Enterprise debt is the collection of process, data, technology and talent weaknesses that determines whether an AI pilot becomes dependable business operations. The practical answer for executives is to assess all four together, fix the constraints that block a specific workflow, and run debt reduction as part of the AI transformation itself—not as a separate modernization queue. In an HFS Research and Genpact survey of 2,002 global enterprise executives, 85% said enterprise debt limits AI value realization. That is a reported executive perception, not proof of a universal causal rule, but it is a useful warning: a capable model cannot compensate for unreliable inputs, broken handoffs, inaccessible systems or unprepared people.
What is enterprise debt, and how is it different from technical debt?
Enterprise debt is the accumulated friction that makes a company harder to change and harder for AI to operate safely. It includes technical debt, but extends the idea to the way work is designed, the quality and governance of data, and the workforce capabilities needed to supervise automated decisions.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe four dimensions are interdependent:
- Process debt is the cost of inconsistent, undocumented or exception-heavy workflows, including manual handoffs and rework.
- Data debt is the cost of fragmented, inaccurate, inaccessible or weakly governed information.
- Technology debt is the cost of legacy platforms, brittle interfaces and fragmented architecture that make integration and control difficult.
- Talent debt is the gap between what employees and leaders must know to use, validate, govern, improve and override AI and what they can do today.
Technical debt can be repaired by changing code or architecture. Enterprise debt requires operating-model decisions as well: who owns a process, which exceptions need judgment, what data is authoritative, and when a person must intervene.
Why do AI pilots fail when the model itself works?
A pilot normally uses a narrow dataset, cooperative users and a controlled path. Production work contains missing fields, contradictory records, policy exceptions, approvals and systems that were never designed to exchange context. AI therefore reaches its “last mile” only when the surrounding work environment can provide reliable inputs, execute an action in the right system and send uncertain cases to an accountable person.

Shubhro Pal, Genpact’s Global Growth Leader for Agentic AI, described the distinction in The AI Journal on August 21, 2026: “The real test of AI is not whether it can perform in a controlled pilot, but whether it can operate in the last mile of the business: the complex, exception-heavy layer where work actually gets done, decisions are made, and outcomes are measured.”
For example, an AI claims assistant may classify documents accurately yet fail operationally because claim types are defined differently by each team (process debt), policy data is stale (data debt), the claims platform has no usable interface (technology debt), and adjusters do not know when to accept or challenge a recommendation (talent debt). Treating only the model would leave the failure intact.
What does the HFS Research and Genpact evidence say?
The headline figures come from a 2026 survey by HFS Research in partnership with Genpact. They describe what executives reported or estimated; they are not an independent experiment proving that one debt directly causes a specific percentage of failed projects.
| Published finding | How to interpret it |
|---|---|
| 2,002 global enterprise executives surveyed | The sample behind the HFS Research and Genpact 2026 findings. |
| 85% say enterprise debt limits AI value realization | A reported executive assessment of the constraint, not a universal measured effect. |
| 33% name data debt as the single debt contributing most to blocked AI value | Data was the most frequently selected individual blocker, while the debts still compound. |
| 32% of the workforce is considered AI-ready for future systems and processes | An estimate of current readiness, not a forecast of inevitable adoption. |
| About 40% of employee time in a typical week goes to inefficient or tedious processes | A survey estimate indicating how much capacity process redesign could release. |
| Up to $18 trillion in value associated with resolving enterprise debts | An opportunity estimate from the published work, not a guaranteed or immediately recoverable return. |
The originating article also repeats claims that only 33% of enterprise data is AI-ready, data-quality failures affect 42% of analytics and AI initiatives, and technology debt consumes 42% of development-team time. Because the underlying studies for those figures are not established in the cited material, treat them as claims reported by that article rather than independently verified HFS survey results.
How does each type of debt affect AI performance and scale?
An executive assessment should record the root cause, the operational consequence, the accountable owner and the capability investment required. The following map keeps those questions together.

| Debt | Typical root causes | What AI experiences | Primary remediation owner | Capability to build |
|---|---|---|---|---|
| Process | Undocumented work, inconsistent definitions, manual handoffs, excessive exceptions | Inconsistent outputs, loops for human correction, slow cycle times and automation that accelerates a bad sequence | Process owner with operations and risk teams | Standard work, clear decision rights, exception paths and measurable controls |
| Data | Duplicate sources, missing or stale fields, incompatible formats, weak access and lineage | Unreliable recommendations, low confidence, inability to reproduce decisions and poor scaling across business units | Data owner or domain steward with security and engineering | Quality rules, common definitions, lineage, access controls and integration pipelines |
| Technology | Old platforms, point-to-point interfaces, fragmented identity and brittle orchestration | Delayed or partial context, failed actions, high maintenance effort and weak observability | Architecture and platform leadership with the product owner | Interoperability, APIs or event interfaces, monitoring, identity and policy enforcement |
| Talent | Limited AI literacy, unclear accountability, incentives that reward volume over quality | Over-trust, under-use, unsafe overrides, slow escalation and inability to improve prompts or workflows | Business leader with HR, risk and learning teams | Role-based training, supervision procedures, escalation rights and performance measures |
Technology debt does not mean every legacy system must be replaced before AI can scale. The practical target is an architecture that moves reliable data, exposes the controls an AI action needs, and supports governance and orchestration. A stable adapter, monitored interface or bounded service can be more useful than a multi-year replacement project.

Assess readiness against a real workflow rather than assigning a company-wide label. Use the following sequence and preserve evidence for every score.
- Choose one outcome and boundary. Name the process, customer or employee outcome, systems involved, decision points and regulatory constraints. “Improve service” is too broad; “resolve address-change requests without rework” is assessable.
- Map the work as it is performed. Document inputs, handoffs, approvals, exceptions, elapsed time and rework. Interview the people who handle unusual cases; policy documents alone rarely capture the last mile.
- Inventory data at the decision point. Identify the source of each field, its owner, freshness, completeness, permitted use, lineage and conflict-resolution rule. Record what happens when a value is absent or two systems disagree.
- Trace the technical action. List the systems an AI agent must read or write, authentication method, interface limits, logging, rollback capability and monitoring. A demonstration that only produces text has not proved that the business action can be executed.
- Test human supervision. Define who validates an output, what confidence or policy condition triggers escalation, how an override is recorded and how a person can stop an automated action. Check whether the responsible role has time and authority to perform those duties.
- Score and rank the debts. Use a simple scale such as low, medium or high for severity, evidence quality and remediation effort. A high-severity item with weak evidence becomes an investigation task before a production commitment.
- Assign named owners and exit criteria. Every remediation item needs one accountable owner, a target date, a measurable acceptance test and a decision about residual risk.
Genpact’s Enterprise Debt Diagnostic is a vendor-provided tool that estimates data, process, technology and talent debt. It can provide a structured starting point, but its output should be treated as an input to executive review rather than an independent certification.
What should leaders measure after the assessment?
Measure readiness as operating performance, not as the number of models launched. A balanced scorecard can include:
- Process: straight-through completion rate, exception rate, rework, handoff count, cycle time and the percentage of steps with documented decision rules.
- Data: completeness, validity, freshness, duplicate rate, reconciliation failures, lineage coverage and time required to correct a bad record.
- Technology: successful read and write transactions, interface latency, failed-action rate, recovery time, observability coverage and the proportion of decisions with an auditable log.
- Talent: training completion by role, calibrated agreement with AI recommendations, appropriate override rate, escalation time, incident participation and employee confidence paired with demonstrated competence.
- Outcome: quality, cost, speed, customer or employee impact, control breaches and the value retained after human review.
Set a baseline before automation. Otherwise, a faster process can hide a rise in errors, and a high acceptance rate can simply reflect that employees are not challenging unsafe recommendations.

What should be prioritized first?
Prioritize the constraint that can invalidate the target outcome, not the debt that is most visible to the technology team. Use a two-axis view: operational harm if the debt remains, and the number of AI use cases that depend on fixing it.
Fix blocking foundations
Examples include an authoritative customer identifier, a missing approval rule, an interface that cannot record an action, or an unassigned owner for a regulated decision. These items may be less visible than a painful manual task, but they prevent multiple use cases from scaling.
Relieve measurable operational pain
Choose a process with high volume, costly rework or long waiting time when the controls and data are sufficiently understood. A contained improvement creates evidence, user learning and funding for broader remediation.
Sequence dependencies explicitly
Do not promise an agent that depends on five unowned data domains. Publish a dependency map showing which data, process, technology and talent capabilities each use case requires, then fund shared capabilities before duplicating them in separate pilots.

How should debt remediation and AI transformation be governed?
Run them as one portfolio with shared outcomes, funding and risk review. A transformation board should include the business process owner, data and architecture leaders, security, legal or compliance representatives and the people who perform the work. Each use case needs a product owner who is accountable for both the AI behavior and the surrounding workflow.

Adopt a human-agent operating model in which employees retain domain judgment for ambiguous cases, validate high-impact actions and can override or stop an agent. Adi Shetty, SVP and Global Head of People Operations and Systems at Visa, summarized the organizational challenge in the HFS Research and Genpact report: “It’s not the technology; it’s organizational design, culture, people, and leadership. That’s what the biggest challenge is here.”
Governance should cover model changes, prompt or policy changes, data-access changes, incident response, audit retention and retirement. A pilot cannot be promoted solely because its accuracy metric is high; promotion requires evidence that the complete workflow meets its service, control and supervision thresholds.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does a practical implementation sequence look like?
A staged sequence reduces risk without waiting for a perfect enterprise architecture.
- Establish a baseline: measure the current workflow, data quality, failure modes, control obligations and employee effort.
- Redesign before automating: remove duplicate approvals, define exceptions and make the desired path explicit. Do not encode an inconsistent process unchanged.
- Build a thin, controlled integration: connect only the systems and data needed for the bounded outcome, with least-privilege access, logging and a tested rollback.
- Launch with supervision: begin in recommendation or draft mode where appropriate, require review for defined risk conditions and capture every override and escalation.
- Review outcome evidence: compare quality, speed, cost and control results with the baseline. Investigate disagreement between user confidence and actual error rates.
- Scale shared capabilities: generalize data definitions, interfaces, monitoring and training only after the first workflow demonstrates repeatable performance.
This approach allows useful work with legacy systems while preserving a path to deeper modernization when the evidence shows that an adapter or interface is no longer sufficient.
What pitfalls make enterprise-debt programs fail?
- Calling every problem “technical debt.” If the real issue is an unclear policy or an untrained reviewer, a platform purchase will not solve it.
- Using a single readiness percentage. A company can have excellent data and still lack an accountable exception process; report readiness by workflow and debt dimension.
- Replacing systems by default. Replacement consumes time and introduces migration risk. First test whether interoperability, governance and observability can meet the outcome.
- Ignoring informal work. Spreadsheets, email approvals and local definitions often contain the rules an AI system needs. Bring them into the map or explicitly retire them.
- Rewarding adoption without quality controls. Track harmful overrides, missed escalations and control incidents, not only usage or automation volume.
- Leaving remediation unfunded. A pilot budget rarely covers data stewardship, process redesign, training and integration. Put those capabilities in the same investment case.
Is the reported $18 trillion opportunity realistic for an individual company?
No fixed return should be inferred for a particular enterprise. HFS Research and Genpact present approximately $18 trillion as the value associated with resolving enterprise debts across the market they studied. It is an estimate that illustrates the scale of potential, not a promise, forecast or amount any one company can recover.

Executives should translate the idea into a bounded business case: identify the hours, errors, delays or losses attributable to a specific debt; estimate the portion a redesigned process and supervised AI could affect; subtract integration, governance, training and ongoing operating costs; and validate the result against a controlled baseline.
What are the three executive questions to keep asking?
The framework closes with a useful operating rhythm: How do we assess AI readiness? What do we measure? What gets prioritized? Ask them at portfolio level and again for every workflow. The answers should point to evidence, named owners and a sequence of capability improvements—not simply to a list of models or a technology refresh.

Frequently Asked Questions
Can a company be AI-ready without replacing its legacy core systems?
Yes. Readiness depends on reliable data flow, controlled interfaces, identity, logging and human oversight, not on the age of every platform. Replace a legacy system when it cannot meet those requirements at acceptable risk or cost; otherwise, a monitored adapter or service boundary may be sufficient.
Who should own enterprise debt remediation?
Ownership should stay with the leader accountable for the affected business outcome, supported by data, architecture, risk and workforce specialists. A central transformation office can coordinate dependencies, but it should not remove accountability from the process owner.
How often should an AI-readiness assessment be repeated?
Reassess whenever the workflow, data source, model, policy or connected system changes, and review the scorecard on a regular operating cadence. A static annual rating can miss new interfaces, changed regulations or declining data quality.
What evidence is needed before moving an AI pilot into production?
Require a documented workflow, measured baseline, data-quality evidence, successful end-to-end transactions, access and audit controls, tested rollback, named human supervisors and results from realistic exception cases. Approval should depend on outcome and control thresholds, not model accuracy alone.
