Error 0xC190010F is a Windows upgrade or installation failure code, but Microsoft does not assign it one definitive cause in its published Setup tables. Treat it as a symptom of a failed setup attempt rather than proof of a particular bad driver, registry entry, or disk fault. Restart, retry Windows Update, verify the system drive has enough free space, remove temporary upgrade blockers, and then use the full result and extend codes in Windows Setup logs to choose a targeted fix.

The sequence below applies to Windows 11 and Windows 10. It starts with reversible Microsoft-supported checks, then moves to clean boot, log analysis, driver and firmware work, and recovery options if setup continues to roll back.

What does error 0xC190010F mean?

0xC190010F identifies a Windows Setup or feature-upgrade failure, not a single component that can be replaced with one universal fix. Microsoft’s current Setup reference tables do not provide a definitive semantic entry for this exact code, so a claim that it always means a particular driver, registry problem, or storage failure would be misleading.

Windows normally records a more useful combination: the main result code followed by an extend code, such as 0xC1900101 - 0x20017. The phase and extend code show when Setup failed, while the logs identify the operation, device, or service involved. Record that complete pair before changing drivers or deleting temporary setup files.

If the upgrade rolls back, Windows may leave the computer on its previous build. That rollback is a protection mechanism; it does not, by itself, identify the root cause. The practical goal is to reproduce the failure once, collect the logs, and remove only the blocker that the evidence supports.

What should I try first to clear 0xC190010F?

Start with low-risk actions that Microsoft recommends for Windows upgrade failures. They can resolve transient update state, incomplete servicing, or a pending driver update without changing installed applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Restart Windows. Select Start, Power, and Restart. Do not choose Shut down if Fast Startup is enabled and you need a full restart.
  2. Run Windows Update again. In Windows 11, open Settings > Windows Update; in Windows 10, open Settings > Update & Security > Windows Update. Select Check for updates, install every available quality, feature, hardware, and third-party driver update, restart when prompted, and check again until no further updates are offered.
  3. Run the Windows Update troubleshooter. In Windows 11 go to Settings > System > Troubleshoot > Other troubleshooters > Windows Update > Run. In Windows 10 use Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update. Apply any suggested repair, restart, and retry the upgrade.
  4. Check Windows Update history. Open Settings > Windows Update > Update history in Windows 11, or Settings > Update & Security > View update history in Windows 10. Note the date, failed update name, and the complete code shown near the failure.

Repeatedly retrying without recording the complete code is less useful than one controlled retry followed by log review. If the same result returns, continue with the checks below rather than repeatedly launching Setup unchanged.

How much free space does a Windows upgrade need?

Check the free space on the drive that contains Windows, normally C:. Microsoft’s current guidance says an upgrade needs at least 16 GB free for a 32-bit operating system or 20 GB free for a 64-bit operating system. These are minimums, not a guarantee that every feature upgrade will complete; keeping additional working room reduces the chance that Setup cannot stage temporary files.

  1. Open Settings > System > Storage in Windows 11, or Settings > System > Storage in Windows 10, and review the available space on the system drive.
  2. Empty the Recycle Bin and remove files you no longer need from Settings > System > Storage > Temporary files. Review each category before selecting Remove files; do not select a previous Windows installation if you may need to roll back.
  3. Run Disk Cleanup by pressing Windows, typing cleanmgr, and choosing the system drive. Select categories you understand, then select Clean up system files for another review.
  4. Move large personal files to an external disk or another trusted location. Keep a current backup before deleting anything associated with an earlier Windows installation.

After freeing space, restart and run Windows Update again. If Setup still fails, preserve the newly generated logs; the fact that space meets the minimum does not rule out a driver, service, or hardware conflict.

Which software should I remove before retrying?

Third-party software can interrupt the upgrade process while Windows is switching between setup phases. Microsoft specifically warns that non-Microsoft antivirus can cause upgrade problems and recommends uninstalling it before upgrading, then reinstalling compatible protection after Windows reaches the target version.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings > Apps > Installed apps in Windows 11, or Settings > Apps > Apps & features in Windows 10.
  2. Uninstall non-Microsoft antivirus, third-party firewall components, disk-encryption utilities, system “optimizer” programs, hardware-monitoring tools, and other software that hooks deeply into Windows. Remove only software you can reinstall from a trusted source.
  3. Restart after the uninstall. Confirm that Microsoft Defender or another compatible protection remains available; removing a third-party antivirus for the upgrade is not a recommendation to run permanently without security software.
  4. Retry the upgrade. Reinstall compatible security and utility software only after Windows completes successfully, and obtain current versions from the software maker.

Outdated or nonessential applications can also be blockers. If an application is named in an error dialog or in setuperr.log, remove that application first. Avoid broad, unrecorded registry cleaning: it is difficult to reverse and does not establish why this code occurred.

Should I disconnect USB and other peripherals?

Yes, when a device or driver conflict is possible, leave only the keyboard, mouse, and display connected for the retry. Disconnect USB storage, docks, printers, scanners, cameras, game controllers, audio interfaces, card readers, and other accessories. A laptop should remain connected to AC power.

  1. Shut down the computer, unplug nonessential devices, and disconnect external hubs so that each remaining device is connected directly.
  2. Start Windows and retry the upgrade.
  3. If the upgrade succeeds, reconnect devices one at a time and install current drivers from the device manufacturer when Windows requests them. If it fails, reconnecting the devices is not a fix; continue with log analysis.

Do not disconnect the boot drive or remove internal hardware as a first-line experiment. If the failure names a device, use the driver procedure below and follow the vendor’s documented firmware instructions.

How do I perform a clean boot for the upgrade?

A clean boot starts Windows with Microsoft services and a minimal set of startup programs, helping determine whether background software is interrupting Setup. It is a diagnostic state, not a permanent configuration.

  1. Press Windows+R, type msconfig, and press Enter.
  2. On the Services tab, select Hide all Microsoft services. Select Disable all, then select Apply.
  3. Open the Startup tab and select Open Task Manager. Disable each enabled third-party startup item, close Task Manager, and select OK in System Configuration.
  4. Restart and run Windows Update or Windows Setup again.
  5. After testing, return to msconfig, choose Normal startup on the General tab, re-enable needed services and startup items, and restart. If one service or application caused the failure, re-enable items in small groups to isolate it.

Do not disable Microsoft services by clearing the hide option. If the computer becomes unstable after a change, return to Normal startup before attempting other repairs.

Where are the logs for error 0xC190010F?

Microsoft states that Setupact is the most important log for diagnosing setup issues. Copy the logs to another folder before cleanup so that a later restart or automatic cleanup does not remove useful evidence.

Down-level setup phase

For the initial compatibility and preparation phase, inspect $Windows.~BTSourcesPanthersetupact.log. The matching error summary is $Windows.~BTSourcesPanthersetuperr.log when present.

Rollback phase

When Windows reverses the upgrade, inspect $Windows.~BTSourcesRollbacksetupact.log and the matching rollback setuperr.log. Search from the bottom upward for the complete result code, Error, Fail, or a device and driver name recorded immediately before the rollback.

Device migration evidence

For device-installation or migration failures, inspect the rollback copy of setupapi.dev.log. It can show which device instance or driver package failed to migrate.

Additional files

Rollback event logs and setupmem.dmp, when present, provide supplemental evidence. Open Event Viewer by pressing Windows+R, entering eventvwr.msc, and reviewing Windows Logs > System around the exact failure time. Export relevant events rather than relying on memory.

To view the normally hidden $Windows.~BT folder, open File Explorer, select View > Show > Hidden items in Windows 11, or enable Hidden items on the View tab in Windows 10. Administrator permission may be required to open or copy some files.

What if the extend code starts with 0xC1900101?

Microsoft says an error beginning with 0xC1900101 is usually a driver error. The failure can appear as a blue screen, hang, unexpected reboot, or rollback, but the generic prefix still does not identify which driver is responsible. Use the extend code and the log immediately around the failure to narrow it down.

Update the named driver

Open Device Manager by right-clicking Start and selecting it. Expand the device category named in the log, right-click the device, choose Update driver, and allow Windows to search, or install a current package downloaded from the device manufacturer. Reboot before retrying.

Remove a problematic device or driver

If the log points to an obsolete or unused device, right-click it in Device Manager and choose Uninstall device. Select the option to remove the driver package only when you have a known-good replacement and understand which hardware will stop working until one is installed. Restart, keep the physical device disconnected, and retry.

Update BIOS and vendor drivers

Install BIOS or UEFI updates, chipset packages, storage-controller drivers, and graphics drivers only from the computer or motherboard manufacturer. Follow the manufacturer’s power and recovery instructions; interrupting firmware installation can make a computer unbootable. If the system is managed by an organization, obtain approval before changing firmware or encryption-related drivers.

Check SafeOS-related blockers

Microsoft associates SafeOS failures with outdated drivers, non-Microsoft disk-encryption software, and hardware faults. Remove or update non-Microsoft encryption components as directed by their vendor, disconnect unused hardware, and retry with the minimal startup set. Do not disable encryption blindly; verify how to restore protection and keep recovery keys available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check migration failures

Migration failures often involve display or another device driver. If setupapi.dev.log names a display adapter, dock, storage controller, or other device, update or temporarily uninstall that specific package rather than removing unrelated drivers.

How is 0xC1900107 different from 0xC190010F?

These codes are easy to confuse, but they call for different first actions. Microsoft defines 0xC1900107 as a cleanup operation pending from a previous installation attempt; it is not a substitute name for 0xC190010F.

  1. Restart Windows once.
  2. Run Disk Cleanup (cleanmgr) and select the previous setup or temporary installation files that Windows identifies as removable.
  3. Retry Windows Update and record the complete result and extend codes if another failure appears.

Do not apply a cleanup-only procedure to 0xC190010F unless the logs also show a pending previous installation. The exact code in Update history and Setup logs determines which branch applies.

What should I do if the manual fixes do not work?

When repeated retries, clean boot, peripheral removal, and log-guided driver or software changes do not resolve the rollback, use Microsoft’s supported recovery paths. Preserve personal files, a full backup, application installers, and Windows activation information before making changes that can remove software or alter the installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Try Windows Update recovery

Run the Windows Update troubleshooter again, install all offered servicing and driver updates, restart, and perform one controlled retry. Keep the latest logs from the failed attempt for comparison; a changed extend code can point to a different blocker.

Use official installation media

Create or obtain official Windows installation media separately from Microsoft, then start setup.exe from the running Windows installation when an in-place upgrade is intended. Select the option to keep personal files and apps when it is offered, confirm that the edition and language match the installed system, and keep the computer connected to power. A USB flash drive is only the physical storage accessory; the Windows media itself must come from Microsoft.

Use Windows recovery reinstall where available

Some Windows 11 and Windows 10 installations expose a recovery reinstall option in Settings. Read the retention choices carefully: an option that keeps personal files can still remove applications and reset settings. Do not start the process until backups and recovery credentials have been verified.

Escalate with evidence

If installation media and recovery reinstall are unsuitable, provide the complete result code, extend code, setup logs, hardware model, Windows edition and build, BIOS version, and the changes already tried to the computer manufacturer or a qualified administrator. That information is more actionable than reporting only “0xC190010F.”

Which fix should I try first?

The table compares the main remedies by evidence strength, reversibility, diagnostic value, and effort. Start at the top and move downward only when the earlier step does not resolve the failure.

Remedy Evidence strength Reversibility Diagnostic value Effort and downtime
Restart and retry Windows Update Official Microsoft guidance Fully reversible Shows whether the failure was transient and records a fresh code Low; usually minutes
Install offered Windows, hardware, and driver updates Official Microsoft guidance Generally reversible through normal update recovery Can remove known compatibility blockers Low to moderate; restart required
Free system-drive space Official minimums: 16 GB for 32-bit or 20 GB for 64-bit File deletion is not reversible without a backup Rules out staging-space failure Moderate; depends on cleanup and file moves
Temporarily uninstall non-Microsoft antivirus or utilities Official Microsoft guidance for upgrade interference Reversible by reinstalling compatible software Identifies software hooks that interrupt Setup Moderate; reinstall time afterward
Disconnect nonessential peripherals Official troubleshooting guidance Fully reversible Links the failure to a device or driver when the result changes Low; reconnect devices after testing
Clean boot Official troubleshooting guidance Reversible through Normal startup Separates background-service interference from core Windows behavior Moderate; requires service isolation if it works
Update or uninstall a log-named driver Strong when logs identify the device; generic 0xC1900101 is only a clue Usually reversible with a driver reinstall, but hardware may be unavailable temporarily High when the same device appears in SetupAPI or rollback logs Moderate to high; firmware updates add risk
Installation media or recovery reinstall Microsoft-supported escalation Depends on the retention option selected Can bypass a damaged update path but may not identify the original blocker High; backup and installation time required

Frequently asked questions

Can I keep my applications when using Windows installation media?

Usually, an in-place upgrade launched from the existing Windows desktop can offer Keep personal files and apps. The choice can disappear when the edition, language, or architecture does not match, so verify those details before starting and never proceed without a backup.

Does an upgrade require an internet connection?

Windows Update needs connectivity to obtain updates and many current drivers. Installation media can start an in-place upgrade with less reliance on Windows Update, but you should connect afterward to install security, servicing, and hardware updates.

How can I preserve evidence before Windows deletes setup files?

Copy the Panther and Rollback folders to another internal location or external drive immediately after the failure, including both setupact.log and setuperr.log. Keep the original timestamps and record the Windows build, device model, and the time of the rollback alongside the copies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What information should I give a technician?

Provide the full result and extend codes, the exact Windows edition and build, BIOS version, the Setupact and SetupAPI log excerpts surrounding the failure, and a list of drivers or security software removed. This lets the technician distinguish a migration problem from a SafeOS or servicing problem without repeating every experiment.

As an optional third-party shortcut after the manual checks, Outbyte PC Repair can look for and repair more than 100 common Windows issues where possible, including broken system elements and shared DLL problems, while also offering cleanup and an app-crash log. It runs on Windows 11, 10, 8, and 7, has a category-based free trial of at least two days, and then requires a subscription; it complements antivirus software and does not replace it, and results vary.
