Multiple AI agents can use one memory, but only when “one memory” means a shared, durable service with explicit schemas, retrieval rules, access boundaries and conflict handling. A single vector index is not enough, and the Model Context Protocol (MCP) does not create a memory policy by itself. The dependable design separates short-lived session context from durable facts, preferences, decisions and outcomes; stores each type in an appropriate system; and exposes controlled read and write operations to every agent. Microsoft’s multi-agent architecture guidance identifies synchronization, ownership, privacy and data consistency as the hard parts. This article shows how to design those parts so agents can collaborate without leaking context, overwriting one another or filling the store with unusable transcripts.
What does “one memory across AI agents” actually mean?
It means several independently running agents read from and write to a common source of truth under the same rules. The source may combine a database, a vector index, a knowledge graph and an audit log; it does not have to be one physical product or one table. What matters is a shared service boundary, a canonical data model and consistent identity and authorization checks.

The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Memory has two distinct time horizons:
- Session memory: messages, tool results and intermediate reasoning needed during one active task. It can disappear when the run ends.
- Durable memory: facts, user preferences, project decisions, task outcomes and other information intentionally retained for later sessions or other agents.
Persisting every transcript mixes temporary chatter with durable knowledge, increases privacy exposure and makes retrieval noisier. A memory policy should state what qualifies for retention, who can see it, how long it remains valid and how it can be corrected or deleted.
Microsoft describes memory as foundational to multi-agent systems because it shapes how agents understand context, make decisions and collaborate. In practice, “shared” is useful only when the agents agree on meaning, scope and trust; otherwise it is merely a shared pile of text.

What must be decided before agents share memory?
Write these decisions down before connecting a second agent. They determine whether the system behaves predictably when traffic, users and data volumes grow.
Define the memory objects
Start with a small canonical schema. Useful initial object types are fact, preference, task and decision. Each record should include a stable identifier, content, object type, scope, authoring agent, creation and update times, version, provenance, sensitivity classification and retention or expiry information.
Define what “truth” means
A preference supplied by a user, a measurement from a tool and an agent’s tentative inference do not have equal authority. Add a confidence or status field such as proposed, verified, superseded or revoked. Store the evidence or source reference that supports a claim, so a later agent can distinguish an observed fact from an unverified suggestion.
Define identity and tenancy
Every read and write needs an authenticated principal: user, agent, service account, project or tenant. Do not rely on an agent’s prompt to declare its identity. The memory service should derive identity from the connection and enforce authorization there.
Define lifecycle rules
Specify retention periods, archival, deletion, legal holds and backup behavior. A deletion request must cover primary records, embeddings, caches, replicas and backups according to your policy. If records can expire, retrieval must filter expired entries rather than merely hiding them in the interface.
Which storage pattern should shared agent memory use?
No single storage type handles every memory operation. Choose by the query you must answer and combine systems when necessary.
| Storage pattern | Best for | Strengths | Gaps to address |
|---|---|---|---|
| Simple persistence (relational or document records) | Canonical facts, preferences, tasks, status and deterministic lookups | Explicit schemas, transactions, constraints and straightforward updates | Keyword or exact lookups alone may miss semantically similar wording |
| Vector store | Fuzzy recall of notes, descriptions and prior examples | Semantic similarity can retrieve related wording without exact terms | Needs metadata filters, freshness checks, authorization and a source record; similarity is not proof of truth |
| Knowledge graph | Entities, relationships, dependencies and multi-hop questions | Makes relationships explicit and supports traversals | More modeling and update work; natural-language content still needs a retrieval strategy |
| Hybrid design | Systems that need both reliable state and semantic discovery | Structured records remain authoritative while vectors or graphs improve recall | Requires synchronization, consistent identifiers and monitoring across components |
A practical rule is to perform deterministic retrieval first for identifiers, current status and permissions, then use semantic retrieval to find supporting context. Keep the original structured record as the authority; treat an embedding as an index that can be regenerated.

How should a shared memory service be exposed to agents?
Put validation and policy behind a service or tool interface instead of letting each agent connect directly to storage. The interface should expose a small set of operations, for example:
memory.getfor an exact identifier with scope and authorization checks.memory.searchfor filtered semantic or keyword retrieval, returning provenance and freshness.memory.putfor creating a record that passes schema, sensitivity and scope validation.memory.updatefor version-checked changes rather than blind overwrites.memory.supersedeormemory.revokefor corrections that preserve an audit trail.memory.deletefor policy-compliant erasure.
Return typed results, not an unbounded text dump. Include the record identifier, version, scope, author, timestamp and provenance in every response. Limit result count and payload size so one retrieval cannot consume an agent’s entire context window.
Where does MCP fit?
MCP is an interoperability layer for connecting agents to external tools and data. An MCP server can make the memory operations above available to different agent runtimes through a common interface. It does not decide your schema, retention period, identity model, authorization rules, conflict policy or deletion semantics. Those remain responsibilities of the memory service and its operators.

A common protocol reduces integration friction; it does not make an unsafe tool safe automatically.
How do you keep one agent from seeing another customer’s context?
Make scope a required field, not an optional tag. Typical boundaries are session, user, project, channel, tenant and role. A record can carry several scopes, but the service must calculate the intersection allowed for the requesting principal before returning it.
Enforce scope at retrieval
Apply authorization filters in the data layer before ranking or assembling results. Filtering only after a vector search can still leak information through scores, snippets or result counts. For multi-tenant systems, partition indexes or use mandatory tenant predicates so an omitted filter fails closed.
Classify sensitivity
Mark records as public-to-project, confidential, personal or restricted, then map each class to roles and retention. Redact secrets and regulated identifiers before embedding; embeddings can preserve enough signal to reveal sensitive content even when the original text is hidden.

Make provenance visible
Every retrieved item should identify where it came from and when it was last verified. Agents can then cite the authoritative record, ignore stale suggestions and ask for confirmation when sources disagree.
How should multiple agents handle simultaneous writes?
Assume concurrent writes will occur. Record the authoring agent, timestamp, base version and operation type, then choose a conflict policy for each object type.
Optimistic version checks
Store an integer or opaque version. An update succeeds only when the submitted base version matches the current one. If it does not, return a conflict and the current record; the agent must re-read, reconcile and retry. This prevents a slow writer from silently erasing a newer decision.
Merge versus overwrite
Use field-level merges for independent attributes, such as adding a task label while another agent changes its due date. For mutually exclusive values, require an explicit winner, human approval or a domain rule. Do not merge contradictory facts into one sentence; preserve both claims with status and provenance until resolved.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsEvent and audit history
Append an immutable event for creation, update, supersession, revocation and deletion. A materialized current record can be rebuilt from events, and operators can investigate which agent introduced an error. Keep rollback separate from deletion: rollback restores a prior valid state, while deletion removes data under the retention policy.
Idempotency
Give each write request an idempotency key. Retries after timeouts then return the original result instead of creating duplicate facts or tasks. This is especially important when an agent calls a tool through a network that may deliver a request more than once.
What is a reliable rollout plan for shared agent memory?
Introduce capabilities in stages so failures are diagnosable.

- Model a narrow first schema. Implement facts, preferences, tasks and decisions with required scope, provenance, status and version fields. Reject unknown or malformed fields.
- Build deterministic reads and writes. Test exact lookups, authorization, version conflicts, idempotent retries, supersession and deletion before adding semantic search.
- Add least-privilege roles. Create separate read, propose-write, approve-write and administrative credentials. Log every access and policy decision.
- Introduce semantic retrieval. Generate embeddings only for records allowed by policy, attach metadata filters, return source records and provide a freshness or confidence signal.
- Connect agents through a controlled interface. MCP can standardize tool discovery and invocation, while the service continues to enforce schemas and permissions.
- Exercise recovery paths. Restore a backup, rebuild an index, replay an event stream and process a deletion request. Measure how long each operation takes and what data is temporarily unavailable.
- Expand object types and scopes gradually. Add project summaries, workflows or domain entities only after observing real access patterns and conflict rates.
How do you measure whether shared memory is working?
Track operational and quality signals per workload rather than relying on a universal benchmark; no broadly applicable cross-vendor benchmark establishes one. Useful measures include:
- Retrieval precision and recall: whether the right records appear and irrelevant ones stay out, evaluated against labeled queries.
- Stale-record rate: the proportion of returned items that have expired, been superseded or failed a freshness requirement.
- Conflict rate: version failures, rejected merges and human escalations per write.
- Latency: separate authorization, deterministic lookup, semantic search and generation time.
- Token cost: payload size and number of retrieved items sent to each model.
- Failed-write and retry rates: validation errors, timeouts and duplicate-prevention events.
- Privacy and governance signals: denied accesses, cross-scope attempts, unapproved writes and audit-log completeness.
- Recovery performance: backup restore time, index rebuild time and the amount of data that can be lost under the stated recovery point.
Review these by agent role and tenant. A low average latency can conceal a slow, expensive path for one high-value workflow, while a high retrieval score can hide unauthorized or stale results.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What commonly goes wrong with multi-agent memory?
“We put all transcripts in a vector database.”
Transcripts contain temporary instructions, contradictory guesses and sensitive details. Store distilled, typed records for durable knowledge and retain raw conversations only when a defined use case and retention policy justify them.
“The embedding is the source of truth.”
Embeddings are derived indexes. They can be stale, collide semantically and omit exact fields needed for authorization or updates. Keep a canonical record and regenerate embeddings when content or the embedding model changes.
“MCP gives us shared context automatically.”
MCP supplies a connection mechanism, not governance. Without explicit identity, scope, validation and deletion behavior, a common connector can spread the same mistake or leak the same secret to every agent.
“Last write wins is simple enough.”
It is simple but can erase a newer decision or hide an incorrect agent action. Use version checks, provenance and object-specific merge or approval rules.
“More retrieved context is safer.”
Large payloads raise token cost and can distract the model with stale or irrelevant material. Set result limits, rank by scope and freshness, and require the agent to request more context when needed.

When is a shared memory service the wrong choice?
Keep memory local when an agent handles ephemeral data, operates offline, or has a strict isolation requirement that another agent must never cross. A shared service adds network dependency, operational overhead and a larger blast radius for authorization mistakes. Use shared durable memory when agents genuinely need continuity or coordination, and document which information must remain local.
What should a minimum viable design contain?
A defensible first version has a canonical record store, optional semantic index, authenticated service API, mandatory scope and provenance fields, version-checked updates, audit events, retention and deletion procedures, least-privilege credentials, and dashboards for retrieval, conflicts, latency and recovery. Add a graph or specialized database only when a demonstrated query pattern requires it. This keeps the source of truth understandable while leaving room for richer retrieval later.
Frequently Asked Questions
Can two AI agents use the same vector database safely?
Yes, if every record carries tenant and scope metadata and the service applies authorization filters before search results are returned. Keep structured source records outside the vector index for exact updates, version checks, deletion and provenance; treat vectors as a rebuildable retrieval layer.
Should agents share their full conversation history?
Usually not. Share distilled facts, decisions and task state that have a defined retention purpose, and keep raw transcripts in a separately protected store when audit or debugging requires them. This reduces noise, token use and accidental disclosure.
How can I delete a memory everywhere?
Implement deletion as a lifecycle operation that reaches the canonical record, embeddings, caches, replicas and backups according to your retention policy. Log the request and completion status, and verify that future searches cannot return the deleted item.
What happens when agents disagree about a fact?
Preserve each claim with its author, evidence, timestamp and status instead of concatenating contradictions. Apply a domain-specific authority rule or route the conflict for approval, then mark the losing claim superseded so retrieval favors the resolved record.
