Error 0x800B010B means Windows could not establish the trust it requires for a signed file or operation. It is a generic trust failure, not a diagnosis of one broken certificate, so the right fix depends on what failed: an installer, driver, Windows update, or organization-managed certificate. Start with the safe checks below; do not bypass signature validation or install a certificate from an unverified source.
What does error 0x800B010B mean?
Microsoft defines 0x800B010B as TRUST_E_FAIL, or “Generic trust failure.” The code tells you that a trust decision failed, but it does not say why. Microsoft’s Windows Error Codes reference describes the HRESULT as broad; it does not identify one universal repair.

For a signed file, Windows evaluates more than whether the file has a signature. It may need to build a certificate chain from the signer through intermediate certificates to a trusted root, check certificate validity and intended use, perform revocation checks, and apply local or organization-wide policy. A failure in any relevant part of that process can prevent Windows from accepting the object.
- Trusted roots and disallowed certificates: Windows relies on certificate trust lists (CTLs) to determine which roots are trusted and which certificates are disallowed.
- Chain and certificate details: A missing intermediate, an expired certificate, a name or policy problem, or an untrusted certificate authority can affect validation.
- Revocation and policy: Windows may be unable to complete a revocation check, or a local or enterprise policy may change how trust is evaluated.
- Connectivity and list updates: Windows normally refreshes CTLs through the CTL Updater and Windows Update. An offline computer, blocked endpoint, or managed update policy can prevent that refresh.
Microsoft Learn’s documentation on the CTL Updater explains that it normally downloads current trusted and disallowed lists from Windows Update, and that administrators can disable automatic updates or redirect them to an internal source. That makes the failing operation and the PC’s management status important clues: a personal computer installing one downloaded program may need a different investigation from a domain-managed PC failing to install a driver.

Is it safe to keep installing the file?
Do not treat the error as proof that a file is malicious, but do not ignore a failed trust check either. Until you understand why Windows rejected the signature, stop the installation and verify the file and its publisher.
If the signature is absent, the signer is unknown, or the certificate chain ends at an untrusted root, get a fresh copy from the publisher’s official site and check its signature again. Do not import an unfamiliar certificate simply to make the installation proceed. A certificate should come from a source you can verify, such as the publisher or your organization’s PKI administrator.

What should I record before changing anything?
Capture the context first. The error code alone is too broad to distinguish a problem with a publisher’s signing chain from a stale local trust list, blocked network access, or organization policy.
- The exact operation that failed: the installer, driver, Windows update, or other file or action.
- The file name or update identifier, the full error text, and a screenshot if practical.
- Your Windows edition and build, plus whether the PC is personal, domain-joined, or managed through MDM.
- The time of the failure and whether the same operation fails again when retried once.
- Any recent change relevant to trust, such as a network or proxy change, an offline period, or a change to certificate policy.
Keep the original file until you have recorded its name and signature details, but avoid repeated attempts if Windows continues to reject it. If the failing computer is managed, involve IT before changing certificate settings; an administrator may be intentionally enforcing a particular trust policy.
How do I fix 0x800B010B safely?
Work through these checks in order, stopping when the failing operation succeeds for a clear reason. The sequence starts with low-risk system and connectivity checks, then moves to the certificate and diagnostic evidence.

1. Check the date, time, and time zone
- Open Settings → Time & language → Date & time.
- Check that the date, time, and time zone are correct. If appropriate for the device, turn on Set time automatically and Set time zone automatically.
- Correct any mismatch, then retry the operation once.
Certificate validity is assessed against time, so a substantially incorrect system clock is worth ruling out before changing certificates. On a work-managed PC, policy may control these settings; ask the administrator rather than trying to override them.
2. Install pending Windows updates and restart
- Open Settings → Windows Update.
- Select Check for updates and install available updates appropriate for the device.
- Restart if Windows requests it, then try the failed operation again.
Microsoft’s Windows 10 and Windows 11 upgrade guidance recommends installing important updates before retrying an upgrade. This is particularly relevant when the failure occurs during a Windows upgrade; it is not evidence that every 0x800B010B error is caused by an outdated operating system.
3. Check access to the certificate-list update source
Windows normally obtains current CTLs through Windows Update. If the PC has been offline, cannot reach Windows Update, or is subject to network filtering, its trust lists may not refresh as expected.
- On a personal PC, confirm that the connection is working and that Windows Update can check for updates.
- On a managed PC, ask IT whether the CTL Updater is directed to an internal source and whether the computer can reach it.
- If a proxy, firewall, TLS-inspection system, or offline-update process is involved, have the network administrator check whether it is blocking or altering access to the approved CTL source.
Do not search for and install a generic “root certificate pack.” Windows certificate trust is not repaired safely by adding an arbitrary collection of roots; use Microsoft’s update mechanism or the organization’s approved PKI process.

4. Ask whether policy disables automatic root updates
If the computer is joined to an organization or managed by MDM, ask the Windows administrator to review the policy governing automatic root-certificate updates and any internal CTL configuration. Group Policy can disable automatic root updates or redirect the updater. A user may not have permission to change those settings, and overriding policy can break the intended trust model.
On a personal PC, this check is most useful if someone previously changed Windows policy or installed configuration software. Do not edit Group Policy or registry settings just because the code contains the word “trust.” First establish whether the device is configured to use a managed certificate source.

5. Inspect the signature and certificate chain
- In File Explorer, right-click the failing installer, driver package, or executable and select Properties.
- Open Digital Signatures, select the relevant signature, and choose Details.
- Select View Certificate. Review the signer, validity dates, and certificate path, where available.
- Note whether Windows reports that the signature is valid, whether the certificate is within its validity dates, and whether the path ends in a trusted root.
The tab may not appear if the file has no embedded digital signature. Microsoft’s trust-status documentation describes categories that can cause a validation failure, including a malformed certificate, invalid name or policy, an untrusted certificate authority, and a revocation-check failure. Record the specific status rather than treating the generic HRESULT as a complete explanation.
If a downloaded program or driver has a missing signature, an unknown signer, or an incomplete or untrusted chain, stop and obtain a fresh copy from the publisher’s official source. A signature problem may be with the publisher’s file or chain, not your Windows installation. Do not add a certificate to the trust store solely to suppress the warning.

6. Look for chain details in the CAPI2 log
When the installer only displays 0x800B010B, the Windows cryptographic logging channel may provide more detail about certificate-chain building and policy verification.
- Open Event Viewer.
- Browse to Applications and Services Logs → Microsoft → Windows → CAPI2 → Operational.
- Find events at the time of the failed attempt and inspect the event details for the certificate subject, issuer, chain-building result, or trust status.
- Record relevant event details before escalating. If the log is disabled or has no matching entries, do not assume that the code has no certificate cause; the event may simply not be available.
CAPI2 information can help distinguish a missing root or intermediate from a time, revocation, or policy problem. If you are unsure how to interpret the event, provide it to the software publisher or your Windows administrator rather than changing trust settings based on a guess.
7. Treat the WinTrust registry workaround as symptom-specific
A registry edit sometimes mentioned in connection with signature validation is documented by Microsoft for a different error, 0x80092026. That support article describes a problem involving the WinTrust Software Publishing → State value; it is not a universal fix for 0x800B010B.
The documented values are 0x00023c00 when publisher-certificate revocation is checked and 0x00023e00 when revocation is unchecked. The article also notes that matching values may be needed in the SYSTEM and .DEFAULT profiles. Because this change affects validation behavior, do not apply it to a generic trust failure unless the actual symptom and applicable Microsoft guidance match.

If an administrator confirms that this workaround applies, export the relevant registry keys before changing them and alter only the documented value. Prefer the revocation-checking setting where policy permits, and restore it after the validation task if it was temporarily changed. Never use the revocation-unchecked value as a blanket way to make an untrusted file install.
8. Consider security software only when the failure is an upgrade
Microsoft’s upgrade guidance says non-Microsoft antivirus can interfere with a Windows upgrade. If—and only if—the trust failure occurs during an upgrade, follow the vendor’s removal instructions for a temporary test after making sure you have installation media and the information needed to activate or reinstall the protection. Reinstall protection immediately after the test.
For an ordinary program, driver, or signed-file error, antivirus is only one possible hypothesis. Do not uninstall security software blindly or leave the PC without protection in an attempt to fix a certificate chain.

Judge a remedy by whether it corrects the underlying trust problem or merely suppresses validation. Prefer a narrow, verifiable repair that preserves the security checks your device is meant to use.

What if the error still appears?
If the low-risk checks do not explain the failure, do not cycle through unrelated registry edits or certificate downloads. Send the evidence to the party best placed to investigate the failing object: the software publisher for its signed installer or driver, or your Windows/PKI administrator for managed certificates and policy.
Include the file or update identifier, the exact error text, Windows edition and build, time of failure, certificate-chain details, and relevant CAPI2 events. Also report whether the device uses a proxy or TLS inspection, whether CTL updates are disabled or redirected, and whether the failure repeats. This gives support a basis to distinguish a publisher-signing defect from a local trust-store, connectivity, or policy issue.
There is no authoritative one-command repair established for every occurrence of 0x800B010B, and a single registry edit cannot be assumed to fix all causes. Resolve the specific chain or policy failure rather than weakening trust controls to make the message disappear.

Can I fix 0x800B010B without an internet connection?
You can check the clock, inspect a file’s signature, and review local Event Viewer logs offline. If the cause is a stale trust list or a certificate that must be retrieved, Windows or your administrator may need to provide access to the approved update source.
Does 0x800B010B mean the file contains malware?
No. The code reports a failed trust decision, not a malware finding. Treat the file cautiously until you verify its source and signature, but the code alone cannot establish whether it is malicious.
Should I turn off certificate revocation checking to install the program?
Not as a general workaround. Revocation checking is part of trust evaluation; disabling it can allow Windows to accept a certificate without checking whether it has been revoked.
Why does the same installer work on another computer?
The computers may have different trust lists, update access, certificate policies, clocks, or network paths. Comparing their Windows management status and certificate-chain results can help an administrator find the difference.
