Preventing cloud-file leaks requires several controls working together: protect the accounts that can reach sensitive data, make sharing links restrictive by default, limit external collaboration deliberately, detect sensitive content, review access, and remove unnecessary copies. A link is an access grant, not merely a convenience; an “Anyone” link can be forwarded and used without sign-in. In Microsoft SharePoint and OneDrive, specific-people links, authenticated guests, approved domains or groups, data-loss-prevention (DLP) rules, and recurring access reviews provide a practical model. Other cloud applications use different labels and capabilities, so verify their current administrator documentation rather than assuming Microsoft’s controls exist everywhere.
What actually causes leaks from cloud apps and shared files?
Most incidents come from a small set of failure paths. A broadly scoped link may reach people the owner never intended. A stolen password or session can expose every file available to that account. Sensitive documents may be copied into less protected folders, downloaded to unmanaged devices, or left accessible to former guests. Controls must address all of these paths; access control alone does not govern how data moves after access is granted. Microsoft describes this distinction directly: “Controlling access to data is necessary but insufficient in exerting control over data movement and in preventing inadvertent or unauthorized data leakage or loss.” (Microsoft Learn)

- Over-broad links: Anyone links require no recipient sign-in and can be forwarded.
- Account takeover: An attacker who defeats a password can use the victim’s existing file permissions.
- Unmanaged collaboration: Users may copy files to personal services when approved workflows are too difficult.
- Stale access: Former employees, contractors, guest accounts, and old links can remain active after a project ends.
- Duplicate copies: Every download or duplicate creates another place that must be secured, retained, and deleted.
How do I build a prevention plan that works across cloud apps?
Start with an inventory, then apply controls in order of impact. The detailed labels below are Microsoft examples; for another service, map the same decisions to its own administration console.
- Inventory data and access paths. List cloud applications, repositories, sensitive-data categories, external collaborators, public links, guest accounts, synchronizations, and download or export routes. Identify which locations must never be externally shared.
- Protect identities. Require multifactor authentication (MFA) for administrators and every account that can access sensitive files. Prefer a phishing-resistant method where the service supports it. CISA says, “Businesses should aim to use a phishing-resistant MFA method.” (CISA)
- Set restrictive sharing defaults. Choose the narrowest link type and permission that still supports the work. Make view-only the default when editing is unnecessary, and use expiration controls where available.
- Separate high-risk material. Put highly sensitive files in sites, libraries, or workspaces with external sharing disabled or more tightly restricted. Apply classification and DLP rules to detect risky content.
- Review and clean up. Examine current permissions, guests, links, and sharing activity on a recurring schedule. Remove access that no longer has a business reason and close obsolete links.
- Reduce copies and improve user workflow. Prefer in-place collaboration when practical, apply retention or deletion rules to unneeded copies, and provide an approved external-collaboration route that is easier than shadow sharing.
What is the difference between Anyone, organization, and specific-people links?
Choose a link by asking who must authenticate, how far the link can travel, and what happens if a recipient forwards it. Microsoft’s sharing guidance describes these distinctions in SharePoint and OneDrive collaboration options.

| Link type | Recipient authentication | Forwarding and scope | Appropriate use |
|---|---|---|---|
| Anyone | No sign-in required | Can be forwarded to anyone who obtains it. In Microsoft’s documented security-group configuration guidance, access through this type cannot identify who opened the item. | Only content suitable for broad access; constrain to view-only and add an expiry when available. |
| Organization | People in the organization authenticate with an organizational account | Anyone in the organization who obtains and redeems the link can use it; it is not automatic access for every employee, but it can be passed internally. | Internal collaboration where an identity boundary is sufficient. |
| Specific people | Named recipients authenticate | Access is bound to the people selected by the sender, reducing the damage from casual forwarding. | Sensitive files and external sharing that requires accountable identities. |
Permissions are a separate decision from link scope. Grant edit rights only when recipients must change the source; otherwise select view-only. A narrowly scoped link with edit permission can still permit unwanted changes, while a broad link with view-only may still expose confidential information.
How do I stop sharing files with people outside my organization?
Do not treat external collaboration as a single on/off switch. Microsoft supports restrictions based on guest status, allowed domains, sharing groups, approved sharers, and link settings. Align those layers with real partner workflows so users have a controlled alternative to creating unmanaged copies.

Use the narrowest external policy that fits
- Disable external sharing for locations containing regulated or highly sensitive material.
- For other locations, permit only existing guests or authenticated new guests when business partners genuinely need access.
- Restrict invitations to approved partner domains where domain control is reliable.
- Limit who may create external shares, and use approved groups for recurring collaborations.
CISA’s secure-configuration baseline for federal agencies states: “External sharing for SharePoint SHALL be limited to Existing guests or Only People in your organization.” That baseline is agency-oriented guidance, not a universal legal requirement; use it as a conservative reference when deciding your own policy. (CISA SharePoint and OneDrive Secure Configuration Baseline)
Check the effective setting, not just the tenant switch
Microsoft documents organization-wide and site-level sharing controls, and notes that OneDrive cannot be configured more permissively than SharePoint: the most restrictive applicable setting governs. Confirm the live tenant and site configuration before relying on an assumed default; external sharing is enabled by default in some documented environments, but actual settings vary. (Microsoft: Manage sharing settings)
How do I prevent anyone-with-the-link access?
Change the default link type from Anyone to a more restrictive option, then address existing links separately. A default change affects new shares; it does not automatically eliminate every previously created public link.

- Set the default link to Specific people for sensitive work, or Organization for material that must remain internal.
- Require authentication for external recipients and prefer named guests or approved groups.
- Review existing Anyone links and revoke those with no current business purpose.
- Where an Anyone link must remain, set view-only, apply an expiration date if the service offers one, and avoid placing sensitive data behind it.
- Teach senders to check the link scope and recipient list immediately before selecting Share.
Users may still need a low-friction way to send genuinely public material. Removing every convenient option without providing an approved route can push people toward personal or unmanaged services, which creates a different exposure path.

How can I prevent sensitive files from being shared externally?
Combine location-level restrictions with classification and DLP. Put the most sensitive information in repositories where external sharing is disabled or heavily constrained, then use rules that detect sensitive content when users attempt to share, sync, download, or otherwise move it.
Classify before enforcing
Define the data categories that matter to your organization—such as identity, financial, health, legal, or confidential business information—and map each category to an allowed sharing pattern. Microsoft’s DLP example for SharePoint and OneDrive is explicitly hypothetical, so treat it as a design model rather than a ready-made policy. (Microsoft: Help prevent sharing sensitive items externally)
Test, tune, then enforce
- Run detection in an audit or simulation mode where available.
- Check false positives, missed formats, legitimate partner scenarios, and the user experience.
- Adjust classifiers, exceptions, locations, and notification text.
- Move to warnings or blocks only after the results are understood, and document an escalation path for approved exceptions.
Classification and DLP reduce accidental disclosure; they do not replace identity security, sensible link defaults, or periodic access review.
Why is MFA essential, and which method should I choose?
MFA limits the damage from a stolen password, especially for administrators and users with access to large repositories. CISA identifies a physical security key as a strong phishing-resistant option: it plugs into or taps the device and provides protection against phishing. Confirm that your cloud service supports the chosen standard, that enrollment is practical, and that recovery and backup procedures are documented before making it mandatory. (CISA MFA guidance)

MFA does not make a permissive link safe. If an Anyone link is forwarded, the recipient may not need an account at all; link scope and account protection therefore have to be implemented together.
How often should I review guests, links, and permissions?
Set a recurring review based on data sensitivity and project turnover, with additional reviews after organizational changes or policy changes. The review should examine both direct permissions and indirect access through groups, sites, synced folders, and links.
- Remove former employees, contractors, and guests whose work has ended.
- Delete or disable links for completed projects and replace broad links with named-recipient links when collaboration continues.
- Check whether editors still need edit rights or can be changed to view-only.
- Review sharing activity for unusual recipients, downloads, or access from unexpected contexts.
- Confirm that sensitive files are not duplicated in less restricted locations.
Record the owner and business purpose for ongoing external access. An access review that merely confirms a large permission list without an accountable owner will not reliably remove stale privileges.
What happens if external sharing is turned off and later turned back on?
Policy changes can have surprising effects. Microsoft warns that guest access may return when sharing is re-enabled, and that tenant- and site-level restrictions interact. Before changing the policy, identify affected sites, guests, links, and business owners; after the change, verify which identities and links are active rather than assuming the previous state was permanently removed. The cited CISA document is a draft and CISA’s baselines are tailored to government environments. Use them as security guidance, then validate behavior in your own tenant and document the change procedure.

How do I reduce leaks caused by duplicate files?
Keep one authoritative copy when the workflow permits. In-place collaboration avoids proliferating attachments and downloads, while retention and deletion rules remove copies that no longer have operational or legal value. Apply those rules deliberately: deleting data that must be retained can create a compliance problem, but keeping every obsolete export indefinitely expands the attack surface.
- Designate the authoritative repository and link to it instead of emailing attachments.
- Use view-only access for reference material and limit download or edit rights where the platform supports those controls.
- Define when project exports, local working files, and old versions may be deleted.
- Include synchronized folders and personal-device downloads in the workflow, not only the central repository.
How should users be trained to share safely?
Training should be a short decision routine, reinforced at the moment of sharing:
- Verify the file and its sensitivity classification.
- Check every recipient, guest identity, and domain.
- Choose Specific people or Organization instead of Anyone unless broad access is intentional.
- Select view-only unless editing is required.
- Set an expiry where available and state how the recipient should handle copies.
- Report an incorrect share immediately so the owner can revoke the link and review access activity.
Give teams an approved collaboration route with reasonable turnaround and clear ownership. Excessive friction is a documented reason users seek unmanaged alternatives; usability is therefore part of the security design, not a competing concern.

Use the same control questions, but do not assume identical labels or guarantees:
- Can links require named-recipient authentication, or are they bearer tokens?
- Can administrators restrict external sharing by domain, guest status, group, site, or workspace?
- Are view-only, expiry, download, and revocation controls available?
- Can DLP or classification inspect the service’s files and sharing events?
- Are access reviews, guest lifecycle management, and audit records supported?
- What happens to existing links and guests when a policy is tightened and later relaxed?
Ask the provider for current administrator documentation and test the behavior with a non-production file. Microsoft’s exact controls should be treated as an implementation example, not a universal cloud standard.

Frequently Asked Questions
Do shared links expire automatically in every cloud service?
No. Expiration behavior is platform- and policy-dependent, and some services leave links active until an owner or administrator revokes them. Treat expiry as an explicit setting to verify, not an assumption.
Can a guest download a file even when the link is restricted to named people?
That depends on the repository’s download and permission controls. Named-recipient authentication limits who can open the item, but it does not by itself prevent an authorized person from saving a copy or forwarding the information.

Use a named-recipient link tied to the contractor’s authenticated account, grant the minimum permission, and set an end date or review owner. Remove the guest and close the link when the engagement ends.
How should we handle a link that was sent to the wrong person?
Revoke or replace the link immediately, remove unintended recipients or guest access, and inspect sharing activity for the item. Then create a new specific-people link and document the incident so the same workflow can be corrected.
