Evaluate confidential computing as a complete trust-and-operations system, not as a checkbox on a cloud instance. Start by naming the people and systems you do not want to trust, then verify that the chosen trusted execution environment (TEE) excludes those parties for every AI asset and lifecycle stage. Require hardware-backed isolation, secure or measured boot, cryptographic attestation, and a key-release policy that withholds secrets until the measured platform and workload satisfy your rules.

For AI, that means examining prompts, outputs, training data, model weights, architecture, checkpoints, gradients, embeddings, indexes and logs—not only the prompt sent to an API. Compare confidential virtual machines, confidential containers, bare metal and accelerator-backed designs on isolation, attestation, compatibility, sovereignty, operations and residual risk. No universal cost or performance number proves value; representative workload tests and auditor-ready evidence are essential before procurement.

What does confidential computing protect in an AI workload?

Confidential computing protects data and code while they are being processed. A hardware-backed TEE isolates execution from the ordinary operating system and privileged infrastructure, while secure boot establishes an approved software chain and cryptographic attestation provides evidence of what actually started. A verifier uses that evidence—not the word “confidential” in a product name—to decide whether keys or data may be released.

NIST’s IR 8320E, published May 29, 2026, describes confidential computing as extending encryption to data in active use. ISO/IEC DIS 25093-1 similarly requires a secure environment for data and code in use after verification that includes secure boot and attestation. The Future of Privacy Forum describes it as a privacy-enhancing technology able to isolate processing and block unauthorized access, including by administrators with elevated privileges.

TEE protection complements encryption at rest and in transit; it does not replace either. It also does not automatically make an application, model or endpoint trustworthy. The effective boundary depends on the hardware, firmware, hypervisor, drivers, workload packaging, attestation verifier and policy that releases secrets.

Which AI assets and lifecycle stages need protection?

Build an inventory before selecting a platform. Confidential inference protects more than a prompt, and confidential training protects more than a dataset file.

Data and user interaction

  • User prompts, uploaded documents, images, audio and other inputs.
  • Generated responses, intermediate tool results and safety-classification outputs.
  • Personally identifiable information, healthcare information, financial records and other regulated fields.
  • Labels, annotations, feature stores, embeddings and vector indexes.

Model and training artifacts

  • Weights, architecture descriptions, tokenizer files and proprietary code.
  • Training and fine-tuning corpora, checkpoints and optimizer state.
  • Gradient updates, reinforcement-learning traces and evaluation sets.
  • Build manifests, provenance records and signing material.

Operational traces

  • Application logs, prompts and outputs copied into debugging systems.
  • Telemetry, crash dumps, cache files, temporary volumes and swap.
  • Attestation evidence, model versions and dataset lineage needed for audit.

Classify each item by required confidentiality, integrity and provenance. For example, a public base model may need integrity and provenance controls but not secrecy, while a private checkpoint may require all three. Microsoft’s confidential-AI guidance covers private data, model artifacts and fine-tuning; Google documents confidential patterns for secure collaboration, AI training and federated learning.

How do I define the threat model and trust boundary?

Write down the parties from whom each asset must be protected, then map those parties to the actual TEE boundary. A confidential VM may exclude a cloud host administrator from guest memory while still trusting the guest operating system, application owners and key-policy administrators.

List the actors

  • Cloud operators and host administrators.
  • Hypervisor, firmware and infrastructure-service operators.
  • Other tenants sharing physical hardware.
  • Tenant or platform administrators who can change images, drivers or policies.
  • Model owners, data owners and application developers.
  • A compromised application, container image, dependency or endpoint.
  • External attackers, supply-chain actors and parties seeking cross-border access.

Ask what the deployment actually excludes

For every actor, record whether the TEE blocks reading memory, tampering with execution, obtaining keys, observing metadata or influencing availability. Protecting data from a cloud operator is a different objective from protecting a dataset from the model owner; the latter needs an additional boundary and governance arrangement. Anthropic’s Confidential Inference Systems separates provider guarantees, hardware isolation, attestation and restricted operator access because they solve different trust problems.

Confidential computing can reduce reliance on contractual promises, but it does not answer policy questions such as lawful-access procedures, re-identification, data localization or cross-border transfer. The Future of Privacy Forum emphasizes that those questions remain after a TEE is deployed.

What should I require from secure boot and remote attestation?

Require a verifiable chain from hardware and firmware to the exact workload, and a policy that turns evidence into a key-release decision. Attestation is evidence for a trust decision; it is not the decision itself.

Evidence to request

  • TEE design and hardware root of trust, including CPU and GPU isolation boundaries.
  • Secure-boot and measured-boot flow, firmware and microcode versions, and debug-state controls.
  • Reference measurements for firmware, bootloader, kernel, hypervisor, drivers, container image and workload.
  • Side-channel mitigations, known limitations and patch commitments.
  • Attestation format, signing keys, certificate chain, nonce or freshness mechanism and verifier implementation.
  • Identity evidence for the platform, accelerator and workload.
  • Documented behavior when evidence is missing, stale, revoked or outside an approved version range.

Design the release policy

Use a verifier independent of the workload operator where practical. Release a decryption key, model key or dataset credential only when measurements, platform identity, firmware policy, workload identity, freshness and region rules pass. Keep secrets outside container images and machine snapshots. Separate the people who build measurements, approve attestation policy and operate the key broker, and retain the evidence with model and dataset provenance.

NVIDIA’s documentation distinguishes CPU and GPU evidence, reference values and identity information from the policy that evaluates them. Anthropic describes cryptographically signed evidence for the running workload and its boot chain. Those distinctions should appear in your architecture and audit procedures, not just in vendor marketing.

What is the difference between confidential bare metal, confidential VMs and confidential containers?

All three can use hardware-backed TEEs, but they place the isolation boundary and operational responsibility in different locations. Choose the smallest boundary that protects your threat model without making the workload unmanageable.

Deployment modality Typical boundary and strengths Trade-offs to verify Good starting fit
Confidential bare metal (CBM) Dedicated physical host with fewer virtualization layers; direct control of hardware and drivers. More infrastructure ownership, patching and capacity planning; portability and multi-tenant orchestration can be harder. Workloads needing maximum control over the host and accelerator path.
Confidential virtual machine (CVM) Guest memory and execution protected from the host or hypervisor by CPU hardware; broadest lift-and-shift compatibility for many CPU workloads. Guest kernel, applications, device drivers and cloud control plane still require trust; GPU and nested-virtualization support vary. Existing services that can run in a supported guest OS with limited redesign.
Confidential container (CoCo) Workload-level policy and packaging around a pod or container, often orchestrated through Kubernetes. Security depends on the orchestrator, guest components, image supply chain and upgrade process; observability and debugging may be restricted. Teams needing workload granularity and portability once the orchestration stack is mature.

Software-only process isolation is not equivalent to hardware isolation: a privileged kernel or driver can bypass it. Anthropic’s architecture treats process, container and VM isolation as distinct layers and calls for hardware isolation against a privileged host. Compare each option on excluded administrators, CPU and GPU coverage, attestation granularity, verifier independence, secret ownership, framework compatibility, performance, region, patching and auditor evidence.

Are confidential GPUs ready for regulated AI?

They can be appropriate when model intellectual property or sensitive prompts justify added platform complexity, but CPU-only evidence is insufficient. Verify the complete path: GPU model, firmware, driver, framework, orchestration layer, attestation service and key broker.

Check the accelerator design

  • Native accelerator isolation: the GPU supplies hardware protection and attestation for its own memory and execution. This can reduce trust in the host but requires compatible drivers and firmware.
  • CPU-enclave-to-accelerator bridging: a CPU TEE brokers encrypted work to an accelerator. It may broaden hardware options, but the bridge, driver and data path become part of the trusted design.

Ask whether model weights, prompts, intermediate tensors, DMA buffers and outputs remain protected during transfers. Confirm how GPU evidence is bound to CPU evidence and workload measurements, and whether a failed or revoked GPU attestation blocks key release.

Availability claims need a date and region

A Google Cloud announcement dated April 10, 2024 reported AMD SEV-SNP confidential VMs generally available on N2D, Intel TDX with AMX confidential VMs generally available on C3, and NVIDIA H100 confidential computing in preview on A3 at that time. Google’s architecture page was last reviewed December 20, 2024. Treat those as historical availability notes: recheck current service state, supported regions, quotas, driver versions and preview restrictions for your deployment.

Run workload-specific tests

Measure end-to-end latency, throughput, batch size, memory overhead, startup and attestation time, failure recovery and cost with your model and framework. No workload-independent performance or price figure establishes a general advantage, so obtain provider benchmarks and run representative tests before procurement.

How should keys and secrets be released?

Make attestation a gate in a key-management workflow, not a status badge. The image may contain code and configuration, but decryption keys, dataset credentials and model-provisioning tokens should arrive only after verification.

  1. Build and sign the image, kernel, drivers and model-loading components. Record measurements and provenance.
  2. Start the TEE with debug disabled and approved firmware, microcode and accelerator settings.
  3. Collect fresh, cryptographically signed attestation evidence, including nonce, platform identity and workload measurements.
  4. Have an independent verifier compare the evidence with version, region, firmware and vulnerability policy.
  5. Authorize a key broker to release only the minimum model or dataset key required for that stage.
  6. Log the decision, evidence digest, key version and model or dataset identifiers without copying sensitive payloads into general logs.
  7. Revoke or rotate keys when firmware, drivers, images, measurements or policy change, and test rollback behavior.

Use separate keys for training data, checkpoints, serving weights and logs where practical. A compromised application inside an otherwise valid TEE can still misuse any secret it receives, so application authorization and least privilege remain necessary.

What operational and governance controls must be tested?

Evaluate confidential computing across ingestion, training, deployment, inference, monitoring and retirement. Microsoft’s sovereignty guidance maps confidential compute to those lifecycle stages; a TEE that protects inference but leaves backups or monitoring exposed is not a complete control.

Operations checklist

  • Define patch windows, emergency updates, rollback criteria and measurement changes.
  • Test key rotation, revocation and recovery after a failed attestation.
  • Document who can approve a new firmware, driver, image or region.
  • Limit provider support access and record break-glass procedures.
  • Minimize prompts, outputs and personal data in logs, traces, crash dumps and metrics.
  • Verify backup encryption, snapshot behavior, decommissioning and media sanitization.
  • Map data residency, cross-border transfer and retention requirements to every processing location.
  • Prepare incident response for a TEE vulnerability, revoked certificate, compromised image or unavailable key broker.

Evidence for auditors

Retain architecture diagrams, threat-model decisions, approved measurements, attestation samples, verifier and key-policy code, access records, patch history, test results and exceptions. Show which administrator is excluded by which control; avoid claiming that “the cloud” is outside the trust boundary without evidence.

What risks remain after deploying a TEE?

Confidential computing narrows a privileged-infrastructure threat; it does not secure every path into or out of an AI system.

  • Prompt injection can manipulate a model or connected tool from inside a valid enclave.
  • Malicious model code, vulnerable dependencies and compromised images can misuse plaintext after decryption.
  • Outputs can leak secrets through the application, user interface, logs or downstream systems.
  • Compromised clients can submit or exfiltrate data before it reaches the TEE.
  • Side channels, traffic analysis, denial of service and metadata leakage may remain.
  • Bad measurements or an overbroad attestation policy can release keys to an unapproved workload.
  • TEE, firmware, driver and accelerator vulnerabilities can require emergency migration.
  • Regulatory duties, lawful-access processes and data-subject rights are not replaced by hardware isolation.

Anthropic separates systemic risks from risks introduced by a confidential-inference design and limits the scope of its guarantees. Include application security, privacy engineering, endpoint controls, model evaluation and governance in the same risk register.

How can I compare providers and architectures?

Use a scored, evidence-based matrix rather than a product label. Require a written answer and supporting artifact for each criterion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Criterion Questions to answer
Threat actors Which cloud, host, tenant, tenant-admin and model-owner actions are blocked, and which remain trusted?
CPU/GPU isolation Are guest memory, accelerator memory, DMA paths and intermediate tensors protected?
Attestation What is measured, how fresh is the evidence, who runs the verifier, and can you inspect reference values?
Secret release Can your independent policy gate keys by workload, firmware, region, version and vulnerability status?
Compatibility Are your model framework, drivers, kernels, orchestration, storage and networking supported?
Economics What are measured latency, throughput, startup, capacity, egress and key-service costs for your workload?
Sovereignty Where are compute, attestation, key brokers, backups and support personnel located?
Operations How are patches, revocations, rollback, incidents, upgrades and decommissioning handled?
Auditability Can you export signed evidence, policy decisions, provenance and change history without exposing payloads?

Set a minimum score for the threat-model and attestation rows; a cheap or fast option that fails those gates is not a valid alternative. Record unsupported cells as “not established” and make them procurement conditions rather than assumptions.

What is a practical evaluation process?

Use a staged proof that can fail safely before production data or proprietary weights are introduced.

  1. Write the protection statement. Name the assets, lifecycle stages, jurisdictions and adversaries, and state whether confidentiality, integrity, provenance or all three are mandatory.
  2. Select two or more modalities. Compare a CVM, CoCo or bare-metal design against the required trust boundary, not against generic feature lists.
  3. Build a non-sensitive pilot. Use synthetic prompts and a representative model to validate boot, image measurement, framework compatibility, orchestration and accelerator paths.
  4. Implement independent verification. Make a verifier check nonce, identity, measurements, firmware, region and policy before a test key is released.
  5. Exercise failure modes. Change a driver, revoke a certificate, alter an image, move regions, disable a GPU or present stale evidence; confirm that secrets remain unavailable and recovery is documented.
  6. Run representative benchmarks. Measure quality-preserving throughput, latency, memory, startup, scaling, failure recovery and total cost with production-like batch sizes and traffic.
  7. Review governance. Test logging minimization, residency, support access, retention, incident response, rotation and retirement with security, privacy, legal and operations teams.
  8. Approve narrowly. Release only the assets and regions proven by evidence, with explicit exceptions, expiry dates and a migration plan for TEE or firmware changes.

When is confidential computing worth the added complexity?

It is most compelling when a capable cloud or infrastructure operator must process data or model IP that contracts and conventional encryption do not adequately protect, and when the organization can operate attestation and key policy rigorously. It is less suitable when the application cannot tolerate restricted debugging, the framework lacks supported drivers, or the real risk is an untrusted endpoint or malicious application rather than privileged infrastructure.

For many CPU services, a confidential VM is the broadest first experiment. Confidential containers are attractive when workload-level policy and portability matter and the orchestration team can manage guest components. Bare metal reduces virtualization dependencies but shifts more infrastructure responsibility to the operator. Confidential GPU inference is justified when the complete accelerator evidence and data path meet the threat model—not merely because a GPU carries a confidential label.

Frequently Asked Questions

Can confidential computing stop a cloud provider from seeing my prompts?

It can reduce the provider’s ability to read prompt data in host memory when the workload runs in a correctly configured TEE and keys are released only after valid attestation. The provider may still observe metadata, availability, traffic patterns or data exposed by your application, logs, clients and support processes, so verify those paths separately.

Do I need to protect model weights as well as user data?

Often yes. A proprietary model can be the primary asset, and training checkpoints, gradients, architecture and tokenizer files may reveal intellectual property even when prompts are encrypted. Classify each artifact independently because a public base model and a private fine-tuned checkpoint need different controls.

What happens when confidential-computing firmware needs an emergency patch?

A patch can change measured boot values and invalidate an attestation policy. Your process should approve new measurements, test rollback, rotate or reauthorize keys, and define how workloads continue if the platform is temporarily unavailable.

Can a valid attestation guarantee that an AI application is safe?

No. Attestation establishes that an approved platform and measured workload started; it does not prove that the application is free of prompt-injection paths, vulnerable dependencies, malicious model code or unsafe output handling. Application security and model governance remain separate controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should a regulated organization document confidential AI assurance?

Keep the threat model, trust-boundary map, approved measurements, verifier and key policies, signed attestation samples, residency decisions, patch records, benchmark results and incident exercises. Link each assurance claim to a specific administrator, asset, lifecycle stage and piece of evidence.
