What is the Windows 11 and 10 baseline fix?

1. Install pending Windows updates
- Open Settings.

3. Start Windows in Safe Mode
Safe Mode loads a limited set of drivers. If the code does not appear there, a startup program, optional driver, or peripheral is more likely than a core Windows component.
- Open Settings > System > Recovery in Windows 11, or Settings > Update & Security > Recovery in Windows 10.
- Under Advanced startup, select Restart now.
- Choose Troubleshoot > Advanced options > Startup Settings > Restart.
- After the restart, choose Safe Mode or Safe Mode with Networking if network access is required.
If Windows cannot reach Settings, interrupt startup enough to enter the Windows Recovery Environment, or use Windows installation or recovery media that you already have. Do not repeatedly interrupt a healthy boot; use the recovery option only when normal startup fails.
4. Inspect Device Manager
- Right-click Start and open Device Manager.
- Expand categories related to the device named in the message, plus recently changed hardware.
- Look for a warning icon. Open the device’s Properties and read the status text on the General tab.
- From the Driver tab, choose the appropriate action: update the driver, disable the device temporarily, or uninstall it so Windows can redetect it after a restart.

Remove external drives, card readers, printers, cameras, and other accessories that setup does not need. A device driver loaded by setup can fail even when the device works normally after Windows starts.
2. Check disk errors with CHKDSK
- Open Windows Terminal (Admin) or Command Prompt (Admin). Confirm the elevation prompt.
- Run:
chkdsk /f C:The /f switch requests correction of file-system errors on drive C:. If Windows says the volume is in use and asks to schedule the check for the next restart, type Y, restart, and allow the scan to complete. The duration varies with the drive and the errors found.

3. Repair the Windows component store with DISM
- After Windows starts, open Windows Terminal (Admin) or Command Prompt (Admin) again.
- Run:
DISM.exe /Online /Cleanup-image /RestorehealthWait for the command to reach completion. Do not close the window because the progress percentage pauses for long periods on some systems. Restart when prompted or after the command reports completion, then retry the installation only after the restart.
4. Recheck free storage

- Open Settings > System > Storage in Windows 11, or Settings > System > Storage in Windows 10.
- Review the system drive’s free space.

- Restart before retrying setup so Windows can recreate temporary working space.
Do not delete unfamiliar files from Windows or program folders just to reach a target percentage. If storage remains tight, move personal files to a separately backed-up location before removing them.

How do I handle a code that appears in only one application?
An application-only error should be isolated before you alter Windows system files. Restart Windows, confirm that unrelated applications open normally, and record the application’s executable name and version. Check the application maker’s support documentation for the exact text, because a private error table may use 0x00988354 differently from Windows.

If the application has a repair or reinstall option, preserve its settings and data first. Test after each change. System Restore
If a restore point predates the error, open the Windows Recovery Environment and select Troubleshoot > Advanced options > System Restore. Choose a point from before the driver, update, or software change. System Restore can remove recent system changes; it is not a substitute for backing up personal files.
Windows recovery options
Choose the recovery option that matches the event shown on screen. An installation failure may require returning to the previous Windows installation, while a system that cannot boot may require Startup Repair or another Recovery Environment option.
