To find and fix code review bottlenecks in AI-assisted development, measure where pull requests wait, then remove the specific cause: reduce oversized changes, run routine checks before requesting review, clarify ownership, and use an AI reviewer for a consistent first pass where it helps. Keep human reviewers responsible for architecture, security decisions, business rules, and approval. Faster merges alone are not proof of improvement; track actionable findings, rework, and escaped defects alongside review time.

Why can AI-assisted development make code review slower?

AI can help produce code quickly, but producing a change and establishing that it is correct are different tasks. When code creation accelerates, more of the work can shift into auditing, testing, and resolving review feedback. If the review process still expects humans to inspect large, loosely scoped diffs, faster code generation can simply create a larger queue.

DORA’s 2025 report, based on nearly 5,000 technology professionals and more than 100 hours of qualitative research, describes AI as an amplifier of organizational strengths and weaknesses. DORA’s 2026 analysis reports that 90% of technology professionals use AI at work and over 80% believe it increases productivity; it also reports that time saved on creation is often redirected to verification. Those figures describe surveyed professionals, not a guarantee that a particular team or tool will see the same result.

The practical question is not whether AI-generated code is inherently harder to review. It is whether the team’s review system can absorb the volume, context, and risk of the changes arriving. That requires looking at queue behavior and quality outcomes, not just counting pull requests or measuring time to merge.

Which review metrics reveal the bottleneck?

Instrument the path from code completion to deployment and examine where elapsed time accumulates. DORA recommends looking at the duration between code completion and review, review batch size, participating teams and geographies, and whether review findings lead to better automation.

Track the whole pull-request timeline

Capture timestamps for pull-request opened, ready-for-review, first human or AI review, author response, approval, merge, and deployment. “Opened” and “ready for review” are not interchangeable: a pull request may be a draft for hours or days, and treating that time as reviewer delay misidentifies the problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calculate the time between code completion and first review where that event can be recorded reliably, as well as ready-for-review to first useful feedback, ready-for-review to approval, and approval to merge. Track author response and review cycles too. A short first-response time can coexist with a long total turnaround if feedback is fragmented or the author must repeatedly revise the change.

Use distributions and segments, not just averages

Report median and p75 or p90 duration. An average can be pulled upward by a few unusually large or blocked changes, while a median alone can hide a long tail that affects a meaningful group of contributors. Segment results by repository, change size, risk tier, reviewer group, and time zone to see whether delays are concentrated.

Pair latency with queue age, reviewer workload, batch size, handoffs, review iterations, actionable findings, escaped defects, incidents, and rework. These measures help distinguish a genuine capacity constraint from a workflow that creates avoidable back-and-forth. Faster approval is not a useful success metric if defects or rework rise.

Use DORA’s diagnostic questions

  • Are peer reviews embedded in the team’s normal development workflow?
  • How long does it take to get from code completion to review?
  • What is the average review batch size, and do large changes wait longer?
  • How many teams and geographic locations are involved in a typical change?
  • Do review suggestions lead to improvements in automated quality checks?

DORA’s 2023 report states that longer durations between code completion and review can negatively affect developer effectiveness and software quality. Treat delay as a signal to investigate, not a mandate to approve changes with less scrutiny.

How do you identify the actual constraint?

Start with the oldest waiting pull requests and the teams or paths where the queue is growing. Match the observed delay to workload, change size, handoffs, and failed or late checks before deciding that reviewer headcount or a new tool is the answer.

  • Reviewer scarcity: a small number of reviewers own many open changes, or the same people are repeatedly assigned.
  • Unclear ownership: authors do not know who can approve a change, or ownership rules route work to inactive or overloaded reviewers.
  • Oversized AI-generated diffs: changes combine unrelated edits, making review cognitively demanding and failures harder to isolate.
  • Serial handoffs: a change waits on one team, then another, or crosses time zones without an explicit handoff plan.
  • Late or unreliable checks: tests, security scans, or type checks run only after a human has begun review, or flaky tests repeatedly interrupt progress.
  • Low-signal feedback: duplicate, stylistic, or incorrect comments consume attention without helping the team assess risk.

Use the timeline and queue data to test each explanation. For example, if time to first review is short but approval takes a long time and the pull request has multiple revision cycles, adding more initial reviewers may not address the cause. If the work waits for a particular ownership group, the routing rule or availability may be the issue. Avoid purchasing tooling until you know which kind of wait it is meant to reduce.

How can you make pull requests easier to review?

Reduce the size and ambiguity of each review unit. DORA recommends keeping AI-generated changes small, reviewable, and testable; large generated diffs raise cognitive load and make it harder to locate the cause of a failure.

Set a soft size target and split unrelated work

Choose a diff-size target appropriate to the repository and treat it as a prompt to split work, not an automatic rejection threshold. Separate refactoring from behavior changes when practical, and separate independent changes that can be reviewed or tested on their own. A single logical change is more useful than a rigid line-count limit: generated code, migrations, and mechanical edits do not all carry the same review burden.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a change cannot reasonably be split, make its structure easy to inspect. Explain why the full change needs to land together, identify high-risk areas, and point reviewers to relevant tests or design context. Do not assume an AI-generated explanation substitutes for examining the diff.

Make the pull request self-describing

Ask authors to state the intent, risk, test evidence, and whether AI assisted with the change. Include the behavior that should change and what should remain unchanged. This lets reviewers focus on the relevant contracts and edge cases instead of reconstructing the task from code alone.

Use CODEOWNERS or an equivalent ownership mechanism for sensitive paths, and make ownership rules easy to discover. Ownership should route changes to people with the right context without making every small edit wait on an unnecessary chain of approvals.

Which checks should run before human review?

Move fast, repeatable checks toward the author so reviewers do not spend their first pass discovering problems that automation can catch. Keep authoritative CI checks in place even when equivalent feedback is available in an IDE.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run appropriate formatters, unit and integration tests, type checks, static application security testing (SAST), software composition analysis (SCA) for dependencies, and secret scanning before requesting human attention. Prioritize reliable checks that give clear, actionable output; noisy or flaky automation can create another queue rather than remove one.

OWASP’s DevSecOps guidance recommends inline IDE findings for insecure patterns, vulnerable dependencies, and exposed secrets, with remediation suggestions where available. It explicitly frames IDE feedback as complementary to CI rather than a replacement for authoritative CI scans. An IDE warning helps an author fix a problem sooner; CI remains the dependable gate for the change that is actually proposed for merging.

Should you use an AI code-review tool?

An AI reviewer can be useful as a first pass when it gives timely, relevant feedback and does not displace human risk ownership. Evaluate whether it improves actionable signal and shortens the wait for useful feedback—not whether it produces the most comments.

GitHub documents Copilot code review as able to review pull requests across languages, examine changes from multiple angles, gather broader project context, suggest fixes, and run automatically. Automatic review can provide a consistent initial pass on every pull request. It is still a source of hypotheses to verify, not evidence that a change is safe or a substitute for human approval.

Choose review effort by risk

GitHub documents Lite and Balanced effort levels. Lite is suited to routine, lower-risk changes when a targeted, faster pass is appropriate. Balanced is intended for complex logic, security-sensitive code, strict-quality repositories, and changes spanning services; GitHub says it routes work to a higher-reasoning model and may consume more AI credits.

GitHub’s current documentation estimates AI-credit cost at $0.05–$1 per Lite review and $0.25–$5 per Balanced review. These are estimates per review, not a universal subscription price or a promise of a fixed cost; actual spend depends on usage and applicable terms. Confirm current documentation and organizational eligibility before budgeting.

Compare tools on operating fit, not comment volume

Evaluation area What to check
Signal Actionable-finding rate, severity calibration, false positives, and duplicate comments.
Context Repository-wide understanding, support for custom instructions, and awareness of dependencies or service boundaries.
Latency Time from pull-request creation to the first useful feedback, not merely time until a bot posts.
Coverage Supported languages and file types, treatment of generated code, and automatic-review options.
Integration Fit with the pull-request provider, CI, IDE, CODEOWNERS, ticketing, and audit-log needs.
Control Effort settings, path exclusions, approval boundaries, and ability to enforce team policy.
Security and privacy Data retention, model-training policy, secret handling, runner isolation, and regional requirements.
Economics AI credits, CI minutes, reviewer time saved, and the potential cost of escaped defects.

Run a tool against a controlled set of real changes and have reviewers judge its comments against the actual code and project conventions. A review tool that catches one important issue but adds many redundant comments may increase total work. GitHub describes the aim of its Copilot review feedback as “Silence is better than noise”; the operational test is whether reviewers receive fewer, more useful interruptions.

How do you keep AI-assisted reviews secure?

Apply the same merge thresholds to AI-generated and human-written code. AI assistance does not lower the need to understand what a change does, what data or credentials it can access, and how it behaves in production.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OWASP highlights risks including prompt injection, poisoned agent configuration, excessive agency, credential exposure, and unreviewed volume. Practical safeguards include sandboxing agents, requiring approval prompts for consequential actions, using scoped short-lived credentials, allowlisting and version-pinning tools, reviewing agent instruction files, and requiring human review of AI-generated code.

Keep a human accountable for architecture, business rules, threat-model decisions, migration safety, and final approval. An AI system may point out a suspicious pattern or propose a fix, but the team must verify that the finding applies and that the proposed change preserves intended behavior. Treat agent instructions and configuration as part of the code and security surface, not as trusted background simply because they are stored in the repository.

How should you roll out changes to the review process?

Use a small, measurable rollout so the team can tell whether a change removes delay without reducing quality. Begin in one or two repositories rather than changing every team’s workflow at once.

  1. Establish a baseline. Capture two to four weeks of existing review data, including queue age, ready-for-review to first useful feedback, turnaround, batch size, iterations, actionable findings, and quality outcomes.
  2. Choose the observed constraint. If work waits for checks, move those checks earlier; if ownership routing is unclear, fix ownership; if diffs are unwieldy, split changes. Avoid bundling unrelated interventions that make results difficult to interpret.
  3. Enable author-side checks and a bounded AI first pass. Start with defined repositories, paths, and risk tiers. Set expectations that AI feedback is advisory and preserve required human approvals and CI gates.
  4. Compare like with like. Review results by risk tier and change size against the baseline. Examine latency together with actionable-comment rate, review churn, rework, escaped defects, and incidents.
  5. Tune or narrow the rollout. Update instructions based on comments reviewers accept or reject. Roll back or limit automation if actionable-comment rate falls, review churn rises, or escaped defects increase.

A controlled rollout is not successful merely because the bot is active or average approval time falls. It succeeds when useful feedback arrives sooner without making it harder to detect defects or assign accountability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does a healthier AI-assisted review workflow look like?

A healthy workflow gives authors quick feedback on routine correctness and security issues, routes consequential changes to people with the right context, and keeps each review small enough to reason about. Its measures reward quality and learning as well as flow.

  • Authors receive reliable automated checks before asking for human attention.
  • Pull requests explain intent, risk, and test evidence, and avoid unrelated changes.
  • Ownership rules make the responsible reviewer clear without adding unnecessary serial approval.
  • AI feedback is evaluated for relevance and can be ignored or corrected when wrong.
  • Humans retain responsibility for risk acceptance and final approval.
  • Review findings inform future tests, scans, and development guidance.
  • Latency, throughput, defects, incidents, and rework are interpreted together.

Frequently Asked Questions

How long should a code review take?

There is no universal target established by the cited guidance that fits every change or risk level. Set an internal service expectation from your own baseline, then compare similar repositories and risk tiers rather than treating a single deadline as proof of good review.

Can AI-generated code be merged without a human reviewer?

The cited OWASP guidance calls for mandatory human review of AI-generated code, and the workflow should preserve accountable human approval for consequential decisions. Automation can help detect issues, but it does not accept business or security risk on the team’s behalf.

What is a good actionable-comment rate for an AI reviewer?

The cited sources do not establish a universal benchmark. Define what counts as actionable for your team, sample comments across change types, and track whether accepted feedback prevents defects or unnecessary rework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should AI review run on every pull request or only risky ones?

That depends on how useful and costly the first pass is in your repositories. Automatic coverage can provide consistent feedback, while risk-based effort levels let teams spend deeper review effort on complex or security-sensitive changes; validate the trade-off in a limited rollout.
