Evaluate an AI agent as a configured system doing real work, not as a model producing one impressive answer. Define the exact outcome that counts as success, test realistic tasks repeatedly, record every model and tool action, and measure quality, safety, time and spending together. A reliable evaluation tells you not only whether the agent finished, but whether it reached the right state through an acceptable process and what recovery will cost when it fails.

The practical method below gives you a repeatable evaluation plan for development, vendor selection and production monitoring. It also shows why benchmark scores and single-run demos are insufficient evidence.

What does a reliable AI-agent evaluation measure?

A useful evaluation answers three separate questions:

  • Did the agent achieve the required result? This is end-result or task success.
  • Did it work through an acceptable process? This covers trajectory, tool choice, arguments, handoffs, policy compliance and the final environment state.
  • Can you trust it under realistic conditions? This includes safety, error handling, robustness, reproducibility and the validity of the test itself.

Keep these dimensions separate in your scorecard. A single composite number can hide a dangerous trade-off: an agent may have a high completion rate because it takes many costly retries, or a low price per attempt because humans must repair most failures.

Google Cloud’s evaluation guidance calls a correct result reached through an inefficient or incorrect process a “silent failure.” For example, a travel agent might return the requested itinerary after calling the booking tool with an invalid passenger detail, then silently repairing the record through a second path. The visible answer looks right while the workflow is unsafe or non-repeatable.

How do I define success in observable terms?

Start with the job, not with a model or a generic benchmark. Convert “helpful” or “accurate” into checks that an independent evaluator can apply to the resulting state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write a task contract

For each task, record the starting state, permitted information, constraints, required end state, unacceptable outcomes and the evidence needed to mark it complete. A multi-leg flight task, for instance, might require specific airports, dates, connection limits, baggage rules and a booking record in a test reservation system. A support task might require a correctly classified ticket, an approved response and an update to the customer record.

  • Preconditions: accounts, files, records, permissions and injected errors that exist before the run.
  • Success checks: machine-verifiable state changes wherever possible, plus a human rubric for qualities that cannot be checked automatically.
  • Hard failures: prohibited purchases, data exposure, policy violations, corrupted records or an incorrect irreversible action.
  • Partial credit: explicitly defined subgoals, such as finding the right item but failing to submit it.

Give every task an identifier and version. If the task definition changes, treat it as a new version so trend lines remain interpretable.

Separate outcome, process and trust scores

Use independent fields for end-state success, process quality and trust or safety. A run can therefore be successful but process-invalid, partially complete but safe, or unsuccessful because the task itself was impossible. This prevents the evaluator from quietly rewarding shortcuts.

How do I build a representative task set?

Use tasks that resemble production traffic, including its constraints, data shapes and failure modes. OpenAI’s evaluation best-practices guidance recommends task-specific evaluations rather than generic metrics or datasets that do not reflect the intended workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sample the real workload

Stratify the set by task type, difficulty, customer segment, language, tool path and consequence of failure. Include ordinary cases and the long-tail cases that generate support tickets. Keep a protected holdout set for final checks; do not tune prompts, tools or scoring against it.

Grow the suite from observed failures

Turn production incidents, human escalations and adversarial discoveries into new regression tasks. Preserve the original failing inputs and add nearby variants so the agent cannot pass by memorizing one string. Record whether each task is synthetic, anonymized production data or manually authored, because that affects how confidently results transfer.

Check that tasks are solvable

A broken task can look like an agent failure. Before scoring, verify that the stated goal is reachable with the available permissions and tools, that expected answers are current, and that fixtures do not contradict the instructions. Mark intentionally impossible or ambiguous cases separately instead of mixing them into the ordinary success rate.

How many repeated trials should I run?

Run each stochastic task multiple times and report the spread, not just the best or average run. Anthropic notes that agent behavior can vary from one execution to the next; repeated trials make the estimate more stable and reveal brittle strategies.

Choose the number of trials according to consequence and variance. A low-risk prompt experiment may use a small pilot to locate obvious defects, while a high-impact deployment needs enough trials to estimate its failure rate with useful uncertainty. Whatever number you choose, publish it, keep the task distribution visible and avoid presenting one run as a stable reliability estimate.

Measure consistency explicitly

For each task, store the proportion of successful trials. Across the suite, report the variation in success between trials or batches, along with the range or another uncertainty summary. A system that succeeds on 80 of 100 runs overall but oscillates from 95% one batch to 65% the next needs a different operational response from one that stays near 80% every time.

What should I capture in an agent trace?

Capture the complete trajectory from input to final environment state. A final answer alone cannot show whether the agent selected the right tool, supplied valid arguments or reached the intended state.

Minimum trace fields

  • Task and suite version, timestamp, run identifier and random seed when available.
  • Model name and version, system and developer instructions, context supplied and reasoning or inference budget.
  • Every model call, response, token count and latency.
  • Tool name, exact arguments, returned data, errors, retries and parallel calls.
  • Guardrail decisions, policy blocks, human handoffs and approval events.
  • Intermediate state changes and the final state used by the evaluator.
  • Per-criterion scores, failure codes and links to the relevant trace evidence within your own system.

Redact credentials and personal data while retaining enough structure to reproduce the decision. Define retention and access rules before collecting traces; sensitive traces can become a security liability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect process quality, not just completion

Sample successful runs for manual review. Check whether the agent used the intended tool, respected permissions, passed correctly typed and scoped arguments, handled an error rather than ignoring it, and stopped when the task was complete. A correct answer produced after an unauthorized lookup or an accidental destructive call should not receive a clean process score.

How do I measure agent task completion?

Use an environment-based check whenever possible: compare the post-run state with the task contract instead of judging prose alone. Then add a rubric for aspects such as factuality, tone or policy compliance that are not fully machine-verifiable.

Core completion metrics

Metric Operational definition What it reveals
Task success rate Successful tasks divided by tasks evaluated Whether the required goal state was reached
Consistency Variation in success rate across repeated trials Run-to-run stability
Tool-call precision Correct tool calls divided by all calls issued Whether actions were relevant and valid
Argument accuracy Correct arguments among calls that used the correct tool Parameter and scope correctness
Steps per success Total steps divided by successful tasks Process efficiency, including retries
Cost per success Total spend divided by successful tasks Economic cost of obtaining a completed task

These definitions are presented in NVIDIA’s 2026 evaluation guidance. They are measurement conventions, not universal standards. Set counting rules before comparison: decide whether parallel calls count as one step or several, how retries are charged, whether a human-assisted completion is a success, and how partial success is recorded. Publish denominators, trial counts and the task mix alongside every percentage.

Use a failure taxonomy

Assign one or more standardized codes to unsuccessful or process-invalid runs: wrong plan, wrong tool, malformed arguments, stale information, permission failure, timeout, unsafe action, hallucinated completion, evaluator error or unavailable fixture. This turns an aggregate rate into an engineering backlog and shows whether a new version fixed the defect that matters.

How much does an AI agent cost per successful task?

Calculate the full evaluation and operating budget, then divide by completed tasks that meet your success definition. Include model inference, tool or API charges, retrieval and storage, retries, parallel calls, human review and the time or infrastructure used to run the harness.

Cost per successful task = total spend for the evaluated runs ÷ number of successful tasks. If 100 attempts cost $40 and 70 meet the contract, the cost per success is $0.57, not $0.40 per attempt. State whether the figure includes failed-task recovery and human intervention; otherwise readers will understate the real expense.

Report efficiency alongside quality

  • Latency: median and tail time to completion, with timeouts counted explicitly.
  • Steps per success: extra reasoning and retries can make a high-success system operationally slow.
  • Spend per attempt and per success: the latter is the decision metric when failures require rework.
  • Budget compliance: how often a run exceeds its token, tool or time budget.

OpenAI’s independent-evaluation guidance asks reports to disclose the budget, including attempts, time, inference cost and expected cost per successful solve where applicable. A cheaper agent is not automatically better: in a high-consequence workflow, paying more for a dependable completion may be rational if it avoids expensive human recovery.

How do I test safety and robustness?

Include non-ideal conditions in the task set rather than testing only clean happy paths. Safety is part of validity: an agent that refuses every difficult case may look safe but provide no useful completion, while one that completes tasks by bypassing a control is not reliable.

Exercise realistic disturbances

  • Malformed, missing or contradictory tool responses.
  • Network timeouts, rate limits, duplicate events and partial writes.
  • Prompt injection in retrieved pages, documents, emails or tool output.
  • Conflicting instructions, unauthorized requests and attempts to exfiltrate secrets.
  • Stale records, ambiguous user goals and unexpected language or formatting.
  • Budget exhaustion, context truncation and model or tool handoffs.

Score whether the agent detects the condition, limits its actions, explains the failure and requests an appropriate human decision. Verify that retries are idempotent and that an interrupted run leaves the environment in a safe state.

Look for reward hacking and contamination

Inspect whether the evaluator can be passed through a shortcut unrelated to the intended job, such as writing a “success” flag without completing the underlying transaction. Keep test answers and hidden checks out of prompts and tool responses. OpenAI’s guidance recommends documenting the claim an evaluation is intended to test and the evidence that the result is valid; contamination, broken tasks and unexplained refusals weaken that evidence.

How do I compare AI agents fairly?

Hold the evaluation conditions constant, then compare dimensions separately. Use the same task versions, fixtures, tools, harness, retry policy, token or inference budget, safety controls and scoring rules for every agent.

Comparison dimension Question to answer Useful output
Task success Did the environment reach the required goal state? Success rate with task-level breakdown
Reliability How stable is performance across trials and scenarios? Per-task variance and failure distribution
Process quality Were tools, arguments, handoffs and intermediate actions correct? Trace audit and tool metrics
Efficiency What time, steps and spend bought each success? Latency, steps per success and cost per success
Safety and robustness Does it withstand errors, adversarial inputs and policy constraints? Disturbance results and severity-weighted failures
Evaluation validity Could shortcuts, contamination or flawed tasks inflate the result? Validity checks and limitations

Do not collapse these dimensions into one unqualified score. If you need a decision score, publish the weights and thresholds first. For example, a regulated workflow might make any severe safety failure disqualifying, then optimize cost among agents that pass the safety gate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control hidden advantages

Ensure each agent receives equivalent context, tool schemas and permission scope. If one system has a different retry or caching policy, either equalize it or report the difference as part of the comparison. Run evaluations in randomized order when infrastructure drift could affect latency or availability.

What do benchmark scores actually tell me?

Benchmarks are evidence about a defined task family and setup, not a guarantee for your deployment. PaperBench evaluates research replication across 20 ICML 2024 papers and 8,316 gradable tasks. Its report says the best-performing tested agent in that setup, Claude 3.5 Sonnet (New) with open-source scaffolding, achieved a 21.0% average replication score. That number should not be read as a general reliability rate.

The Stanford AI Index 2026 report describes GAIA accuracy increasing from about 20% in January 2025 to 74.5% in September 2025, compared with a stated 92% human baseline. Those are historical benchmark measurements over the specified window, not estimates for every current agent, model version or production workflow.

Use benchmarks to understand capability trends, then validate the tasks, tools, constraints and failure costs that matter to your organization. A high public score can coexist with poor performance on your data, while a specialized system may perform well on a narrow workflow that no benchmark represents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I document an evaluation so results remain useful?

Publish a compact evaluation card with every result. It should let another engineer determine what was tested, how it was scored and where the evidence is weak.

  • Claim: the precise reliability, cost or capability statement being tested.
  • Agent configuration: model and version, prompts, tools, permissions, retrieval, guardrails and handoff rules.
  • Harness: environment, fixtures, retry and timeout policy, budget, seeds and evaluator versions.
  • Tasks: source, size, difficulty mix, exclusions, holdout policy and version identifiers.
  • Scoring: success predicates, rubrics, partial-credit rules, human-review protocol and counting conventions.
  • Results: trial count, denominators, confidence or observed spread, latency, spend, failures and process findings.
  • Validity and limits: contamination checks, broken-task checks, known distribution gaps and conditions that were not tested.

Keep the same definitions as the system changes. Google Cloud describes an iterative cycle of defining cases, running inferences, capturing traces, computing metrics and refining the agent. Re-running the stable suite after each material change makes improvements and regressions interpretable; add new cases without silently replacing the old baseline.

What is a practical end-to-end evaluation workflow?

Use the following sequence for a first evaluation and for every major revision.

  1. Write the task contract. Specify starting state, constraints, required end state, prohibited actions and evidence for success.
  2. Assemble representative cases. Stratify normal, difficult, long-tail and adversarial tasks; reserve a holdout set.
  3. Validate the harness. Confirm tasks are solvable, fixtures are correct, tools are equivalent and state resets cleanly.
  4. Set budgets and counting rules. Fix token, time, tool, retry and human-intervention policies before running agents.
  5. Run repeated trials. Record every attempt, including timeouts, refusals and infrastructure errors.
  6. Capture and audit traces. Inspect model calls, tool selection, arguments, handoffs, guardrails and final state.
  7. Compute the metric set. Report success, consistency, process quality, steps, latency, spend and cost per success.
  8. Run robustness checks. Add tool faults, injection attempts, ambiguity, stale data and interruption scenarios.
  9. Analyze failures. Apply a stable taxonomy, identify severity and create regression cases from important defects.
  10. Publish the evaluation card. State the claim, setup, evidence, uncertainty and limitations before making a deployment decision.
  11. Repeat after changes. Compare against the same baseline and explain any changed task, tool, model or scoring definition.

When should an agent be approved for production?

Approve against explicit gates rather than a vague “good enough” impression. A practical gate can require a minimum task-success rate on critical cases, zero severe safety violations, a bounded tail latency, a maximum cost per successful task and a documented human-recovery path for every remaining failure class.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set stricter thresholds for irreversible, regulated or high-value actions than for drafting or retrieval. If the agent misses a gate, narrow its permissions, add confirmation steps, improve the tool contract or route the affected task class to a human. Re-evaluate after each change; reliability is a property of the whole agent configuration and operating environment, not of the underlying model alone.

Frequently Asked Questions

How large should an AI-agent evaluation dataset be?

There is no universal task count. Size the suite to cover the production task distribution and the failure rate you need to detect, then use repeated trials for stochastic tasks; a small but representative, versioned set is more informative than thousands of irrelevant examples.

Should human ratings be used to score agent runs?

Use humans where a state check cannot capture quality, such as nuanced communication or policy interpretation. Provide a written rubric, blind the reviewer to the agent identity when practical, measure reviewer agreement, and keep objective checks as the authority for transactions and other state-changing work.

How can I tell whether a failed run is an agent problem or an infrastructure problem?

Tag infrastructure events separately and replay the same task after restoring the dependency. If the tool, fixture or network was unavailable, report an infrastructure failure and an agent result separately; combining them obscures both reliability and operational capacity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the safest way to launch an agent after evaluation?

Start with least-privilege tools, reversible actions, explicit user confirmation for high-impact steps and a monitored canary traffic slice. Compare live traces and cost per successful task with the offline baseline, and keep an immediate rollback or human-routing path.
