How to Preserve a Website with Screenshots or PDFs When an Interactive Archive Is Not Enough

Use a screenshot or browser-generated PDF when you need a fixed visual record that people can open and read. Keep the original URL, page title, UTC capture time, scope, browser and settings with every file. A screenshot or PDF is a static derivative, not a complete archive: it does not preserve live links, source files, scripts or interactive behavior. If future replay, link relationships or technical provenance matter, retain a WARC, WACZ or another source capture as well, and label the screenshot or PDF as an exhibit or convenience copy.

This workflow covers evidence capture, dynamic pages, login and personalization limits, integrity checks, storage and a browser-free API option.

What should you preserve: a screenshot, a PDF, or a WARC/WACZ capture?

The right format depends on what a future reader must be able to see or do. Choose the static derivative for a clear, shareable record; choose a source archive when replay and technical context are part of the requirement. Using both is often safest: keep the source capture for preservation and attach the screenshot or PDF for quick review.

Criterion Screenshot PDF WARC/WACZ or interactive archive
Visual appearance Excellent for a captured viewport or rendered page Good, but dependent on print layout Usually aims to replay appearance, subject to capture limits
Text search and copy Weak unless OCR is added Usually good for selectable text Depends on replay and indexing tools
Links and interaction Not retained May retain some links, not live behavior Best chance of preserving relationships and scripts, though not guaranteed
Ease of sharing Very high Very high Lower; archive tooling is required
Provenance and technical context Must be supplied separately Must be supplied separately or embedded Stronger when crawl metadata and manifests are retained
Long-term preservation role Derivative exhibit Derivative document Preferred preservation container in Library of Congress guidance

Use a screenshot when appearance is the evidence

A screenshot records what was visible in a viewport or full-page render at one moment. It is useful for branding, layout, a transient banner, a product configuration or a visual defect. The National Archives and Records Administration cautions that static images of web content do not retain hypertext functionality, so a screenshot cannot stand in for the page’s links, structure, source files, accessibility semantics or interactive behavior.

Use a PDF when readers need a document

A browser print-to-PDF file is portable, searchable and easy to annotate or place in a case or project file. It can preserve text and page layout better than an image, but scripts, forms, hover states, live data and other interaction may be absent. Put the source URL and capture timestamp in the filename, a cover page or companion metadata.

Use WARC or WACZ when replay matters

The Library of Congress describes its goal as creating a reproducible copy of how a site appeared at a particular point in time. Its format summary identifies WARC with record-at-a-time GZIP compression as the preferred web-archive format, with WACZ and ARC_IA acceptable alternatives in the same summary. Select this route when HTML, CSS, JavaScript, assets, link relationships or later replay are material to the record.

Why might a static derivative be necessary?

Websites are ephemeral: URLs and content change or disappear, and an archive may not capture every application. A static capture documents the visible state when replay is incomplete, but the record must say what was and was not captured.

  • Streaming third-party applications may not be captured by an archive.
  • Deep-web or database content requiring user input can be unavailable.
  • Dynamically queried data visualizations, GIS and some interactive maps may not replay.
  • Content behind payment or subscription access may be outside the crawl.
  • Login, geolocation, personalization and live feeds can make the recorded state specific to one session.

Do not describe a screenshot as a complete archive. State the page, state and scope it represents, and identify unavailable behavior such as a video stream, map controls or a login-only table.

How do I define the capture scope before opening the browser?

Write down exactly what you intend to preserve before you capture anything. A precise scope prevents a later reviewer from mistaking one page or one personalized view for the whole site.

  1. Choose the unit. Decide whether you need one URL, a set of pages, a section, or the whole site. List every URL when the set is finite.
  2. Identify state-changing factors. Note login status, payment or subscription access, geolocation, personalization, consent choices, account role and whether a live data feed affects what is visible.
  3. Define the evidence. Specify the viewport or full page, visible controls, text, images, charts, timestamps and any transient state that must appear.
  4. Set a cutoff. Record the UTC date and time at which the capture represents the page. A live dashboard may change during the same session.
  5. Decide whether replay is required. If a reviewer must follow links, inspect assets or reproduce the application, plan a WARC/WACZ capture in addition to derivatives.

What provenance should I record before capture?

Create the provenance record first, then use the same values in filenames and metadata. At minimum, record:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Canonical URL and page title.
  • Site owner or publisher, when known.
  • UTC timestamp, including seconds when timing matters.
  • Browser name and version, operating system and capture software.
  • Viewport width and height, device-pixel ratio or zoom, and scroll state.
  • Print settings for PDFs, including paper size, margins, orientation and whether background graphics were enabled.
  • Scope, reason for capture and any login, geolocation, consent or personalization condition.
  • Filenames, file hashes and a description of what the result does not show.

Keep this information in a plain-text file beside the images or PDF. For a team, use a consistent filename such as site-page-2026-10-26T14-30-00Z.pdf and place the matching metadata in the same directory.

How do I save a website as a PDF in a browser?

Use the browser’s built-in print command, inspect the result, and keep the print settings with the file. This produces a readable document without pretending that the live application was preserved.

  1. Open the exact URL and establish the intended state. Sign in only if the capture is authorized. Record the page title and confirm that the visible content belongs to the scope.
  2. Open Print. In the browser menu choose Print (or the operating system print shortcut), then select Save as PDF or the equivalent PDF destination.
  3. Set layout deliberately. Choose portrait or landscape, paper size and margins. Use landscape for wide tables or dashboards when portrait would clip columns.
  4. Enable background graphics when styling is evidence. Background colors, images and visual labels can disappear if this option is off. Note the setting in the metadata.
  5. Review page ranges and headers. Remove accidental browser headers and footers only when they are not part of the evidence. Check that page numbers, links and dates do not obscure content.
  6. Save and inspect. Open the PDF after saving. Check page breaks, selectable text, missing fonts, blank dynamic regions, image resolution and the order of pages.
  7. Record limitations. Note forms, hover states, scripts, live values or controls that the PDF cannot operate. If the print view differs materially from the screen, capture a screenshot as well.

When print styling changes the evidence

Some sites use print-specific CSS that hides navigation, changes colors or rearranges columns. That can be desirable for a report but misleading for a visual record. Compare the first and last pages with the browser view, and preserve a screenshot of any screen-only state that matters.

  • OPTIMIZE IMAGES AND TEXT – Automatic color detection/adjustment, image rotation (PC only), bleed through prevention/background removal, text enhancement, color drop to enhance scans. Software suite includes document management and OCR software. (4)

How do I take a full-page screenshot for evidence?

Capture the smallest visual area that proves the point, or use a full-page render when content below the fold is part of the record. For long pages, retain the original segments or a capture log so a stitched image can be audited.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Set the viewport and zoom. Record width, height, zoom and device-pixel ratio. Do not resize after deciding what the viewer should see.
  2. Wait for the page state. Allow images, fonts, lazy-loaded sections and consent dialogs to settle. Record any deliberate delay or interaction.
  3. Choose viewport or full page. A viewport shot is easier to relate to a screen session; a full-page image shows the entire rendered page but may be stitched from multiple scroll positions.
  4. Capture transient elements intentionally. If a banner, menu or tooltip is the evidence, keep it open and record the action that produced it. Otherwise dismiss overlays that hide the page.
  5. Check the result at native size. Look for seams, repeated headers, missing lazy images, clipped fixed-position elements and unreadable text.
  6. Keep a capture log. For a stitched image, record segment order, scroll positions and any manual cropping or compression.

What a screenshot cannot prove

A still image cannot prove that a link worked, that a script ran correctly, or that hidden content existed outside the captured state. It also cannot preserve accessibility semantics, source code or a future replay path. Pair it with the URL, timestamp and a source capture when those facts matter.

How should I preserve context beside the files?

Use a companion text file for every capture set. A simple record can look like this:

URL: https://example.com/page
Title: Example page
Captured (UTC): 2026-10-26T14:30:00Z
Scope: One page; signed-out view; viewport and full-page image
Browser: Browser name and version
Viewport: 1440x900; zoom 100%; device scale 1
PDF settings: A4; landscape; 10 mm margins; background graphics on
Files: example-page.png; example-page.pdf
Limitations: Live chart values and form submission were not preserved
Transformations: Full-page image stitched; no redaction; PDF generated by browser print

Include a short description of what the viewer should look for. If you later add OCR, stitch segments, compress an image or redact personal data, append the operation and date rather than silently replacing the original.

When should I add a WARC or WACZ source capture?

Add a source capture when the derivative alone would leave an important technical or evidentiary gap. Keep its index or manifest with the PDF and images so a reviewer can relate the convenient copy to the underlying capture.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use it when links and asset relationships must be inspected later.
  • Use it when HTML, CSS or JavaScript behavior is part of the subject.
  • Use it when another person must replay the page rather than merely view a picture.
  • Use it when the organization requires a preservation container rather than an exhibit.

A source capture is not magic. If the crawler could not reach a login-protected database, stream, map or live visualization, say so in the metadata. The static derivative can document the visible state, but it does not fill the missing behavior.

How do I verify integrity and manage records?

Integrity means that the retained content is complete and unaltered relative to the documented capture, while preserving the site’s physical or logical structure where that is required. Use a repeatable procedure rather than relying on the filename.

  1. Hash the originals. Generate a cryptographic hash for each PDF, image and source archive immediately after capture, and store the hash in a read-only record.
  2. Restrict edits. Keep the original files in storage where ordinary users cannot overwrite them. Work from copies when adding annotations or OCR.
  3. Document transformations. Record stitching, compression, OCR, redaction, rotation or conversion, including who performed it and when.
  4. Check on another system. Open the files on a second computer or viewer. Confirm readable text, page order, image loading and metadata.
  5. Track changes. If a new capture is made, retain the old one and note the reason, changed URL or changed state instead of replacing history.

For personal or organizational archives, keep at least two copies in different locations, perform annual readability checks and migrate to new media about every five years or when needed. Those practices reduce the chance that a single disk, account or obsolete format becomes the only copy.

How do I handle login, consent banners, personalization and live data?

Capture the authorized state and describe it precisely. A signed-in page is not the same record as a public page, and a consent choice can change scripts, advertising and analytics.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Login-protected content

Confirm that you have permission to capture and distribute the page. Do not place passwords, session cookies or authorization headers in the companion metadata. State the account role or access condition in general terms and mark the file as access-controlled if appropriate.

Consent and overlays

If a cookie or consent banner blocks the evidence, record whether it was accepted, rejected or left visible. A dismissed banner may change what scripts load, so the choice is part of the capture conditions.

Personalized or geolocated pages

Record country, timezone, language, account role and other factors that materially affect the view. A second person may not be able to reproduce the same page from the URL alone.

Live dashboards and feeds

Record the exact timestamp and, if visible, the data interval. A PDF or screenshot is a time slice; it does not preserve later updates or prove that a value remained unchanged.

What are the common failure modes and fixes?

Symptom Likely cause Fix
PDF has blank areas where charts or images should be Lazy loading, blocked resources or print CSS Scroll through the page before printing, wait for assets, check network or privacy settings, then compare with a screenshot and document anything still missing.
Text is cut off at the right edge Portrait layout or oversized viewport content Use landscape, narrower margins or a wider capture viewport; verify every page before filing.
Full-page image repeats a header or has visible seams Fixed-position elements or stitching at different scroll states Capture segment-by-segment, retain the originals and record the stitching operation.
Fonts or colors differ from the live page Font loading, print-specific CSS or disabled background graphics Wait for fonts, enable background graphics when material, and retain a screen image if visual fidelity is essential.
Content changes between captures Live data, personalization, geolocation or consent state Record conditions and UTC time; capture the relevant state again under controlled settings rather than treating the URL as the whole record.
Archive replay shows only a shell Uncaptured stream, database query, map, login or third-party application Keep the static derivative, label the unavailable behavior and add a source capture or manifest where possible.
Reviewer cannot tell what the image proves Missing scope or provenance Add the URL, title, timestamp, viewport, state, filename map and a plain-language limitation statement.

Or skip the browser setup: capture with ScreenshotNeo

ScreenshotNeo is a website screenshot API and MCP server. One GET request can return a PNG, JPEG, WebP or PDF, while the service handles browser setup for you. It accepts consent banners before capture and removes more than 60 known consent platforms, newsletter popups and chat widgets; each cleanup step can be turned off. Only clean shots are billed: bot checks or CAPTCHAs, blank pages, timeouts, failed loads and cache hits cost nothing, and each response identifies the result with X-Page-Verdict and X-Billed headers.

Read the complete parameter reference in the ScreenshotNeo documentation. Replace the example URL with the page you are authorized to preserve.

cURL

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com/page -o shot.webp

Python

import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://example.com/page"}, timeout=90)
r.raise_for_status()
open("shot.webp", "wb").write(r.content)

Node.js

const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://example.com/page' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
if (!res.ok) throw new Error(`HTTP ${res.status}`);
const fs = await import('node:fs/promises');
await fs.writeFile('shot.webp', Buffer.from(await res.arrayBuffer()));

Keep the response headers, request URL, UTC time and the same provenance record described above. If a clean shot is not enough for your preservation requirement, retain a WARC/WACZ source capture separately; the API output is still a static derivative.

What can ScreenshotNeo control?

Its 63 capture options cover the conditions that commonly make browser captures inconsistent:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Page and viewport: full-page capture with lazy images loaded; one element by CSS selector; dark mode; 12 device presets; any viewport; retina scale; image resizing; transparent background.
  • PDF output: paper size, margins, landscape mode and page ranges.
  • Page preparation: custom CSS and JavaScript; click an element before capture; hide selectors; wait for a selector, a delay or network idle.
  • Network and privacy controls: block ads, trackers, requests or resource types; set custom headers, cookies, user agent and Authorization; choose timezone and geolocation.
  • Delivery and repeatability: caching with a TTL you choose; signed links for public <img> tags; asynchronous jobs with signed webhooks; bulk capture of up to 100 URLs per call; a usage API; an OpenAPI specification; and compatibility with the parameter names used by other screenshot APIs, which can simplify switching.

For AI-assisted workflows, its MCP server exposes take_screenshot, get_page_info and capture_pdf to Claude, Cursor and other MCP clients. That lets an agent inspect a page or request a PDF without you wiring a browser automation session.

How can I make repeated captures reliable and affordable?

Reliability comes from controlling state and preserving the evidence that a capture actually occurred, not from taking the same URL repeatedly without notes.

  • Use a stable URL and explicit viewport, timezone and geolocation settings for every run.
  • Wait for a selector or network idle when a page fills content asynchronously; use a fixed delay only when the page has no reliable readiness signal.
  • Use a chosen cache TTL for unchanged pages, but record that a cache hit was returned. A cache hit is not a new observation of the live page.
  • Capture in batches when documenting a defined set of pages. ScreenshotNeo supports up to 100 URLs per bulk call.
  • Use asynchronous jobs and signed webhooks when a large set would exceed an interactive request timeout.
  • Check X-Page-Verdict and X-Billed before accepting a result into the evidence set. A bot check, blank page, timeout or failed load should be investigated rather than filed as a successful page capture.
  • Keep the request parameters, response headers, output hash and companion metadata together.

What is the practical decision rule?

If the reader mainly needs a fixed picture, make a screenshot. If the reader needs searchable pages, make a PDF. If the record must replay links, scripts or technical structure, add a WARC/WACZ capture. In every case, preserve the URL, UTC time, title, scope, settings, limitations and file integrity data, then keep redundant copies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Frequently Asked Questions

Can I use a screenshot as legal proof instead of an archive?

A screenshot can serve as an exhibit showing a documented visual state, but whether it is admissible or sufficient depends on the forum and its evidence rules. Preserve the original file, hash, capture log and source URL, and ask the responsible records or legal professional what chain of custody is required.

How do I preserve a page that requires a password without exposing credentials?

Capture only with authorization, keep credentials and session tokens out of filenames and metadata, and store the result in access-controlled storage. Record the access condition generally, such as the account role, so a reviewer understands why the public URL may not reproduce the view.

Will a PDF keep clickable links from the original page?

Some browsers emit link annotations in a print PDF, but those links are not the same as live page behavior and may not work after the destination changes. Test representative links and state in the metadata whether links were retained, removed or not tested.

What should I do if the page contains personal data that should not be distributed?

Keep an unaltered original in restricted storage, create a separately labeled redacted copy, and document every redaction and transformation. Do not overwrite the original or imply that the redacted file is a complete representation of the captured page.
