To give your pages a chance of being cited in ChatGPT Search, allow OpenAI’s OAI-SearchBot to crawl them and make sure your host, CDN, firewall, and other bot controls do not block the crawler’s published IP ranges. Keep that decision separate from GPTBot, which is associated with potential training use. These steps create eligibility, not a citation guarantee: ChatGPT uses multiple ranking factors and OpenAI says placement is not guaranteed.
Start with the pages you actually want discovered, audit every access layer, then monitor referral traffic. OpenAI’s publisher guidance says any public website can appear in ChatGPT Search, but it does not publish a formula for predicting whether a specific page will be selected or cited.

What has to happen before ChatGPT can cite a page?
A page must be publicly reachable and available to OpenAI’s search crawler. OpenAI states that any public website can appear in ChatGPT Search, provided the site does not block OAI-SearchBot. Allowing the crawler makes a page eligible for discovery, summaries, and snippets; it does not force ChatGPT to use the page or determine its position in an answer.
There are two separate decisions. First, decide whether OpenAI’s search crawler may fetch the page. Second, decide whether the crawler associated with potential model-training use may fetch it. OpenAI says these controls are independent, so permitting Search does not automatically mean permitting training.

Keep the distinction clear when you write your policy or brief a developer. A robots.txt rule, a CDN setting, or a firewall exception can affect one crawler without changing the other.
Which OpenAI crawler should your site allow?
Use the crawler that matches the outcome you want. The names look similar, but OpenAI documents different purposes for them.

OpenAI’s crawler documentation says, “Each setting is independent of the others.” Read the current guidance at OpenAI’s crawler documentation before changing a production policy, because bot names, IP ranges, and operational details can change.
How do you set a Search-only crawling policy?
If you want ChatGPT Search discovery but do not want to permit the crawler associated with potential training use, express those choices separately in your robots.txt policy and in any upstream bot-management controls.
1. Decide which URLs are intended for discovery
Make a short list of public articles, documentation, landing pages, and other resources you want available to search engines and answer systems. Exclude private, account-only, staging, or legally restricted material from that list. A crawler cannot turn a private page into a public one, and publishing a URL in robots.txt does not replace authentication or access controls.
2. Inspect the live robots.txt file
Open the file at your site’s root URL, such as https://example.com/robots.txt, and check the rules delivered to the public internet. Look for a broad Disallow: /, a rule applying to all user agents, or a specific rule naming OAI-SearchBot. Check included files and generated policies as well; a CMS, security plug-in, or hosting platform may be producing the file rather than a developer-maintained document.
3. Keep the crawler rules distinct
A policy that permits Search while disallowing the training-related crawler can be represented with separate user-agent groups. For example:

Disallow: /This is a pattern, not a substitute for reviewing your existing rules. Preserve restrictions for directories that should remain private, and verify that a later wildcard rule does not override the specific group in the way you did not intend. If your site uses a managed robots.txt service, make the equivalent choices in that service’s interface.
4. Publish and verify the response
After saving the policy, request the exact robots.txt URL from outside your office network and confirm that it returns successfully over HTTPS. Check both the status code and the body that a normal visitor receives. A correct file on your development host has no effect if the production hostname, redirect chain, or CDN serves a different policy.
Why is robots.txt permission alone not enough?
OpenAI notes that the host, CDN, firewall, and other network protections can reject crawler traffic even when robots.txt permits it. The crawler therefore needs a path through every access layer between the public internet and your page.

Review web-server rules, security modules, rate limits, and allowlists at the origin. A rule that blocks unfamiliar user agents, rejects a region, or requires a browser challenge can prevent a fetch. Confirm that the production origin—not only a preview or staging origin—serves the intended page.
CDN and bot-management controls
CDNs commonly apply bot scores, JavaScript challenges, or managed rules before a request reaches your server. Check the product’s bot policy for an exception that allows OAI-SearchBot. OpenAI advises allowing its published searchbot IP ranges as well, so compare your network policy with the current ranges in the crawler documentation rather than relying only on a user-agent string.
Firewall and WAF rules
A web application firewall can block the request before your access log records a normal page view. Review denied-request events around the crawler’s addresses and adjust the rule that is rejecting them. Do not broadly disable the firewall; create the narrowest exception that permits the documented crawler traffic while retaining protection for other requests.
Redirects, TLS, and availability
Repeated redirects, an invalid certificate, intermittent 5xx responses, or a hostname that resolves only inside a private network can all make a nominally public page unreachable. Test the canonical URL and the robots.txt URL from an external network after each change. A successful response in an administrator’s browser does not prove that an automated crawler can complete the same path.

How do you check whether a page is eligible for ChatGPT Search?
Use this sequence to separate a policy problem from a ranking outcome.
- Choose a representative URL. Include the canonical article URL, not only the home page. Repeat the check for important sections if they have different access rules.
- Read the production robots.txt. Confirm that the relevant path is not disallowed for
OAI-SearchBot. Remember that a rule for another user agent does not automatically answer the SearchBot question. - Check every network layer. Review origin, CDN, firewall, and bot-management settings for blocks or challenges affecting OpenAI’s published searchbot IP ranges.
- Confirm the page is public. Remove login requirements, private preview links, and network restrictions from any page intended for discovery.
- Allow time for policy propagation. OpenAI says robots.txt changes may take approximately 24 hours to affect its systems. Treat that as an operational estimate, not a promise that the page will be crawled or cited within that period.
- Observe analytics after access is fixed. OpenAI says referral URLs from ChatGPT automatically include
utm_source=chatgpt.com. Create a report for that parameter so you can distinguish ChatGPT referrals from direct, search, social, or other traffic sources.
The final step measures visits that arrive through ChatGPT; it does not reveal a citation rate or prove that every visit came from a particular answer format. Use it as a referral signal, not as a ranking guarantee.
Does allowing OAI-SearchBot guarantee a citation?
No. OpenAI says Search ranking uses multiple factors and that placement is not guaranteed. Crawl access is an eligibility condition: it gives the system permission to fetch a page, but the system may select another source, show no citation, or place your page differently for another query.
OpenAI’s public guidance does not establish that a particular word count, headline formula, structured-data type, publishing frequency, or writing style increases the probability of citation. Avoid promises that a technical change will produce a specific number of mentions or a higher position. You can improve clarity and accuracy for human readers, but you should not present those editorial choices as documented OpenAI ranking factors.

There is also no published citation-rate benchmark in the referenced guidance. A month of referrals, a single visible citation, or an absence of visits cannot by itself establish how often ChatGPT considered your page.
What is the difference between Search eligibility and training preference?
Search eligibility answers, “May OpenAI’s search crawler fetch this page?” Training preference answers a different question about the crawler associated with potential training use. Because the settings are independent, you can choose a Search policy without treating it as consent for the other use.
Allow Search, restrict potential training use
Publish a rule that permits OAI-SearchBot on the intended public paths and a separate rule that restricts GPTBot. Then apply the same separation in your CDN and firewall controls. Test both names independently; a generic “OpenAI bot” switch in a security product may not map cleanly to the two documented crawlers.

Restrict both
If you do not want OpenAI crawling a section for either purpose, restrict both crawler identities and enforce the same decision at network layers. Remember that robots.txt is a crawler instruction, not an access-control mechanism for confidential data.

If your policy allows both purposes, make sure both user-agent groups and the corresponding IP traffic can reach only the public content you intend to expose. Keep a record of the decision so future CMS, CDN, or firewall changes do not silently create a different policy.
What should you do if ChatGPT does not cite an accessible page?
First, distinguish a crawl failure from a selection decision. If the page is blocked, fix robots.txt or the network layer. If the page is reachable and permitted but still absent from an answer, that is consistent with OpenAI’s statement that placement is not guaranteed.
- Recheck the exact production URL and its canonical redirect.
- Read the live robots.txt file after deployment, including any generated or included rules.
- Review CDN, WAF, firewall, and origin logs for rejected requests from OpenAI’s published searchbot IP ranges.
- Confirm that a security challenge is not requiring interactive JavaScript or a cookie a crawler cannot obtain.
- Wait for the documented approximately 24-hour robots.txt propagation estimate before treating a recent change as ineffective.
- Do not infer a ranking penalty from one unanswered query; OpenAI does not publish a deterministic citation formula.
When escalating to a host or CDN provider, give them the exact hostname, path, time window, response code, and the crawler policy you intended. This keeps the investigation focused on access rather than speculative content tactics.

OpenAI describes a specific ChatGPT Atlas browser scenario in which a disallowed page may still appear as a link and title if it was discovered through another provider or page crawl and judged relevant. That statement is limited to the Atlas scenario; it should not be generalized into a rule about every ChatGPT Search result.

Apply this only to pages where preventing indexing is the goal: a noindex directive changes how search systems may use the page and is not the same as permitting SearchBot for citation eligibility.
For normal access control, protect confidential material with authentication and authorization. Robots rules and noindex are signals to crawlers, not a substitute for keeping sensitive data off a public URL.

How should you report the outcome to stakeholders?
Use precise language in analytics notes, SEO reports, and editorial plans:
- Eligible: The public page is not blocked from
OAI-SearchBot, and relevant network controls permit the documented crawler traffic. - Observed referral: Analytics recorded a visit whose referral URL includes
utm_source=chatgpt.com. - Cited: A reviewer observed the page linked or named in a ChatGPT answer. This is an observation for that answer, not a promise of future placement.
- Guaranteed: Do not use this label. OpenAI explicitly says placement is not guaranteed.
This vocabulary prevents a technical eligibility change from being sold as a guaranteed traffic or visibility result. It also keeps Search access separate from your organization’s training preference.

Where are the authoritative rules maintained?
Policies can change, so link your internal runbook to OpenAI’s current documentation rather than copying a static list of addresses into a permanent checklist. The key references are OpenAI’s Publishers and Developers FAQ, which explains public-site visibility and referral tagging; OpenAI’s crawler documentation, which describes crawler purposes, independent settings, and IP ranges; and OpenAI’s ChatGPT Search help page, which explains ranking and the lack of a placement guarantee.
Check those pages whenever you change a robots policy, migrate a CDN, or redesign bot protection. A technically correct rule can become ineffective when a new network layer is introduced.

What can I do if a page still appears in the ChatGPT Atlas browser scenario?
