Reliable AI agent workflows come from treating context, tools, and handoffs as separate control boundaries. Keep private application state out of the model unless a task requires a narrow representation; expose only the tools a run needs, while enforcing authorization inside every tool and MCP server; and transfer work through explicit, validated contracts between specialists. This approach works whether OpenAI manages sessions for you through its Agents API or your application controls storage and orchestration with the Agents SDK. The sections below show how to design those boundaries, choose a state strategy, connect MCP safely, and build handoffs that remain observable and recoverable.
What are the four boundaries in an AI agent workflow?
A production workflow should make four boundaries explicit: the boundary between local and model-visible context, the boundary around tool discovery and authorization, the boundary around runner state across turns, and the boundary between specialists during a handoff. Treating these as separate design decisions prevents accidental data exposure, overpowered agents, lost state, and ambiguous ownership.

- Context boundary: decide what stays in application memory and what is inserted into instructions, input, history, retrieval results, or tool output.
- Tool boundary: decide which capabilities are discoverable in a run and enforce identity, tenant, scope, and resource checks when a call executes.
- State boundary: decide who stores sessions, how history or summaries are continued, and where recovery resumes after an interruption.
- Handoff boundary: define when a specialist should receive responsibility, what structured data it receives, and which policy and approvals travel with it.
What is the difference between local context and model context?
Local or run context is private state available to your application code, tool functions, callbacks, and lifecycle hooks. It is not automatically sent to the language model. Model-visible context must be deliberately placed in instructions, the current input, conversation history, retrieved material, or the result of a tool or search operation.
Keep execution and authorization data local
Store identities, permission objects, loggers, database clients, feature flags, request policies, and mutable application state in local context. A tool can use a tenant identifier from that context to authorize a request without revealing the identifier, credential, or internal object to the model. This also keeps secrets and implementation details out of prompts and transcripts.

Expose a narrow, typed representation when reasoning requires it
If the model must reason about a fact, serialize only the task-relevant portion. For example, expose an account’s permitted regions and spending limit as a typed policy summary, not the entire user record or an access token. Put that representation in instructions, input, retrieved context, or a purpose-built tool response, and define its fields so downstream code can validate them.
A practical rule is simple: if the runtime needs a value to execute or authorize a call, keep it local; if the model needs the value to choose or explain an action, expose a minimal representation. This reduces prompt size, limits leakage, and makes the model’s available facts auditable.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsUse a context object for shared run policy
A context object can hold request policy and dependencies shared by tools and handoff callbacks. Typical fields include the authenticated principal, tenant scope, approval status, tracing handle, rate limits, and clients for internal services. Pass the object through the runtime rather than copying sensitive fields into every prompt. Receiving agents should inherit the same policy object or a deliberately narrowed derivative.
How should I choose a state strategy for multi-turn agents?
Choose state ownership before implementing the loop. The managed Agents API can maintain durable sessions and recovery, while an Agents SDK application can use its own storage or response and conversation state and decide exactly which history or summary to pass into the next turn.
| Decision area | Managed runtime | Application-controlled runtime |
|---|---|---|
| Session ownership | The service manages durable sessions. | Your application owns storage and continuation. |
| History selection | The managed session supplies continuity according to the API’s session model. | Your code chooses full history, a summary, selected messages, or retrieved state. |
| Recovery | Use the service’s session and recovery behavior. | Persist checkpoints, tool results, approvals, and handoff events in your own store. |
| Orchestration | The hosted workflow controls the run lifecycle. | Your runner controls iteration, persistence, retries, and stop conditions. |
| Operational control | Less infrastructure to operate, with service-defined boundaries. | More control over retention, private-network access, audit records, and replay, with more implementation work. |
Define a real stopping point
A runner should continue until it reaches a genuine stopping condition, such as a final answer, an unresolved tool result, or a pending human approval. Do not treat a model message that merely says it is finished as sufficient if a required tool call, validation step, or approval remains outstanding.
Persist the events needed for replay
For application-managed state, record the input, selected agent, tool-call arguments, tool results, approval decisions, handoff payloads, and final output. Store references to large documents rather than duplicating them in every turn. A replayable event sequence lets you recover after a process restart and explain why an agent acted.
How do I restrict which tools an agent can use?
Expose the smallest useful tool set for each run, then enforce authorization again when a call executes. Discovery filters limit what the model can see; they do not approve a model-generated argument, tenant, record, or resource selection.

Start with per-run capability filtering
Build the tool list from the task and the caller’s policy. An intake agent may need read-only search and a ticket-creation tool, while a billing specialist may need an invoice lookup but no ability to modify account ownership. Smaller tool sets reduce confusion, lower the chance of an unintended call, and make evaluation easier.
For MCP integrations, OpenAI documents allowed_tools and required settings for discovery and startup. Use these settings to control which MCP capabilities are presented and whether a required connection must be available before the run begins.
Authorize inside every function and MCP server
At execution time, validate the authenticated identity, tenant, operation, resource, and requested scope. Check that a record belongs to the current tenant, that the user can perform the operation, and that the argument is within policy. Never rely on a hidden prompt instruction or a discovery filter as the security boundary.
Add input guardrails and approval gates
Validate structured arguments before side effects. For sensitive operations—such as deleting data, sending an external message, changing access, or moving money—require a human approval or an equivalent policy decision. The approval should bind to the exact action and resource, not to a vague statement that the agent may proceed.
How do I connect MCP tools safely?
The Model Context Protocol (MCP) is a standard boundary through which applications provide context and tools to language models. Its transport should match where the server runs, and its credentials should be limited to the operations the workflow actually needs.
Choose the transport by deployment
| Transport choice | Use it when | Operational implication |
|---|---|---|
| Service-origin HTTP | The platform can reach the MCP server directly as a service. | Use service-level networking and authentication; the server is reachable from the hosted platform. |
| Environment-origin HTTP | The MCP server is reachable from the execution environment running the agent. | Keep network routes, firewall rules, and credentials in that environment. |
| stdio | The MCP server is a process running in the same execution environment. | Manage process startup, lifecycle, sandboxing, and local permissions. |
Apply least privilege to MCP credentials
Connect only to trusted servers. Give each server credentials limited to the required tenant, resources, and operations. Keep access tokens in authorization fields or headers rather than URLs, where they can leak through logs, browser history, proxies, or telemetry.
MCP tools can expose data from model context and perform actions with the credentials you provide. Treat a server connection as a privileged integration: review its tool definitions, isolate environments where practical, rotate credentials, and require approval for sensitive operations.

Handle discovery and availability failures
If a required MCP server is unavailable, stop or route to a defined fallback instead of silently substituting an unapproved tool. If an optional server fails, return a clear capability-unavailable result and let the agent explain what cannot be completed. Record connection errors and tool-level denials separately so operators can distinguish network faults from authorization failures.
When should I hand off work to another agent?
Hand off when another specialist has materially different capabilities, approval policies, models, or output requirements. Keep a single agent when the task is short and the same policy and tools apply throughout; unnecessary delegation adds latency, state-transfer risk, and observability overhead.
Give every specialist a narrow contract
Define the specialist’s role, instructions, permitted tools, output schema, and handoff description. The description should tell the router when delegation is appropriate, such as “use for contract interpretation after the user has supplied a document” rather than a broad label like “legal help.”
Validate the handoff payload before side effects
Use a structured payload containing only what the receiving agent needs: the task, relevant facts, identifiers that are safe to expose, constraints, and expected output. Validate types, required fields, tenant scope, and approval state before the receiving agent can call a tool or trigger an external action. Reject or route malformed payloads back to the originating agent for clarification.
Carry policy and ownership forward
The receiving agent should inherit the shared run policy, including identity, tenant, approval requirements, and trace identifier. Make ownership explicit: after the handoff, the specialist is responsible for producing the requested result or returning a structured escalation. Do not let both agents independently perform the same side effect.
What does the agent runner do after a handoff?
The runner repeatedly calls the current agent, inspects its result, executes approved tool calls, switches agents when a handoff occurs, and continues until no tool work or approval remains. This loop should be deterministic enough to trace and bounded enough to prevent accidental cycling.
- Start with the current agent and run context. Load the authenticated principal, policy, trace handle, and the selected model-visible input.
- Call the agent. Capture its text, structured output, proposed tool calls, and any handoff request.
- Validate proposed actions. Check schema, authorization, resource scope, and approval requirements before execution.
- Execute tools or request approval. Record arguments and results; pause the run if a human decision is required.
- Apply a handoff contract. Validate the receiving agent’s input, transfer ownership, and preserve the shared policy and trace.
- Continue or stop. Continue with the new agent or tool result. Stop only at a final answer, a defined failure, or a pending approval that has been persisted for resumption.
Set explicit limits for turns, elapsed time, repeated tool failures, and handoff depth. A loop that can hand off indefinitely is an operational failure even if each individual agent behaves correctly.

How should I compare managed and application-controlled architectures?
The key difference is ownership. A managed workflow delegates sessions and portions of orchestration to the service; an application-controlled workflow keeps storage, continuation, tool wiring, and approval logic in your code.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can I implement these boundaries step by step?
Use the following sequence to avoid designing tools, prompts, and handoffs independently.
- Map the data. List every value available to the runtime, label it local or model-visible, and identify secrets, personal data, tenant identifiers, and mutable state.
- Define the policy object. Specify identity, tenant, allowed operations, approval status, rate limits, and tracing fields that tools and handoff callbacks will receive.
- Design the minimum tool surface. Group tools by specialist and run type. Remove convenience tools that are not required for the task.
- Implement authorization at execution. Check identity, tenant, resource, operation, and argument constraints inside each function and MCP server.
- Select state ownership. Decide whether the managed session model or your storage will hold history, summaries, checkpoints, approvals, and tool results.
- Write specialist contracts. For each agent, document its role, instructions, tool list, output schema, handoff trigger, and failure response.
- Validate before effects. Parse structured arguments and handoff payloads before any external write, message, or access change.
- Add observability. Emit trace events for prompts or summaries supplied, tools discovered, authorization decisions, approvals, handoffs, retries, and stop reasons.
- Test adverse paths. Exercise missing context, stale permissions, malformed arguments, unavailable MCP servers, denied approvals, duplicate deliveries, and repeated handoffs.
What common mistakes cause unsafe or unreliable workflows?
Putting secrets in model-visible history
API keys, raw access tokens, internal connection strings, and unrestricted user records do not belong in prompts or conversation history. Keep them in local context and let a constrained tool use them on the model’s behalf.
Confusing visibility with permission
Hiding a tool from discovery does not prevent a compromised or misconfigured caller from invoking its endpoint directly. The function or MCP server must enforce authorization independently.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Passing an entire transcript to every specialist
Unfiltered history increases cost and can expose irrelevant or sensitive material. Send a typed task summary, the minimum supporting facts, and references that the specialist can retrieve under the same policy.
Allowing implicit side effects during handoff
A handoff should transfer responsibility, not grant an unbounded action. Require the receiving agent to produce a validated proposal and pass it through the same authorization and approval checks as any other tool call.
Best Value
Failing to distinguish a denial from an outage
A policy denial means the request is not allowed; a timeout or unavailable server means the capability could not be reached. Preserve these as different error types so the agent can explain the correct next step and operators can repair the right layer.
What should a production readiness checklist include?
- Every model-visible field has an identified purpose and data owner.
- Local context contains credentials, clients, loggers, and mutable state rather than embedding them in prompts.
- Each run has a minimal tool list, with MCP discovery settings configured deliberately.
- Authorization checks validate identity, tenant, resource, operation, and arguments inside tools and servers.
- Sensitive operations require an approval bound to the exact action.
- Transport choice matches deployment, and MCP credentials use headers or authorization fields instead of URLs.
- Specialists have narrow roles, explicit handoff descriptions, schemas, and ownership rules.
- Handoff payloads and tool arguments are validated before side effects.
- Sessions, summaries, approvals, and tool results can be resumed after interruption.
- Traces show context supplied, tools exposed, decisions made, handoffs, retries, and stop reasons without logging secrets.
- Turn, time, retry, and handoff-depth limits prevent runaway loops.
What is the practical design rule to remember?
Keep execution state private, expose only the facts the model must reason about, authorize every action where it executes, and make every handoff a typed transfer of responsibility. Whether the service or your application owns the session, these boundaries provide the basis for safer tools, predictable recovery, and specialists that can be evaluated independently.

Frequently Asked Questions
Can an AI agent read variables stored in local run context?
Not automatically. Local context is available to application code, callbacks, and tools; the model sees a value only when your runtime deliberately includes a representation in instructions, input, history, retrieval, or a tool result.
Should every tool call require a human approval?
No. Approval is most useful for sensitive or irreversible operations. Read-only lookups and low-risk transformations can run under ordinary authorization, while writes, access changes, external communications, and destructive actions should use an approval policy appropriate to their impact.
What should happen when a handoff target is unavailable?
Persist the handoff request and return a controlled failure or escalation rather than silently executing the task with a different specialist. The originating agent can ask for clarification, retry under a bounded policy, or tell the user which capability is temporarily unavailable.
How can I prevent two agents from performing the same side effect?
Assign a single owner after handoff and give side-effecting tools an idempotency key derived from the run and action. The tool should reject duplicate keys or return the original result, making retries safe.
What should traces omit for privacy?
Do not log raw credentials, authorization headers, or unnecessary personal records. Record redacted identifiers, policy decisions, tool names, validation outcomes, and references to stored artifacts so the workflow remains auditable without reproducing secrets.
