The safest way to compare enterprise AI platforms is to use a weighted scorecard backed by verifiable evidence, not a feature checklist or a temporary price sheet. Score each candidate on security and data protection, governance and auditability, model and operational performance, integration and resilience, and fully loaded cost. Test the same representative workloads, data boundaries, users, and concurrency on every finalist, then scale only after security, privacy, procurement, and business owners accept the residual risks.
This approach exposes trade-offs that vendor demonstrations hide: where prompts and logs travel, who can invoke tools, how much administrator effort is required, what a successful task really costs, and how you would leave the platform if terms or performance change.

Your evaluation should end with a documented decision: the workloads approved, the controls required, the measured results, the total cost at expected volume, and the risks that remain. A platform is not “safe” in isolation; safety depends on its configuration, your identity and data controls, user behavior, and the use case.
Build a scorecard before speaking to vendors. Give every criterion a weight that reflects your risk tolerance, define what counts as acceptable evidence, and record assumptions and exclusions. A practical starting model is to place the greatest weight on security and governance, then score capability, integration, and cost. Adjust the percentages to your industry and mission rather than treating them as universal.

| Evaluation axis | What to test | Evidence to require | Decision signal |
|---|---|---|---|
| Security and data protection | Data use and residency, retention, training use, encryption, tenant isolation, identity, keys, network boundaries, logging, and incident response | Architecture diagrams, data-flow maps, contractual data-use terms, retention defaults, independent attestations, penetration-test summaries, and incident service levels | Controls are enforceable by policy and observable in logs, with no unaccepted residency or training-use gap |
| Governance and accountability | Inventory, ownership, risk classification, policy enforcement, model restrictions, human review, testing, and regulatory mapping | Administrative workflows, audit records, model cards, evaluation reports, approval gates, and documented incident procedures | Every deployed model, agent, data source, and use case has an owner and review path |
| Model and operational performance | Task quality, groundedness, refusal behavior, latency, availability, context limits, tool support, and drift | Repeatable pilot measurements using your prompts, documents, retrieval corpus, and concurrency profile | Results meet service objectives on representative work, not just a polished demo |
| Integration, portability, and resilience | Identity integration, APIs, data connectors, private networking, export, substitution options, dependency outages, and recovery | Integration designs, tested interfaces, export formats, recovery commitments, and results from outage and permission tests | You can operate the service reliably and exit without losing critical data or control |
| Fully loaded cost | Inference, retrieval, storage, indexes, network egress, fine-tuning, GPUs, observability, support, security add-ons, implementation, migration, and human review | Usage assumptions, rate cards, commitment terms, support pricing, implementation estimates, and measured spend per successful task | Cost remains acceptable at realistic volume and is explainable to finance and procurement |
Use a consistent scoring scale, such as zero to five, and attach a citation or artifact to every non-zero score. A high score without evidence is an untested assumption. Keep a separate field for residual risk so a strong average cannot conceal one unacceptable control failure.
Which security and data-protection questions should you ask?
Start with the complete data lifecycle. Ask the vendor to show, not merely describe, where each data type is processed and stored and which settings change that behavior.
Where do prompts, outputs, embeddings, logs, and backups reside?
Request a data-flow diagram that identifies processing regions, primary storage, disaster-recovery copies, support access, and subprocessors. Clarify whether you can select a region, whether data crosses borders during support or abuse investigations, and how deletion propagates to indexes, caches, and backups. Treat embeddings and conversation metadata as potentially sensitive data; they can reveal the source material even when the original document is not present.
Is customer content retained or used to train a model?
Obtain the default retention period for prompts, outputs, uploaded files, tool traces, and administrator logs, then document the shortest enforceable setting. Ask whether content is used for provider training, abuse detection, product improvement, or human review, and whether those purposes can be disabled contractually and technically. Confirm the effect of opting out on support, quality monitoring, and incident investigations.
How are identity, roles, keys, and tenants isolated?
Verify single sign-on, multifactor authentication, automated provisioning and deprovisioning, role-based access control, service accounts, and separation of administrator, developer, and end-user privileges. Ask how tenant isolation is implemented and tested, how encryption keys are generated and rotated, whether customer-managed keys are supported, and which provider personnel can access plaintext. Require evidence of access reviews and alerts for unusual administrative activity.
What network and application boundaries are available?
Check for private connectivity, firewall and egress controls, approved IP ranges, regional endpoints, secrets management, and restrictions on outbound tool calls. Test whether an agent can reach an unapproved URL, exfiltrate retrieved data through a tool, or invoke a privileged API. A platform that offers a private endpoint but cannot constrain tools or destinations may still create an unacceptable path out of your network.
How are incidents detected, reported, and resolved?
Ask what events are logged, how long logs are retained, who can export them to your security information and event management system, and whether logs include prompt, tool, policy, and administrator events without exposing more content than necessary. Obtain incident-notification time frames, severity definitions, forensic cooperation terms, and recovery objectives. For U.S. federal procurement, the General Services Administration says cloud providers must be FedRAMP-authorized or pursuing authorization; other regulated buyers should map equivalent requirements before a pilot.

What remains your responsibility?
Microsoft’s shared-responsibility guidance emphasizes that customers still own identity and access management, data governance, usage policies, user training, and validation of AI-generated outputs. Put those duties in your operating model, with named owners and evidence of completion, rather than assuming a vendor’s certification covers your configuration.
How can NIST AI RMF and ISO/IEC 42001 structure governance?
Use the NIST AI Risk Management Framework’s four functions—Govern, Map, Measure, and Manage—as the backbone of the review. NIST describes AI RMF 1.0 as voluntary, rights-preserving, non-sector-specific, and use-case agnostic. Its Playbook provides suggested actions and documentation practices, so you can turn broad principles into review gates and records.
Govern: assign authority and accountability
Define who approves a use case, who owns a model or agent in production, who can change a policy, and who accepts residual risk. Establish escalation paths for privacy, security, legal, accessibility, and safety issues. Require suppliers and internal teams to document dependencies, subcontractors, and material changes.
Map: understand context and impact
Maintain an inventory of models, agents, applications, data sources, owners, risk classifications, and approved use cases. Record affected users, decisions influenced by the system, prohibited uses, human checkpoints, and the consequences of an error. This map should distinguish a low-risk drafting assistant from an agent that can alter records or make eligibility recommendations.
Measure: test performance and harm
Measure accuracy and groundedness alongside refusal behavior, disparate error patterns, privacy leakage, prompt-injection resistance, unsafe tool calls, latency, availability, and administrator effort. Keep test sets versioned so a model update can be compared with its predecessor. Include red-team exercises and user acceptance checks, not only vendor benchmark scores.
Manage: enforce, respond, and improve
Use policy enforcement, model allow-lists, review gates, retention controls, audit trails, human oversight, incident workflows, and periodic reassessment. Define rollback and shutdown criteria before launch. Microsoft recommends an AI-agent inventory, restricting models through policy, monitoring operations, and aligning controls with security, privacy, and regulatory requirements; those practices are useful even when the platform is not from Microsoft.
Where does ISO/IEC 42001 fit?
ISO/IEC 42001:2023 specifies requirements for establishing, implementing, maintaining, and continually improving an AI management system. The International Organization for Standardization lists the edition as published in December 2023 and 51 pages, and calls it “the world’s first AI management system standard.” Treat certification as evidence of a management system, not proof that a particular deployment is safe; still inspect the scope, sites, products, exclusions, and statement of applicability.

How do you calculate the total cost of an enterprise AI platform?
Normalize every finalist against the same workload and report cost per successful task, not just a token rate. Define “successful” in advance—for example, a grounded answer that passes a human or automated quality check without a policy violation—then divide all attributable spend by the number of successes.
A useful model is:
Total cost = consumption + committed capacity + data and retrieval + infrastructure + observability and security + support + implementation and migration + human review + risk contingency.
Include every cost driver
| Cost category | Questions to quantify |
|---|---|
| Inference | How many input and output tokens, requests, context length, retries, and failed calls occur per task? |
| Retrieval and data | What are the charges for document processing, embeddings, vector indexes, storage, refreshes, and backups? |
| Network and infrastructure | Will private connectivity, network egress, GPUs, caches, or dedicated endpoints add recurring charges? |
| Quality and operations | What do tracing, evaluation, safety filters, log retention, dashboards, and on-call support cost? |
| People and change | How many engineering, security, privacy, procurement, training, and human-review hours are required? |
| Commercial terms | What discounts, minimums, overage rates, renewal increases, support tiers, and termination fees apply? |
Compare variable billing with commitments
Consumption billing preserves flexibility but can be volatile when usage spikes or prompts grow. Commitment tiers and provisioned throughput can make costs more predictable for stable workloads, as Microsoft notes, but they create utilization risk if demand falls. Model selection should match the quality and latency requirement; paying for a larger model for every request is rarely justified when a smaller model passes the same acceptance tests.
Why temporary public prices can mislead
The GSA Buy AI page, updated September 10, 2026, lists temporary federal examples of $1 for Claude Enterprise and ChatGPT Enterprise and $0.47 for Gemini for Government. Each figure has eligibility limits and a stated end date, so it is procurement-specific and time-sensitive rather than a universal enterprise price. Use the actual contract terms, expected volumes, and renewal conditions for your organization.

GSA also warns that usage costs can grow quickly without monitoring and management controls. Set budgets, per-user or per-project limits, alerts for abnormal consumption, and a regular review of spend by workload. A cheap pilot can become expensive when retries, long contexts, retrieval refreshes, and human corrections are included.
How should you run a fair platform pilot?
A pilot should resemble production closely enough to expose security, performance, and cost surprises. Keep the test corpus and acceptance criteria identical across platforms, and record configuration changes so results remain reproducible.
- Define the test boundary. Select two or three mission workloads, success metrics, risk tolerance, data classes, processing regions, and user groups. State which data may enter the test and which is prohibited.
- Recreate the same workload. Run identical prompts, documents, retrieval corpus, and concurrency profile on every shortlisted platform. Keep system instructions, temperature or equivalent controls, tool permissions, and context limits documented.
- Collect vendor evidence. Request architecture diagrams, data-use terms, retention defaults, certifications, penetration-test summaries, incident service levels, model cards, evaluation results, and subprocessor lists. Mark evidence as contractual, independently attested, vendor-described, or observed in your test.
- Measure outcomes. Capture task quality, groundedness, refusal behavior, latency, availability, administrator effort, policy violations, and spend per successful task. Separate first-attempt success from results that required retries or human correction.
- Attack the boundaries. Stress-test prompt injection, data exfiltration, excessive permissions, unsafe tool calls, model drift, and dependency outages. Verify that alerts fire and that operators can revoke access or stop an agent.
- Write the decision record. Produce a weighted score that records assumptions, exclusions, evidence links, residual risks, compensating controls, and exit criteria. Explain why a lower-scoring platform is rejected or what conditions would change the decision.
- Negotiate after evidence. Use measured volumes and support requirements to negotiate pricing, service levels, data-use terms, portability, audit rights, and incident obligations. Keep continuous monitoring and periodic governance review in the operating model after signing.
Which capability, integration, and resilience tests matter?
Security and price cannot compensate for a platform that fails the actual job or cannot be operated reliably. Test the complete path from identity to retrieval, model response, tool action, logging, and human approval.

- Quality and groundedness: score factuality against a labeled answer set and check whether citations or source passages support the response.
- Context and tools: test the largest realistic documents, structured data, function calls, file types, and parallel tool use; record truncation and timeout behavior.
- Latency and availability: measure percentile latency under your concurrency profile, not only an idle single-user response, and document degradation during provider incidents.
- Integration effort: count engineering days and privileged permissions needed for identity, data connectors, private networking, deployment, monitoring, and incident response.
- Portability: export prompts, outputs, embeddings, metadata, evaluations, policies, and audit records in usable formats. Identify proprietary agent definitions or indexes that would need rebuilding.
- Resilience: test provider, model, region, connector, and dependency outages. Confirm queueing, fallback models, replay protection, recovery objectives, and a safe mode that prevents unauthorized actions.
Include exit options in the score. A platform with excellent current performance but no practical export path creates concentration risk that should appear as a cost and governance contingency.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What should the contract and operating model require?
Translate pilot findings into enforceable terms and named operational duties. Procurement should not accept a generic “enterprise security” statement when the pilot identified specific controls.
- Specify permitted data classes, processing regions, retention periods, training-use restrictions, deletion verification, and subprocessor-change notice.
- Define role and service-account permissions, customer-managed key responsibilities, log access, audit rights, and evidence delivery schedules.
- Set incident notification windows, cooperation obligations, recovery objectives, service credits where appropriate, and customer rights to suspend risky features.
- Require notice and testing for material model, policy, or API changes, with a rollback or revalidation process.
- Document support coverage, escalation contacts, administrator training, and the skills needed to maintain prompts, retrieval, evaluations, and controls.
- Define export formats, assistance during migration, deletion at termination, and the period in which data remains available for verification.
Assign a product owner, security owner, privacy owner, data owner, and model or agent owner. Review access, spend, quality, incidents, drift, and policy exceptions on a regular cadence. Reassess the risk classification when the system gains new tools, data, users, or decision authority.
What are the most common evaluation mistakes?
Choosing from a demo
Demos optimize for a narrow happy path. Replace them with blind, repeatable tests using your corpus, prompts, permissions, and concurrency.
Scoring claims instead of evidence
A certification or sales presentation does not prove your configuration. Require artifacts, contract language, and observed behavior, and lower the score when evidence is only verbal.
Comparing token prices alone
Token rates omit retrieval, retries, storage, egress, monitoring, people, and correction work. Use spend per successful task at realistic volume.
Ignoring administrator and reviewer time
Manual approvals, incident triage, prompt maintenance, and fact checking can dominate operating cost. Measure those hours during the pilot.
Best Value
Letting convenience bypass governance
Unapproved browser tools, shared accounts, unrestricted connectors, and copied sensitive data defeat platform controls. Enforce approved models, data classes, and tool destinations through identity and policy.
Failing to define a stop condition
Before launch, specify which test failure blocks release, who can pause the system, and what evidence is needed to resume. This prevents schedule pressure from converting a known residual risk into an accepted one.
How do you make the final decision?
Hold a review with security, privacy, procurement, business owners, and the operators who will run the service. Examine the weighted score, evidence quality, pilot measurements, total cost, residual risks, and exit plan together. Approve a platform only when the workload meets its quality and service thresholds, required controls are enforceable, and the organization can fund and staff the operating model.
The final record should state approved use cases, prohibited uses, data and region boundaries, model and tool allow-lists, monitoring requirements, review dates, budget limits, and exit criteria. Treat the scorecard as a living control: update it after incidents, material model changes, new regulations, or a significant change in workload volume.
Frequently Asked Questions
How many AI platforms should we include in a pilot?
Include enough finalists to test a real trade-off in architecture, control, or cost, rather than running a broad showcase. A short list that your team can test with identical data and concurrency produces more useful evidence than many shallow demonstrations.
Can ISO/IEC 42001 certification replace sector-specific compliance?
No. ISO/IEC 42001 addresses an AI management system, while privacy, financial, health, employment, accessibility, and public-sector rules impose additional obligations. Check the certificate’s scope and map its controls to the laws and contracts that govern each use case.
Recommended Free Tools
What should we do when a model update changes pilot results?
Freeze the evaluated version for the launch decision, record the change, and rerun the affected quality, safety, latency, and cost tests. Use a staged rollout with rollback criteria instead of allowing an automatic update to reach every user.
How can a small security team monitor an AI platform after launch?
Prioritize high-signal controls: centralized identity, model and agent allow-lists, spend and anomaly alerts, tool-call logging, retrieval access reviews, and a small regression test set that runs after configuration or model changes. Automate evidence collection into the existing security and governance workflow where possible.
