Preserve an online controversy as an evidence package, not as a screenshot alone. Capture what appeared on screen, save the page or other original content when possible, record the exact URL and UTC capture time, and document who collected and handled the files. A screenshot can preserve visible context, but by itself it does not establish who created a post, whether it was altered before capture, or whether its claims are true.
Are screenshots enough evidence?
No. A screenshot can show visible content and its surrounding context, but it is only one layer of preservation. SWGDE’s Best Practices for Acquiring Online Content, Version 1.1 (2024), describes screenshots as the least forensically sound of its listed methods and says they should be used with other acquisition methods. They can still be important for live, dynamic, or otherwise unexportable content.

Keep the exact URL, collection notes, and related links too. This makes the package more useful to someone who was not present and gives later reviewers more than a single image to assess.
- A screenshot establishes: what was visible in the captured image, subject to the limits of the capture and its provenance.
- It does not establish by itself: who authored the content, whether it was changed before capture, whether the displayed time is accurate, or whether the content is true.
- A hash can establish: whether a file has changed since it was hashed, assuming the original hash and file are available for comparison. It does not authenticate the page or prove its claims.
RFC 3227, the IETF’s 2002 evidence-collection best-current-practice document, frames useful evidence as admissible, authentic, complete, reliable, and believable. It also emphasizes detailed collection procedures, custody documentation, restricted access, and checksums or cryptographic signatures where feasible. These principles help make a record understandable and auditable; they do not guarantee a particular legal outcome.

How do I preserve a webpage before it changes?
Collect the visible context and the best available copy of the content, then record how and when you collected each item. Work promptly if the material may change or disappear, but do not let speed erase the URL, time, or custody details that make the capture interpretable.
- Record the source before capturing it. Copy the exact URL, including any path or query string that identifies the page. Note the UTC time, how you obtained that time, the collector, the relevant device or account context, the capture method, and a concise description of what was visible. If the page is part of a thread or controversy, record the surrounding discussion and links that give it context.
- Capture the visible page. Take a screenshot that includes the relevant text, account or page identity, surrounding material, and visible date or time when available. Avoid cropping away context in the preservation original. If the page is live or dynamic, note that fact in the collection record.
- Save other available representations. Preserve the page, platform export, PDF, HTML, media file, or other native content when available. Keep collection documentation generated during acquisition. SWGDE recommends preserving acquired online content and examiner documentation in a forensically sound image or other archive, with the examiner’s name, acquisition date and time, and an evidence description.
- Inventory the links. Make a plain-text file or spreadsheet listing each significant URL, what it points to, the capture time, and whether it was live, redirected, unavailable, or archived. Include linked destinations that substantiate or contextualize the material, rather than assuming that an archived page will retain working links.
- Create a protected master and a separate working copy. Keep the collected original files unchanged as the preservation master. Examine or annotate a copy. If a working copy contains live links, disable them where practical so that reviewing the copy does not accidentally revisit or change the source.
- Hash the collected files where feasible. Generate a checksum or cryptographic signature for the preserved files and record the digest in the custody log. Do not alter the collected evidence while hashing or signing it. Store the digest with the records needed to verify the file later.
- Record every later action. Log each examination, storage location, and transfer, including who handled the material and when. Restrict access to the master and retain a clear record of any working copies.
RFC 3227 recommends detailed collection procedures, documented custody, restricted access, and checksums or cryptographic signatures where feasible. A practical file naming convention can help people identify items without opening them; for example, use the UTC date and time, a short source label, and a sequence number. Keep that label descriptive rather than treating it as proof of origin.

What should the collection log contain?
Use a consistent log for each collection event. Keep the time zone explicit and distinguish the time displayed by the page from the time you captured it.
- Exact source URL and, if relevant, the URL that redirected to it.
- UTC capture time and the time source or device clock context.
- Collector name, relevant device or account context, and capture method.
- Brief description of the observed content and its surrounding context.
- Names or identifiers of collected files, including the screenshot and any export or archive.
- Hash values, if generated, and where the master files and log are stored.
- Every later examination, copy, transfer, or change in storage location.
This is a practical application of RFC 3227’s custody guidance and the National Archives and Records Administration’s emphasis on preserving a record’s content, context, and structure. Use UTC consistently, but do not imply that a timestamp alone proves when a page existed: document the capture process and the time source too.

How should I preserve a link map and changing URLs?
Keep the link and the captured content together. A live URL is not a preservation strategy: a page can change, disappear, redirect, or lose embedded assets, and a saved copy may not retain functional hyperlinks.
For each important link, record its exact address, the page or file it points to, the time you captured or checked it, and its observed status: live, redirected, unavailable, or archived. If a page has moved, keep both the old and new URLs and note the relationship you observed, such as a redirect or a replacement page. The Library of Congress notes that changing a URI without a redirect can break continuity between older and newer captures and worsen link rot.

NARA’s Guidance on Managing Web Records (2005) recommends a site map and notes that hyperlinks may stop working in preservation copies; it also suggests a bibliography describing linked destinations. A simple link inventory can serve those purposes. It should help a future reader understand the relationships among sources even if a link no longer opens.
Should I use a web archive as proof?
Use a web archive as corroboration, not as a substitute for preserving your own capture and collection notes. Retain the archive URL and its capture timestamp, then compare the archived replay with what you captured from the original page.

The Library of Congress describes web archiving as a process that can begin with a seed URL, follow links, and attempt to preserve HTML, CSS, JavaScript, images, PDFs, audio, and video in archive formats such as WARC. Its Web Archiving FAQ also warns that archiving is not perfect and notes that websites are ephemeral, at-risk born-digital content. An archived replay may omit dynamic content, third-party assets, login-gated material, or scripts; deleted material may not be present at all.
Keep the archive URL and timestamp in your link inventory, but do not discard the original URL, screenshot, exports, or custody record. Where a page is important, compare what the archive contains with your own saved representations and record any differences or missing elements.

No single method captures every aspect of a webpage. Choose a combination based on the material’s volatility, what the platform lets you save, and what a future reviewer needs to understand.

Think of fidelity, repeatability, context, integrity, volatility coverage, and future usability together. A method that preserves the visible screen may be valuable for context while a saved page or archive holds more structure; a log and protected master address provenance and integrity rather than the page’s meaning.

Can a screenshot or Wayback capture be admitted in court?
There is no universal answer. Admissibility depends on jurisdiction, purpose, and the applicable evidentiary rules, and neither a screenshot nor an archived capture should be assumed to authenticate itself.
A U.S. Courts-hosted 2015 reference on Wayback Machine evidence summarizes mixed decisions: some courts took judicial notice of Wayback material, while other decisions required additional authentication. One example described in the reference was a court unwilling to accept a Wayback screenshot without a declaration from an Internet Archive representative confirming its authenticity. That example is not a universal rule for every court or case.

What should I check before storing or sharing the package?
Review the package from the perspective of someone who was not present during collection. They should be able to identify what each file represents, where it came from, when it was captured, and how it relates to the other records.
- Confirm that the master screenshot and any original exports remain unchanged; keep annotations on a separate working copy.
- Check that each important URL appears in the link inventory, including redirects, archive links, and unavailable destinations.
- Verify that the UTC time, time source, collector, and capture method are recorded for each collection event.
- Confirm that hashes, if used, correspond to the preserved files and that the custody log records subsequent handling.
- Make sure the package includes enough surrounding context to explain a post or page without relying on a cropped image.
RFC 3227 recommends commonly used archival media and prepared read-only media, such as CDs. A CD-R can therefore be one option for an offline, read-only preservation copy, alongside suitable access controls and storage practices. Optical media does not make a record authentic; it is only a storage choice.
Frequently Asked Questions
Should I annotate the screenshot before saving it?
Keep an untouched preservation original, then add arrows, highlights, or explanatory notes only to a clearly labeled working copy. Record which copy is annotated so a reviewer can distinguish the captured image from later interpretation.
What if I can only access the page while logged in?
Record the relevant account context and the capture method in the collection notes, without including passwords in the evidence package. A screenshot may preserve what was visible in that session, but note that login state can affect what another person or an archive can reproduce.
Does a checksum prove that the post was genuine?
No. A checksum helps detect whether the file has changed since the digest was created; it does not show who published the post or whether its contents were truthful. Those questions require other provenance and corroboration.
