How do I fix error 0x0000138B on Windows 11 or Windows 10? You cannot choose a reliable fix from the hexadecimal number alone. First determine where the message appeared, what you were doing, and whether the full text mentions a cluster resource or dependency. Microsoft’s Win32 reference defines 0x0000138B as ERROR_DEPENDENCY_ALREADY_EXISTS: a cluster resource already depends on the specified resource. The same numeric value has a different, protocol-specific label in Microsoft’s MS-DRSR specification. That is why a cluster-configuration error, a Windows Update message, an upgrade failure and a stop-code screen require different troubleshooting.

What does error 0x0000138B mean?
In Microsoft’s Win32 error-code reference, 0x0000138B maps to ERROR_DEPENDENCY_ALREADY_EXISTS. The defined message is: “The cluster resource cannot be made dependent on the specified resource because it is already dependent.” This definition describes a dependency operation involving a cluster resource; it is not a general diagnosis for every Windows 10 or Windows 11 failure that happens to display the number.
The number can also be interpreted inside a particular protocol. Microsoft’s MS-DRSR protocol list assigns the same value the protocol-specific label SV_PROBLEM_WILL_NOT_PERFORM. A hexadecimal value therefore needs its emitting component and full message to be meaningful. Do not assume that a page, installer or update service using the number is performing a cluster operation unless its text or logs say so.

What should I check before trying a fix?
Spend a few minutes identifying the source. The answer determines which instructions are relevant and prevents you from applying unrelated cache resets or registry changes.
- Capture the exact wording. Record the complete dialog, including the application or component name, any secondary code, and whether the text says “cluster,” “dependency,” “update,” “installation,” “restart” or “stop code.” Take a screenshot if the message may disappear.
- Write down the triggering action. Note whether you were adding a resource dependency, installing an update, upgrading Windows, installing software, or recovering from an unexpected restart.
- Identify the system role. Is this a normal client PC, or is it a Windows Server machine managed as part of a failover or other cluster? The Win32 definition is most directly relevant to the latter.
- Preserve diagnostic context. Keep the time of the failure, the affected resource or update name, and any event-log entry or installer log that names the responsible component. Do not delete logs before an administrator or support engineer can review them.
- Verify the displayed code. Similar-looking values can be mistyped or truncated. Copy the code rather than relying on memory or a search-result headline.

Use the operation that was actually in progress, not the most familiar Windows repair recipe.

How do I fix 0x0000138B when configuring a cluster resource?
If the error occurred while adding a dependency, the documented meaning is literal: the requested resource is already dependent on the specified resource. The correct remedy is to verify the existing relationship, not to add the same dependency repeatedly.
Inspect the existing dependency
- Open the cluster-management tool or administrative procedure your organization uses for the affected cluster.
- Locate the resource named in the error and view its current dependencies. Record both the dependent resource and the resource it already references.
- Compare the requested change with that existing relationship. A script, deployment job or administrator may be attempting to apply an idempotent change as though it were new.
- If the dependency is already present, leave the configuration unchanged and rerun the higher-level operation only if the product documentation says that is safe.
Check the procedure that requested the change
Microsoft’s API specification describes this value as a return from ApiAddResourceDependency when the dependency already exists. If a script or cluster product is calling that operation, review its input and its expected “already present” handling. Do not remove a dependency merely to make the message disappear: removing a relationship can affect startup ordering and resource availability.

When to involve an administrator
Use your organization’s cluster documentation or administrator support when the resource is production-critical, the dependency list is inconsistent, or the operation is controlled by a vendor-managed role. Provide the exact resource names, the requested change, the current dependency view and the time-stamped log entry. The numeric code alone is not enough to reconstruct a safe cluster change.
How do I troubleshoot 0x0000138B if it appeared during Windows Update?
First treat this as a Windows Update incident only when the Update interface, an update history entry or an update-related dialog produced it. The available Microsoft guidance provides general troubleshooting steps; it does not establish that those steps specifically repair 0x0000138B.

Windows 11
- Open Get Help and run the automated Windows Update troubleshooter. Follow the checks it presents for the affected device.
- If you need the Settings route, open Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update, select Run, and allow the troubleshooter to complete.
- Restart the computer even if the troubleshooter reports that no change was required.
- Return to Settings > Windows Update and select Check for updates. Record the update name and any new code if the attempt fails.
Windows 10
- Open Settings > Update & Security > Troubleshoot > Additional troubleshooters.
- Select Windows Update, choose Run the troubleshooter, and apply only the recommendations it reports.
- Restart the PC, then open Settings > Update & Security > Windows Update and check again.
Settings labels can differ by release. If the automated tool opens in Get Help instead of displaying an in-Settings wizard, follow the current Microsoft interface rather than searching for an older button name.
Use broader Update checks only when evidence points there
Microsoft’s general Windows Update troubleshooting guidance discusses update services, the download cache, system files, connectivity and available disk space for appropriate failures. Those checks can be relevant when the Update history or troubleshooter identifies one of those conditions. Do not reset the cache, stop services, edit the registry or run system-file commands solely because 0x0000138B appeared; the reviewed Microsoft material does not connect those actions to this exact value.

What should I do if the code appeared during Windows setup or an upgrade?
Do not label an upgrade as the cause unless Windows Setup or the installation assistant displayed the message. Microsoft’s upgrade and installation troubleshooting route selects remedies according to the actual setup error, and it does not identify 0x0000138B as a code-specific upgrade failure.
- Write down the exact setup phase and percentage, if shown, and photograph the complete message.
- Disconnect nonessential external hardware such as removable storage, docks or accessories that are not required for the upgrade. Keep input devices and network equipment needed to complete setup.
- Install important pending updates through the supported Windows interface before retrying, provided the machine can start normally.
- Use Microsoft’s upgrade and installation troubleshooting guidance for the precise error text, edition and installation method. Different paths apply to Feature Updates, an in-place repair and a clean installation.
- If the retry produces a different code, stop using the old number as the diagnosis and follow the new message.
Back up important files before another upgrade attempt. If Setup repeatedly rolls back, preserve its logs and seek support rather than repeatedly forcing the same operation.
How do I handle 0x0000138B after a crash or blue screen?
A stop-code screen normally displays a named stop code and sometimes a driver or module. Microsoft’s unexpected-restart guidance addresses that displayed stop code, not the Win32 value described above. Confirm which code was actually on the screen before changing drivers or recovery settings.
- Photograph the screen or copy the stop-code text from the next startup message.
- Think about recently added hardware, drivers or software and note the installation dates.
- Check that the system drive has adequate free space and install pending Windows updates when the computer is stable enough to do so.
- Use the recovery options appropriate to the confirmed stop code, such as startup recovery or a restore point when Microsoft’s instructions call for it.
- If the machine loops during startup, use Windows Recovery Environment to access the supported recovery path and preserve any available dump or event information.
Do not call 0x0000138B a blue-screen code merely because it was visible after a restart. It may be an application, setup or event-log value shown near the actual stop code.

Which common “fixes” should I avoid?
Several popular repair lists apply the same sequence to every hexadecimal Windows error. That approach can waste time or create a new problem.
- Do not infer Windows Update failure from the title. The code’s Win32 definition concerns a cluster dependency, and the general Update code list does not establish it as an Update-specific value.
- Do not repeatedly add an existing cluster dependency. The operation can continue returning the same condition because nothing has changed.
- Do not remove dependencies blindly. A dependency can control resource startup and failover order.
- Do not edit the registry to match a generic guide. No reviewed Microsoft source documents a registry edit for this value.
- Do not promise that SFC, cache deletion or a third-party utility repairs this code. Those actions may be relevant to a separately diagnosed system-file or Update problem, but they are not a documented universal answer here.
- Do not keep retrying an upgrade without logs. A later attempt may overwrite useful context and may produce a different error that needs its own diagnosis.
How can I decide whether the problem is local or administrative?
A normal home or office PC that shows the value in an isolated application dialog may need the application’s own support path. A server that belongs to a cluster, or a workstation managed by deployment software, should be handled through the administrator responsible for that component.
Indicators of a cluster or managed-environment issue
- The message names a resource, role, dependency or failover group.
- The action was performed in cluster-management software or by a deployment script.
- Event details identify a cluster service, resource DLL or an API operation.
- Other administrators can reproduce the message with the same resource relationship.
Indicators of a separate Windows incident
- The message appears only in Windows Update history and names a specific update.
- Windows Setup displays it during an upgrade or rollback.
- A blue screen shows a different named stop code.
- The error is produced by one application with no cluster or Windows component named.
When the source is unclear, contact the owner of the component that generated the message. Send the complete text and logs rather than a cropped hexadecimal number.
Does Windows 10 still receive the same troubleshooting support?
Microsoft states that Windows 10 support ended on October 14, 2025. The Settings paths above may still be present on an existing installation, but update availability, automated troubleshooting behavior and support options can change after that lifecycle date. Confirm the edition, servicing status and current Microsoft guidance before planning a Windows 10 repair or upgrade in 2026.
What information should I include in a support request?
A useful report lets the recipient distinguish a cluster dependency condition from an unrelated component using the same number.
- Windows edition and version, plus whether the machine is a client PC or a Windows Server cluster node.
- The exact hexadecimal value and complete message, including the application or service name.
- The operation in progress and the step at which it failed.
- A screenshot, event-log entry, update-history record or setup log with its timestamp.
- Whether a retry reproduces the same message and whether another code appears after restart.
- Recent changes such as a new driver, update, cluster-resource edit or installation.
