How to reduce the risk of software supply-chain vulnerabilities: treat the supply chain as a lifecycle, not a single scanner or certificate. Map the code, libraries, tools, services and suppliers your products depend on; integrate secure-development practices into normal delivery; keep component data current; harden source and build systems; record and verify build provenance; sign releases; and make procurement and deployment part of the security decision. These layers reduce exposure and improve response, but none guarantees that every vulnerability or compromise will be prevented. The practical starting point is to identify your most critical software and dependencies, assign owners, and apply controls in proportion to business impact, exposure and exploitability.

How can I secure my software supply chain?

Use a risk-based program with six connected activities: inventory what you build and buy, make secure development repeatable, manage third-party components, protect the build and release path, assess suppliers during procurement and deployment, and continuously learn from new disclosures and incidents. A framework, an SBOM or a signature is evidence for those activities—not proof that the delivered software is safe in every environment.

  1. Map dependencies and suppliers. Know which applications, libraries, build tools, hosted services and vendors support each product.
  2. Set a secure-development baseline. Put access control, review, testing, remediation and root-cause fixes into the SDLC you already use.
  3. Operate component intelligence. Generate and consume SBOMs, track transitive relationships, review advisories and use VEX statements to distinguish affected from non-affected products.
  4. Make releases verifiable. Restrict CI/CD and signing credentials, produce provenance, verify it downstream and make artifact-signature checks practical for users.
  5. Make buyers part of the control loop. Ask suppliers for usable security evidence and account for deployment context, not just a vendor assertion.
  6. Prioritize and improve. Start with high-impact systems, then use vulnerability and incident lessons to strengthen the process.

The NIST Secure Software Development Framework (SSDF) Version 1.1, published February 3, 2022, provides a shared vocabulary for producers and purchasers. NIST says that following its practices should help reduce vulnerabilities in released software, mitigate exploitation impact and address root causes so problems do not recur. Use the current NIST publication for exact practice wording and revisions rather than treating a framework label as a certification.

What should I inventory first?

Begin with an inventory that connects each product to its components, delivery systems and suppliers. Prioritize software that handles sensitive data, controls important operations, is internet-facing or would cause substantial harm if unavailable or altered.

Inventory area Record Why it matters First owner
Applications and services Product, version, environment, business owner and data handled Sets impact and recovery priorities Product or service owner
Open-source and commercial components Direct and transitive dependencies, versions, licenses and maintenance status Enables vulnerability matching and update decisions Engineering with security support
Build and development tools Source repositories, CI runners, package registries, plugins and administrators Reveals paths an attacker could use to alter releases Platform or DevOps owner
Hosted services and suppliers Provider, service boundary, access granted, contract contact and replacement difficulty Shows concentration and third-party failure risk Procurement plus system owner
Release artifacts Artifact identity, destination, signing identity and provenance reference Lets consumers verify what was built and received Release engineering

Capture relationships, not just a flat list. For example, record which service embeds a library, which build job fetches a package, and which supplier can change a hosted component. Identify a critical dependency even when it is several levels deep. Ask suppliers to provide component and vulnerability information in a format your team can ingest, review and retain; an unreadable attachment does not create operational visibility.

How does a secure-development framework reduce supply-chain risk?

It turns security from a late release gate into repeatable work across planning, coding, building, releasing and maintenance. The SSDF is designed to fit an organization’s chosen SDLC, so map its practices to existing backlogs, pull requests, test pipelines and incident reviews instead of creating a parallel process no team follows.

Set ownership and access rules

  • Assign owners for source repositories, dependency decisions, build infrastructure, signing keys and vulnerability response.
  • Use least privilege and separate duties where practical: a developer should not automatically control production publishing or the signing key.
  • Require strong authentication for source control, CI/CD administration, package registries and release accounts.
  • Review dormant accounts, machine identities, tokens and third-party integrations on a defined schedule and after personnel changes.

Make changes reviewable

Protect the default branch, require peer review for code and build-definition changes, and retain review records. Treat CI configuration, dependency manifests, container recipes and release scripts as production code; an attacker who changes those files may alter an otherwise well-reviewed application.

Test and fix root causes

Combine code analysis, dependency checks, secret detection, tests and targeted security review according to the product’s risk. Route findings to an owner with a due date and a documented exception path. When a defect escapes, fix the component and examine why it was introduced, missed or reintroduced; update guidance, tests or automation so the same class of error is less likely to return.

Keep evidence usable

Retain build logs, review records, test results, release approvals and supplier communications for the period your contracts, regulations and incident-response needs require. Evidence should let another engineer determine what changed, who approved it, what was tested and which artifact was delivered.

How should I use SBOMs, vulnerability notices and VEX?

An SBOM creates visibility into components and their relationships; it does not automatically remediate a flaw or show that every listed vulnerability is exploitable in your deployment. The CISA SBOM Resources Library collects producer, consumer, sharing and VEX material that can help establish an operating workflow.

Build an SBOM workflow, not a one-time file

  1. Generate for each releasable product. Include direct and transitive components, versions and the relationship to the delivered artifact.
  2. Check completeness. Compare the SBOM with package-lock files, build inputs, container layers and runtime images; investigate components that appear in one view but not another.
  3. Attach identity and timing. Associate the SBOM with a specific product version or digest and record when it was generated.
  4. Share through an agreed channel. Define who receives it, how access is authenticated and how corrections are issued.
  5. Feed triage. When a vulnerability is disclosed, match affected versions, determine whether the component is reachable or used, assign an owner and choose patch, mitigation, compensating control or risk acceptance.
  6. Update with every meaningful release. A stale SBOM can create false confidence even when the inventory process originally worked.

Interpret vulnerability status in context

A component may be present but unreachable, compiled out, protected by configuration or used in a way that is not affected by a particular flaw. A VEX statement lets a supplier communicate that status for a product, so do not assume that every vulnerability identifier in an SBOM requires an emergency release. Record the reasoning and revisit it when versions, configuration or exploitability changes.

Define response service levels

Set internal targets based on severity, exploit availability, internet exposure and business impact. The target should cover confirmation, mitigation, customer communication and final remediation—not merely the time to open a ticket. If a supplier owns the fix, preserve the request, response and escalation path in your records.

How do I protect the source, build and release path?

Attackers can compromise a release without exploiting a defect in application code, for example by stealing a repository token, changing a build definition or accessing a publishing credential. Protect every system that can influence an artifact.

  • Isolate build workers from general administration and use short-lived, narrowly scoped credentials.
  • Restrict who can modify pipeline definitions, dependency sources, release tags and package-publication settings.
  • Pin or otherwise control external build inputs and monitor unexpected network access from build jobs.
  • Log administrative actions, dependency downloads, approvals, signing operations and artifact publication; alert on unusual locations, identities or timing.
  • Back up source, configuration and release metadata so you can reconstruct and recover after a compromise.
  • Test key and credential revocation, rebuild procedures and clean-environment recovery before an incident.

Build controls address tampering during production; downstream verification addresses what consumers can check. Both are necessary because a validly signed artifact can still be the result of a compromised build process.

What is the difference between build provenance and artifact signing?

They answer different integrity questions and should be used together.

Control Question it answers Useful evidence Important limit
Build provenance How, where and from which inputs was this artifact built? Source revision, build platform, process, dependencies, builder identity and timestamps Provenance is only trustworthy if the build platform and attestation process are protected.
Provenance verification Does the received record match the policy and expected inputs? Automated policy decision and retained verification result It cannot prove that approved source was free of every malicious or vulnerable behavior.
Artifact signature Did the holder of this signing identity approve this exact artifact, and has it changed since signing? Signature, identity binding, certificate or key record and verification log It does not establish that source code or the build process was benign.
Build-platform controls Could an attacker alter inputs or outputs while the build ran? Isolation, access logs, immutable configuration and incident evidence Controls must be maintained; a one-time audit does not secure future builds.

Use current SLSA guidance

The SLSA page describing version 1.0 levels is explicitly marked retired and says version 1.2 is current. Use the retired 1.0 page only to understand the historical progression, then consult the current SLSA 1.2 specification before selecting conformance targets. Do not present the old levels as current mandatory requirements. Compare candidate implementations by provenance completeness, signing identity, build isolation and whether consumers can verify the result.

Make signing verification usable

Sigstore documentation describes an approach using ephemeral signing keys, identity association and a public transparency log. Whatever tooling you choose, publish verification instructions with the artifact, define which identities are trusted, monitor for unexpected signing events and document how a compromised identity is revoked or replaced. A signature that consumers cannot locate, validate or interpret is little more than a decorative badge.

How should procurement and deployment handle supplier risk?

Customers have responsibilities even when a supplier builds the software. During procurement, ask how the supplier develops, inventories, releases, signs, monitors and fixes its product; during deployment, decide whether the product’s permissions, network position and data access are acceptable in your environment.

The CISA, NSA and ODNI customer guidance frames procurement and deployment as part of securing the supply chain. NIST’s SSDF vocabulary can make acquisition conversations more precise.

Questions to ask before purchase

  • Which components and build inputs are included, and how are SBOMs corrected and updated?
  • How are vulnerabilities reported, triaged, disclosed and communicated to customers?
  • What evidence shows that source repositories, build systems, publishing accounts and signing keys are protected?
  • Can the supplier provide artifact signatures and provenance that your team can verify?
  • How quickly will the supplier notify customers of a compromise, affected release or signing-identity change?
  • What support, export and replacement options exist if the service becomes unavailable or the relationship ends?

Evaluate the deployed configuration

Limit the supplier’s permissions to what the product needs, isolate internet-facing management interfaces, protect secrets and log administrative activity. Verify signatures and provenance where supported, but also test the product in the context in which you will run it. A supplier’s security claim or SBOM does not replace your own decision about exposure, compensating controls, patch timing and business continuity.

Which controls should I implement first?

Choose controls by the threat they address, the evidence they produce, how independently they can be checked, lifecycle coverage, operating effort and who owns the response when a finding appears. The following options complement one another rather than compete.

Option Primary threat addressed Evidence to request Questions about coverage and effort
SBOM and software-composition analysis Unknown or outdated components and delayed vulnerability triage Component relationships, version data, update history and triage records Is it complete, current, transitive, integrated with workflow and linked to an owner?
Build provenance and hosted CI controls Build or release tampering Attestations, builder identity, isolated-run records and verification results How complete is provenance, how is the build isolated and can a customer verify it?
Artifact signing and verification Impersonation and modification after signing Signature, identity association, transparency evidence and revocation process Can every consumer verify it, and what happens when an identity is compromised?
Secure-development framework and supplier assurance Recurring process weaknesses and poor buyer-supplier communication Mapped practices, review and test evidence, remediation history and supplier responses Does it fit the SDLC, produce credible evidence and stay maintained?

What is a realistic plan for a small security or DevOps team?

Small organizations do not need to deploy every enterprise control at once. The CISA small and medium-sized business fact sheet uses fictional company cases to discuss supplier visibility, risk-management processes, stakeholder involvement, resourcing and cost-benefit choices. Use that perspective to scale the program to your people and budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

First 30 days: establish visibility

  1. Name one accountable owner and a technical backup.
  2. List critical applications, external services, repositories, CI systems, package registries and suppliers.
  3. Mark internet exposure, sensitive data, operational impact and dependencies that would be difficult to replace.
  4. Turn on strong authentication and review privileged accounts for the most important systems.
  5. Generate an SBOM for the highest-priority product and test whether the team can match a known vulnerability to an affected version.

Days 31–60: make decisions repeatable

  1. Map SSDF-aligned activities to your current planning, code review, testing and release workflow.
  2. Set dependency update, vulnerability triage and exception-approval responsibilities.
  3. Protect pipeline definitions and publishing credentials; centralize logs for source, CI/CD and release events.
  4. Ask critical suppliers for component information, vulnerability contacts, release-integrity evidence and notification procedures.

Days 61–90: verify and rehearse

  1. Produce provenance for a priority release and have someone other than the builder verify it against expected source and build rules.
  2. Sign an artifact and publish clear verification instructions.
  3. Exercise a compromised-dependency scenario: identify affected products, decide whether the component is reachable, communicate internally and record the remediation.
  4. Test credential or signing-key revocation and a clean rebuild from known inputs.
  5. Present remaining gaps, accepted risks and funding needs to the business owner.

How do I maintain the program after the first rollout?

Supply-chain risk changes whenever code, dependencies, build infrastructure, suppliers or deployment context changes. Review inventory and ownership on a defined cadence and trigger an additional review after a major architecture change, supplier change, critical vulnerability or security incident.

Run a vulnerability-to-decision loop

  1. Receive the disclosure and identify affected component versions.
  2. Confirm whether those versions are present in released products and whether the vulnerable capability is reachable in each deployment.
  3. Check supplier statements or VEX information, then choose patching, configuration mitigation, isolation, compensating control or documented acceptance.
  4. Verify the fix in source, build output and deployed environments; update the SBOM and customer communication.
  5. Review the event for process changes, such as better dependency pinning, tests, ownership or supplier requirements.

Track product-security guidance

The CISA and FBI updated product-security guidance issued in January 2025 discusses manufacturer practices, including using memory-safe languages where possible and clarifying patching expectations for known exploited vulnerabilities. Treat that material as voluntary guidance for manufacturers unless a separate law, regulation or contract makes a requirement applicable to your organization.

What mistakes undermine otherwise good controls?

  • Creating an SBOM and stopping. Without freshness, ownership, triage and deployment context, the file cannot drive a decision.
  • Trusting a signature as a safety verdict. A signature proves an identity approved bytes and can reveal post-signing changes; it does not prove the source or build process was harmless.
  • Protecting application code but not CI/CD. Pipeline definitions, plugins, package registries and publishing credentials can change the artifact.
  • Using a retired specification as a current mandate. Confirm the version and status of guidance before writing requirements or claiming conformance.
  • Leaving the customer out. Supplier evidence cannot determine whether your permissions, network exposure, data and patch window are acceptable.
  • Measuring activity instead of risk. Count verified releases, resolved high-impact findings, tested recovery paths and owned exceptions—not merely scans run or documents produced.

Risk reduction is cumulative: visibility supports triage, secure development reduces defects, protected builds limit tampering, provenance and signatures enable verification, and informed procurement limits exposure. Select the combination your organization can operate and improve it whenever the threat or delivery process changes.

Frequently Asked Questions

Can an SBOM prove that a product is secure?

No. It can show which components and relationships were identified at a particular release, but it does not prove that the inventory is complete, that a listed vulnerability is exploitable in your configuration or that the build environment was uncompromised. Pair it with triage records, provenance, release verification and deployment controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are SLSA levels mandatory for every software supplier?

No universal obligation follows from the SLSA project alone. The version 1.0 levels page is retired and identifies 1.2 as current, so use the current specification when defining a contractual or internal target; any legal or procurement requirement must come from the applicable authority or agreement.

What should I do when a supplier will not provide an SBOM?

Record the limitation as a supply-chain risk rather than assuming the product is safe. You can request alternative component and vulnerability evidence, restrict the product’s permissions and network access, add monitoring, require stronger notification terms or choose another supplier; document who accepted the residual risk and when it will be revisited.

Does signing an artifact stop malicious code from being released?

Signing does not inspect intent or prove that source and build inputs were benign. It helps consumers detect modification after signing and associate an artifact with an accountable identity, so it must be combined with protected builds, code review, testing, provenance and a response plan for compromised signing identities.
