Do not judge a national AI boom from one funding headline. A credible assessment uses a dashboard covering four linked but different stages: model capabilities and costs, investment and infrastructure, business and population adoption, and downstream productivity and labour outcomes. A broad slowdown is convincing only when several consistently defined indicators decelerate over time. First exclude a peak-year effect, survey redesign, changes in what counts as AI investment, inflation or currency movements, and a general financing downturn. No source establishes a universal numerical threshold for declaring that a country’s AI boom is slowing.
What does it mean for a country’s AI boom to slow?
“AI boom” can describe several things that do not peak together. A country can continue to improve model capability while venture funding cools; businesses can adopt existing tools while spending less per project; and economy-wide productivity effects can arrive years after experimentation begins. Treat these as separate series before making an overall judgement.

- Capabilities and costs: how quickly useful models improve and how much compute or model access costs.
- Investment and infrastructure: actual corporate, public and research spending, plus data-centre and equipment build-out.
- Adoption: whether firms and people are using AI, in which functions and at what materiality.
- Outcomes: changes in productivity, output, employment, wages, hiring and skill requirements that could be associated with AI.
The Federal Reserve’s July 2026 indicator note places these in three stages—capabilities and costs; firm investment and adoption; and productivity and labour. The stages are connected, but a movement in one is not proof that the others have moved.
Which capability and cost signals should you track?
Start with a repeatable measure of technical progress and the cost of obtaining useful AI services. A release count or a single benchmark score is not enough: benchmark versions, reporting practices and the mix of models can change, creating an artificial acceleration or slowdown.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
Measure capability on a stable basis
Choose a defined set of tasks or benchmarks and keep the test versions, scoring rules and model categories consistent. Record whether the series covers frontier models, widely available models or both. If a benchmark is replaced, show an overlap period or label the break rather than joining the numbers as though they were continuous.
Track the price of useful compute and services
Follow the cost of obtaining the compute or model service needed for a specified task, not just the advertised price of a token or a graphics processor. A lower cost can indicate a strengthening boom even when the number of new model releases falls. Conversely, a falling price may reflect competition or efficiency rather than weaker demand, so pair it with investment and use.
How should AI investment be measured?
Use several imperfect measures and distinguish money actually spent from announcements, authorisations and multi-year plans. The Federal Reserve identifies national accounts, business R&D and software or equipment spending, data-centre construction, computer-equipment investment, public spending and venture capital as useful views.
Separate spending from commitments
Company press releases and government budgets often combine realised expenditure with soft commitments, allocations and plans that may be revised. Keep a field for the transaction date and another for the period over which money is expected to be spent. A large announced project should not be counted as the same thing as capital already installed.
Include the broad investment categories
The OECD and European Commission’s 2025 framework treats AI investment as more than servers. It covers skills, research and development, data and equipment, and other intellectual-property products. The method combines macroeconomic data with AI-intensity coefficients to estimate the share plausibly attributable to AI. It was developed for the European Union, so national implementation and data coverage must be checked before applying it to another country.
Interpret infrastructure and hyperscaler figures carefully
Hyperscaler capital expenditure is a prominent demand-side proxy, but it includes non-AI spending. Greater use of leasing can also make headline capital expenditure understate infrastructure investment. Compare capex with equipment deliveries, data-centre construction and leasing information where available instead of treating one company’s capex as a national AI total.

Use the EU baseline only within its stated scope
OECD.AI’s experimental EU baseline estimates AI investment at €257 billion in 2023, comprising €188 billion private and €69 billion public investment. These are 2023 EU estimates produced with the stated methodology; they are not a directly comparable figure for every country.
What does venture capital say—and what can it not say?
Venture capital (VC) is timely and visible, but it measures financing activity rather than total investment, deployed compute or adoption. OECD data based on Preqin show how cyclical the series can be:
| Year | Global VC investment in AI firms | Interpretation |
|---|---|---|
| 2021 | $257.3 billion | Peak in the cited series |
| 2023 | $123.6 billion | More than a halving from 2021 |
| 2025 | $258.7 billion | Above the 2021 level in the cited series |
The figures are reported by the OECD in its 2026 brief Venture capital investments in artificial intelligence through 2025. The category “AI infrastructure and hosting” includes some model developers, so it is not a pure data-centre measure. A one-year fall can therefore be a market correction rather than the end of an AI expansion.
“These findings regarding past trends in AI VC should therefore be interpreted with caution in seeking to anticipate future trends.” — OECD (2026), Venture capital investments in artificial intelligence through 2025

The Federal Reserve authors Paul E. Soto, Mason Thieu and Jeffrey S. Allen made the complementary point in their July 17, 2026 note: “Triangulating the three investment indicators can help track the trajectory of the AI buildout, which is still growing rapidly.” In practice, triangulate VC with realised business investment and infrastructure measures before calling a national buildout weaker.
How can you tell whether businesses and people are actually using AI?
Compare surveys only after checking who answered, what the unit of analysis is, the wording of the question, the frequency of collection and what counts as “use.” A business survey may count establishments, firms or employees; a population survey may measure individuals. Those are different denominators, not competing estimates of one identical rate.

Check for survey redesigns
The Federal Reserve’s April 2026 review notes that Census business-survey adoption rates differ from other surveys partly because of sampling distributions and units of analysis. Question framing and whether respondents regard use as material also affect the result. The Census survey revised its AI question in November 2025 to cover use in any business function. A jump or drop around that date should be treated as a measurement break unless the earlier data are adjusted.
Describe adoption, not just a percentage
Record the functions in which AI is used, whether use is experimental or embedded in production, and whether employees or managers report it. A stable overall rate can hide a shift from trials to routine work, while a rising rate can reflect many low-materiality uses. Those details help explain why adoption may rise while investment per adopting firm falls.
Do these 3 things before closing this tab:

Track productivity and output alongside employment, wages, hiring, skill requirements and work-related AI use. Stanford’s AI Economic Indicators organise evidence from government statistical agencies, researchers and companies around employment and wages, aggregate outcomes, consumer surplus, hiring and skills, and usage.
These categories make the outcome dashboard broader; they do not automatically attribute a change to AI. Productivity can be affected by demand, interest rates, energy prices, management changes or other technologies. Look for timing, sector concentration and plausible exposure to AI, and report the result as an association unless a study establishes stronger causality.
Expect lags between stages
Capability improvements and lower service prices can precede deployment. Adoption can precede redesign of work processes, and redesign can precede measured productivity. A country with rising use but no aggregate productivity lift may be in an implementation phase rather than experiencing a failed boom.
What is a practical step-by-step method?
- Choose the geography and period. Name the country, the comparison window and whether you are testing a recent cooling, a fall from an exceptional peak or a sustained reversal.
- Define “boom.” Decide whether the question concerns capability, financing, infrastructure, adoption, economic impact or all of them. Keep separate series for each component.
- Build comparable series. Prefer several years of original statistical data. Record revisions, survey breaks, investment scope, nominal versus real amounts and the currency basis.
- Measure realised activity. Pair national accounts, business R&D, software and equipment spending, public investment and construction with announced projects. Mark commitments and multi-year plans separately.
- Pair investment with adoption. Use at least one investment or infrastructure series and one business or population adoption series. Check the respondent, denominator and wording before calculating a trend.
- Add an outcome indicator. Examine productivity or output with employment, wages, hiring and skill data. Note the sectors and time lags in which AI exposure is plausible.
- Adjust for comparability. Deflate monetary values where appropriate, document exchange rates, and avoid joining series across a definition change without a bridge.
- Compare multiple signals. A fall in announcements or VC is weaker evidence than a fall in realised investment and adoption across independent sources.
- Explain divergences. State whether capability, cost, funding, infrastructure, adoption or outcomes moved first, and offer only explanations supported by the timing and definitions.
- State a calibrated conclusion. Identify the component that slowed, the period, the evidence and the confidence. Reserve “the country’s AI boom is slowing” for broad, sustained convergence across comparable indicators.
How should conflicting indicators be interpreted?
Funding falls while capability and adoption rise
This pattern can mean that a financing cycle corrected after a peak while firms use cheaper, more capable services. It supports “cooling in VC” rather than a claim that the national AI buildout has reversed.

Infrastructure spending rises while reported use is flat
Construction and equipment may be preparing capacity ahead of deployment, or the adoption survey may miss large firms, leased capacity or low-materiality use. Check survey coverage and the distinction between owned and leased infrastructure.
Adoption rises while productivity is unchanged
Firms may still be learning, reorganising workflows or shifting work in ways not yet visible in aggregate statistics. Examine sector-level and task-level measures before treating the absence of an immediate productivity gain as a slowdown.
All monetary indicators weaken during high inflation or a financing shock
Deflate spending, document currency movements and compare with economy-wide financing conditions. A broad tightening can depress AI funding without changing the underlying technical or adoption trajectory.

Raw totals favour larger economies and can conceal different definitions. Use the same period and document the following axes before ranking countries:

| Comparison axis | What to record |
|---|---|
| Investment scope | Whether the figure covers R&D, skills, software, equipment, public programmes or broader applications |

| Capability and cost | Model coverage, benchmark continuity and cost of useful compute or services |

OECD.AI’s index illustrates the coverage problem: business-use data were insufficient for inclusion in one component, and the organisation says broader survey coverage would strengthen the index. Missing or uneven observations are uncertainty about measurement, not evidence of zero activity.
What are the most common analytical mistakes?
- Using a peak-year comparison alone: a fall from an exceptional 2021 funding level can coexist with renewed growth later.
- Counting announcements as spending: plans can be delayed, resized or cancelled.
- Treating capex as pure AI investment: hyperscaler figures include non-AI equipment and may omit leased capacity.
- Joining incompatible surveys: different samples, units and question wording produce different adoption rates.
- Ignoring inflation and exchange rates: nominal increases or decreases can misstate real activity.
- Ranking raw national totals: country size, sector mix, definitions and coverage make totals non-equivalent.
- Attributing every productivity change to AI: output and labour outcomes have many causes and may lag deployment.
- Interpreting absent data as zero: an index or country may simply lack adequate coverage.
What conclusion can the evidence support?
Use a component-level statement first: for example, “VC financing cooled over this period, while capability and adoption indicators continued to rise.” Then state whether realised investment, infrastructure, adoption and outcomes independently support a broader reversal. The reviewed frameworks provide indicators and measurement methods, not a fixed cross-country percentage or duration that defines “slowing.”
Best Value
A defensible national verdict therefore names the indicators, definitions, period, adjustments and uncertainty. If only one series turns down, call that series slower. If several independent, consistently defined series decline for a sustained period—and the change survives checks for survey breaks, currency, inflation and financing conditions—then the evidence for a broad slowdown is materially stronger.
Frequently Asked Questions
Why can an index show little AI activity when businesses are using AI?
Coverage can be the reason rather than low use. OECD.AI has noted that business-use data were insufficient for inclusion in one index component; broader and more consistent surveys would improve cross-country measurement.
How should a dashboard handle a country that changes its AI survey question?
Keep the old and new definitions in the metadata, mark the change date, and avoid interpreting the first post-change movement as an economic trend. Where possible, publish an overlap or adjusted series so readers can distinguish a wording effect from real adoption.
What should be reported when capability, funding and productivity point in different directions?
Report each stage separately and explain the timing rather than forcing one score. Capability and cost can improve first, funding can follow a market cycle, and productivity may require later organisational changes before it appears in aggregate data.
Why are the EU investment figures not a ready-made benchmark for another country?
The €257 billion 2023 estimate uses an EU-focused methodology that combines macro data with AI-intensity coefficients and defines investment broadly. Applying it elsewhere requires comparable national data and the same scope choices.
