To evaluate an AI safety claim, turn it into a specific, testable statement, then check the original evidence against the model, version, setting, risks, and conditions it actually covers. A benchmark score, red-team exercise, or assurance statement can support a finding about a defined slice of behavior; none automatically establishes that an AI system is safe in every use.
The practical test is whether the evidence is credible, sufficiently disclosed, relevant to the real deployment, and no broader than the conclusion drawn from it. Use the five checks below to trace a claim from its wording to its limits.

How do I know whether an AI safety claim is backed by evidence?
Start by asking what the claim means in observable terms. “Safe,” “secure,” and “responsible” are too broad to verify by themselves. A useful claim identifies a system, a behavior or safeguard, a risk, and the circumstances under which the claim is meant to hold.
OpenAI’s September 2026 position paper defines a safety claim as an assertion about a model’s or system’s capabilities, behavior, or safeguards that bears on safety and can be assessed against evidence. That is OpenAI’s stated definition, not a universal standard; the practical value is that it makes clear what a reviewer needs to test. Read OpenAI’s principles for third-party assessments.

For example, “the assistant is safe” is not specific enough to audit. A more testable version might be: “In version X of this assistant, with the stated safety settings and browsing disabled, the system refused the defined set of requests for instructions that could cause physical harm, under the test protocol dated Y.” The revised claim can be checked against a report. It also makes the omissions visible: other versions, tools, settings, risks, and uses remain outside its boundary unless separately tested.
Pin down six parts of the claim
- System: Is the claim about a base model, a product built around it, or the full service used by people?
- Version: Which model release, system configuration, and safety settings were evaluated?
- Risk: What specific harmful behavior, failure, or safeguard is at issue?
- Use context: Who is using the system, for what task, and with what tools or access?
- Conditions: What prompts, constraints, assumptions, and test conditions apply?
- Boundary: What does the statement not claim—for example, other risk types, deployments, or users?
If a company statement cannot be rewritten this way, it may be an aspiration or a broad assurance rather than a claim that a particular evaluation can establish. Ask for the underlying report before treating it as evidence.

Follow the claim back to the evaluation report, technical documentation, test protocol, or relevant regulator or standards publication. A marketing page or news summary may help you locate those materials, but it is not a substitute for the underlying evidence.
- Open the primary document. Look for a report or protocol that describes the test, not just a summary of its conclusion.
- Identify who produced it. Record the authors, the organization that performed the evaluation, and who funded or commissioned the work.
- Check dates and versions. Note the publication date, model or system version tested, and any changes made since then.
- Look for independence and access. Ask who chose the risks and test cases, whether evaluators had relevant system access, and whether the evaluator had a stake in the conclusion.
- Trace each headline claim. Confirm that the cited report supports the specific behavior and conditions claimed, rather than a narrower or different result.
Public-sector and standards-body material can help readers understand evaluation practice, but it does not automatically certify a particular product. The UK AI Safety Institute says it is not a regulator and describes its own evaluation results as preliminary. Its guidance states: “AISI (AI Safety Institute)’s evaluations are thus not comprehensive assessments of an AI (artificial intelligence) system’s safety, and the goal is not to designate any system as ‘safe.’” See the UK AI Safety Institute’s approach to evaluations.
That qualification matters even when the evaluator is a government institute: judge what the document says about its remit and findings rather than inferring certification from the institution’s name. Similarly, NIST describes its AI Risk Management Framework as voluntary; check NIST’s official page for the framework’s current status and materials before relying on an older description. What does this benchmark actually prove?
A benchmark measures performance on a selected set of tasks under specified conditions. Its result supports a conclusion about those tasks and conditions; it does not, by itself, prove that a system will behave the same way in every real-world deployment.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Before interpreting a score, find out what the test was designed to measure and how closely it resembles the system and use in question. A benchmark of model responses may not represent a product that adds tools, system prompts, policies, memory, or other components. Even a technically valid score can be a poor guide if the benchmark’s tasks are a weak match for the risks a user cares about.
Read the result alongside the method
- Test purpose: What question was the benchmark intended to answer—capability, safeguard behavior, harmful output, security weakness, or something else?
- Test material: Which dataset, prompts, task definitions, or protocols were used? Are they relevant to the claimed risk?
- Scoring: What counted as success or failure, and how were responses graded?
- Coverage: Which risk areas and cases were included, and which were excluded?
- Uncertainty: Does the report explain sampling uncertainty or other limits on interpreting score differences?
- System match: Did the test use the same version, settings, tools, and deployment environment as the claim?
Look for benchmark saturation: if a test no longer distinguishes among systems meaningfully, a high score may say little about relative performance. Also check whether automated graders were validated. The Canadian Artificial Intelligence Safety Institute warns that saturated benchmarks can lose discriminatory power and automated judges can make systematic classification mistakes. Its evaluator guidance recommends disclosing evaluation intent and context, methodology, system configuration, uncertainty and limitations, and conflicts of interest. Read the Canadian institute’s guidance on what evaluators should share.
Do not treat a small score gap as meaningful unless the report gives enough information to judge uncertainty and comparability. A score without its test conditions, grading rules, and limitations is not a complete account of what was measured.
Who tested the model, and what did they test?
The evaluator and the test method answer different questions. A technically detailed report can still have limited independence or access; an independent evaluator can still test a narrow slice of behavior. Consider both who performed the work and what the work covered.

| Method | Question it can help answer | What to inspect | Key limit |
|---|---|---|---|
| Automated benchmark | How did the system perform on a defined set of tasks or measurements? | Dataset, prompts, scoring rules, configuration, sample and uncertainty information | Selected cases may not represent deployment; saturation or grader errors can weaken interpretation. |
| Expert red team | Can an adversarial tester elicit a harmful response or exploit a weakness? | Tester expertise, access, risk selection, attack approach, constraints, and how findings were recorded | It explores tested attack paths, not every possible misuse or failure. |
| User testing | How do people interact with the system, and what effects or problems arise in use? | Participants, tasks, context, observed outcomes, and the connection to intended users | A particular study may not represent all users, settings, or longer-term effects. |
| Combined evaluation | How do measured performance, adversarial behavior, and user interaction fit together? | How methods complement one another, their shared system configuration, and remaining gaps | Combining methods improves breadth, but does not turn finite testing into a universal guarantee. |
The UK government’s paper on frontier AI safety processes describes evaluations as quantitative measurements that may be replicable, while red teaming examines systems from an adversary’s perspective. It recommends considering multiple risk sources, repeated checkpoints across the lifecycle, and external evaluators, while acknowledging that evaluation methods are still developing. Read the UK government’s paper on emerging frontier AI safety processes.
NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, presents model testing, red teaming, and user testing as elements of a holistic evaluation approach. These methods are complementary, not interchangeable: a benchmark may measure a defined capability, a red team may probe adversarial paths, and user testing may reveal how people experience the system. See NIST’s ARIA Evaluation Planning Manual.
Ask what “independent” means in practice
Independence is not a label to accept without context. Find out who selected the risks, who controlled the protocol, who conducted the work, who paid for it, and whether the evaluator could inspect the system details needed to assess the claim. A report should disclose relevant conflicts of interest; the Canadian institute specifically includes conflicts among the information evaluators should share.
Access also affects what an evaluator can test. If a reviewer could assess only a public interface, the report may not establish how the underlying model or inaccessible parts of the product behave. Conversely, access to internal details does not remove the need to disclose methods and limitations. Read the scope and access conditions as part of the evidence, not as fine print.
Does passing a red-team test mean the system is safe?
No. Passing a red-team exercise means that the test team did not establish the targeted failure under the exercise’s conditions, or that the system met the stated pass criteria. It does not show that all adversarial prompts, risks, users, or deployment conditions have been covered.

Red teaming is useful because it probes from an adversary’s perspective, but its conclusions depend on the testers, access, attack methods, and risks included. A report that says no critical issue was found should therefore specify what was attempted, what counted as critical, and what was outside the exercise. A failed test can be informative too: the report should describe the behavior and conditions sufficiently to explain the finding without implying it occurs in every interaction.
Check whether the red team examined the system users actually encounter. Changes in model version, system prompts, policies, tools, or deployment environment can make an earlier result less relevant. Lifecycle checkpoints and post-deployment evaluation may be important when the system changes or its use creates risks the pre-deployment test did not represent.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should an AI safety report disclose?
A useful report lets a reader understand why the evaluation was conducted, what was tested, how it was performed, and how far its findings can reasonably be generalized. If important details are withheld, the report should identify the limitation clearly enough for readers to judge how much verification remains possible.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesUse this disclosure checklist
- Purpose and context: The intended question, use case, users, and relevant risks.
- System configuration: Model and product version, settings, prompts, tools, and deployment conditions.
- Method: Protocol, datasets or test cases, sampling approach, metrics, and success criteria.
- Evaluation team: Authors, funder or commissioning party, relevant expertise, access, and conflicts of interest.
- Results and uncertainty: Findings, sample information where applicable, uncertainty, and how conclusions were graded.
- Limitations: Known blind spots, excluded risks, representativeness concerns, and constraints on generalization.
- Lifecycle relevance: When the test took place and whether the evaluated system has changed since then.
- Disclosure limits: What was withheld and how that affects independent verification.
Not every report can safely publish every test detail. But when details are withheld for security or misuse reasons, the reader still needs to know the category of information withheld and how the omission limits scrutiny. A bare assurance that a test was comprehensive is difficult to evaluate if the report does not explain its scope.
How do I match the conclusion to the evidence?
Write the conclusion at the same level of specificity as the test. Name the version and context, state the risk or behavior examined, and separate the finding from what remains unknown. If the test covers only one risk under one configuration, the conclusion should not sound like a guarantee for every risk or deployment.
Best Value
A practical claim-to-evidence test
- Quote the claim in plain language. Remove broad adjectives and identify the behavior or protection being asserted.
- Find the closest primary evidence. Use the report or protocol itself and record its author, date, commissioning source, and system version.
- Compare scope line by line. Check whether the tested risk, configuration, users, and conditions match the claim.
- Assess reliability and coverage. Review methods, uncertainty, grading, benchmark relevance, evaluator access, and declared limitations.
- Set a proportionate conclusion. Describe what the evidence supports and what it does not establish.
- Look for corroboration over time. Consider repeated testing, diverse evaluation methods, external scrutiny, and relevant post-deployment monitoring.
For example, if a report evaluates a particular model version on a defined harmful-output benchmark, the defensible conclusion is about its performance on that benchmark under the reported conditions. It would not, without further evidence, establish that a complete service using that model is safe for all users, that another version behaves the same way, or that different risks have been addressed.
NIST’s AI Risk Management Framework is a process resource, not a product safety certificate. NIST’s 2026 ARIA manual provides a more specific evaluation-planning resource that brings together model testing, red teaming, and user testing. Use frameworks to structure questions and evidence; use the evaluation report to determine what a particular system’s testing actually found.

Can I compare two AI safety scores from different reports?
Only with care: confirm that the reports use comparable tasks, scoring rules, system configurations, and test conditions. If any of those differ or uncertainty is not disclosed, the numbers may not support a direct ranking.
What if an AI safety report keeps important details confidential?
Treat confidentiality as a limit on verification, not as proof that the underlying work is either good or bad. Look for a clear account of what was withheld, why it was withheld, and how the omission affects confidence in the conclusion.
How often should a company repeat an AI safety evaluation?
There is no single interval established here. The relevant question is whether the system, its safeguards, or its deployment has changed enough to make earlier evidence less representative; lifecycle checkpoints and post-deployment evaluation can address that concern.
Does a safety framework certify an AI product?
A framework helps organize risk management or evaluation; that is different from an independent certification of a specific product. Check the framework publisher’s stated purpose and the actual report or certification record before treating it as product-level assurance.
