You can measure which populations an LLM’s answers resemble, but you cannot treat the model as a polling sample of humanity. The defensible approach is a controlled comparison: ask standardized questions from established public-opinion surveys, collect the model’s answer probabilities or categorical choices under several prompt conditions, and compare the resulting response distributions with human distributions for countries or demographic groups. A credible study also reports how wording, answer order, language, model version, sampling settings, and extraction rules change the result.

That distinction matters because a model can look similar to a population by accident, through stereotypes, or because a biased response format pushes it toward the same distribution. The procedures below turn “whose opinion does this model reflect?” into a reproducible measurement problem rather than an impression based on a few conversational examples.

What exactly is being measured when an LLM has an “opinion”?

The object of measurement is a response distribution, not a private belief. For each survey item, an LLM produces one or more answer choices (or probabilities assigned to those choices) after receiving a specified prompt. Across repeated samples, those outputs form a vector that can be compared with the vector reported for a human population.

This is descriptive resemblance. It does not establish that the model understands the issue, endorses the answer, or represents the interests of the people whose distribution it resembles. A model may reproduce a common stereotype, echo a training-corpus pattern, or be highly unstable while still obtaining a low distance to one population.

Keep three questions separate:

  • Similarity: Which country or demographic distribution is numerically closest to the model’s answers?
  • Robustness: Does that result survive changes in prompt wording, answer order, language, sampling, and extraction?
  • Validity: Is the measurement an informative description rather than an artifact of the instrument?

Only the first question is answered by a similarity score. The other two require controlled conditions and uncertainty analysis.

How do I choose survey questions that support a fair comparison?

Start with public-opinion items whose wording, field dates, geography, sample design, and answer scale are documented. Established cross-national surveys and national demographic surveys are useful because they provide a defined reference population rather than an informal online poll.

Preserve the question as fielded

Record the exact wording, introduction, response options, “don’t know” treatment, field period, country or subgroup, and weighting rules. Small changes can alter an LLM’s output just as they can alter a human respondent’s answer. If you translate an item, retain the original-language version and document who or what produced the translation.

Match the answer scale

A five-point agreement scale, a forced choice, and a question that permits “not sure” are different instruments. Do not collapse categories after seeing which arrangement makes a model resemble a target group. Predefine any recoding, including how missing, refusal, or malformed model answers will be handled.

Build coverage instead of a showcase

Use a set of topics and populations broad enough to expose uneven representation. A handful of politically salient questions can make a model appear aligned with a country while concealing poor coverage of age, education, marital status, religion, or other groups. OpinionQA, for example, compared responses with 60 U.S. demographic groups across topics such as abortion and automation, rather than reporting a single national average.

How should prompts and answer choices be controlled?

Prompting is part of the measurement instrument. Run separate, pre-registered conditions instead of silently changing the prompt until the output “looks right.”

Use a no-persona baseline

Ask the survey item without assigning a nationality, demographic identity, or political role. This estimates the model’s default response under your declared system prompt and sampling settings.

Add persona conditions as experiments

In separate runs, instruct the model to answer from a named country or demographic perspective. A shift toward that group measures steerability, not authentic representation. GlobalOpinionQA found that country-perspective prompts moved similarity toward the requested population, but the shift could rely on harmful cultural stereotypes.

Match language deliberately

Run the same questionnaire in the language used by the human survey and, where relevant, in a comparison language. Translation alone is not a guarantee of cultural alignment: GlobalOpinionQA reported that translated questions did not reliably make outputs most similar to speakers of the target language. A later evaluation of seven multilingual instruction-tuned models using World Values Survey data found that matching prompt language to questionnaire language improved alignment with the corresponding country more than existing steering methods, so language should be tested rather than assumed to help or hurt.

Randomize order and labels

Keep the original answer order in one condition, then randomize answer order in another. Also test neutralized labels when labels carry meaning (for example, replacing “strongly agree” with stable coded tokens and mapping the result back). This reveals position and label bias. A NeurIPS 2024 evaluation of 43 language models using American Community Survey questions found that, after systematic ordering effects were adjusted, models tended toward uniformly random responses regardless of model size or training data. An apparent match to a human subgroup can therefore arise simply because both distributions are close to uniform.

What should I record for every model response?

Reproducibility depends on metadata collected at the same time as the answer. Store the complete prompt and response, not just the extracted category.

  • Model name, release or checkpoint identifier, provider, and access date.
  • System and developer instructions, user prompt, language, and any persona text.
  • Temperature, top-p or equivalent sampling controls, maximum output length, seed when available, and retry policy.
  • Number of independent samples per item and whether samples came from fresh conversations.
  • Raw token probabilities when the interface exposes them; otherwise the categorical answer and the extraction rule.
  • Model refusals, explanations, multiple answers, malformed output, and missing values.
  • Question identifier, survey field dates, target geography or demographic group, and the reference sample size and weighting information.

Do not silently discard inconvenient outputs. Report the exclusion rule before calculating similarity, and provide counts so a reader can distinguish a genuine preference from a parser failure.

How do I turn model answers into a comparable distribution?

For each item, count the model’s valid choices across repeated samples, or average the model’s stated probabilities when those probabilities are available and calibrated for the interface. Keep the same categories as the human reference whenever possible.

Choose a distance metric before looking at results

Predeclare one primary metric and use others as sensitivity checks. Common choices include total variation distance, Jensen–Shannon divergence, or a properly defined distance for ordered scales. A metric must handle zero cells, unequal sample sizes, and “don’t know” categories explicitly. Report the direction of the score (whether larger means more or less similar) and the exact preprocessing.

Quantify uncertainty

Human survey estimates have sampling and weighting uncertainty; model estimates have Monte Carlo uncertainty from repeated generation. Use confidence or credible intervals appropriate to each source, and bootstrap items or respondents where the survey design permits. Do not rank two populations as meaningfully different when their intervals overlap substantially.

Check sensitivity

Recalculate results after changing one factor at a time: original versus randomized answer order, no-persona versus persona prompts, language, extraction rule, and model version. A country that is “closest” only under one fragile condition should be reported as an unstable match, not as the model’s identity.

What have major studies found about whose perspectives LLMs reflect?

Existing evaluations show why a single global ranking is misleading.

Study Design Main finding or caution
GlobalOpinionQA (Anthropic, 2023) Cross-national survey questions and answer distributions with a country-conditioned similarity metric Default outputs were closer to some U.S., European, and South American populations. Country-perspective prompts shifted similarity, sometimes through stereotypes; translation did not reliably produce target-language alignment.
OpinionQA (Santurkar et al., ICML/PMLR, 2023) Comparison with 60 U.S. demographic groups on issues including abortion and automation Substantial misalignment, comparable to the Democrat–Republican divide on climate change, persisted after steering. People aged 65 and older and widowed people were weakly represented.
Dominguez-Olmedo, Hardt, Mendler-Dünner (NeurIPS, 2024) 43 language models answering American Community Survey questions with ordering controls Answer ordering and labels affected outputs. After randomized ordering, models across the board trended toward uniformly random responses, warning that apparent subgroup matches can be artifacts.
Ma et al. (EMNLP Findings, 2024) Methodological review from question and prompt design through interpretation Attitudes, opinions, and values remain opaque; different evaluation pipelines can yield different conclusions. The review calls for interdisciplinary safeguards.
PRISM (Kirk et al., NeurIPS, 2024) 1,500 participants in 75 countries, 8,011 live conversations, and 21 LLMs; census-representative samples for the UK and U.S. Individualized ratings linked to participant profiles exposed sample artifacts and showed why the identity and composition of human-feedback providers matter.
Liu, Kaneko, Chu (AAAI, 2026) World Values Survey data across countries, languages, and historical periods; seven multilingual instruction-tuned models Models over-aligned with a few countries and under-aligned with most. Language matching improved corresponding-country alignment, and contemporary populations were better matched than historical ones.

Together, these results support comparative benchmarking but reject the idea that a model has one stable, worldwide public opinion. Alignment can vary by issue, subgroup, language, time period, prompt, and model release.

Can an LLM survey stand in for a public-opinion poll?

No. An LLM is not a probability sample of people, and generated answers do not carry the nonresponse, coverage, and measurement properties of a human survey. Use it to study model behavior or to generate hypotheses about where training and alignment may be skewed; use a human survey to estimate what a population believes.

Even a close numerical match is not normative evidence. A model can resemble a group while being factually wrong, stereotyped, internally inconsistent, or sensitive to a trivial prompt change. Conversely, a mismatch may reflect a legitimate difference in question interpretation rather than a simple “bias” score.

Human feedback is a major source of this problem. PRISM’s design—mapping participant sociodemographics and stated preferences to thousands of live conversations—demonstrates that the identity and composition of raters determine which perspectives become visible during alignment. Document the feedback provenance when it is available, and state when it is unknown.

What is a practical end-to-end protocol?

Use the following sequence for a study that another team can reproduce.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the estimand. State whether you are measuring resemblance to a country, demographic group, language community, or historical period, and whether the unit is an item, topic, or whole questionnaire.
  2. Assemble and freeze the survey set. Save exact wording, answer scales, field dates, geography, sampling design, weights, and translation notes before querying the model.
  3. Specify conditions. Write the system prompt, no-persona baseline, persona variants, language variants, answer-order rules, sampling parameters, and extraction code in advance.
  4. Run independent samples. Generate multiple responses per item and condition. Record model version, seed or sampling policy, temperature, and every raw output.
  5. Validate extraction. Manually inspect a sample of responses, classify refusals and malformed answers, and lock the parser before calculating scores.
  6. Calculate distributions. Apply the predeclared recoding and primary distance metric to each reference population. Preserve uncertainty from both model sampling and the human survey.
  7. Stress-test conclusions. Repeat the analysis with randomized answer order and labels, alternate prompt wording, language changes, and any available model release comparison.
  8. Report provenance and limits. Identify the human sample, feedback sources when known, excluded outputs, missing categories, and conditions under which the result changes.

How should results be reported so readers do not overinterpret them?

Lead with the comparison’s scope: “Under condition X, model Y’s response vector was closest to population Z on this questionnaire.” Give the score, uncertainty, item count, and reference survey date in the same display. A table or figure should show the full distributions, not only the winning population.

Separate descriptive findings from judgments about fairness, truth, or quality. State whether a result survives order randomization, language changes, and persona removal. If a subgroup is absent from the human reference or represented by a very small sample, mark that limitation rather than filling the gap with a model-generated estimate.

Finally, version the dataset and code. Model providers can change a deployed system without changing its public name, so an undated “model opinion” is not a durable measurement.

What are the most common failure modes?

  • Cherry-picking questions: Selecting items after seeing results inflates apparent alignment. Freeze the item set first.
  • Position bias: Always placing one answer first can create a false preference. Include randomized-order controls.
  • Persona overclaim: Treating a successful “answer as a citizen of…” prompt as authentic cultural representation. Label it as steerability.
  • Uniformity trap: Calling a near-uniform model distribution “neutral” or “globally representative.” It may simply be random behavior after ordering effects are removed.
  • Language shortcut: Assuming translation automatically transfers cultural context. Test language-matched and mismatched conditions.
  • Hidden extraction bias: Dropping explanations or refusals in a way that favors one category. Publish the parser and exclusion counts.
  • Demographic blind spots: Reporting a national average while omitting groups such as older or widowed people that OpinionQA found weakly represented.
  • Version drift: Comparing results collected at different times without recording the model release or access date.

Frequently Asked Questions

How many model responses should I collect for each survey item?

There is no universal sample count because required precision depends on the number of answer categories, expected variance, and the smallest difference you want to detect. Pilot a subset, estimate the sampling variance, and increase repeated generations until the similarity interval is narrower than the comparison you intend to make.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I use the model’s token probabilities or only its final answers?

Use probabilities when the interface exposes them and you can verify which tokens correspond to each answer category; they preserve more information than a single sampled choice. Because probability scales are not automatically calibrated across systems, report categorical results as a separate analysis and document any normalization.

Can I compare an older model release with a current one?

Yes, but treat the release as a different instrument. Hold the survey set, prompts, language, sampling policy, and extraction code constant, record collection dates, and avoid attributing a change to training or alignment unless deployment and version details support that explanation.

Is a human baseline required for a small pilot?

A pilot can test prompts and parsing without a new poll if it uses a well-documented existing survey distribution. It should be described as a benchmark against that survey’s population and field date, not as a fresh estimate of current public opinion.
