To reduce GPU cloud lock-in, make portability an explicit engineering and procurement requirement before you sign. Run workloads in OCI containers on upstream Kubernetes APIs, expose GPUs through the standard device-plugin resource contract, and keep provider drivers, operators, networking, identity, storage and observability integrations behind replaceable adapters. Store models, datasets, checkpoints, metadata and telemetry somewhere you can access independently, and prove the design by rebuilding it on a second provider from version-controlled configuration. You cannot eliminate every dependency—UK Government Digital Service and Government Commercial Agency guidance says, “It’s impossible to avoid technical lock-in completely”—but you can make switching a rehearsed, priced operation rather than an emergency rewrite.
What is GPU cloud lock-in, and why does it matter?
GPU cloud lock-in is the condition in which an AI workload depends on one provider’s hardware, control plane, data services, APIs, commercial terms or operational practices so deeply that moving it becomes disproportionately slow, risky or expensive. A container image that runs on two clouds is not genuinely portable if its model registry, secrets, network policy, scheduler extension, checkpoint store or inference endpoint cannot be recreated elsewhere.

What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Lock-in has several interacting layers:
- Control-plane lock-in: proprietary cluster APIs, mandatory networking or storage plugins, and UI-only workflows that cannot be represented in standard manifests or an API.
- Accelerator lock-in: a dependency on a particular GPU generation, driver branch, CUDA or ROCm release, firmware level, topology, partitioning mode or vendor operator.
- Data lock-in: model weights, tokenizers, datasets, feature stores, checkpoints, experiment metadata, logs and traces held in formats or locations that are difficult to export.
- Operational lock-in: provider-specific identity, quota, autoscaling, observability and incident procedures that a second target cannot reproduce.
- Commercial lock-in: egress charges, minimum commitments, discounts that reward single-provider concentration, snapshot fees, notice periods or deletion clauses that make an exit uneconomic.
The objective is not identical infrastructure everywhere. It is a stable application contract with provider-specific implementations at the edges. UK government cloud guidance (2019, updated 2026) says organisations should “aim to maximise both the value and portability of the services where possible.” Treat that as a design constraint: accept a proprietary feature only when its measured benefit clearly exceeds the cost and risk of replacing it.
What should you compare before choosing a GPU provider?
Compare portability, lifecycle, data exit, automation, measured performance, security replacement, support and contract terms as one decision. A low GPU hourly rate does not compensate for an unexportable registry or an exit that cannot be rehearsed.

| Decision area | Questions to ask | Evidence to require |
|---|---|---|
| Control-plane portability | Is the service based on upstream or conformant Kubernetes? Can you use standard kubectl, Helm, manifests and documented APIs? Are CNI, ingress, CSI and scheduler components replaceable? |
A working deployment from your repository, API documentation and a list of components that are mandatory rather than optional. NVIDIA platform requirements identify “No proprietary lock-in of CNI, ingress, CSI, or scheduler” as a MUST for the specified platform. |
| GPU software lifecycle | Which GPU models, memory sizes, interconnects, drivers, CUDA or ROCm releases, runtimes, operators and firmware are supported? Who controls upgrades and for how long? | A support matrix, maintenance policy, image compatibility test and a documented rollback path. Record the exact accelerator and software combination used by each production workload. |
| Data and artifact exit | Can you export weights, tokenizers, datasets, checkpoints, metadata, evaluations, logs, traces and caches? In what formats, with what retention and deletion guarantees? | Export commands, transfer paths, limits, integrity checks, encryption-key handling and written egress prices. Test a restore outside the provider’s network. |
| Automation and APIs | Can clusters, node pools, GPUs, storage, networking, quotas and deletion be managed through an API or CLI rather than a console? | Version-controlled Terraform or equivalent modules, Helm charts, policies and GitOps configuration that create and destroy a test environment without manual clicks. |
| Performance and capacity | What throughput, latency, utilization, autoscaling response, multi-node network performance and storage throughput do your named workloads achieve? How are quotas, pre-emption and regional shortages handled? | Reproducible benchmark scripts, workload-specific results, capacity commitments and the process for requesting more GPUs. Do not substitute vendor peak figures for your own measurements. |
| Security and identity replacement | Can keys, roles, service accounts, network policies, audit logs and secrets be recreated with standards-based tools? | An identity and encryption design that separates your policy from the provider’s implementation, plus an exportable audit trail and credential-rotation procedure. |
| Support and rebuild effort | What support tier covers driver, Kubernetes and multi-node failures? How quickly can a second target be made usable? | A named escalation path, service-level terms, runbooks and the results of a clean-room rebuild exercise. |
| Commercial exit | What are the charges for egress, image pulls, cross-region replication, snapshots, idle reservations and early termination? Are there minimum commitments or notice periods? | A written cost model for exporting all production data and deleting every resource, including support and transfer charges. OECD competition analysis identifies discount structures, discouraging multi-provider use and egress fees as possible switching barriers. |
Score each answer with documentary evidence or a reproducible test owner. “Supported” is not enough: specify the version, region, GPU type and operational action that was tested.
How do you design a portable GPU reference architecture?
Keep the application-facing contract standard and confine provider-specific code to small, replaceable adapters. The following layout gives each layer a clear migration boundary.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute| Layer | Portable contract | Provider-specific boundary | Migration proof |
|---|---|---|---|
| Container | OCI image with pinned operating-system packages, framework, accelerator runtime and immutable digest. | Registry credentials, image mirroring and any host integration. | Pull the same digest into a second registry and run its startup and health checks. |
| Cluster | Upstream Kubernetes Deployments, Jobs, Secrets, Services, Ingress, Helm and Kustomize. | Cluster creation, identity integration and policy hooks. | Apply manifests to a clean cluster with only documented substitutions. |
| GPU | Kubernetes device-plugin resources and scheduling constraints such as resource requests, node labels and affinities. | Driver, operator, topology, firmware and partitioning configuration on nodes. | Schedule a smoke test, then run correctness and performance tests on each supported GPU class. |
| Runtime and serving | A portable model format or serving API with a rebuildable framework backend. | CUDA, ROCm, compiler, kernel and hardware-specific optimisations. | Rebuild the backend and compare outputs within an agreed numerical tolerance. |
| Data | CSI-compatible volumes and replicated object storage with documented export formats. | Endpoints, encryption-key services, snapshots and transfer mechanisms. | Restore a representative dataset and checkpoint using a new endpoint and key. |
| Provisioning | Portable infrastructure-as-code modules and policy definitions. | GPU pools, quotas, networks, IAM bindings and regional capacity. | Destroy and recreate the target from version control, then verify drift. |
How do Kubernetes device plugins reduce GPU dependency?
Kubernetes device plugins provide a common resource contract: a vendor advertises GPUs or another specialised resource to the kubelet, and workloads request that resource through standard scheduling fields. Kubernetes documents device plugins as stable since v1.26. This lets application manifests remain consistent while the node layer supplies the driver and hardware implementation.
Use the contract deliberately:
- Request the advertised GPU resource in a Pod, Job or Deployment rather than invoking a provider-specific allocation API from application code.
- Keep node labels, taints, affinities and topology constraints in a small scheduling overlay. The base workload should express only the capabilities it requires.
- Install and upgrade drivers and operators through a node image or a controlled cluster add-on process, not as an implicit side effect of every application deployment.
- Document MIG or other partitioning settings, interconnect assumptions and minimum memory. A standard resource name does not guarantee equivalent performance or topology.
- Run the same scheduling and health tests on every target. A Pod that schedules successfully can still fail when its driver, firmware or framework versions are incompatible.
Google Cloud’s GKE documentation illustrates why this boundary matters even inside one provider: managed and standard GPU modes differ in driver installation, node lifecycle, GPU selection and sharing controls. Treat those differences as adapter configuration, not application logic.

How should you package AI software for migration?
Package every executable dependency so a second provider can reproduce it without relying on an undocumented host image. Pin the OCI digest, operating-system libraries, Python or other language dependencies, framework, CUDA or ROCm version, compiler and serving binary. Record the GPU architecture and minimum memory alongside the image.
Pin versions and capture provenance
- Lock dependency versions and retain the lockfile with the source revision that built the image.
- Store the image by digest, not only by a mutable tag such as
latest. - Record driver, runtime, firmware and kernel requirements in machine-readable metadata.
- Keep model weights, tokenizers, preprocessing code, evaluation sets and configuration separate from the base image so each can be exported and replaced independently.
- Generate a software bill of materials and retain build logs where the second provider can retrieve them.
Separate portable interfaces from optimisations
Expose a stable inference or batch interface and hide provider-tuned kernels, compiler flags and communication libraries behind the serving backend. Keep a portable implementation available for correctness tests; enable a hardware-optimised path only after measuring its benefit and documenting its fallback.
Recommended Free Tools
How do you isolate storage, identity, networking and observability?
Use adapters so the application calls a small internal interface while each provider supplies an implementation. This prevents a storage SDK, identity token format or telemetry endpoint from spreading through business logic.
Storage and artifacts
Place model registries, datasets, checkpoints, evaluation results and metadata in independently accessible object storage or replicated repositories. Document endpoint substitution, encryption keys, snapshot format, retention, checksums and deletion. Keep cache rebuild instructions: a cache that cannot be regenerated becomes hidden state during an exit.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Identity and secrets
Define roles and least-privilege permissions in your own policy language, then map them to each provider’s IAM system. Keep secret values out of images and manifests; use a replaceable secrets interface, rotate credentials during a rehearsal and verify that old credentials are revoked.
Networking and ingress
Express services, ingress rules, DNS requirements and network policies declaratively. Avoid embedding provider-specific load-balancer annotations in the base chart; place them in an environment overlay. Test internal service discovery, external TLS termination and multi-node traffic on the second target.
Observability
Export logs, metrics and traces to a system you can access independently of the compute provider. Preserve timestamps, labels, model versions, request identifiers and GPU utilisation so a migration does not erase the evidence needed to compare behavior. Keep dashboard definitions and alert rules in version control.
How do you prove that a provider is portable?
A provider is portable only when an independent team can rebuild a representative workload from exported artifacts and version-controlled configuration. Make the proof a formal exit rehearsal before production commitment.

- Inventory dependencies. List every model registry, object store, feature store, secrets manager, identity provider, network service, scheduler extension, observability backend and hosted inference API.
- Classify each dependency. Mark it as an open standard, an adapter-wrapped provider implementation or a direct dependency that must be removed.
- Freeze the inputs. Export image digests, manifests, Helm values, policies, model artifacts, metadata, test data, keys and runbooks. Record versions and checksums.
- Build a clean target. Use a second provider or an independent environment with no access to the original control plane. Provision it from the repository, not from console history.
- Restore and rotate. Import artifacts, create replacement encryption keys, rotate credentials and update endpoints through the adapter layer.
- Run correctness tests. Compare model outputs, tokenisation, preprocessing, batch behavior and failure handling against a known baseline. Define acceptable numerical tolerances before testing.
- Run performance tests. Measure throughput, latency, GPU utilisation, autoscaling response, storage throughput and multi-node communication on named production-like workloads.
- Record the exit ledger. Capture rebuild time, transfer volume, egress bill, missing features, manual interventions and runbook changes. Treat every unexplained step as a portability defect.
- Repeat after material changes. Rehearse again after a provider control-plane change, accelerator refresh, driver upgrade or major framework release.
The rehearsal should end with a go/no-go decision and an owner for every unresolved dependency. A successful demo on a second GPU is weaker evidence than a documented destroy-and-recreate exercise.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you measure performance, capacity and cost?
Measure the complete workload path, not only GPU rental. Use the same model, batch sizes, precision, preprocessing, concurrency, dataset, software versions and success criteria on each target.
- Throughput: tokens, images, samples or requests completed per unit time at the quality threshold you actually need.
- Latency: median and tail latency under realistic concurrency, including queueing and data-fetch time.
- Utilisation: accelerator, host CPU, memory, storage and network utilisation; low GPU utilisation can indicate an input or interconnect bottleneck.
- Elasticity: time from a scale request to a ready node, scheduling delay, warm-up cost and behavior when capacity is unavailable.
- Distributed performance: all-reduce or pipeline communication, topology placement and failure recovery for multi-node jobs.
- Capacity risk: quota process, regional availability, pre-emption policy and the provider’s ability to supply the named GPU model.
- Total cost: GPU and host time, storage, snapshots, image pulls, object operations, cross-region replication, egress, support, idle reservations and commitment penalties.
Separate one-time migration costs from recurring operating costs. Put assumptions in the scorecard: region, currency, billing interval, commitment term, data volume, retention and whether a price is promotional. If a provider will not state an exit charge or deletion behavior, mark the value as unknown rather than assigning a reassuring estimate.
Which contract terms limit lock-in?
Contract language should make technical portability financially and operationally possible. Require the following terms in writing:
Best Value
- Export rights for models, datasets, checkpoints, metadata, logs, traces, images and configuration in documented, machine-readable formats.
- Reasonable transfer paths, stated egress rates, retention periods, deletion certificates and assistance for large exports.
- API and CLI access for provisioning, scaling, quota management and deletion, with notice before materially breaking changes.
- Support windows for the GPU, driver, CUDA or ROCm, Kubernetes and operator combinations you depend on.
- Clear treatment of snapshots, replicas, backups, cached images and data held by subcontractors at termination.
- Notice periods and transition assistance that match the time required for your rehearsed rebuild, without forcing an automatic renewal.
- No mandatory proprietary CNI, ingress, CSI or scheduler component in the portability-critical path unless you have documented its replacement and accepted the measured value.
Ask legal and engineering to review the same dependency inventory. A contract that grants export rights but omits a usable format, key access or network path does not provide practical portability.
What are the common portability failures, and how do you fix them?
| Failure | Why it blocks a move | Fix |
|---|---|---|
| Console-only provisioning | No reproducible record of node pools, quotas, policies or networking. | Recreate the environment with API-backed infrastructure-as-code and review the generated plan. |
| Mutable images and unpinned frameworks | A rebuild silently receives different libraries or kernels. | Pin digests and versions; retain lockfiles, build logs and a software bill of materials. |
| Driver assumptions in application code | The target GPU or driver cannot load the image or produces different results. | Move driver and operator logic to the node adapter; publish compatibility tests and fallbacks. |
| Provider SDK spread through services | Replacing one storage, identity or queue API requires a broad rewrite. | Define internal interfaces and keep provider implementations in separate modules. |
| Unexportable state | Weights, feature data, checkpoints or metadata are trapped in a managed service. | Schedule independent exports, verify checksums and perform an off-provider restore. |
| Unpriced egress | The technical exit works but the bill makes it commercially impossible. | Model full-volume transfer before signing and negotiate rates, credits or assistance. |
| Untested multi-node behavior | A single-GPU proof hides topology, network and failure-recovery dependencies. | Benchmark the largest distributed job you expect to run and test node loss and rescheduling. |
| Assuming one Kubernetes mode equals another | Managed and standard modes can differ in driver installation, node lifecycle, selection and sharing controls. | Document mode-specific overlays and repeat the workload test on the intended target. |
| Ignoring operational knowledge | Runbooks, dashboards and alert rules remain tied to the original provider. | Version-control observability and procedures, then have another team execute them during rehearsal. |
What is the practical decision rule?
Choose a provider-specific feature when its measured value—such as materially higher throughput, lower latency or a capability unavailable in a standards-based design—clearly exceeds the cost and risk of leaving. Reject opaque or UI-only workflows, unexportable state, mandatory proprietary control-plane components and contracts whose exit costs cannot be estimated. Keep the feature behind an adapter, document the fallback and add it to the next exit rehearsal.
Portability is therefore an evidence practice, not a slogan. A provider earns a strong portability score when your team can explain every dependency, export every critical artifact, recreate the control plane from code and demonstrate equivalent correctness on a second target.
Frequently Asked Questions
Can containers alone eliminate GPU cloud lock-in?
No. Containers package user-space software, but they still rely on a compatible host driver, firmware, GPU architecture, kernel and device-plugin configuration. Portability requires testing that complete combination and keeping the host-specific pieces outside the application image.
How often should an AI team run an exit rehearsal?
Run one before a production commitment and repeat it after a major provider, accelerator, driver or framework change. Trigger an earlier rehearsal when artifact formats, encryption keys, networking or identity integrations change.
What evidence should a procurement scorecard accept as proof of portability?
Accept an executable rebuild from version-controlled configuration, export and restore logs with checksums, named workload benchmarks, an itemised transfer bill and a list of manual interventions. Marketing claims or a screenshot of a compatible GPU are not equivalent evidence.
Is using two GPU providers always cheaper than using one?
Not necessarily. Duplicate operations, minimum commitments, replicated data and lower volume discounts can increase recurring cost. The justification for a second provider may instead be recoverability, negotiating leverage or access to a required accelerator; quantify those benefits alongside the added operating work.
