Estimate an AI data center in layers: first calculate electricity used by servers and other IT equipment, then multiply by Power Usage Effectiveness (PUE) to obtain whole-facility electricity. Calculate onsite (direct) water separately with Water Usage Effectiveness (WUE), and calculate offsite (indirect) water from a location-specific grid water-intensity factor. A defensible result states the physical boundary, time period, geography, operating assumptions, cooling method, and whether each value is measured, modeled, or forecast.
The arithmetic is straightforward; defining what is being counted is not. A rack, a building, a campus and a national fleet produce different answers, as do annual averages and hot-weather peaks. The method below keeps IT energy, facility energy, direct water and indirect water distinct so a reader can reproduce or challenge the estimate.

Start by naming the accounting boundary before entering a single number. “AI data-center use” can mean accelerator electricity alone, all IT electricity, the building’s meter, water consumed at the site, or water used upstream to generate that electricity. Those are different quantities and should never be presented as one unlabeled total.
| Quantity | What it includes | Typical unit | Use in the estimate |
|---|---|---|---|
| IT electricity | GPUs or other accelerators, CPUs, memory, storage and networking serving the workload | kWh or MWh | Base energy used in PUE and site-WUE calculations |
| Total facility electricity | IT load plus cooling, UPS losses, power conversion and distribution, fans, pumps, lighting and other infrastructure | kWh or MWh | IT electricity multiplied by PUE |
| Direct (onsite) water | Water consumed at the facility, principally evaporation, blowdown and makeup water in cooling systems | liters or cubic meters | IT energy multiplied by site WUE |
| Indirect (offsite) water | Water consumed by power generation associated with the electricity supply | liters or cubic meters | Total facility electricity multiplied by a grid-water factor |
| Embodied water | Water associated with manufacturing equipment, buildings and fuel infrastructure | varies | Separate life-cycle study; do not mix with operational WUE |
Also record whether the result covers a rack, room, building, campus, cloud fleet or national fleet; which operating year or month it represents; the country or utility region; and whether it is a meter reading, an engineering model or a forecast. These labels are part of the result, not footnotes.

How do you set the scope and period?
Write a one-sentence scope statement such as: “Calendar-year 2027, one building in northern Virginia, modeled monthly average, including all IT and facility electricity, direct cooling water and grid-related water.” Then document the choices that make the statement reproducible.
- Choose the physical boundary. For a rack estimate, include the rack’s measured power and allocate shared cooling and power losses. For a building or campus, use the facility meter and IT submeter boundary. For a fleet, identify every included site and avoid applying one site’s PUE or WUE to all locations without evidence.
- Choose the time basis. Monthly estimates reveal seasonal cooling and utilization changes; annual estimates are useful for reporting but can hide hourly water peaks. State whether a partial commissioning year is annualized or reported only for the months in operation.
- Specify geography and climate. Utility water intensity, outdoor temperature, humidity, electricity mix and water availability are location-specific. A grid factor from one balancing authority cannot be silently reused in another.
- Classify the evidence. Mark each input as measured, vendor-rated, modeled or forecast. A forecast based on planned accelerator shipments is less certain than a historical utility bill.
- Freeze the accounting rules. Decide whether tenant IT, backup generators, office loads, construction power and exported electricity are inside the boundary, and apply the decision consistently in every period.
How do you estimate IT electricity for AI workloads?
Build the IT load from equipment classes rather than treating a GPU nameplate as the whole data center. For each class, multiply installed quantity by power, utilization and operating hours, while handling standby and peak behavior separately.
Annual IT energy (kWh) = quantity × power (kW) × utilization × operating hours
Use measured average power when available. If only a rated value exists, label it as a conservative or engineering assumption and do not imply that the rating is an observed draw. Separate active, idle and standby states; a cluster that is powered but waiting for work still consumes energy.
| IT class | Inputs to collect | Common estimation issue |
|---|---|---|
| Accelerators | Number of GPUs or other accelerators, board or server power, active utilization, idle draw and duty cycle | Peak board power is not the same as sustained cluster power; utilization can vary by training phase and inference demand. |
| CPU and host servers | Socket or server count, measured server power, memory configuration and utilization | Host and memory energy can remain significant even when accelerator utilization is low. |
| Storage | Drive or array count, controller power, capacity tier and access pattern | Cold storage and high-throughput tiers have different idle and active profiles. |
| Networking | Switches, optical modules, routers and port utilization | Network power often scales with ports and line rate, not just compute utilization. |
Include a separate allowance for equipment that is installed but not yet commissioned, maintenance states and redundancy. If a system has a 30-minute peak every hour, do not multiply peak power by all hours; calculate the time-weighted average and retain the peak for capacity and cooling checks. Conversely, an annual average can understate a short interval in which pumps, chillers or electrical systems hit their design limit.
Lawrence Berkeley National Laboratory’s bottom-up approach uses equipment shipments, per-device annual electricity, utilization, storage, networking, facility type and location inputs. That structure is useful for a fleet model, but a site operator should replace national averages with telemetry wherever possible.

PUE = total facility energy ÷ IT-equipment energy
Therefore:
Total facility electricity = IT electricity × PUE
The numerator includes cooling equipment, UPS conversion losses, transformers and distribution, fans, pumps, lighting and other infrastructure inside the selected facility boundary. A PUE of 1.20 means 1.20 kWh at the facility meter for each 1.00 kWh delivered to IT; it does not mean that servers are 20% inefficient.
Use a measured PUE when facility and IT meters cover the same interval and boundary. If the PUE is modeled, state the cooling design, climate and load assumptions. Do not combine a whole-campus facility meter with a partial IT submeter: the ratio will be distorted even if the arithmetic is correct.
As a dated benchmark, LBNL estimated an average PUE of 1.145 in 2024 for facilities serving AI equipment and modeled 1.136 in 2030. Those are modeled national estimates, not universal defaults. Microsoft reported a FY25 (July 2024–June 2025) global PUE of 1.17 for data centers it fully owns and controls that had been operational for 12 months; that scope excludes facilities outside its full ownership and control.

How do you calculate direct onsite water with WUE?
Water Usage Effectiveness measures onsite water consumption against IT energy:
WUE(site) = onsite water consumption ÷ IT energy
Rearrange it to estimate direct consumption:
Direct water (L) = IT energy (kWh) × WUE(site) (L/kWh)
The European Union’s regulatory notation is WUE = WIN/EIT, with IT energy expressed in megawatt-hours for that reporting calculation. Keep units consistent: if energy is in MWh, convert the factor or multiply by 1,000 kWh per MWh before using a liters-per-kWh value.
For evaporative cooling, count water consumed rather than all water withdrawn. Cooling-tower evaporation, blowdown and makeup requirements change with cooling technology, outdoor temperature and humidity. A water meter may show withdrawals; subtract returned water according to the chosen accounting standard, and document any treatment or discharge assumptions.

Air-cooled and some direct-liquid configurations can have WUE near zero at the site, but “near zero” does not mean zero in every operating mode. Humidification, adiabatic assist, cooling-tower makeup, maintenance flushing and domestic uses can add consumption. Report those streams separately if they are inside the boundary.
Microsoft’s FY25 global site WUE was 0.27 L/kWh for its fully owned and controlled facilities operational for 12 months. It is a useful comparison point only when the same boundary, climate mix and water definition apply; it is not a default for a new AI building.
How do you estimate indirect water from electricity?
Indirect water is associated with generating the electricity consumed by the facility. Obtain a location- and grid-specific water-intensity factor from the utility, regulator or life-cycle dataset, and multiply it by total facility electricity unless the factor explicitly specifies another boundary.
Indirect water (L) = total facility electricity (kWh) × grid-water factor (L/kWh)
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Keep this result separate from site WUE. Site WUE describes water at the data-center property; the grid factor describes source or offsite water. Adding them silently makes it impossible to tell whether a design reduced onsite withdrawals or merely shifted water use to power generation. State the generation mix, accounting year and whether the factor is average, marginal or contract-specific.
For a multi-site fleet, calculate indirect water per location before adding the results. A renewable-power contract may change the accounting factor, but it does not automatically eliminate physical water consumption in the regional grid; explain the contractual and physical interpretations separately.
How should you run low, base and high scenarios?
At minimum, vary utilization, PUE, site WUE, climate or cooling mode and the grid-water factor. Use a table that exposes assumptions instead of presenting one falsely precise total.

| Scenario | IT utilization | PUE | Site WUE | Grid-water factor | Purpose |
|---|---|---|---|---|---|
| Low consumption | High sustained utilization with efficient scheduling | Best credible measured or modeled value | Dry-weather or non-evaporative operating mode | Low-water electricity mix | Lower bound for planning, not a guarantee |
| Base case | Expected workload mix | Design or recent measured average | Annual expected average | Best available location-specific average | Budgeting and routine reporting |
| High consumption | Lower utilization with standby equipment | Warm-weather or partial-load value | Hot or humid evaporative operation | High-water marginal or seasonal factor | Stress test for capacity and water risk |
Keep each scenario internally consistent. If the high case uses a hotter climate, adjust both PUE and WUE rather than changing only one. Give ranges when the input is uncertain and identify which assumption drives the spread; utilization often dominates IT energy, while climate and cooling mode can dominate direct water.

What does a complete worked estimate look like?
Consider an illustrative month with 10,000 kWh of measured IT electricity. Assume, only for this arithmetic example, a PUE of 1.20, a site WUE of 0.30 L/kWh and a grid-water factor of 0.50 L/kWh. These values are not universal defaults and must be replaced by measured or geographically justified inputs for publication.
- Facility electricity: 10,000 kWh × 1.20 = 12,000 kWh.
- Direct onsite water: 10,000 kWh × 0.30 L/kWh = 3,000 L.
- Indirect water: 12,000 kWh × 0.50 L/kWh = 6,000 L.
- Combined operational water: 3,000 L direct + 6,000 L indirect = 9,000 L, reported with both components visible.
The example demonstrates why the water denominator matters. Direct water uses IT energy because that is how site WUE is defined; indirect water uses facility electricity because generation supplies the entire building load. If your grid factor is defined per MWh, convert 12,000 kWh to 12 MWh before multiplying.

| Source and date | Figure | What it means | Qualification |

| Lawrence Berkeley National Laboratory, 2026, 2025 update | 649 TWh | Reference-case U.S. data-center electricity use estimated for 2030 | Forecast based on planned equipment shipments, device-energy models and cooling simulations |
| Lawrence Berkeley National Laboratory, 2026, 2025 update | 11.8% | Estimated share of total U.S. electricity that data centers could use in 2030 | Scenario range is 9.5%–15.3%; it is a national forecast, not a site measurement |
| Lawrence Berkeley National Laboratory, 2026, 2025 update | 1.145 PUE in 2024; 1.136 modeled in 2030 | Average PUE for facilities serving AI equipment | Modeled national values |
| Microsoft, FY25 (July 2024–June 2025) | 1.17 PUE; 0.27 L/kWh WUE | Global values for data centers fully owned and controlled by Microsoft and operational for 12 months | Excludes facilities outside that ownership and operating scope |
Use these figures as comparison axes, not plug-in constants. A site in a different climate, with a different cooling loop or a different metering boundary, can legitimately fall above or below them.
How do climate and cooling technology change the answer?
Cooling design links electricity and water. Evaporative systems can reduce compressor electricity in suitable conditions while consuming more water, especially during hot or humid periods. Air cooling can reduce onsite water but increase electricity in some climates. Direct-liquid systems may keep site WUE very low, yet pumps, heat rejection and backup modes still consume energy and may require water.
Model hourly or at least monthly conditions when water availability is critical. Annual averages can conceal a summer peak that determines utility connections, cooling-tower makeup capacity or drought restrictions. Record whether the system switches modes, uses adiabatic assistance, or relies on reclaimed water, because those changes alter both WUE and operating risk.
Best Value
How do you measure and validate the estimate?
Instrumentation should mirror the accounting boundary. Reconcile utility bills with revenue-grade facility meters, then reconcile IT power-distribution-unit or busway readings with server telemetry. Keep timestamps aligned; a facility meter averaged over a calendar month cannot be divided by an IT value covering a different set of days.
- Check that all incoming utility feeds and backup generation are included or explicitly excluded.
- Verify that IT submeters cover accelerator hosts, CPUs, storage and networking, not just a favored cluster.
- Record meter accuracy, missing intervals, estimated readings and data-cleaning rules.
- For water, distinguish withdrawals, discharges and consumption, and identify cooling-tower, humidification and domestic streams.
- Recalculate PUE and WUE from raw totals before rounding; round only the published result.
- Compare measured ratios with design values and investigate step changes after hardware, firmware or cooling changes.
When no meter exists, build an engineering model and assign an uncertainty range. A forecast should show the equipment shipment schedule, expected utilization, cooling simulation assumptions and the date on which those assumptions were made. LBNL notes that forecast years are less certain than historical estimates for precisely these reasons.
What mistakes most often invalidate a water or power estimate?
- Mixing denominators: multiplying site WUE by facility electricity, or applying a grid-water factor to IT electricity, produces a mislabeled result.
- Using nameplate power as annual energy: ratings describe capability, not the time-weighted draw of an operating workload.
- Hiding standby and redundancy: unused but energized servers, UPS losses and reserve chillers still affect facility demand.
- Applying one site’s ratio everywhere: PUE and WUE vary with climate, load, cooling mode and ownership boundary.
- Combining direct and indirect water without labels: readers cannot tell where mitigation occurred or what physical system is affected.
- Ignoring seasonal peaks: an annual average can understate drought-period withdrawals or peak electrical capacity.
- Mixing operational and embodied impacts: manufacturing water and construction energy require a life-cycle boundary, not an operating WUE calculation.
- Overstating forecasts: national 2030 scenarios are not commitments or measurements for an individual building.
How should you report the final result?
Publish a compact accounting statement beside every headline number. It should name the boundary, period, location, IT-energy method, PUE, site WUE, grid factor, cooling mode, data quality and scenario. A reader should be able to reproduce the result from the stated equations and inputs.
A clear report might say: “In March 2028, Building A in [geography] used 10,000 kWh of metered IT electricity. With a measured PUE of 1.20, facility electricity was 12,000 kWh. Site WUE was 0.30 L/kWh, yielding 3,000 L direct water. Applying the regional 0.50 L/kWh grid-water factor gives 6,000 L indirect water. Values are monthly measurements except the grid factor, which is an annual modeled average.”
Present low, base and high cases next to the central estimate, retain unrounded source data, and explain any excluded loads. This format prevents a plausible-looking single number from being mistaken for a universal property of AI.
Frequently Asked Questions
Can I estimate an AI cluster from its GPU specification sheet?
You can create an initial upper-bound model, but a specification-sheet wattage is usually a capability or thermal-design value. Replace it with power-distribution-unit readings or server telemetry, and add host CPUs, memory, storage, networking and standby equipment before calling the result an IT-energy estimate.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Should renewable electricity make indirect water zero?
Not automatically. A contract or certificate can change the accounting factor assigned to purchased electricity, while the physical regional grid may still use water. Report the contractual method and the location-based physical factor separately when both perspectives matter.
How often should PUE and WUE be recalculated?
Recalculate whenever the IT population, cooling mode, metering boundary or utility arrangement changes, and at least for each reporting period. Monthly values are useful for finding seasonal peaks; an annual value should be built from the full set of aligned monthly totals rather than averaging rounded monthly ratios.
Do backup generators belong in the estimate?
Include their fuel and electricity effects when they supply the defined facility boundary or operate during the period. If they are emergency-only assets that did not run, list them as installed capacity and state that their operating consumption was zero for the measurement interval.
How can two facilities with the same PUE use different amounts of water?
PUE measures electricity overhead, not water intensity. Two buildings can have identical PUE while one uses evaporative cooling in a hot climate and the other uses air or direct-liquid cooling, producing very different site-WUE results and seasonal water peaks.
