Evaluate a legal AI tool as a governed workflow and vendor decision, not as a feature demo. Define the task, jurisdictions, users, data classes and acceptable error first; then require evidence about legal-source coverage, citation traceability, confidentiality, retention, security, integrations, auditability, support, cost and exit. Pilot shortlisted tools on representative, protected matters with independent lawyer review. AI can assist with research, review and drafting, but it does not take professional responsibility away from lawyers or their organisations.
What should an evaluation define before anyone compares products?
Start with a one-page use-case brief. A tool that is suitable for scheduling or internal summarisation may be unsuitable for a litigation memorandum, client advice or a regulatory filing.

Describe the workflow
- Task: State whether the system will perform legal research, contract review, clause comparison, summarisation, drafting, knowledge retrieval, intake or matter-management work.
- Jurisdiction: List every country, state or other jurisdiction involved, plus the governing law and courts that matter.
- Matter type: Identify the recurring work, such as procurement contracts, employment advice, discovery or litigation research.
- Users: Specify which lawyers, paralegals, business users, administrators and outside counsel may access the system.
- Data classes: Separate public information, internal business information, personal data, privileged material, trade secrets and regulated records.
- Required sources: Name the legislation, cases, regulations, filings, company precedents and secondary sources the output must use.
- Operating constraints: Set acceptable latency, required integrations, record-keeping needs, accessibility requirements and budget model.
- Error tolerance and sign-off: State what an incorrect answer could cause and who must approve output before it is used.
Write down the consequence of failure before testing. The approval path for a low-sensitivity productivity task should not be the same as the path for public-facing advice or decision support.
How should a team classify risk and choose human oversight?
Use the consequence of error, not the novelty of the technology, to set review requirements. Oversight should become more active as the work moves from internal convenience to legal analysis, client communication or a consequential decision.

| Workflow example | Typical data concern | Primary failure consequence | Appropriate control |
|---|---|---|---|
| Low-sensitivity internal productivity, such as formatting or meeting summaries | Internal information may still be exposed through prompts, logs or integrations | Confusion, rework or an internal process error | Approved tool, user training, monitoring and spot checks |
| Legal research and knowledge retrieval | Confidential facts and privileged research strategy | Missed, outdated or incorrectly cited authority | Source and currency checks, jurisdiction-specific testing and qualified lawyer verification |
| Contract review, comparison and drafting | Client terms, personal data and negotiation positions | Omitted obligation, wrong clause or inappropriate language | Controlled data access, versioned prompts, clause-level review and lawyer sign-off |
| Public-facing advice or decision support | Highly sensitive matter data and records affecting people or rights | Client harm, regulatory exposure, discrimination or an unsupported decision | Active human review of every consequential output, documented rationale and escalation route |
This is a governance aid, not a universal risk rating. A routine task can become high risk if it uses privileged information, affects a vulnerable person or feeds an automated decision.
How do we verify legal-source quality and answer reliability?
Do not infer legal accuracy from fluent prose or a polished demonstration. Test the actual authorities, jurisdictions and facts your team handles, and require each citation to lead to the underlying source.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Ask what the system can retrieve
- Which primary sources are included: legislation, regulations, judgments, tribunal decisions, agency material and filings?
- What secondary sources, commentary and internal documents can be searched, and under what licence?
- How are new and amended authorities added, and how quickly are repealed or overruled materials identified?
- Can the tool distinguish binding authority from persuasive material and identify the deciding court or issuing body?
- Does every citation open to the complete underlying text, with pinpoint references where relevant?
Build a difficult test set
Use known questions with adverse facts, conflicting authorities, uncommon jurisdictions and recent amendments. Include matters where the correct answer is that the evidence is insufficient. Test whether the tool fabricates cases, misquotes passages, omits counterprecedent, relies on an outdated rule or reaches a conclusion unsupported by the cited material.
The Singapore Ministry of Law’s legal-sector guidance calls for checking hallucinations, source completeness, currency, jurisdiction and prompt precision, followed by independent verification that cited cases remain good law. Apply those checks to every shortlisted system rather than relying on a vendor’s sample questions.
Measure more than a right-or-wrong answer
- Accuracy: Are the legal propositions and factual summaries correct?
- Completeness: Does the answer identify exceptions, adverse authority and material counterarguments?
- Citation validity: Do links and quotations support the proposition actually made?
- Currency: Does the output reflect the law in force on the matter’s relevant date?
- Jurisdiction: Does it apply the requested law rather than a similar rule from another place?
- Reproducibility: Can another reviewer obtain and audit the same result using the recorded prompt, source set and system version?
Is a legal AI tool safe for confidential or privileged information?
Confidentiality is a procurement gate. Do not enter client or company information until the vendor’s contractual, technical and operational controls are documented and approved.

Review the data terms before a pilot
- Access: Which vendor personnel, affiliates and subprocessors can access prompts, uploaded files, outputs and metadata?
- Retention: How long are inputs, outputs, backups and telemetry retained, and can the customer set shorter periods?
- Training use: Is customer content used to train or improve a shared model by default, by opt-in or not at all?
- Deletion: Can the organisation delete matter data, copies and derived indexes, and receive evidence that deletion occurred?
- Sharing and location: Where is data processed and stored, and what cross-border transfers or third parties are involved?
- Security: Require evidence about encryption in transit and at rest, identity and access management, tenant isolation, key handling, vulnerability management and breach notification.
- Auditability: Confirm that administrators can review access, exports, prompts, outputs, configuration changes and security events.
- Portability: Establish how documents, metadata, prompts, annotations and audit records can be exported in a usable format.
Internal or on-premises deployment can improve control, but it is not automatically secure. Misconfigured permissions, excessive retention, weak audit logs and third-party components can create the same risks as a hosted service.

If controls are not documented and verified, restrict the pilot to public or properly anonymised material. Remove names, matter numbers, unique facts and hidden metadata, and ensure that re-identification is not reasonably possible. Treat anonymisation as a temporary control, not a substitute for acceptable production terms.
How do we test workflow fit and integrations?
A feature list is not proof that a product fits your practice. Map each proposed capability to the systems and hand-offs used in a real matter.
Trace the end-to-end task
- Start with the source document or question in the system where it normally arrives.
- Send it through the proposed legal AI workflow using the permissions a real user would have.
- Check whether the tool preserves document versions, citations, comments, redlines and matter identifiers.
- Pass the result to the document-management, email, billing, knowledge or matter-management system that follows.
- Record what happens when a connector is unavailable, a file is too large, a permission is denied or a source cannot be retrieved.
- Inspect logs to determine what was stored, who could see it and whether an administrator can reconstruct the action.
Test permission inheritance
A user who cannot open a client folder in the document system should not gain access through an AI search index. Test new starters, departing staff, shared mailboxes, outside counsel and delegated administrators. Confirm how quickly revoked permissions take effect and whether exported answers retain the original access restrictions.
Check practical usability
- Can users find the approved model, source collection and prompt templates without bypassing controls?
- Are accessibility features adequate for the lawyers and staff who must use the system?
- Does the tool support the file types, languages and document lengths in your matters?
- Can reviewers see source passages beside generated text rather than accepting a black-box answer?
- What support path exists for a failed integration, incorrect output or suspected data incident?
What vendor and contract due diligence should a legal team perform?
Assess the supplier’s durability and legal terms as carefully as the model. A technically strong tool can still be unsuitable if its data rights, support or exit provisions do not fit the organisation.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Supplier evidence
- Company history, ownership and financial durability relevant to long-term matter access.
- Licensing arrangements for legal databases and any restrictions on customer use or exports.
- Release and change-management process, including notice of model, source or feature changes.
- Security attestations, penetration-testing summaries, incident history and breach-response commitments.
- Support coverage, service levels, escalation contacts and training resources.
Contract questions
- Does the customer retain ownership of inputs, outputs, prompts, annotations and matter records?
- Are warranties made about confidentiality, security, service availability, legal-source licensing or performance?
- What indemnities apply, and are liability caps proportionate to the possible loss?
- Can the vendor change data-use terms, subprocessors or material functionality without meaningful notice?
- What happens at termination: export format, assistance, deletion certification, backup handling and transition time?
- Can the organisation suspend processing quickly after a suspected breach or unacceptable model change?
The Law Society recommends supplier due diligence, negotiated warranties and liability terms, long-term support, objective lifecycle review and a practical deletion or extraction plan when requirements stop being met.
How do we run a representative legal AI pilot?
A pilot should resemble production work while protecting the people and matters involved. Use a held-out set of real, appropriately protected matters rather than only vendor-selected demonstrations.
- Set the scope. Choose one workflow, jurisdictions, user group, approved data class, success measures and stop conditions. Name the lawyer accountable for the pilot.
- Prepare the test set. Include routine, difficult, adversarial and jurisdiction-specific examples. Keep a held-out portion that users and vendors cannot tune against during setup.
- Freeze the comparison conditions. Record model and product versions, source collections, connectors, permissions, prompts, temperature or other available settings, and the date of each run.
- Run a baseline. Measure how the current human workflow performs for time, rework, missed issues, escalation and quality. Without a baseline, “time saved” is only an impression.
- Execute realistic tasks. Have representative users complete the same matters in each shortlisted system and in the baseline process. Capture the first output, edits, follow-up questions and final work product.
- Verify independently. A qualified lawyer should check every output that could be used in practice, including each authority, quotation, conclusion and omitted issue.
- Score errors and controls. Record hallucinations, outdated law, missing counterarguments, confidentiality events, access failures, bias, rework and escalations, not just successful answers.
- Review user acceptance. Ask whether the tool reduces or increases cognitive load, whether source links are usable and whether users can follow the approved process without workarounds.
- Re-test after changes. Repeat critical cases after a material model, source, prompt, integration or security change before expanding use.
- Make a documented decision. Approve a narrow use, require remediation, or reject the product. Record who decided, which evidence was considered and when the decision will be revisited.
Which metrics belong in a legal AI comparison scorecard?
Use a weighted matrix that reflects workflow risk. Do not collapse unlike concerns into a vendor’s single overall score.
| Evaluation axis | Evidence to collect | Why it affects the decision |
|---|---|---|
| Authoritative-source coverage | Primary and secondary sources available, licensing scope and retrieval behaviour | A tool cannot answer from authorities it cannot lawfully and reliably access |
| Jurisdiction and currency | Coverage by jurisdiction, update process and results on recent amendments or decisions | Similar wording from another jurisdiction or an obsolete rule can change the advice |
| Citation traceability | Working links, pinpoint references, quotations and source passages | Reviewers need to verify propositions rather than trust generated text |
| Task accuracy and completeness | Factual errors, missed issues, counterprecedent, unsupported conclusions and rework | Fluency does not show whether the output is legally useful |
| Confidentiality and retention | Data access, storage, deletion, subprocessors and breach terms | Client and company information may be exposed or retained beyond the matter |
| Model-training controls | Default and configurable use of customer content for training or improvement | Training use can conflict with confidentiality and client instructions |
| Identity, access and auditability | Role controls, tenant isolation, permission inheritance and logs | The organisation must limit access and reconstruct activity |
| Integrations and accessibility | Document, email, billing, identity and knowledge connectors; accessible interface | Operational fit determines whether users follow the approved workflow |
| Support and vendor maturity | Service levels, incident response, release process and financial durability | Critical legal work needs dependable support over the matter lifecycle |
| Warranties, indemnities and liability | Contract protections, caps, change notice and suspension rights | Risk allocation should match the consequences of failure |
| Total cost and fee treatment | Licence, usage, implementation, storage, training, support and exit costs | A low subscription can hide integration, review and transition costs |
| Training and change management | Onboarding, approved prompts, supervision and policy adoption | Unsafe workarounds can erase technical safeguards |
| Measurable value | Time saved, rework, escalation, quality and user acceptance against the baseline | Value must be demonstrated in the intended workflow |
| Portability and exit | Export of documents, metadata, prompts, annotations and audit records | The organisation needs a credible path if the tool or terms stop fitting |
Weight source reliability and human-review controls more heavily for research and advice than for low-risk formatting. A product should not win because it scores highly on convenience while failing a confidentiality gate.

Use a neutral comparison protocol
- Give each vendor the same fact patterns, jurisdiction, source requirements and held-out cases.
- Ask each to show the underlying authority for every material proposition.
- Request written answers about retention, training use, subprocessors, deletion, security, audit logs and export.
- Test the integrations and permission model in your own environment, not only in a sales demonstration.
- Compare contract protections, support and total lifecycle cost alongside answer quality.
Product capabilities, pricing, geography, data terms and partner programmes change. Verify those details directly at procurement time. Thomson Reuters’ vendor guidance similarly points evaluators toward reliable legal databases, task fit, integrations, vendor experience and privacy and security rather than a feature count.
What professional duties remain when lawyers use AI?
AI use does not transfer professional responsibility. Lawyers and their organisations remain accountable for competence, diligence, confidentiality, supervision, client communication, candour, lawful fees and the accuracy of work delivered to clients or tribunals.
New York City Bar Formal Opinion 2024-5 lists duties that can be implicated by generative AI, including confidentiality, conflicts, competence and diligence, advertising and solicitation, compliance with law, supervision of lawyers and non-lawyers, consultation with clients, candour to tribunals, non-meritorious claims, reasonable fees and non-discrimination. ABA Formal Opinion 512, announced on July 29, 2024, says lawyers and firms using generative AI must “fully consider their applicable ethical obligations,” including competent representation, protection of client information, communication and reasonable fees consistent with time spent using AI.
The SRA warning is direct: “The use of AI does not diminish or transfer your professional responsibilities.” The Law Society likewise says that legal providers using generative AI should maintain effective, professional quality control over its output and use. Put those obligations into the approval path, training, client communications and review records rather than treating them as a disclaimer.
How do we govern an approved tool after deployment?
Approval is the start of governance, not the end. Publish an AI policy and assign an owner for each control.
Best Value
- Approved-use register: List permitted tools, versions, workflows, data classes and prohibited uses.
- Review rules: Define when a lawyer must verify sources, review every output, obtain a second reviewer or escalate an incident.
- Client communication: Set when clients must be told that AI is used, how confidentiality and consent are handled, and how questions are answered.
- Records: Retain prompts, source sets, outputs, reviewer decisions, versions and material changes where the matter or professional rules require a record.
- Billing: Ensure charges reflect actual work and reasonable fees; do not bill automated output as lawyer time that was not spent.
- Training: Teach lawyers and staff how to protect data, challenge unsupported answers, use citations and report incidents.
- Monitoring: Watch error patterns, access events, user workarounds, complaints, bias and changes in time or rework.
- Change control: Re-test critical matters after material model, source, integration, policy or security changes.
- Lifecycle review: Set an objective date and criteria for renewal, remediation, migration or exit.
Thomson Reuters reports that 66% of professionals at firms with a named AI strategy said AI met or exceeded expectations for creating value, compared with 22% at firms without one. This is vendor-reported contextual evidence, not a cross-vendor accuracy or savings benchmark; verify the underlying report, population and definitions before using it in a business case.
What is the decision rule for procurement?
Proceed only when the tool passes the confidentiality and security gate, performs acceptably on representative legal tasks, fits the required workflow, has workable contract and exit terms, and can be governed with the people and systems available. If a material control or source-quality question remains unanswered, narrow the use to protected, low-risk material or pause procurement.
Recommended Free Tools
The final approval should identify the exact workflow, jurisdictions, users, data classes, review level, evidence, limitations and re-evaluation date. That precision is more valuable than declaring one platform “best” for every law firm or in-house team.
Frequently Asked Questions
Can we paste privileged material into a free public chatbot for a quick answer?
Treat a public chatbot as unapproved until your organisation has verified its data-use, retention, access and deletion terms. Use public or irreversibly anonymised material for exploratory work, and move to an approved environment before any client or company information is entered.
How often should a legal AI tool be retested?
Retest whenever the model, legal-source collection, prompt template, integration, permissions or security configuration changes materially. Keep a scheduled lifecycle review as well, because a tool can become unsuitable when law, vendor terms or your workflow changes even if the software version appears stable.
What should be retained to defend an AI-assisted legal work product?
Keep the relevant prompt, source set, product and model version, generated output, lawyer edits, verification notes and final approval where matter rules and professional obligations require it. Access and configuration logs can show who used the system and whether permissions were working at the time.
Free tools Windows power users keep installed
One-click scans. No signup required.
Who should own legal AI procurement inside an organisation?
Assign joint ownership: a practising lawyer for professional and matter risk, information security for technical controls, privacy or compliance for data obligations, procurement for contract terms, and an operational owner for integrations and training. A single business sponsor can coordinate the decision, but no one role can evidence every required control.
