To find and reduce code-review bottlenecks, measure where pull requests wait, how much review work each person carries, and whether faster turnaround preserves quality. Start with time to first substantive review and total review-stage time; then examine pull-request size, review iterations, reviewer-load distribution, and quality outcomes. Use the results to target one cause at a time rather than pressuring maintainers to approve changes faster.
What a code-review bottleneck looks like
A pull request can be slow for different reasons. It may wait for someone to claim it, sit with an assigned reviewer who lacks time, require a specialist who is unavailable, or spend days in an active discussion over design. These situations call for different remedies. A single “time to merge” number tells you that a change took a while, but not where the delay occurred or what to change.

That distinction matters especially in open-source projects, where review capacity may depend on volunteer availability and a small group of maintainers. A policy that reduces waiting by putting more pressure on the same people can shift the cost rather than fix the bottleneck. The goal is a more predictable review flow without sacrificing careful review, contributor experience, or maintainers’ ability to sustain the work.
Treat review as a flow system: identify the stages a change passes through, measure the waits between them, and look for patterns by size, specialty, and workload. Then pair speed measures with indicators of quality and experience. GitLab’s Well-Architected guidance cautions teams to focus on “value, quality, safety, and delays instead of counts that reward visible activity.”

Which code-review metrics to track
Begin with a small set of measures that can point to a decision. Use medians to describe the typical experience, and inspect the distribution and longest waits to find cases an average can conceal. Keep the definitions stable over time so a change in the numbers reflects a change in the process, not a new way of counting.
| Metric | What to measure | What it can reveal |
|---|---|---|
| Time to first substantive review | Elapsed time from the change being ready for review or assigned to the first meaningful review comment or approval. | Whether changes are waiting to enter the review process. |
| Total review-stage time | Elapsed time spent in the review stage, using a consistent project definition of its start and end. | Whether the overall review stage is slowing, including waits and discussion. |
| Median time to merge | The median elapsed time from opening to merging, interpreted alongside review-stage time. | The typical end-to-end experience, including work outside review. |
| Pull-request size | Lines changed, files touched, and counts grouped into size bands. | Whether larger changes tend to wait longer or need more review rounds. |
| Review iterations | Review cycles or patchsets per change. | Repeated rounds that may reflect unclear requirements, inconsistent style expectations, or unresolved design disagreement. |
| Reviewer-load distribution | Reviews completed per person and by specialty. | Whether a few maintainers are carrying a disproportionate share of review work. |
| Quality and experience signals | Failed changes, incidents, escaped defects, security findings, follow-up fixes, and developer feedback. | Whether a speed improvement is accompanied by problems or a worse contributor experience. |
Define the timing boundaries
Choose timestamps your project can identify consistently. For first-review time, decide whether the clock begins when an author marks a change ready, when it is assigned, or at another explicit point. Do not silently count a draft as review-ready if the author is still preparing it. State whether the measure ends at the first meaningful response, approval, or another defined event.
GitLab’s analytics defines review time from the first non-author comment and exposes review time alongside author, approvers, comments, commits, and line changes. That gives a project one available way to inspect review activity, but a non-author comment is not automatically substantive. If your aim is to measure a useful response rather than any activity, agree what counts as meaningful and apply it consistently.
For total review-stage time, document the start and end events your team uses. LFX’s project analytics defines measures including merge lead time, median time to review, and median time to close. These are related but not interchangeable: end-to-end merge time can include periods before review begins or after review is complete. Keep the review-stage measure distinct when you want to diagnose review specifically.
Use medians and inspect the tail
A median helps describe the middle experience without letting a few exceptionally long waits dominate the typical value. It does not explain the slow cases, so inspect the distribution and sample both the slowest and fastest changes. If an overall median improves while a specialty area remains stuck, a project-wide number alone can hide the problem.

When comparing periods, use the same metric definitions and segment the same kinds of work. Compare normal changes separately from migrations or emergency fixes, and avoid treating a shift in the mix of pull requests as proof that the process itself improved.

Diagnose where changes are getting stuck
Do not choose a new rule before identifying the delay. Separate waiting for a reviewer from active review and discussion, then look for patterns that indicate ownership, capacity, size, automation, specialist routing, disagreement, or platform constraints.
Separate queue time from discussion time
For a sample of pull requests, reconstruct the path from ready-for-review through assignment, first response, subsequent review rounds, and merge. Mark intervals when no reviewer action is happening separately from intervals of active discussion. A long first-response wait suggests a different intervention from a change that receives prompt attention but needs several rounds to resolve design questions.
Pair the timeline with conversations with contributors and reviewers. GitLab recommends sampling merge requests, opening the underlying issues, and talking with developers and reviewers to identify causes such as unclear ownership, large changes, limited capacity, late automation, or a need for specialist review. The timeline shows where time accumulated; the people involved can help explain why.
Segment the queue before drawing conclusions
Break down review time and size by useful attributes: size band, labels, domain, contributor experience, urgency, and ordinary work versus migrations or emergency fixes. A project-wide measure may look healthy while a narrow area waits for its only available specialist. Conversely, a few unusual changes can make the aggregate look worse than the common path.

Compare reviewer activity by person and specialty. Concentrated review load is a queue risk when a busy or unavailable maintainer can hold up work, and it is also a burnout and succession risk. Map who can approve changes in critical areas and whether there is backup coverage. A short list of approvers may signal limited availability, not an individual performance problem.
Check for platform constraints
Some queues encounter infrastructure limits as well as human capacity limits. GitHub documents a limit of 1,000 open pull requests against one branch, a rate of one merged pull request per minute, and diff limits. If your repository is near a documented limit, check whether it is contributing to delay before responding with a reviewer policy. These are platform constraints, not targets a typical project should assume it will reach.
Choose an intervention that matches the cause
Compare possible changes by the part of latency they address, their effect on reviewer capacity, the quality risks they introduce, their effect on contributors, the coordination or automation they require, and how easily the project can reverse them. Choose one intervention tied to an observed cause, rather than changing several parts of the process at once.
Set response expectations and an escape route
A response expectation helps contributors know whether a change is waiting unusually long and helps reviewers know when to hand off work. GitLab’s handbook defines review-response SLO as “(time when review is provided) – (time MR is assigned to reviewer).” It sets a target of less than two business days for GitLab team members and asks reviewers who cannot meet it to help find a replacement.
That is a team-member policy, not a universal volunteer-project standard. Adapt any target to your project’s actual availability. Publish who owns the queue, how long a request can remain assigned without a response before reassignment, and how contributors signal urgency. An expectation without a replacement path can merely make a delay more visible while leaving the change stuck.

Make changes smaller and independently reviewable
Large changes can be harder to understand, review, and revise. GitLab’s current Code Review Guidelines recommend keeping merge requests small, with around 200 lines as a practical target, minimizing the number of reviewers, and using stacked changes for larger work. Treat the line figure as a target rather than an automatic pass/fail rule: files touched and the nature of the change also affect the review task.
For work that cannot reasonably fit in one small change, split it into independently reviewable pieces where possible. Stacked changes can preserve a coherent sequence while limiting the context a reviewer must hold at once. Track whether smaller changes in your own project receive earlier first reviews or fewer difficult review rounds; do not assume a size rule will solve an ownership or specialist-capacity problem.
Route specialist work deliberately
When a change crosses domains, request expertise for each affected area and state what you need that reviewer to examine. A focused request helps use specialist attention without adding reviewers who have no clear role. For a long feature series, identify maintainers who can retain context across the sequence rather than repeatedly asking new reviewers to reconstruct it.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Pair specialist routing with backup coverage for important areas. A primary reviewer clarifies ownership; a backup provides an alternative when that person is unavailable. Track whether the change reduces waiting in the affected specialty rather than simply shifting more work to another small group.
Automate deterministic checks
Formatting, linting, tests, security checks, and other repeatable validations are candidates for automation before human review. GitLab recommends enforcing code style through automation and requesting maintainer review when tests pass. This can reduce routine review comments and keep human attention available for design, risk, and domain decisions.
Best Value
Automation is not a substitute for human judgment. Establish which checks need to pass before a reviewer is requested, and verify that late-running automation is not itself extending the queue. If checks run only after human review begins, their timing may create avoidable back-and-forth. Measure the relevant wait before and after changing when checks run.
Build reciprocity into volunteer review
In a volunteer project, review depends on goodwill as well as process. LLVM’s Code-Review Policy and Practices describes goodwill as the currency of reciprocal help: “If you help out, everybody will be more willing to do the same for you.” Make review participation visible and encourage contributors to help with reviews when they have relevant expertise and capacity.

Use reminders as courteous coordination, not blame. LLVM recommends a periodic ping—every couple of days for urgent work and about weekly for non-urgent work. Those intervals are guidance from LLVM’s policy, not a requirement for every project. Set a cadence that fits your community, and make it easy to say that a reviewer is unavailable and identify an alternative.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Run a measurement loop without gaming the numbers
A dashboard is useful only if it helps the project make a better decision. Establish a baseline, inspect actual cases, make a targeted change, and review the result in the affected part of the queue. Keep measures that influence a decision; retire those that do not. Avoid a single composite score that hides trade-offs between speed, quality, and workload.
- Set a baseline. For four to six weeks, record medians and distributions for first-review time, total review time, size, review iterations, reviewer-load concentration, and quality outcomes. The period is a practical baseline window, not a guarantee that every project will see enough changes; interpret the numbers in light of actual volume and work mix.
- Sample fast and slow reviews. Examine the quickest and longest-waiting examples. Label the cause as ownership, capacity, size, automation, specialist routing, disagreement, or platform constraint. Check the history and ask participants rather than inferring the cause from elapsed time alone.
- Choose one targeted intervention. Tie the action to the diagnosis. A backup-reviewer rota addresses a capacity or availability issue; smaller, stacked changes address oversized diffs. A reminder cadence does not fix a missing specialist, and a size target does not clarify ownership.
- Re-measure the affected segment. Compare the relevant specialty, size band, or queue rather than relying only on the project-wide total. Keep the intervention if review time improves without deterioration in quality or contributor experience. If it does not, revisit the diagnosis rather than turning up pressure on reviewers.
- Remove measures that no longer guide action. Keep a metric when it changes what the project does or helps catch a meaningful risk. Do not reward visible activity for its own sake; comment counts and raw review counts can encourage behavior that does not improve the change.
Keep speed improvements safe and sustainable
Track review-stage time alongside failed changes, incidents, escaped defects, security findings, and follow-up fixes. Ask contributors and reviewers about clarity and uncertainty as well as elapsed time. GitLab’s guidance warns against activity measures that reward visible work over value, quality, and safety. A faster approval pattern is not a success if it coincides with shallow review or more problems after merge.
Review-load distribution is also a sustainability measure. If turnaround improves only because the same maintainers take on more requests, the apparent gain may be fragile. Look at review work by person and specialty, whether backups are actually able to take work, and whether the process leaves contributors with clear expectations. These signals help distinguish a healthier flow from a queue that has simply moved its burden.
Recommended Free Tools
Finally, preserve room for different kinds of work. An urgent fix may need a different route from a routine change, while a migration may be larger and more specialized than ordinary contributions. Segment those cases, define how urgency is signaled, and inspect their outcomes separately so that exceptions do not distort the everyday queue or become a reason to bypass quality checks.
