The most reliable backup internet plan matches the failure: a UPS can keep your modem, router and—where needed—ONT running through a household power cut, but it cannot fix a broadband-provider outage. For a failed fixed connection, prepare a charged phone or hotspot that can use mobile data; if no network is available, rely on offline information and an agreed check-in plan. The right setup depends on what you need to keep working, which networks reach your location and how long your backup power lasts.

What kind of outage are you preparing for?

Start by separating a loss of household electricity from a loss of internet service. They can happen together, but they require different backups.

  • Power is out, but broadband service is still reaching your home: A compatible UPS or battery may keep the customer-side equipment powered. Ofcom warns that home broadband and digital landlines generally stop working in a power cut unless there is an additional power source. Ofcom’s severe-weather guidance explains this limitation.
  • Your broadband line or provider is down: Powering the router does not restore a broken or unavailable connection. A mobile hotspot can provide a separate route if mobile service is available and usable.
  • Both fixed and mobile networks are unavailable: No household router or hotspot can create a working internet connection without a reachable network. Offline contacts, maps, radio and a check-in plan become the practical fallback.

This distinction also matters for internet-based phone service, alarms and connected health devices. A powered router is only one part of the path: the network beyond your home must also be operating. UK government guidance recommends preparing for temporary phone and broadband outages, while Ireland’s communications regulator likewise notes that battery backup helps only if the broadband network retains power. See the UK Government’s phone and broadband outage guidance and ComReg’s severe-weather advice.

Which backup internet option fits your situation?

Choose by the failure you need to withstand, not by the name of a device. Each option depends on a different combination of power, coverage, equipment and service terms.

Option Useful when What it depends on Prepare by
UPS or battery for modem, router and possibly ONT Home electricity fails while the broadband network remains available Compatible output and capacity; runtime varies with equipment and load Identify every powered device, check its requirements and test the setup
Phone hotspot or portable cellular hotspot Fixed broadband fails while mobile data works Mobile coverage and capacity, charged equipment and plan terms Learn how to enable tethering, charge devices and check your data allowance
A second mobile provider or compatible eSIM Your usual carrier has an outage or weak service where another provider works Device compatibility, local coverage, cost and the possibility of shared disruption Compare coverage at home and likely fallback locations; confirm compatibility and cost
Satellite internet Terrestrial connections are limited or unreliable, particularly in some rural areas Address availability, service performance, provider terms and power for the equipment Check availability and requirements for the actual service address
Offline information and communications No usable internet or mobile network is available Preparation in advance; it does not restore internet access Save contacts and maps, keep a battery-powered or wind-up radio, and agree on check-ins

How do you prepare a UPS for a modem, router or ONT?

A UPS is useful only if it can power the equipment in your connection path, and only for as long as its available capacity permits. Before buying or relying on one, identify the devices that need power and confirm their electrical requirements.

  1. Trace the connection path. List the modem, router and, if your setup uses one, the optical network terminal (ONT). Include any separate device needed for internet-based phone service if keeping that service matters.
  2. Check each device’s power requirements. Read its label or documentation for the required voltage, connector and power draw. Do not assume a battery with a matching-looking plug or a USB power bank can safely power a router.
  3. Choose capacity for your actual load and intended outage. A quoted runtime is not universal: it depends on the backup unit, the devices connected and their load. Size the setup for your needs rather than assuming a stated runtime will match your equipment.
  4. Connect and test the full path. With the backup power connected, simulate a household power loss safely and check whether the modem, router and ONT stay on and whether the internet connection still works. A lit router alone does not prove the provider network is available.
  5. Maintain the backup. Keep the necessary power cables together and check battery condition periodically. A backup that has not been tested may not be ready when needed.

The UK Department for Science, Innovation and Technology’s guidance on communications resilience discusses power resilience in telecom services; it does not establish a single runtime for household equipment. ComReg’s advice also makes the key limitation clear: backup power at home is not enough if the broadband network itself has lost power.

How do you set up a mobile hotspot as a fallback?

A phone hotspot or portable cellular hotspot is most useful for a fixed-broadband failure when mobile data still works. It is a different access path, not a guarantee: coverage, network capacity, device charge and your mobile plan all matter.

  1. Check whether mobile service reaches the places you need. Consider your home and any likely fallback location. A signal that works outdoors or elsewhere may not be reliable inside your home.
  2. Learn how to turn on hotspot or tethering before an outage. The setting name and path vary by phone, operating system and carrier. Find it in your device’s settings and try connecting another device while your normal broadband is available.
  3. Check your plan terms and data allowance. Confirm whether hotspot use is permitted and what limits apply to your plan. Keep a portable hotspot’s charging cable with it if you use a separate device.
  4. Keep the phone or hotspot charged. A power bank can help keep a phone charged, but it cannot provide cellular coverage or overcome a congested or unavailable network.
  5. Decide what needs access first. If the connection is limited, prioritize essential communication and information rather than assuming the fallback can serve every household device and activity.

Provider features can have extra eligibility requirements and should not be treated as universal. For example, AT&T’s instructions for its specific internet-backup arrangement require eligible service and hardware as well as a charged participating mobile device; its setup instructions are relevant to that provider’s offering, not a general requirement for ordinary phone hotspots. Check with your own ISP and carrier for the exact requirements of any integrated failover feature.

Would a second mobile provider or eSIM make the backup more resilient?

It can help when one mobile provider has a local outage or poor signal and another provider is still working. It does not guarantee connectivity: both networks may be affected by the same event, and a second service adds cost and compatibility checks.

Ofcom advises that household members may consider using different mobile providers because networks can be affected differently. A compatible eSIM can make access to two providers possible on one device, but whether that is practical depends on the device, available plans and coverage at the locations that matter. Read Ofcom’s guidance on staying connected in severe weather for the regulator’s advice.

  • Compare each provider’s coverage where you live and where you might need to go.
  • Confirm that your phone supports the relevant eSIM and carrier arrangements.
  • Check the cost and terms of keeping a second provider available.
  • Do not count two services as fully independent without considering whether a widespread event could affect both.

When does satellite internet make sense?

Satellite may be worth investigating if terrestrial options are limited or unreliable, especially in a rural or remote area. Availability and performance vary, and satellite equipment still needs power, so it is not an automatic solution to every outage.

Check service availability at the actual address before treating satellite as a fallback. Ask the provider about equipment power needs, placement, expected performance and service terms. UK preparedness guidance mentions satellite as one possible option, while Ofcom notes that suitability and availability vary; neither establishes that it will work at every location or remain available through every disruption. See the UK Government’s outage guidance and Ofcom’s severe-weather guidance.

What should you compare before buying anything?

Write down the requirements before choosing equipment or a second service. For a UPS or battery, compare the output, connectors, capacity and expected load against every device in the connection path. The meaningful question is not a headline runtime but whether the unit can safely power your modem, router and ONT for the period you are planning for.

For a hotspot or second mobile provider, compare coverage at the address, indoor signal conditions, data allowance, hotspot rules and the recurring cost. A second provider or eSIM may improve network diversity, but it also creates another plan to maintain and may still depend on infrastructure affected by the same storm, power event or backhaul failure. Check device compatibility before purchasing an eSIM or portable hotspot.

For satellite, verify service at the exact address and ask about the terminal’s power needs, placement, performance expectations and service terms. Do not assume that a satellite terminal is independent of household electricity or that it will be available in every location. Keep purchase, installation and ongoing service costs separate in your comparison so a low entry price does not obscure a continuing commitment.

How should you test and maintain the plan?

Rehearsal finds problems that product specifications cannot. Test the UPS with the actual modem, router and ONT connected, then check that a device can reach the internet rather than merely showing a powered indicator. Test the phone hotspot by connecting the computer or other priority device you would use in an outage. If you have an eSIM or second carrier, activate it and confirm that switching works before you need it.

Keep chargers, adapters and relevant instructions together in a known place. Check battery condition periodically, keep the phone and hotspot charged, and review plan terms or data limits when the carrier changes them. Recheck coverage if you move, change rooms, change providers or expect to rely on a different fallback location. A plan that worked during a quiet test may be inadequate when many people are using the mobile network, so treat capacity as a dependency rather than a promise.

What common mistakes should you avoid?

  • Assuming a powered router means the internet is working. The access network or provider may also have lost power or service.
  • Powering only part of the fixed connection. An ONT, modem, router or internet-phone adapter left unpowered can break the path.
  • Using the wrong cable or voltage. A connector that fits is not proof that the output is safe for the equipment.
  • Relying on a hotspot without checking the plan. Tethering permission, data limits, charge and congestion all affect usefulness.
  • Assuming two carriers are fully separate. A shared outage, site or power problem can affect both.
  • Buying satellite without checking the address. Availability, performance, placement and power requirements vary.
  • Leaving safety-critical services unverified. Telecare, alarms and internet-based landlines need advice from their own providers.
  • Waiting until an outage to learn the settings. Hotspot activation, eSIM switching and UPS connections should be tested in advance.

What should you prepare if every network is down?

Plan for a period when neither fixed broadband nor mobile data is usable. Offline preparation will not bring the internet back, but it can preserve access to essential information and help people coordinate.

  • Print or write down important phone numbers and household contacts.
  • Download or print maps for places you may need to reach.
  • Keep a battery-powered or wind-up radio for information when internet access is unavailable.
  • Conserve phone battery by reserving it for essential use and keeping charging equipment ready.
  • Agree how household members will check in and how you will contact or visit vulnerable neighbors, when safe and appropriate.

The UK Government’s phone and broadband outage guidance emphasizes preparing for periods when services are temporarily unavailable. Make the plan usable without a live internet connection: save any instructions or contact details you would otherwise look up online.

A practical outage sequence

  1. Identify the priority. Decide whether the first need is emergency information, work access, communication, navigation, telecare or another connected service.
  2. Check the failure. Confirm whether the home has power, whether the fixed equipment is powered, and whether the ISP or mobile provider reports an outage.
  3. Use the matching fallback. Switch to UPS power for a local electricity failure, or to mobile data when fixed broadband is unavailable and cellular service works.
  4. Conserve limited capacity. Connect only priority devices and reserve battery and mobile data for essential tasks.
  5. Switch networks if appropriate. Try the second provider or eSIM only after confirming the device and plan are ready.
  6. Move to offline measures. Use printed contacts, maps and radio information if no network is reachable.
  7. Check on people who need help. Follow the household or neighborhood plan and contact telecare or alarm providers through the agreed alternative method.

How should you prepare for alarms, telecare or an internet-based landline?

If a person relies on telecare, a personal alarm, connected health monitoring or an internet-based landline, ask the relevant provider how the service behaves during both a power cut and a network failure. A household backup should not be assumed to preserve a safety-critical service without that provider’s guidance.

UK government guidance advises vulnerable customers to tell their provider so it can arrange appropriate support, and recommends advance planning for people who may need assistance. Contact the service provider or device manufacturer before an outage to establish what still works, what backup is available and what alternative check-in is appropriate.

How can organizations plan beyond a household backup?

Organizations with essential communications needs can use a PACE approach: Primary, Alternate, Contingency, Emergency. FEMA’s 2024 Continuity Guidance Circular describes planning the order in which communications systems will be used and training personnel; possible options include radio and satellite systems. This is organizational continuity guidance, not a requirement for an ordinary household. Read the 2024 FEMA Continuity Guidance Circular for the framework.

Frequently Asked Questions

Can a UPS keep my internet working during a power cut?

It can keep a modem, router and possibly an ONT powered when the broadband network itself remains operational. It cannot restore a provider-side or access-network outage, and runtime depends on the connected equipment and backup capacity.

What equipment has to be on the backup power?

Trace the complete connection path. Depending on the installation, that can include an ONT, modem, router and a separate adapter for internet-based phone service. Check each device’s voltage, connector and power requirements.

Can a phone hotspot replace home broadband indefinitely?

A hotspot can provide an alternate route during an outage, but whether it is suitable for routine or extended use depends on the mobile provider’s coverage, capacity and plan terms. Check those conditions with the carrier rather than assuming an outage fallback has the same limits or service characteristics as fixed broadband.

Will a power bank make my hotspot work anywhere?

A power bank can extend the phone or hotspot’s charge. It cannot create cellular coverage, restore a failed mobile network or overcome congestion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is an eSIM the same as having two completely independent networks?

No. A compatible eSIM may let one device use plans from two providers, but both networks can still be affected by the same event. Check device compatibility, local coverage and the cost of maintaining the additional service.

Is satellite internet immune to outages?

No. It may help where terrestrial options are limited, but availability and performance vary, the address must be eligible, and the terminal and router still need power. Ask the provider about placement, expected performance and service terms.

Should I tell my internet provider that someone in my home depends on telecare?

Yes. UK government guidance advises vulnerable customers to tell their provider so it can arrange appropriate support. Also contact the telecare or alarm provider directly, because broadband-provider support alone does not establish how the device behaves during an outage.

What does PACE mean in an outage plan?

PACE stands for Primary, Alternate, Contingency and Emergency: an ordered set of communications methods for organizational continuity. FEMA’s 2024 guidance pairs the approach with personnel training; it is designed for organizations, not a household checklist.
