Error 0x0000139B means ERROR_RESOURCE_ONLINE: Windows tried to change a failover-cluster resource while that resource was still online. On a Windows Server cluster, the fix is to verify the resource state, place it into an allowed state through the cluster’s controlled procedure, and then retry the dependency or group operation. It is not automatically a sign of damaged system files.
If you see the code on an ordinary Windows 10 or 11 computer, it is unusual and is probably being displayed by a particular installer, update component, script, or management tool. Identify that originating program first; only then apply the appropriate update, setup, or system-file repair steps.

Microsoft’s Win32 error table defines 0x0000139B as ERROR_RESOURCE_ONLINE and displays the message, “The operation could not be completed because the cluster resource is online.” The wording describes a state conflict, not a general Windows stop code.
The code belongs to failover-clustering operations. An administrative action such as removing a resource dependency or changing a resource group is refused when the target resource is online. Microsoft protocol documentation lists the same return value for ApiRemoveResourceDependency and ApiChangeResourceGroup when the resource has not been taken to an acceptable state.

That distinction determines the safe repair. A cluster administrator should correct the resource state and protect quorum and service availability. A home or office PC user should first find the application that produced the message instead of taking a cluster resource offline or repeatedly running system-file commands.
Is 0x0000139B a Windows 10 or Windows 11 system-file error?
No. Microsoft documents this value as a failover-cluster resource-state error, not as a normal Windows Update code. DISM and SFC can repair applicable component-store or system-file corruption, but they do not make an intentionally online cluster resource eligible for a dependency or group change.
On a standalone PC, the code may be passed through by an installer, script, monitoring product, or management utility. In that situation, Windows itself may not be the component that generated the message. Record the window title, event source, executable name, command being run, and the action immediately preceding the error.
How do I tell whether the computer is part of a failover cluster?
Check the environment before changing anything. The cluster-specific procedure applies to Windows Server nodes managed with Failover Cluster Manager or the cluster PowerShell tools, not to a typical Windows 10 or 11 desktop.
Signs that it is a cluster node
- The operating system is Windows Server and the Failover Clustering role is installed.
- Administrators refer to a cluster name, nodes, clustered roles, resource groups, owners, quorum, or failover.
- Failover Cluster Manager lists the resource that produced the error.
- The failed action involved a dependency, a clustered role, a resource group, or moving ownership to another node.
Information to record
- Cluster name and the node where the command was issued.
- Resource name, resource type, group, and current owner node.
- The exact command or management action that failed.
- Whether the resource is shown as Online, Offline, Failed, or Initializing.
- Any event IDs and timestamps from the FailoverClustering event log.
Do not guess based only on the hexadecimal number. If none of these cluster indicators exists, use the standalone-PC path below.

How do I fix 0x0000139B on a Windows Server failover cluster?
The controlled fix is to inspect the resource, move it to a state permitted for the requested operation, and retry once the transition is complete. Coordinate with whoever owns the application and cluster before taking a production resource offline.

1. Confirm the failed operation
Determine whether the request was to remove a dependency, change a resource group, move a clustered role, or perform another administrative action. The allowed state depends on the operation and resource type. If the action is not understood, stop and obtain the cluster administrator’s procedure rather than experimenting.
2. Inspect state in Failover Cluster Manager
- Open Failover Cluster Manager on an authorized management workstation or cluster node.
- Select the cluster, open Roles or Storage as appropriate, and locate the affected resource.
- Check the resource’s state, group, owner node, dependencies, and recent events. Confirm whether it is Online, Offline, Failed, or Initializing.
Use the cluster-management PowerShell tooling if that is your organization’s standard. Capture the output before making a change so that the original state and timestamps are preserved.
3. Check service, dependency, and quorum impact
Taking a resource offline can interrupt the application that uses it. Review the dependency tree and verify that the cluster retains quorum. If the resource supports a graceful drain or planned move, follow that procedure. Do not force a state change on a production quorum resource merely to make an administrative command succeed.
4. Place the resource in an allowed state
For the dependency-removal or group-change operation documented by Microsoft, the resource must no longer be online; the protocol documentation identifies ClusterResourceFailed, ClusterResourceOffline, or ClusterResourceInitializing as states in which the relevant removal call can proceed. Use the normal, approved offline or failover workflow for your application. A deliberately induced failure is not a substitute for a controlled maintenance action.

5. Retry the original operation
After the state transition finishes and the cluster is stable, run the same dependency or group operation again. Verify that the resulting dependency list, group membership, owner node, and application status match the change you intended.
6. Investigate an immediate return to Online
If the resource returns to Online before the operation can run, capture the cluster event log, resource-health details, dependency information, and the exact timestamps. A resource may be brought online by a policy, a clustered role, or an administrator session. Escalate to the cluster owner or Microsoft support instead of repeatedly forcing transitions, which can prolong an outage or create an unsafe quorum condition.
What should I do if 0x0000139B appeared during Windows Update?
On a normal Windows 10 or 11 PC, treat the message as an application-specific update failure until you identify its source. Microsoft’s general update path is appropriate for update-related symptoms, but it is not a code-specific cure for a cluster resource that is online.
- Write down the program, installer, or update component that displayed the code. Check Settings > Windows Update > Update history for the update name and failure time.
- Restart Windows, then open Settings > Windows Update and select Check for updates.
- Run the Windows Update troubleshooter from Settings > System > Troubleshoot > Other troubleshooters (the exact labels can vary by Windows release).
- Check that automatic date, time, and time-zone settings are enabled. An incorrect clock can interfere with update validation.
- Disconnect nonessential external hardware before retrying a major setup or upgrade. Leave required keyboard, mouse, network, and storage devices connected.
- Install current device drivers from the hardware manufacturer when the failure points to a particular device.
If the same tool continues to display 0x0000139B, use its log or the Windows Event Viewer to identify the component that is returning the Win32 value. Avoid deleting system folders until the originating component and its recovery instructions are known.
How do I reset Windows Update components safely?
Microsoft documents stopping the Windows Update service, clearing the SoftwareDistribution cache, and starting the service again as a general update-repair procedure. Use an administrator account and expect Windows to rebuild the cache; do not delete the entire Windows directory.

- Open Windows Terminal (Admin) or Command Prompt (Admin).
- Stop the update service with
net stop wuauserv. If another update-related service is named in the Microsoft procedure for your release, stop it as instructed there. - Open
C:WindowsSoftwareDistributionand remove its contents. If Windows reports that a file is in use, confirm the service is stopped and do not force-delete locked files. - Start the service again with
net start wuauserv. - Restart the computer and retry Windows Update.
This reset targets a damaged or stale update cache. It does not change the state of a clustered resource and should not be performed on a cluster node as a replacement for cluster administration.
Can DISM and System File Checker fix 0x0000139B?
They can help when the message is accompanied by evidence of Windows component-store or system-file corruption, but Microsoft does not document them as a direct fix for ERROR_RESOURCE_ONLINE. Run them from an elevated terminal only after completing the source-identification and update checks.
- Open Windows Terminal (Admin).
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
SFC.exe /Scannow- Wait for each command to reach 100 percent. Do not close the window because progress appears paused at a percentage for some time.
- Restart Windows after both commands finish.
- Retry the original update or setup action and record the new result.
DISM repairs the Windows component store used by servicing; SFC checks protected system files against that store. If either command reports an unrepairable error, keep the exact output for support rather than repeatedly rerunning it. On a failover cluster, these commands do not replace the required resource-state procedure.

For a standalone PC, escalate to the publisher of the installer or management tool if Windows Update troubleshooting, cache reset, and the documented DISM/SFC sequence do not change the result.
