If a free PlayStation game won’t download, first identify what is failing: a padlock or missing title usually points to account access or a license; a download that never starts calls for queue, software, and storage checks; a download that starts and then stalls calls for service-status and network checks. On PS5 and PS4, verify the account and entitlement, then try the non-destructive fixes before using Safe Mode. A game described as free is not necessarily available through the same kind of entitlement: an ordinary free-to-play game, a monthly PlayStation Plus game, and a title shared from another account have different access rules.
What kind of download problem are you seeing?
Use the visible symptom to choose the first branch. That prevents a network fix from distracting you from a missing entitlement, or a license reset from addressing a full drive.

PlayStation’s official download guidance distinguishes a download that “won’t start” from one that is “stuck.” The steps below follow that distinction for both PS5 and PS4. The guidance was verified for the US on October 30, 2026; service status and game availability can vary by region and time.
Keep the symptom and the suspected cause separate. A padlock is evidence to investigate entitlement, sharing, or restrictions; it is not proof that a download file is damaged. A queued item that will not begin makes queue, software, and free-space checks relevant. A download that has already started but stalls makes service availability and the local connection more relevant. These clues help prioritize checks, but none alone confirms the cause.

Why is the game locked or missing from my library?
A lock usually means the console cannot confirm access, not necessarily that the game needs to be downloaded again. First identify the account and the type of entitlement; restore licenses only after checking those basics.
Confirm how the game was obtained
- Sign in to the PlayStation account that obtained the game, if you know which one it was.
- For a game bought or claimed on that account, check its library and transaction history where applicable.
- If it is a PlayStation Plus monthly game, confirm that the account’s membership is active. A monthly Plus entitlement depends on an active membership.
- If it is a game from the Plus catalog, check whether that specific title is still available in the catalog. Catalog titles can leave the service, so a past download does not establish that access remains available.
“Free” alone does not tell you which rule applies. In particular, a subscription does not resolve a missing entitlement for an ordinary free-to-play game; establish how that title was acquired before changing subscriptions or settings.

For the first, check whether the account still has an active membership. For the second, check whether that particular title remains in the catalog. Neither check should be skipped just because the game was once visible in the library or installed on the console.
Check whether another account owns the game
If another user on the console obtained the game, its owner’s sharing setting may determine whether other users can play it. Ask the owner to check the setting on the console where the game is being used.
- PS5:
Settings > Users and Accounts > Other > Console Sharing and Offline Play. Console Sharing and Offline Play can be enabled on one PS5 at a time. - PS4:
Settings > Account Management > Activate as Your Primary PlayStation 4.
These settings concern another account’s shared purchase; they do not convert a subscription entitlement into a permanent purchase. If you cannot access the owning account, confirm who acquired the title before changing account settings.
Restore the license after confirming access
Restoring licenses can help when a valid entitlement is not being recognized. PlayStation states: “Please note, restoring licenses won’t affect your data.”

Settings > Users and Accounts > Other > Restore Licenses. For an individual PS5 game, PlayStation also provides a Restore License action in that game’s Options menu. - PS4:

After restoration, return to the game or library and check whether the lock is gone. If the image itself is padlocked across the whole screen, check the family manager’s restrictions; that symptom can be a family-control issue rather than a damaged download.
What should I do if the download will not start?
Start with the queued download, then verify free space and system software. These checks are appropriate when an item is waiting or repeatedly fails to begin, rather than when it downloads and later stalls.

Pause and resume the queue item
- PS5: open Control Center, choose
Downloads/Uploads, select the game download, and choosePause, thenResume. - PS4: open
Notifications > Downloadsand use the corresponding queue actions. - If pausing and resuming does not help, cancel and delete the queue entry, then start the download again from the library. On PS5, open
Games home > Game Library > Your Collection. On PS4, openLibrary > Purchased.
Canceling the queue entry is a troubleshooting step for that download; it does not establish that the entitlement is valid. If the title then appears locked, return to the account and license checks rather than repeatedly recreating the same queue item.
If the download repeatedly suspends after starting, note the exact error before removing the queue item. For example, PlayStation’s PS4 guidance for CE-36244-9 describes a suspended download with likely corrupted downloaded content and suggests restarting the download; if it recurs, review the local network as well. That is a code-specific example, not a reason to label every queue failure as corruption.
Compare available space with the game’s stated requirement
Check the game’s displayed minimum free-space requirement and compare it with the console’s available storage. Do not assume a game will fit because the download itself looks small or because another game installed successfully; use the requirement displayed for this title.

If space is short, first consider deleting or moving existing games rather than buying a drive. A purchased game that has been deleted can be downloaded again from the library. Deleting a game and deleting its saved data are different actions, so check the selected item carefully before confirming a deletion.
Make the comparison for the actual destination you plan to use. A PS5 game stored on USB still needs to be moved back to console or M.2 storage before it can be played, so USB capacity does not make that drive interchangeable with the console’s playable game storage. If a no-cost deletion or move provides enough room, it is the more direct fix for a one-time space shortage.
Install the current console system software
Check for and install the current system software update for the console. A download that cannot start may not be a license problem; keeping system software current is one of PlayStation’s recommended checks alongside queue and storage troubleshooting. If an update itself cannot download, use the console’s system-software support guidance rather than treating the game’s queue entry as the only problem.

Check whether PlayStation services are available for your region and time, then test the console’s internet connection. A wired connection can help distinguish a local wireless problem from other causes, but it cannot fix a PlayStation-side interruption or a missing license.
- Check the PlayStation service-status page for your region and check again at the time you are troubleshooting. A status check is time-sensitive; do not assume an earlier result describes the current state.

Settings > Network > Connection Status > Test Internet Connection. - PS4: open
Settings > Network > Test Internet Connection. - If the test points to a local connection issue and a router connection is available, try a LAN cable and retry the download.
Set up a wired connection
- PS5:

PlayStation also suggests using a wired connection when re-downloading where possible. If the download works over LAN but not over the usual wireless connection, that points toward the local wireless path as a useful place to investigate. If it remains stuck on both, the cable has not established that the cause is local; recheck service status and the console’s displayed error rather than treating Ethernet as a guaranteed fix.

Use the result as a comparison, not a diagnosis by itself. A service-status check addresses possible PlayStation-side availability; the console test and a wired retry help assess the local internet path. If a game is padlocked while other downloads work, return to entitlement checks. If multiple downloads stall and the console test also reports a connection problem, investigate the local connection before buying storage or repeatedly restoring licenses.
Should I use Safe Mode or rebuild the database?
Use Safe Mode only after the account, queue, storage, software, and connection checks have not resolved the problem. Choose the specific cache/database option recommended for the console, not a reset or initialization option.

Do not treat every Safe Mode option as interchangeable. PlayStation identifies reset or initialize options as choices that delete user data; do not select Reset PS5, Initialize PS4, or system-software reinstallation as a routine download fix. Read the selected option’s description before confirming it.
The distinction matters: rebuilding the database is the named troubleshooting action in PlayStation’s download guidance, while Reset PS5 and Initialize PS4 are destructive choices. If you are unsure which option is highlighted, stop and verify its description rather than proceeding on the assumption that all Safe Mode actions are harmless. Safe Mode is an advanced step, not the first response to a missing Plus catalog entitlement, a full drive, or a service interruption.
What do common PlayStation download error codes mean?
An error code can narrow the diagnosis, but use the code shown on your own console rather than applying an unrelated code’s fix.
- PS5 CE-109258-5: PlayStation says a server connection may have failed before the license could be confirmed. Its suggested actions include checking service status, restarting, restoring licenses, and trying again later.
- PS4 CE-36244-9: PlayStation describes a suspended download where downloaded content is likely corrupted. Its suggestions include restarting the download and reviewing the local network if the issue recurs.
These are examples, not a complete error-code list. If your console displays another code, look up that exact code in PlayStation Support and follow its console-specific guidance; do not infer that every stalled download is corrupted or that every license error is a network outage.

For CE-109258-5, the license could not be confirmed because a server connection may have failed, so a service-status check is relevant alongside the license steps. For CE-36244-9, the issue is a suspended download and possibly corrupted downloaded content, so restarting that download is relevant. Neither code should be substituted for the message and code actually displayed on your console.
Do I need more storage, and should I choose USB or an M.2 SSD?
Only consider extra storage after checking the game’s stated requirement and making room with existing storage. For PS5, an internal compatible M.2 SSD and a USB extended-storage drive serve different purposes: PS5 games can be stored on USB, but they must be moved back to console or M.2 storage to play.

PS5 M.2 SSD requirements
PlayStation’s technical guidance, verified in 2026, specifies a PCIe Gen4x4 M.2 NVMe SSD with effective heat dissipation. It lists a capacity range of 250 GB to 8 TB and recommends sequential read speed of 5,500 MB/s or faster. The drive and its heat-dissipation structure must also meet Sony’s supported form-factor and combined dimensional requirements. Sony does not guarantee that every third-party drive will work, so check the exact model’s published specifications against PlayStation’s compatibility requirements before buying.
A #1 Phillips screwdriver is listed for installation. Formatting a newly installed SSD erases existing data on that drive; back up or move anything you need from the drive before formatting. The stated speed and capacity are equipment specifications, not a promise that an SSD will fix a license, service, or network problem.
PS5 USB extended storage
PlayStation lists SuperSpeed USB 5 Gbps or later and a 250 GB to 8 TB capacity range for PS5 USB extended storage, while warning that not all devices are guaranteed compatible. Formatting erases existing data on the selected drive. PS5 games can be stored there but must be moved back to console or M.2 storage to launch; PS4 games can play directly from qualifying USB extended storage.
PS4 extended storage has separate compatibility and connection guidance. Do not assume that the PS5 USB requirements are a complete specification for a PS4 drive. In either generation, a storage purchase addresses a verified capacity constraint—not licensing, a service outage, or a connection failure.
In practical terms, compare the options by what they let you do: a compatible PS5 M.2 SSD can download and launch PS5 games; qualifying USB extended storage can hold PS5 games but cannot launch them, while qualifying PS4 games can play from USB. Contact Support if the entitlement appears valid and the relevant console steps have not resolved the download. Give Support details that help distinguish an account check, queue failure, storage issue, and network interruption.
- The exact error code and message displayed.
- The steps that reproduce the issue and whether it fails before starting or after it begins.
- The time of a download attempt, including the time zone if relevant.
- A screenshot or video of the error, if possible.
Include which console you are using and whether the game was obtained directly, through PlayStation Plus, or from another account’s sharing arrangement. That context can direct the conversation toward the right entitlement or technical issue without assuming that every “free game” uses the same access rules.

Before contacting Support, note whether the title is missing, visibly locked, waiting in the queue, or stuck after starting. Also record whether other downloads behave the same way and whether a wired retry changed the result, if you tried one. These observations do not prove a cause, but they give Support concrete information instead of a general report that “the game will not download.”
Frequently Asked Questions
Do I need PlayStation Plus to download every free PlayStation game?
No. A game described as free may be an ordinary free-to-play title or a benefit obtained through PlayStation Plus, and those are different entitlements. Check the game’s acquisition method; a subscription does not establish access to an ordinary free-to-play title.
Will restoring licenses erase my saved games?
PlayStation’s license-restoration guidance says restoring licenses will not affect your data. That is different from choosing reset or initialize options in Safe Mode, which PlayStation says delete user data.
Can I play a PS5 game directly from a USB storage drive?
