Small businesses can import and export goods between Canada and India, but they cannot rely on a Canada–India free-trade agreement to lower duties: as of October 31, 2026, the proposed Comprehensive Economic Partnership Agreement (CEPA) was still under negotiation, not in force. Before quoting a price or dispatching a shipment, identify the importer of record, classify the actual goods, check the destination country’s current rules, and account for paperwork, taxes, delivery and payment risk.
This guide covers commercial goods moving in either direction. It is a preparation checklist, not a tariff quote or customs ruling; exact requirements depend on the product, origin, value, destination and shipment date.

Is there a Canada–India free-trade agreement yet?
No. At the research cut-off of October 31, 2026, Canada and India were negotiating CEPA, but it was not an agreement in force. Canada’s official India market overview says Canada does not currently have an FTA with India. Global Affairs Canada reported four completed negotiating rounds on September 21, 2026, and an objective—not a guarantee—of concluding negotiations by year-end. Recheck the status before you price a future shipment; negotiations or an announced objective do not create a tariff preference.
That means there is no general preferential Canada–India rate to apply just because goods are moving between the two countries. The rate and any restrictions depend on the actual product’s classification, origin and destination-country rules. Do not use a rate for another trade partner or assume the supplier’s country name alone determines duty.

What does Canada–India trade mean for a small business?
Global Affairs Canada reported $30.4 billion in two-way goods-and-services trade in 2025. It also reported 34 commercial agreements worth close to $300 million from an October 2026 trade mission. Those are aggregate figures and announcements, not a forecast of sales or proof that a particular product can enter either market without extra requirements.
Government releases also give inconsistent goods subtotals. A September 21 release put 2025 two-way merchandise trade at $13.6 billion. An October 16 release said $11.0 billion in goods, while listing $3.9 billion of Canadian exports and $9.7 billion of imports, which add to $13.6 billion. Treat those goods totals as inconsistent rather than presenting one as an uncontested figure.

For example, Agriculture and Agri-Food Canada reported that a global 30% Indian import duty on yellow peas took effect November 1, 2025. That is an illustration of volatility, not a current rate quote for yellow peas or any other item. Canadian CEPA consultations recorded stakeholder concerns about tariffs, sanitary and phytosanitary measures, and unpredictability; those are attributed concerns, not a claim that every shipment faces the same barriers.
What should you establish before either side ships?
Start with five decisions. These determine who must act, which live rules to check and what needs to be in the shipment file.

- Name the importer of record. Identify the person or business legally responsible for importing in the destination country. Record who will make the customs declaration, pay import charges and correct errors.
- Confirm registration and authority to trade. A Canadian business importing or exporting commercial goods needs an RM import-export program account. For Indian goods imports or exports, an IEC is generally mandatory unless a specific exemption applies.
- Classify the actual product. Find the appropriate customs classification in the destination market, then check that country’s current duty, import policy, restrictions and product-agency requirements. Classification depends on the goods, not simply the commercial name used by the seller.
- Build a shipment document set. Coordinate the transport document, commercial invoice and packing list, plus the customs entry or export filing required for the direction of trade. Check for product-specific permits, approvals, certificates or labeling obligations.
- Price the landed transaction and payment risk. Allocate freight, duty, taxes, brokerage, delivery and payment timing in the commercial terms. A profitable selling price before import charges may not be profitable after them.
How do I import products from India into Canada?
The Canadian importer of record should arrange Canadian registration, verify product admissibility and classification, and budget for applicable duties and import GST/HST. A supplier or broker can help with information and filings, but the Canadian importer remains accountable for the accuracy of the customs accounting.
- Set up the Canadian import account before the shipment deadline. The Canada Border Services Agency (CBSA) says a business importing or exporting commercial goods needs an RM import-export program account. CARM is CBSA’s official system of record. Complete registration in time for the planned shipping and accounting steps rather than waiting until goods are in transit.
- Check the goods against Canadian requirements. Determine the product’s Canadian tariff classification, origin and customs value. Consult the current Canadian tariff and check applicable controls or admissibility requirements. Do not infer the duty from the Indian supplier’s location, and do not assume every product is unrestricted.
- Use the appropriate commodity check for regulated goods. For food, plants or animals, the Canadian Food Inspection Agency’s Automated Import Reference System (AIRS) can help identify commodity-specific requirements. CFIA describes AIRS as a reference tool that changes frequently; the importer is responsible for getting the requirements right at importation. Check it again close to shipment and confirm any needed documentation or approvals.
- Assemble the commercial and transport records. Agree with the exporter on a commercial invoice and packing list that accurately describe the goods, along with the relevant transport and customs-entry records. Add any permits or certificates identified by the product-specific checks. Ensure the importer, exporter, quantities and values are consistent across the documents.
- Estimate taxes and other costs before committing to a sale. Budget for customs duty where applicable and GST or the federal HST component on most imported goods, subject to exemptions. The importer of record is responsible for import GST/HST. An eligible GST/HST-registered importer may be able to claim an input tax credit, but eligibility and provincial tax treatment need transaction-specific review.
- Reconcile the entry after release. Keep the supporting records and review the customs accounting for errors. If you use a broker, agree who will supply the classification, value and origin information and who will check any correction or payment request.
What do I need to export Canadian goods to India?
Confirm that the Indian buyer or other destination-side importer is able to import the goods, including holding an IEC where required. The Canadian exporter must also check Canadian export reporting and permits, while the Indian importer should verify the product’s Indian classification, policy, duties and approvals.

- Confirm the Indian importer and IEC. Ask who will be importer of record in India and confirm that the relevant entity has an Importer Exporter Code (IEC), unless an applicable exemption exists. India’s Directorate General of Foreign Trade (DGFT) says the IEC is mandatory for goods imports and exports unless specifically exempted. DGFT’s policy also describes annual electronic confirmation or updating of IEC details in the April–June period.
- Check Indian classification and import policy. Identify the product’s ITC(HS) classification and review the current policy, duties and any restrictions or product-agency requirements. Duty cannot be quoted responsibly from the country pair alone. ICEGATE describes trade-guide checks by tariff heading, but a product-level rate must be verified for the particular goods and date; no rate for an unspecified product can be inferred here.
- Check export obligations in Canada. Review whether the shipment must be reported through the Canadian Export Reporting System (CERS) and whether the goods require an export permit. Product and shipment details determine the answer, so check the current Canadian rules before dispatch.
- Prepare the core Indian import documents with the buyer. DGFT lists a transport document, commercial invoice with packing list, and bill of entry among the core Indian import documents. Restricted goods may need extra documents or approvals. Agree who prepares and submits each item, and make sure the invoice and packing list match the shipped goods.
- Check retail packaging before production. If pre-packaged goods are intended for direct retail sale in India, check the product-specific label rules before printing labels or shipping. Trade Commissioner Service guidance discusses importer details, net quantity and other declarations, but recommends professional advice and independent verification for particular circumstances. A label layout or printer does not guarantee clearance.
Canada’s Tariff Finder explicitly focuses on FTA partner countries and says the importing customs authority determines applicable tariffs. Do not treat an apparent FTA preference as an India tariff quote. The Indian import process and any rate still need to be checked against current Indian rules for the product.
How do I export Indian goods to Canada?
The Indian exporter generally needs an IEC unless exempted and should meet Indian export-document requirements. The Canadian buyer—or the other named Canadian importer of record—must independently handle Canadian registration, classification, admissibility and import taxes.

- Check the Indian exporter’s IEC and product status. Verify that the exporter has the required IEC or falls within a specific exemption. Check whether the goods are restricted or require additional approval before agreeing to ship.
- Prepare Indian export documents. DGFT’s core export documents include a transport document, commercial invoice with packing list, and shipping bill or corresponding export bill. The exact filings and any additional approvals depend on the goods and circumstances.
- Agree who imports in Canada. Identify the Canadian importer of record and make sure that business has arranged its RM import-export program account. That party must check the Canadian tariff classification, origin, customs value, admissibility and applicable import taxes even if a broker is engaged.
- Coordinate the entry paperwork and costs. The exporter and importer should agree on accurate product descriptions, quantities, values, packing details and transport records, plus who supplies information needed for the Canadian customs entry. Resolve the duty, GST/HST, brokerage and freight allocation in the sale terms before dispatch.
Who is responsible if I use a customs broker?
A licensed broker can assist with customs entries and payment, but using one does not transfer the importer’s legal responsibility for accurate accounting, duties and corrections. CBSA states: “The importer remains liable for all duties owing until either the importer or the agent pays them.”
Before appointing a broker, clarify the scope of the service: who provides the classification, origin and value; who checks the declaration; how duties and taxes are funded; and who will respond if information needs correction. Keep copies of the supporting invoice, packing list, transport details, permits and entry records. Outsourcing a filing is not the same as outsourcing the underlying responsibility.

How should you choose delivery terms and payment methods?
Make the importer-of-record and delivery arrangement explicit, then choose payment terms that match your cash flow and counterparty risk. Freight forwarders and third-party logistics providers can arrange transport or distribution, but they do not by themselves settle who has customs responsibility.
For each proposed delivery arrangement, write down who acts as importer of record, who supplies each document, who books and pays for freight, and who pays duties and taxes. Make sure those responsibilities align with the countries’ requirements and the commercial contract. Do not assume that paying a carrier or logistics provider makes that provider the importer.

Compare advance payment, open account, documentary collection and a letter of credit by considering when cash moves, which party bears non-payment risk, the bank’s role and the documents required for payment. The Trade Commissioner Service describes these mechanisms as general guidance; confirm the actual arrangement with the parties’ banks. In particular, check that document conditions in a letter of credit can be met using the records the shipment will actually produce.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can you calculate the real landed cost?
You cannot calculate a reliable duty or landed cost without product and shipment details. No product, HS code, origin, shipment value, destination province or Indian destination, delivery terms or import date is specified here; exact duties, permits, GST/IGST treatment and landed cost therefore cannot be responsibly calculated.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor a real quote, gather at least the precise product description and composition or use as relevant, likely tariff classification, country of origin, customs value, shipment quantity, destination and planned import date. Then verify the current tariff and restrictions with the importing country’s authorities and determine the applicable taxes and any product-specific approvals. If classification, origin or tax treatment is uncertain, get advice from a qualified customs or tax professional rather than pricing from a generic Canada–India rate.
Build the quote around the transaction’s full cost: goods, transport, customs duty where applicable, import taxes, brokerage and any compliance work or approvals. State which party pays each charge and what happens if an authority requires extra documentation or the applicable charges differ from an estimate. Recheck live rules immediately before dispatch, since tariff and product requirements can change.

What market differences should you account for?
Product-level rules matter more than a broad market opportunity. The Trade Commissioner Service flags regional differences, changing conditions and the value of local partners in India. Its sector-level opportunities do not remove the need to check the relevant product classification, import policy, labeling and destination requirements for an individual shipment.
Canadian government consultation material also records stakeholder concerns about tariffs, sanitary and phytosanitary measures, and unpredictability. Consider those as risks to investigate for the product and route—not as evidence that every Canadian exporter will face a particular barrier. A local importer or qualified adviser may help interpret the current requirements, but the importer should still verify obligations with official sources.
What is the practical pre-shipment checklist?
- Is the importer of record identified in writing for the destination country?
- Does the responsible business have the required Canadian RM account or Indian IEC, as applicable?
- Have you verified classification, origin, customs value, current duty and import policy for the actual product?
- Have you checked permits, certificates, agency requirements and restrictions?
- For food, plants or animals entering Canada, have you checked current AIRS requirements and confirmed any additional approvals?
- For pre-packaged goods intended for direct retail sale in India, have you verified product-specific label declarations before printing or shipment?
- Do the invoice, packing list, transport document and customs entry or export filing agree on the shipment details?
- Have the parties allocated freight, duty, taxes, brokerage and payment risk in their commercial terms?
- Have you rechecked the live rules close to dispatch and allowed time to resolve missing or inconsistent documents?
The right answer to “Can I ship this at a Canada–India preferential rate?” is currently no: CEPA is not in force as of the October 31, 2026 research cut-off. Treat every shipment as a product-specific customs transaction, confirm both sides’ responsibilities and live requirements, and recheck CEPA status before making a commitment based on a possible future agreement.
Frequently Asked Questions
Does the Indian IEC need to be renewed every year?
DGFT’s policy describes annual electronic confirmation or updating of IEC details during the April–June period. The Indian exporter or importer should check its current DGFT record and instructions rather than assume an old IEC profile remains current.
Can I use Canada’s Tariff Finder to get an India duty rate?
Not as an India tariff quote: the Tariff Finder says it focuses on FTA partner countries, and Canada has no FTA in force with India as of the stated cut-off. The importing customs authority’s current product-specific classification and tariff information are the relevant checks.
Does a freight forwarder become the importer of record?
Not just by arranging transport or distribution. The parties should name the destination-country importer explicitly and distinguish that legal customs role from freight booking and logistics services.
