Choose a cloud hosting provider that can show region-specific, auditable evidence about facility efficiency, electricity carbon intensity, renewable-energy accounting and workload resource use. Compare providers only after confirming that they meet your workload’s reliability, security and location requirements; then measure and reduce waste through right-sizing, utilization monitoring, caching, compression and lifecycle controls. No provider or region can be named as universally lowest in electricity use: the result depends on the workload, utilization, grid mix, cooling, hardware and accounting boundaries.

What should you compare when choosing a cloud provider?

Start with evidence that connects the facility’s electricity use to the service you will actually run. A good comparison does not stop at a provider’s renewable-energy headline or one efficiency score: it examines the facility, regional electricity supply, water and cooling, workload operation, hardware practices and quality of disclosure together.

The W3C recommends transparent public disclosures that include Power Usage Effectiveness (PUE), Water Usage Effectiveness (WUE), Carbon Usage Effectiveness (CUE), renewable-energy use, emissions commitments, and hardware maintenance and sourcing practices. Treat those as a baseline for questions, not proof that every provider publishes comparable data for every region.

  • Facility efficiency: Ask for measured PUE, its measurement method and category, the reporting period, and the age of the facility. A design estimate and an operating measurement are not interchangeable.
  • Electricity carbon intensity: Request location-based figures tied to the region and reporting period, along with any market-based figures. Ask how backup generation is handled in the accounting.
  • Electricity sourcing: Ask for renewable share, how the provider accounts for it, whether certificates match the time and location of electricity use, and whether they are retired to prevent double counting.
  • Water and cooling: Request WUE and information about cooling technology and local water stress. A cooling choice can shift the balance between electricity and water use.
  • Workload efficiency: Check whether you can see utilization and allocation for compute, memory, storage and network resources, and whether the service supports autoscaling, scheduling and storage lifecycle controls.
  • Hardware stewardship: Ask about maintenance, repair, sourcing, replacement and end-of-life practices, rather than considering only the energy used while equipment is running.
  • Transparency: Prefer current, independently assured information at the region or facility level. A corporate-wide figure may conceal meaningful differences between locations.

How do you compare cloud regions fairly?

First identify the regions that can satisfy your latency, availability, security and data-location requirements. Then compare electricity and facility information for those locations, using the same reporting period and equivalent workload assumptions wherever possible.

Electricity’s carbon intensity varies by location and over time. The W3C advises using electricity with the lowest possible carbon intensity and recommends location-based reporting. New Zealand guidance also identifies data-center efficiency, electricity-generation profile, water, waste, climate and offsets as comparison factors. These factors make a region comparison broader than asking which grid has the largest renewable share.

Keep the physical location and the accounting claim distinct. A provider’s market-based renewable-energy figure describes an accounting approach; a location-based figure describes the grid associated with the region. Ask for both where available, how each is calculated, and how backup generation is treated. If renewable certificates are used, W3C guidance says they should match the time and location of electricity use and be issued and retired so they are not counted twice.

Do not choose a region solely because one published figure looks favorable. A different region can affect latency, availability, water conditions and the electricity required to deliver the workload. Revisit regional assumptions when the workload or provider’s energy sourcing changes.

What does PUE tell you—and what does it leave out?

PUE is total data-center facility energy divided by energy used by IT equipment, as defined by Arcep. A lower value indicates less facility energy overhead relative to IT energy, but PUE alone does not tell you the total electricity required for your application, its carbon impact or its water footprint.

Arcep’s guidance gives a practical control criterion of real PUE below 1.5, or design PUE at or below 1.3 for facilities operating for less than two years. These are guidance criteria, not a universal ranking of providers or a guarantee that a particular workload will use less electricity.

Arcep guidance figure What it describes How to use it
About 1.1 Typical PUE for hyperscalers, according to Arcep’s guidance page crawled in 2026. Use as a contextual typical-range figure, not a promise for every facility or region.
About 2 Typical PUE for older data centers, according to the same Arcep guidance page crawled in 2026. Use as context when asking about facility age and measured performance.
Real PUE below 1.5 Arcep’s practical control criterion for real PUE. Confirm the facility’s measurement method, period and operating status.
Design PUE at or below 1.3 Arcep’s criterion for design PUE in facilities operating for less than two years. Keep this design figure separate from measured operating performance.

The figures are not directly comparable unless the measurement definitions, facility age and reporting periods are understood. A design value is a target or estimate, while an operating value reflects a facility in use. Ask providers to explain which one they are reporting and whether it applies to the region or facility that will serve your workload.

Arcep also cautions that improving one indicator can worsen another. A facility with favorable PUE may not be the best choice if its water use, electricity carbon intensity or hardware practices are poor. Evaluate energy, water, carbon and equipment stewardship as a set.

How can you verify a provider’s renewable-energy claim?

Ask the provider to explain the claim’s accounting method, geographic scope, time period and certificate treatment. “Renewable” is not a complete description unless you can tell what electricity use the claim covers and how the associated environmental attributes are accounted for.

  1. Request the boundary. Ask which facilities or regions and which electricity consumption the claim covers, plus the reporting period.
  2. Ask for both views. Request location-based carbon-intensity reporting and the provider’s market-based renewable-energy accounting. Ask how backup generation is reflected.
  3. Check certificate matching. If certificates support the claim, ask whether they match the time and location of electricity use.
  4. Check retirement and double counting. Ask whether certificates are issued and retired in a way that prevents another party from claiming the same attributes.
  5. Seek assurance and updates. Prefer current, independently assured information and agree how often reporting will be refreshed.

A broad corporate commitment may not answer whether the region hosting your service has a lower-carbon electricity supply. Request the regional detail and the underlying accounting explanation before treating a headline percentage as evidence about your workload.

How do you lower electricity use after deployment?

Provider choice sets the operating context, but your allocation and use of resources also matter. Monitor compute, memory, storage, network use and allocation, then remove idle capacity and overprovisioning. W3C and U.S. Department of Energy guidance support monitoring, efficient operation, and efficient IT, cooling and electrical systems.

1. Establish a workload baseline

Before changing capacity, record what the application needs and how it behaves during normal and peak demand. Use provider dashboards or APIs to inspect CPU, memory, storage, network activity and allocated resources. Keep reliability and performance requirements alongside utilization data so that reducing capacity does not undermine the service.

2. Right-size and remove idle resources

Compare assigned capacity with measured use. Reduce persistent over-allocation where the workload permits, and shut down or remove resources that are no longer needed. Recheck after changes to confirm that the application still meets its availability and performance requirements.

3. Use autoscaling and scheduling where suitable

For workloads with variable demand, use scaling controls to align capacity more closely with actual use. For work that does not need to run immediately, schedule it for appropriate periods rather than keeping resources active continuously. Confirm that schedules and scaling limits preserve operational, security and data-handling requirements.

4. Reduce avoidable data movement and processing

Caching can prevent repeated work, while compression can reduce the volume of data transferred or stored when it fits the application’s needs. Review network and data-transfer patterns to find unnecessary requests or duplicate transfers. Measure the result rather than assuming a change reduces total electricity: compute, storage and networking effects can interact.

5. Apply storage lifecycle controls

Identify data that is inactive, duplicated or retained longer than needed, then apply retention and lifecycle policies appropriate to the workload. Preserve required records and recovery copies; reducing storage should not violate legal, security or business requirements.

6. Reassess on a regular cadence

Compare utilization and resource allocation over time, not just at launch. Revisit the provider’s energy and carbon information when the reporting period changes, a region or sourcing arrangement changes, or the workload moves. Include reporting cadence, access to data and notice of region or energy-sourcing changes in procurement terms.

What questions should you put in a cloud-hosting request for information?

Use a consistent request so each shortlisted provider answers the same questions. Define the intended workload and constraints first; otherwise, apparently precise efficiency figures may describe different facilities, periods or usage assumptions.

  1. Which regions can meet the workload’s latency, availability, security and data-location requirements?
  2. For each relevant region, what are the PUE, WUE and CUE values or equivalent metrics, what periods do they cover, and what definitions and measurement methods were used?
  3. Are the values measured operating results or design figures, and what is the age of the facility?
  4. What are the location-based grid carbon-intensity values and the provider’s market-based renewable-energy accounting for the same region and period?
  5. How are backup generation and renewable certificates handled? Are certificates time- and location-matched, issued and retired to prevent double counting?
  6. What dashboards or APIs expose CPU, memory, storage, network use and allocation? What controls support autoscaling, scheduling and storage lifecycle management?
  7. How does the provider address hardware maintenance, repair, sourcing, replacement and end of life?
  8. Is the information independently assured, when will it be updated, and will the provider notify customers about regional or energy-sourcing changes?

Compare answers using equivalent workloads and utilization assumptions. A low facility PUE does not guarantee low electricity per useful computation: the application’s resource needs and utilization determine how much IT equipment must run for the work it delivers.

How should you make the final choice?

Use a two-stage decision. First eliminate regions and services that fail your operational, security or compliance requirements. Among the remaining options, prefer the provider that can substantiate efficient facilities, lower-carbon electricity accounting, responsible water and hardware practices, and visibility into the resources your workload consumes.

Record the selected region, workload assumptions, reporting period and relevant provider commitments. After deployment, use measured utilization to find waste and reassess when service demand, regional data or energy sourcing changes. The best choice is the one supported by comparable evidence for your workload—not an unqualified “green” label.

Frequently Asked Questions

Are carbon offsets the same as using renewable electricity?

No. An offset is a separate accounting measure and does not by itself establish the electricity source serving a data center. Ask providers to disclose offsets separately from renewable-electricity claims and regional electricity information.

Does choosing a cloud provider automatically reduce a company’s electricity use?

Not necessarily. A provider’s facility performance does not show how efficiently a particular application uses allocated compute, storage and network resources. Compare the service against your workload’s measured needs rather than assuming that moving workloads changes consumption in one direction.

Can I calculate my application’s electricity use from PUE alone?

No. PUE describes facility energy relative to IT-equipment energy, not the total energy attributable to an individual application. You also need workload-level resource information and a clear method for attributing shared infrastructure.
