Install Windows updates
- On Windows 11, open Settings > Windows Update. On Windows 10, open Settings > Update & Security > Windows Update.
- Select Check for updates, install available quality, feature, and hardware updates, and restart when requested.
- Return to the same page and check again until Windows reports that no further updates are available. Record the update name and date if the error began after one particular update.
If the code appears during an upgrade, do not begin by removing random system files or changing registry values. Microsoft’s general upgrade guidance starts with updates and removal of nonessential hardware.

Shut down or restart Windows, then disconnect external drives, USB hubs, docks, printers, cameras, game controllers, Bluetooth adapters, and other devices that are not required to boot. Leave only the keyboard, mouse, display, and the network connection needed for Windows Update. Reproduce the action that caused the code. If it disappears, reconnect devices one at a time and note which reconnection restores the message.
Do not disconnect the disk containing Windows while the system is running, and do not remove a storage device while it is transferring data. If a particular device is implicated, use its manufacturer’s support page for the official driver and firmware intended for your exact model and Windows version.
How do I check Device Manager for a related device?
Device Manager is the correct place to start when the message names hardware or appears after connecting a device. It may show a meaningful status description even when 0x009BB191 itself is not in Microsoft’s list.

What should I do if the code appeared during an upgrade?
Upgrade symptoms deserve a separate sequence because setup can be affected by peripherals, third-party startup software, drivers, disk errors, or damaged Windows components.

When should I run CHKDSK and DISM?

Check the Windows disk
- Open Start, type
Command Prompt, right-click it, and select Run as administrator. - At the elevated prompt, enter
chkdsk /f C:and press Enter. - Read the result. If Windows says the volume is in use and asks to schedule the check for the next restart, accept only if you can restart safely, then allow the scan to finish before logging in.
/f asks CHKDSK to repair file-system errors. It is not a diagnosis for every appearance of 0x009BB191, so do not treat a clean result as proof that the originating application or device is healthy.

Repair the Windows image
- In the same elevated Command Prompt, enter
DISM.exe /Online /Cleanup-image /Restorehealth. - Wait for DISM to complete and note whether it reports that corruption was repaired or that no component-store corruption was found.
- Restart Windows and retry the operation that produced the code.
If either command reports an error, save the full text. The exact DISM or CHKDSK message is more useful to support staff than the unresolved hexadecimal value by itself.

How can a clean boot identify conflicting software?
A clean boot starts Windows with Microsoft services and essential drivers while temporarily preventing many third-party services and startup programs from loading. It is useful when the code appears only after sign-in or when one application launches, not when a hardware device is clearly failing.
- Sign in with an administrator account. Press Windows key + R, type
msconfig, and press Enter. - On the Services tab, select Hide all Microsoft services. Record the remaining enabled services, then select Disable all.
- Open the Startup tab and select Open Task Manager. Disable nonessential startup items, recording what you changed.
- Close Task Manager, select OK in System Configuration, and restart.
- Repeat the action that produced 0x009BB191. If the error disappears, re-enable services and startup items in small groups, restarting between groups, until the conflicting item is identified.
- Return System Configuration to Normal startup after testing and re-enable items that are not responsible for the problem.

Disconnect nonessential peripherals and try one restart.
