer would not be expected by consumers, assess whether it is disclosed clearly and conspicuously. For video, FTC staff guidance recommends putting the disclosure in the video and discusses visual and audible presentation. Check that ordinary viewers can see and understand it in time.
- Record the decision. Keep the final creative and reviewed versions, the claim-to-evidence mapping, source or permission records for likenesses, the basis for any endorsement, disclosure placement and the reviewer and review date. This record format is a practical control, not a specific format prescribed by the FTC materials discussed here.
How do I assess the ad’s overall impression?
Evaluate what the audience is likely to understand from the complete ad, rather than asking only whether each sentence is literally accurate. The FTC’s small-business guidance treats context, implied claims, materiality and omissions as part of the deception analysis.

Review the creative in context
- Watch the complete video with sound, then review it without sound if it has visual elements that still communicate a message.
- Read on-screen text, captions and accompanying copy alongside the image and audio.
- Check the scene and editing: a person holding a product, demonstrating a result or speaking in a testimonial style may imply use or approval even if the script avoids saying so directly.
- Consider what a viewer could infer about performance, features, safety, price or effectiveness, and whether any omitted limitation changes that impression.
These are review prompts, not a substitute for identifying the actual claims conveyed by the particular creative. Document the reasonable inferences you find and the evidence or revision needed for each material one.
Separate a claim from its supporting evidence
For each claim, record the exact words or the visual or audio element that communicates it, the likely consumer takeaway, and the evidence available before the ad is disseminated. If the evidence supports only a narrower statement, revise the creative to match that support. The relevant question is not whether a statement sounds plausible or whether an AI system generated it; it is whether the advertiser has a reasonable basis for the material claim.

Can an AI-generated avatar endorse a product?
An avatar can appear in an ad, but the key review question is what viewers are likely to believe about the person and the message. Under FTC endorsement guidance, an advertising message can be an endorsement when consumers are likely to believe it reflects someone else’s opinions or beliefs. A synthetic appearance does not, on its own, eliminate the risk that the ad communicates a deceptive testimonial or endorsement.
The FTC’s Consumer Reviews and Testimonials Rule FAQ addresses AI-generated stock avatars, and the agency’s guidance does not establish a blanket prohibition on using them in marketing. That is not a safe harbor for any particular creative. An avatar may still convey an unsupported product claim, suggest experience that did not occur, or falsely imply that a real person endorses the product.

Test what the avatar appears to claim
- Does the avatar speak as though it personally used the product or experienced a result?
- Does its appearance, name, voice or presentation suggest a real or recognizable individual?
- Could the setting or action imply a recommendation even without explicit words such as “I recommend it”?
- Is the opinion or experience represented as genuine, and is the identity use authorized where it is based on a real person?
If the creative implies a real person’s experience or approval, do not treat the generated image as proof that the experience or permission exists. Verify the endorsement basis and identity authority independently, or change the creative so it does not imply what cannot be substantiated.
How should I check a likeness and its permission?
First determine whether the ad depicts or evokes an identifiable real person; then verify authority for the intended use. The FTC’s endorsement guidance discusses the possibility that a celebrity avatar may falsely imply an endorsement, but FTC guidance does not resolve every legal right attached to a face, voice, name or other distinctive likeness.

Keep the identity review distinct from the claim review. A permission record does not prove that the product claim is supported or that a testimonial is honest. Conversely, substantiated product claims do not establish that the advertiser has permission to use a person’s likeness. The available federal guidance is not a complete determination of publicity, privacy, copyright, contract or jurisdiction-specific rights. Seek appropriate counsel for the actual asset and intended jurisdictions when those questions matter.
When does an endorsement disclosure need review?
Assess disclosure when there is a material connection between the endorser and marketer that consumers would not expect. FTC endorsement guidance calls for such a connection to be disclosed clearly and conspicuously. The review should focus on whether people can notice and understand the disclosure in the medium in which they encounter the endorsement.

Inspect the actual playback: a disclosure that is hard to see, hear or understand in context may not communicate the connection effectively. The guidance described here does not establish a universal rule for every platform, format or synthetic-media label; this article does not determine platform-specific policies.
What should the reviewer’s record contain?
A concise record makes it possible to see what was reviewed and why the ad was approved, revised or held. The FTC materials discussed here do not prescribe this exact record format; it is an operational recommendation based on the need to substantiate claims and verify endorsement and likeness issues.

What are the most common review failures?
Many avoidable problems arise when a team reviews only one component of the ad or treats synthetic generation as evidence. Use these checks when the creative feels polished but its underlying message is uncertain.
| Review failure | Why it matters | Better review action |
|---|---|---|
| Checking only the spoken script | Visuals, voice, editing and omissions can contribute to an implied claim or endorsement. | Review the complete creative and write down the likely consumer takeaway. |
| Accepting a claim because it sounds modest or plausible | Material claims still need support before dissemination. | Map each claim to available evidence; revise or remove claims the evidence does not support. |
| Assuming a synthetic person cannot be a testimonial | Consumers may still believe the message reflects someone’s opinions or experience. | Assess what the avatar appears to have tried, believed or recommended. |
| Treating a likeness permission as proof of endorsement truth | Authority to use an identity and the honesty and support of the endorsement are distinct questions. | Check identity permission and endorsement basis separately. |
| Adding a disclosure without checking playback | A disclosure must be clear and conspicuous in the context viewers actually encounter. | Review its visibility, audibility and timing in the final video or other format. |
| Assuming FTC guidance resolves every likeness issue | Federal endorsement guidance is not a universal decision on all rights or jurisdictions. | Obtain rights review for the actual person, asset, intended use and relevant jurisdictions. |
How should a team make the final release decision?
Release only after the review has a defensible answer for each material claim, endorsement implication, identity use and relevant disclosure. The decision can be organized as a short gate review rather than a vague overall sign-off.

There is no universal checklist that can decide every ad from its AI origin alone. The decision turns on the specific impression, evidence, endorsement basis, identity and disclosure in the final creative.
Frequently Asked Questions
Does the FTC require every AI-generated ad to be labeled as AI?
The FTC materials summarized here do not establish a blanket AI-label rule for every ad. They address truthful advertising, endorsements and disclosures for material connections; other requirements may depend on the applicable law or platform, which this guide does not assess.
Best Value
Can an AI avatar give a genuine testimonial if no human said the words?
A generated performance does not establish an honest opinion or real product experience. If the ad communicates an endorser’s experience or belief, the advertiser should have a genuine basis for that representation rather than treating generated dialogue as proof.
Does FTC endorsement guidance decide whether I own a person’s face or voice rights?
No. FTC guidance can address misleading implications of an endorsement, including a celebrity avatar, but it does not settle all publicity, privacy, copyright, contract or jurisdiction-specific rights. Authority for the actual use may require a separate rights review.
Can a disclaimer fix an unsupported product claim?
A disclosure is not a substitute for evidence supporting a material claim. If the claim itself is unsupported, revise or remove it; a qualification should make a limitation understandable rather than leave the core impression misleading.
