The defensible way to estimate an AI server’s total cost is to start with a dated quote for the exact configuration, verify whether high-bandwidth memory (HBM) is already included, then add networking, power delivery, cooling, facility, installation, financing, and operating expenses. Annualize each capital category over an explicit useful life and divide the result by useful workload output at a stated utilization. HBM is usually part of the accelerator or server bill of materials; adding a separate HBM price without checking the quote can count the same memory twice. There is no universal HBM add-on price for an unspecified server.
What does an AI server total-cost estimate include?
A server sticker price covers only the equipment you purchase from the server or accelerator supplier. A complete estimate follows the equipment through deployment and operation. Keep these categories separate so that omissions and double counting are visible.

The boundary matters. A one-server estimate may allocate a share of a rack and network fabric, while a facility estimate includes the entire electrical and mechanical plant. Do not compare a bare server quote with a fully loaded data-center cost.
How do I define the workload and estimate boundary?
Write the boundary and workload requirements before requesting prices. Otherwise, a low acquisition price can conceal insufficient throughput, memory capacity or service reliability.

Choose the physical boundary
- Single server: Include the complete chassis, accelerators, HBM, local storage, network interfaces and an allocation for rack, power and cooling infrastructure.
- Rack: Include all servers, top-of-rack switching, rack power distribution, cooling equipment and installation.
- Cluster: Add the fabric, optics, spare capacity, management systems and the network topology needed for collective workloads.
- Facility: Include mechanical and electrical systems, building and white space, construction, land, utility works, taxes and operations.
Describe the work the system must perform
Record whether the system will train models, serve inference, or do both. Specify target throughput, response-time or latency limits, uptime, batch size, model size, context length and the planning horizon. A training cluster may be judged by completed runs or tokens per day; an inference service may be judged by sustained requests or tokens while meeting a latency target.
The Microsoft Research workload-cost framework increases load until latency targets are exceeded, then uses sustainable throughput to determine the accelerator capacity required. That approach is more realistic than assuming peak theoretical accelerator performance is continuously available.

How do I obtain a defensible hardware and HBM price?
Request a quote that lists every component and its commercial basis. Record the quote date, currency, tax treatment, delivery terms, warranty, support and whether the amount is a one-time purchase or a recurring charge.
- Specify the accelerator platform and count, including the exact generation and board or module type.
- Record HBM generation, capacity per accelerator and bandwidth where the platform documentation provides them.
- List CPUs, system memory, storage, chassis, NICs or DPUs, power supplies, cooling assemblies and rack hardware.
- Ask the vendor to identify which components are included in the quoted accelerator or server price.
- Save the itemized bill of materials with the quote and note options that were declined or priced separately.
Why HBM is easy to count twice
HBM is packaged with an accelerator in many commercial systems. In that case, the accelerator line already represents the silicon, package and attached HBM, so a second line for “HBM cost” overstates capital expenditure. The Semiconductor Industry Association has used examples in which accelerator pricing includes HBM, illustrating why itemization is essential.
If the quote does not separate HBM, record its capacity and generation as a platform specification rather than inventing a standalone module price. The available evidence does not establish a universal current price for HBM purchased independently of a compatible accelerator. HBM generations, stack counts, yields, packaging, supply agreements and platform compatibility make a transferred price unreliable.
What to do when the vendor will not itemize HBM
- Mark HBM as “included in accelerator/server price” in the bill of materials.
- Carry the capacity, generation and bandwidth into the performance model.
- Ask whether a memory upgrade changes the quoted accelerator or server price.
- Do not subtract an assumed HBM amount from the accelerator price unless the vendor supplies that allocation.
How should I model networking, power, cooling and facility costs?
Build separate lines for supporting infrastructure instead of applying a generic percentage to the server price. AI workloads can require high-bandwidth fabrics, dense power delivery and specialized cooling, so the percentage varies by platform and site.

Networking
Count switches, NICs or DPUs, optics, cables, licenses, redundant paths and spare ports. Training systems may need a larger fabric than an inference server with the same accelerator count. Include installation and replacement of optics when the planning horizon exceeds the initial warranty.
Power and cooling
Use the system’s measured or vendor-rated electrical load, then model rack-level and facility-level losses. For electricity, a basic annual estimate is:
annual energy cost = IT load (kW) × utilization × hours per year × PUE × electricity rate
Add demand charges, fixed utility fees and peak-load penalties where the tariff applies. Cooling costs should reflect the selected air or liquid design, heat-rejection equipment, pumps, distribution units, maintenance and water consumption. A high theoretical accelerator rating is not the same as the sustained site load; use the design value that the electrical and mechanical engineers will support.

Allocate white space, building shell, construction labor, commissioning, land and utility works according to the chosen boundary. Shared costs can be allocated by rack power, floor area, connected load or another documented driver. Keep the allocation method consistent when comparing locations or server platforms.
Epoch AI’s methodology includes IT hardware, mechanical and electrical equipment, building shell and white space, construction labor and land. It cautions that the exact hardware, facility and negotiated purchase price affect the result.

What does a large published benchmark tell me?
Public benchmarks are scenario descriptions, not universal prices. Epoch AI’s 2026 model describes a stylized US hyperscaler data center built around GB200 NVL72 systems. Its figures are useful for checking whether an estimate includes the right categories, but they are not a quote for a single server or a guarantee for another country, design or financing plan.

The model’s operating assumptions include 8.34 US cents per kilowatt-hour, a power usage effectiveness (PUE) of 1.14 and 71% utilization. The electricity rate is based on weighted 2024 US industrial prices. Replace all three inputs for another region, tariff, facility design or workload.
How do I calculate recurring operating expense?
Separate costs that rise with use from costs that remain largely fixed. A practical annual operating worksheet includes the following lines:
- Energy: IT load, utilization, PUE, operating hours, tariff, demand charges and fixed utility fees.
- Maintenance and spares: Hardware service contracts, replacement parts, onsite technicians and planned refreshes.
- Network operations: Fabric support, optics replacement, monitoring and software licenses.
- Labor: Data-center operations, hardware technicians, site reliability and facilities staff.
- Water: Cooling make-up water, treatment and discharge charges where applicable.
- Taxes and insurance: Property, equipment or other charges required in the selected jurisdiction.
In Epoch AI’s 1 GW scenario, annual operating expense totals $0.907 billion: $0.594 billion for energy, $0.143 billion for taxes, $0.120 billion for maintenance, $0.040 billion for labor and $0.006 billion for water. Those are scenario outputs and should not be scaled to one server without validating load, utilization, local rates and staffing.
How do I annualize capital expenditure?
Choose an asset life for each capital category and state the discount rate or cost of capital. IT equipment can have a different replacement cycle from the building and electrical plant; combining them into one life can distort the result.
For a capital recovery approach, use:
annualized capex = capex × [r(1 + r)n] / [(1 + r)n − 1]

Here, r is the annual discount rate and n is the asset life in years. If you use straight-line depreciation, lease payments or another financing method instead, document that choice and keep it consistent across options. A cash-budget view and an economic-TCO view answer different questions; label which one you are presenting.
Epoch AI assumes five years for IT equipment and fourteen years for facilities. In its modeled scenario, shortening IT life to three years increases annual total cost to about $12 billion, while extending IT life to seven years lowers it to about $7 billion. The change comes from the replacement and annualization assumptions, not from a change in the hardware’s sticker price.

Divide annualized capital plus annual operating expense by useful output over the same period:
cost per useful unit = (annualized capex + annual opex) ÷ sustainable annual output
Choose a unit that reflects the service: generated tokens, processed requests, completed training runs, training tokens, images, jobs or another measurable output. Use sustained throughput at the utilization that meets latency, reliability and maintenance requirements. Peak FLOPS or peak memory bandwidth can remain useful engineering specifications, but they are not a defensible denominator for economic comparisons unless the workload actually reaches them.
For mixed workloads, calculate each workload’s output separately or use a weighted utilization model. Document maintenance windows, failed jobs, queueing, reserved capacity and idle capacity. A cheaper server can have a higher cost per useful unit if it delivers less throughput under the required service level.
How should I compare two AI server options?
Compare options on the same workload, service-level target, time horizon, location and financial assumptions. The following checklist prevents a purchase-price-only comparison.

What spreadsheet structure makes the estimate auditable?
- Inputs sheet: Store quote dates, component counts, HBM specifications, workload targets, site location, utility tariff, PUE, utilization, asset lives and financing assumptions.
- Bill-of-materials sheet: Keep accelerator/server lines separate from network, power, cooling, facility and installation lines. Mark every bundled item.
- Capacity sheet: Convert workload targets and sustainable throughput into required accelerator count, including redundancy and headroom.
- Operating-cost sheet: Calculate energy, demand charges, maintenance, labor, water, taxes, software and network operations by year.
- Annualization sheet: Apply the chosen capital-recovery, depreciation or financing method separately to IT, network, facility and other assets.
- Scenario sheet: Vary utilization, electricity price, PUE, asset life, financing rate, quote price and throughput to show sensitivity.
- Output sheet: Report upfront capex, annual opex, annualized TCO, useful output and cost per useful unit, with every assumption shown beside the result.
What assumptions most often break an estimate?
- Using an undated price: Accelerator, memory, networking and construction prices change; retain the quote date and refresh it before approval.
- Adding HBM twice: Confirm whether the accelerator or server line already includes the attached memory.
- Assuming peak utilization: Latency targets, queueing, failures and maintenance reduce useful throughput.
- Scaling a hyperscale benchmark directly: A 1 GW scenario includes shared facility and utility costs that do not scale linearly to one server.
- Using the wrong electricity rate: Industrial tariffs, demand charges and regional taxes can differ substantially from a published national average.
- Giving every asset the same life: IT refresh cycles and facility lives should be modeled separately.
- Ignoring network and cooling: Dense accelerator systems can require significant fabric, electrical and thermal infrastructure.
- Comparing unlike service levels: A high-throughput result that violates latency or uptime requirements is not equivalent output.
- Mixing cash and economic views: A purchase-year budget, depreciation report and discounted TCO should be labeled rather than blended.
Which modeling resource can help with power and cooling scenarios?
The Open Compute Project lists a liquid-cooled data-center TCO tool, revision 1.10. Its stated purpose is to model and compare data-center power and cooling scenarios with capital-expenditure and operating-expenditure views for each modeled scenario. Use it as a scenario model, then replace its defaults with your site’s equipment, utility, labor and financing inputs.

A precise current number requires the exact server or rack configuration and a dated vendor or reseller quote. The quote must state whether HBM is separately itemized, bundled or subject to an upgrade charge. You also need the site’s electricity tariff, facility design, tax treatment, financing terms, asset lives, maintenance coverage and workload throughput at the required service level.
Without those inputs, report a range or a scenario rather than a false single price. State the geography, currency, quote date, utilization, PUE, workload and financing assumptions next to every headline number.
Bottom line: what is the right way to estimate AI server TCO?
Build the estimate from a dated, itemized configuration; treat HBM according to the vendor’s bill of materials; add networking, power, cooling, facility and deployment costs; forecast recurring operations; annualize each asset class over an explicit life; and divide by sustainable useful output. The result is defensible because another reader can change the quote, utilization, electricity rate or asset life and see exactly how the answer changes.
Frequently Asked Questions
Should HBM appear as a separate line in my budget spreadsheet?
Create a separate HBM field for capacity, generation and bandwidth, but set its price to included when the accelerator quote already contains it. Only enter a separate amount when the supplier explicitly prices HBM as an add-on or replacement component.

How often should an AI server cost estimate be refreshed?
Refresh it whenever the configuration, supplier quote, delivery schedule, site, utility tariff or financing terms change. For a long procurement cycle, keep the original quote and add a new dated version so price movement and assumption changes remain traceable.
Can depreciation and total cost of ownership use different asset lives?
Yes, but the report must identify the accounting and economic views separately. Depreciation may follow an accounting policy, while TCO can use an economic replacement life and a discount rate that better reflect when the equipment must be replaced.
How should foreign-currency projects handle the estimate?
Keep supplier quotes in their original currency, record the exchange-rate date used for conversion and show sensitivity to currency movement. Do not mix a spot-rate hardware conversion with a multi-year operating forecast without stating how future exchange rates are treated.
