How to Put Cloud Disaster Recovery in Code—Not Just Backups

Cloud recovery is dependable only when you can recreate the workload, not merely retrieve yesterday’s data. Treat infrastructure, configuration, deployment logic, application artifacts, secrets-recovery steps, and validation checks as version-controlled code. Then a regional outage becomes a reviewed, testable redeployment path that can be promoted through a pipeline instead of a sequence of undocumented console clicks.

Backups remain essential, but they are one input to recovery. A complete design defines recovery-time and recovery-point objectives for each workload, protects the code and state needed to rebuild it, keeps the delivery pipeline available, and exercises the whole path before an incident.

What does it mean to put recovery in code?

Recovery in code means expressing the desired infrastructure and the procedure for restoring service as declarative files, scripts, policies, and automated tests in version control. The same reviewed artifacts used for a normal deployment can be promoted into another region or account when the primary environment is unavailable.

The UK Home Office engineering standard captures the operating principle: “Infrastructure should be defined as code and treated in the same way as application code.” That means peer review, protected branches, repeatable builds, dependency control, and an audit trail apply to recovery artifacts as well as feature code.

A recovery path has more than data

A usable path normally includes:

  • Infrastructure-as-code (IaC) for networks, identity, compute, storage, databases, queues, and observability.
  • Application binaries, container images, virtual-machine images, and package metadata.
  • Configuration, feature flags, certificates, DNS or routing records, and documented external dependencies.
  • A procedure for retrieving, rotating, and validating secrets without placing secret values in source control.
  • Backup metadata and data-restoration commands, including point-in-time or transaction-log procedures where the platform supports them.
  • Health checks and acceptance tests that prove the rebuilt service is useful, not merely that resources exist.

AWS disaster-recovery guidance states that to redeploy infrastructure quickly and without errors, teams should always use IaC such as CloudFormation or the AWS Cloud Development Kit. The specific tooling can vary; the requirement is a reproducible definition that another engineer can execute.

Why is backup and restore different from rebuilding?

Backup and restore protects data. Rebuilding recreates the running system around that data. Restoring a database into an empty account still leaves you without the network routes, permissions, runtime versions, queues, certificates, monitoring, and deployment configuration that the application expects.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What backup-only plans commonly miss

  • Infrastructure: subnets, firewalls, load balancers, autoscaling rules, and managed-service settings may have been changed manually.
  • Configuration: environment variables, connection strings, policy documents, and feature flags can be absent or stale.
  • Identity: roles, service principals, trust relationships, and emergency access may not exist in the recovery location.
  • Application supply chain: a source repository alone is insufficient if the exact build toolchain, dependencies, or image digest cannot be retrieved.
  • Traffic management: DNS, certificates, health probes, and routing weights determine whether users reach the recovered service.
  • Operational knowledge: operators may not know the order in which databases, queues, workers, and APIs must start.

Backup and rebuild are complementary. Backups provide the recoverable state; code provides the repeatable environment and sequence that makes that state usable.

How should I establish a version-controlled source of truth?

Keep IaC, recovery scripts, policy checks, and runbooks in repositories with the same review and promotion controls used for production software. Separate reusable modules from workload-specific definitions so a change to a shared network or identity module is visible to every affected service.

Repository controls that matter during an outage

  1. Protect the default branch. Require peer review, status checks, and signed or otherwise attributable changes. Keep a break-glass path documented and monitored rather than allowing routine direct edits.
  2. Pin dependencies. Record provider versions, modules, action versions, base images, and package lockfiles. A rebuild that silently pulls a newer dependency is not the same build you tested.
  3. Validate before merge. Run syntax checks, IaC plan or compile steps, policy-as-code rules, secret scanning, and security analysis in continuous integration.
  4. Promote immutable artifacts. Build images and packages once, identify them by digest or version, and promote those exact artifacts to the recovery environment.
  5. Record approvals and releases. Tag the commit, IaC module versions, image digests, and configuration bundle used for each production deployment.

Do not put secret values in IaC files, state files, pull requests, or build logs. Reference a dedicated secrets manager and document how an authorized operator restores access, verifies the correct version, and rotates credentials after a regional event. Azure Well-Architected guidance specifically calls for testing deployments, configuration updates, recovery processes, and deployment-rollback processes; the repository should make those tests executable.

How do I protect recovery state and artifacts?

Protect the things that make rebuilding possible as carefully as the data itself. An attacker who can delete your backups, IaC state, image registry, and deployment credentials can turn a documented plan into an unusable one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep independent and isolated copies

Replicate state and artifacts to a separate account, subscription, project, or region where practical. Keep at least one offline or otherwise isolated copy of IaC templates, recovery scripts, image manifests, configuration bundles, certificates, and backup catalogs. CISA StopRansomware guidance recommends using IaC to redeploy cloud resources and keeping template files offline so resources can be restored quickly after an attack.

Use immutability or retention controls where the platform offers them, and restrict deletion permissions. Test that an operator with ordinary production access cannot erase every recovery copy. Document how the isolated copy is retrieved when normal identity systems or network paths are impaired.

Protect state without creating a second failure

IaC state often contains resource identifiers and sometimes sensitive attributes. Encrypt it, limit read access, enable versioning and locking, and monitor access. Store state in a location whose recovery procedure is documented; a state backend that depends on the failed region can block an otherwise valid rebuild. If state cannot be restored, define when a controlled import or fresh state initialization is safe and how drift will be reviewed afterward.

How can the CI/CD pipeline survive a regional outage?

CI/CD is itself a recovery dependency. Google Cloud business-continuity guidance treats the delivery system as part of the service that needs continuity planning. A recovery plan that assumes the pipeline will simply be available may fail when its runners, registry, identity provider, artifact store, or approval system is in the affected region.

Document the pipeline’s bootstrap order

  1. Provision a minimal administrative account or break-glass identity with tightly scoped, audited permissions.
  2. Restore the source repository mirror or export and verify commit integrity.
  3. Recreate runners or build workers from a pinned image and install the exact tool versions used for production.
  4. Restore access to the artifact registry, package mirrors, signing keys, and vulnerability databases, or use pre-staged copies.
  5. Re-establish deployment credentials and trust relationships, then rotate them after service is stable.
  6. Run the recovery pipeline against a disposable environment before changing user traffic.

Keep a small, independently accessible bootstrap bundle containing provider plugins, critical modules, runner images, and the instructions needed to start the pipeline. It should be updated whenever the normal pipeline changes and checked during recovery exercises.

Which cloud recovery pattern fits my workload?

No single pattern is universal. Choose by workload criticality, acceptable data loss, geographic scope, budget, and the amount of automation your team can operate reliably. The table describes the usual trade-offs; actual results depend on service limits, data volume, and dependencies.

Pattern Typical RTO Typical RPO Standing cost and complexity Key dependencies and cautions
Backup and restore Highest of these options because infrastructure and data are rebuilt after an event Depends on backup interval and replication lag Lowest ongoing cost and operational complexity Requires reliable IaC, accessible backups, and a tested restore sequence; data consistency must be verified.
Pilot light Lower than backup and restore because core data or minimal services remain running Usually better than periodic backups when data is continuously replicated Moderate standing cost and more configuration to maintain Capacity, networking, and application tiers still need expansion; control-plane access remains important.
Warm standby Low; a scaled-down environment is promoted and enlarged Low when replication is continuous and coordinated Higher cost and operational complexity Requires regular synchronization, capacity planning, and traffic-switch automation.
Multi-site active or active-passive Lowest when traffic can shift automatically Can be near-zero, but only if cross-site writes and conflict handling are designed correctly Highest cost, testing burden, and architectural complexity Geographic scope, data consistency, licensing, and control-plane independence must all be proven.

Define a target RTO (how long service may be unavailable) and RPO (how much data loss is acceptable) for each workload rather than choosing a pattern for the organization as a whole. Include control-plane dependency in the decision: a design that requires a provider API available only in the failed region may not meet its stated RTO.

How do I test recovery without waiting for a disaster?

Exercise the complete path on a schedule and after material architecture or pipeline changes. Azure guidance says to test both routine and non-routine activities, including deployments, configuration updates, recovery, and rollback. AWS guidance likewise emphasizes repeatable, tested recovery procedures.

A practical recovery exercise

  1. Declare the scenario. Specify the unavailable region, services affected, assumed operator access, and the start time.
  2. Freeze the evidence. Record the commit IDs, IaC module versions, image digests, backup timestamps, and configuration versions used.
  3. Build in an isolated target. Run the same pipeline and state workflow used for a real event; do not quietly fill gaps with console edits.
  4. Restore data. Measure transfer and replay time, check point-in-time selection, and verify application-level consistency rather than only a successful database command.
  5. Validate dependencies. Test identity, DNS, certificates, queues, scheduled jobs, observability, third-party endpoints, and rate limits.
  6. Exercise traffic and rollback. Shift a controlled audience or synthetic traffic, then practice returning to the previous state if validation fails.
  7. Capture defects. Record elapsed recovery time, achieved data-loss window, manual interventions, failed checks, and ambiguous instructions.
  8. Remediate and retest. Change the code, policies, artifacts, or runbook that caused each defect, then repeat the relevant portion.

Use synthetic transactions and representative data where privacy or cost prevents a full production copy. A test that proves only that servers start is incomplete; users need working authentication, reads and writes, background processing, and monitoring.

What belongs in a cloud recovery runbook?

A runbook should be executable by an on-call engineer who did not design the system. Keep it in the operational repository and publish a centrally accessible, read-only copy for the moment when the primary source-control interface is unavailable.

  • Incident triggers, severity criteria, decision authority, and escalation contacts.
  • RTO and RPO for the service, plus the approved recovery pattern and target geography.
  • Prerequisites: emergency identities, network access, quotas, licenses, provider status checks, and required approvals.
  • Exact commands or pipeline links for bootstrapping repositories, state backends, runners, registries, and secrets access.
  • Ordered steps for infrastructure, data stores, application tiers, workers, certificates, DNS, and traffic changes.
  • Validation queries, synthetic checks, dashboards, and explicit pass/fail thresholds.
  • Rollback and fail-forward criteria, including who can reverse a DNS or routing change.
  • Evidence to retain: timestamps, commit IDs, logs, backup versions, approvals, and unresolved risks.
  • Post-recovery tasks: credential rotation, drift reconciliation, backup verification, and an incident review.

What are the most common failure modes?

Undocumented console changes

Manual fixes create drift between the declared environment and reality. Import the change into IaC, review it, and rerun drift detection before the next exercise.

Unpinned or unavailable dependencies

A build can fail because a provider plugin, package mirror, base image, or signing service disappeared. Cache or replicate critical dependencies and pin versions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Secrets that cannot be retrieved

Document alternate access, escrow or recovery controls, and post-incident rotation. Never solve this by committing credentials to the repository.

Backups that restore but are unusable

Application migrations, collation settings, encryption keys, or missing transaction logs can make a technically successful restore fail user validation. Include application-level tests and key-recovery checks.

Frequently Asked Questions

Can infrastructure as code restore a database’s contents?

No. IaC can provision the database service, networking, encryption, and permissions, but the records still come from backups, replication, or database-native point-in-time recovery. The runbook must specify which snapshot or log position to use and how to verify application consistency afterward.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should a cloud recovery drill run?

Set the interval according to business impact, regulatory obligations, and the rate of change, then repeat after major architecture, provider, or pipeline changes. A shorter tabletop review can supplement full rebuild exercises when a complete test is expensive, but it cannot replace proving the deployment path.

Should recovery code live in the same repository as application code?

It may, but ownership and access boundaries matter more than one-repository uniformity. Keep shared platform modules, workload IaC, and application code linked by versioned releases, while ensuring an outage in one repository or team does not remove every copy of the recovery artifacts.

What if the cloud provider’s control plane is unavailable?

Your plan needs an explicit degraded mode: an alternate region or account, an independent identity path, cached provider plugins and images, and a decision point for failover versus waiting. If the chosen recovery pattern cannot operate during the assumed control-plane outage, its RTO should be documented as unmet rather than implied.
