Estimate generative-AI cost as a total-cost-of-ownership (TCO) model for one defined workflow, user group and time period—not as a model invoice. Include setup and integration, licenses or token consumption, hosting and data services, security and compliance, evaluation, operations, training and workflow change. Then build low, expected and high usage cases, pilot the system, measure real demand and quality, and replace assumptions with observed data. A license or API bill can be the smallest part of the budget when an application needs data preparation, retrieval, human review, monitoring and governance.
What does it really cost to deploy generative AI at work?
The answer depends on the workflow and deployment path. A short internal pilot, a per-user assistant and a customer-facing service have different cost drivers, so a single “AI implementation price” is misleading. Set a forecast period (for example, 12 months), define who will use the system and what it must do, then total every one-time and recurring cost over that period.

| Cost group | What to count | Typical billing behavior |
|---|---|---|
| Access and model | Per-seat software, API input and output tokens, hosted inference, tuning or training when genuinely required | Per user, per request, per token or reserved capacity |
| Application and infrastructure | Integration engineering, compute, networking, storage, databases or vector search, gateways, logging, monitoring and guardrails | Mostly setup labor plus monthly consumption or capacity |
| Data | Permissioning, extraction, transformation, curation, indexing, retrieval, storage and refresh | Initial preparation followed by recurring refresh and storage |
| People and operations | Engineering, data science, platform operations, support, evaluation, incident response, maintenance and retraining | Staff time, contractors or managed-service fees |
| Risk and adoption | Security, privacy, legal and compliance reviews, governance, human oversight, training, communications and workflow redesign | Project work up front, with continuing review and enablement |
| Measurement | Pilot instrumentation, quality checks, outcome metrics and cost attribution | Setup plus ongoing monitoring |
Keep one-time and recurring totals separate. Report a useful unit—cost per active user, completed task or resolved case—alongside the annual total so managers can compare AI with the current process.
How do I define the scope before pricing anything?
Write a one-page scope statement. It prevents an attractive per-token estimate from hiding an undefined project.

- Workflow: name the job, such as drafting support replies, searching policy documents or summarizing claims. State what the model may and may not decide.
- Users and geography: record employee or customer populations, countries, languages, data-residency requirements and access tiers.
- Adoption: estimate invited users, activation rate, active days, requests per user and service hours. Include seasonal or launch peaks.
- Quality and control: specify accuracy targets, response-time objectives, escalation rules, human approval and retention requirements.
- Horizon: choose a consistent period, such as pilot, first year or three-year TCO. Put one-time work in the first period and recurring work in every period it continues.
- Baseline and value: measure the current labor, software, error and turnaround costs. A cost estimate is decision-useful only when compared with that baseline and an expected outcome.
Which deployment path should be priced?
Price at least two feasible paths against the same workload. The cheapest-looking line item can create higher engineering, staffing or governance costs elsewhere.
| Path | Cost structure | Questions to answer |
|---|---|---|
| Per-user product license | Recurring seat fee, often with implementation, administration and premium support | Are seats assigned to all employees or only active users? Are usage caps, data controls and audit features included? |
| Managed model/API | Consumption by input and output tokens or requests, plus application, data and operations services | What are normal and peak tokens, retries, model mix, rate limits and price-change terms? |
| Hosted model plus application layer | Model hosting or inference capacity, engineering, retrieval, storage, networking, guardrails and support | Is capacity billed continuously? How much can be shared across workloads, and what reliability target is required? |
| Self-hosted or custom model | Hardware or cloud capacity, deployment, optimization, data work, specialist staff, reliability and maintenance | What utilization is realistic, and who pays for idle capacity, upgrades, security and on-call coverage? |
Compare quality, latency, reliability, data control, residency, staffing, flexibility to change models and ability to scale down—not just monthly consumption. There is no universal break-even point at which self-hosting becomes cheaper.

Start with a workload table rather than a single average. For each task, estimate requests, input tokens, output tokens, peak demand and the selected model. Apply the provider’s current regional price, then add every supporting service.
- Count requests: requests per user per day × active users × active days, separated by task. Add batch jobs, scheduled runs, retries and escalation calls.
- Estimate tokens: record typical and peak input and output tokens. Include system instructions, retrieved passages, conversation history and tool results in input.
- Apply rates:
(input tokens ÷ 1,000,000 × input price) + (output tokens ÷ 1,000,000 × output price). Use the current price card and note region, model, currency, tier and date. - Add non-model charges: retrieval or vector search, databases, storage, data transfer, API gateway, content filtering, observability, backups and reserved or minimum capacity.
- Model peaks: size concurrency and capacity for launch surges and business-hour peaks, not only monthly averages.
Worked token example
Suppose a hypothetical service handles 100,000 requests in a month. Each request averages 2,000 input tokens and 500 output tokens. Using the OECD’s 2025 report example for GPT-4o—USD 2.50 per million input tokens and USD 10 per million output tokens—the arithmetic is 200 million × $2.50 = $500 input, plus 50 million × $10 = $500 output, or $1,000 in model charges for that month. This is an illustrative calculation using a dated report example, not a current quote; hosting, retrieval, monitoring, taxes, negotiated rates and support are extra.

Cache repeated instructions or retrieved material when the provider supports it, route simple tasks to less expensive models and cap output length only when quality remains acceptable. Measure these changes in the pilot rather than assuming savings.
Which costs are one-time, and which recur?
Put labor and services in the period in which they occur. A project that launches cheaply but requires permanent review or a dedicated on-call engineer has a higher recurring TCO than its setup invoice suggests.
| One-time or front-loaded | Recurring or usage-driven |
|---|---|
| Use-case design and architecture | Seat licenses or API inference |
| Data discovery, cleaning, permission mapping and initial indexing | Compute, hosting, storage, retrieval and network transfer |
| Application integration, identity and workflow changes | Monitoring, logging, evaluation and quality sampling |
| Security, privacy, legal and procurement reviews | Support desk, incident response, maintenance and model updates |
| Initial test sets, red-team exercises and launch training | Data refresh, retraining or tuning when needed |
| Pilot instrumentation and baseline measurement | Refresher training, governance meetings and continuing human review |
How should I forecast low, expected and high scenarios?
Use a three-case model and make the assumptions visible. The high case should represent a plausible operational surge, not an arbitrary percentage added to the expected case.
| Variable | Low case | Expected case | High case |
|---|---|---|---|
| Adoption | Early adopters only | Planned activation and retention | Rapid company or customer uptake |
| Usage per person | Occasional assistance | Normal daily workflow | Heavy users, automation and batch jobs |
| Model mix | More small models | Planned routing | More capable models for difficult cases |
| Output length | Short answers | Typical responses | Long documents or multi-turn conversations |
| Operations | Business-hours support | Target service levels | Extended hours, redundancy and surge capacity |
| Human review | Sampled checks | Defined approval rate | More escalations or regulatory review |
Vary requests, tokens, peak concurrency, retries, model selection and review rates independently. Show monthly cash flow and annual totals for each case, then identify which assumption drives the spread.

What published cost figures can—and cannot—tell me
Published examples are dated scenarios with their authors’ architecture, scale, geography and staffing assumptions. Use them to test whether your model is in the right order of magnitude, never as a quotation.
| Source and date | Illustrative figure | How to interpret it |
|---|---|---|
| Boston Consulting Group, 2023 | Public API integration setup below USD 0.1 million | An illustrative setup estimate for API integration, not a guarantee for every project |
| Boston Consulting Group, 2023 | Models-as-a-Service setup below USD 1 million; run costs at scale reaching up to USD 6 million in some cases | Architecture- and scale-dependent example that includes data pipelines and vector databases |
| Boston Consulting Group, 2023 | Proprietary model builds sometimes above USD 50 million | Illustrative investment that varies with model type, data curation and architecture |
| Boston Consulting Group, 2023 | Some organizations reported a 25% increase in legal, testing and compliance costs | A reported experience among some organizations, not a universal uplift |
| OECD government implementation report, 2025 | Example enterprise licenses of USD 30–100 per user per month | A government-context example; negotiated rates, features and region can differ |
| McKinsey interactive, assumptions from mid-2023 | Off-the-shelf coding assistant at about USD 0.5 million recurring annually | An archetype based on the interactive’s assumptions, not a current quote |
| McKinsey interactive, assumptions from mid-2023 | General-purpose customer-service chatbot at about USD 0.5–2.0 million one-time | An archetype whose result depends on the underlying scope and assumptions |

- Setup and integration labor versus monthly or annual usage.
- Seat pricing versus consumption pricing, including minimums, overages and contract commitments.
- Expected and peak cost per task or active user.
- Quality, latency, uptime and the percentage requiring human review.
- Data residency, access control, auditability, retention and security obligations.
- Internal staffing, vendor support, maintenance and incident response.
- Ability to switch models, reduce capacity or stop the service without stranded investment.
- Uncertainty in demand, token length, provider prices and adoption.
Do not call self-hosting “free” because it avoids API charges. Include accelerators or reserved cloud capacity, idle utilization, deployment engineering, patching, monitoring, redundancy, facilities and network costs. The right choice may be the one with higher unit cost but lower compliance risk or better control.
How do I turn an estimate into a reliable budget?
Use a living cost model that changes as the application is tested. AWS guidance describes an initial foundation phase covering platform setup, data preparation, security, compliance, upskilling and pilots; later adoption changes the balance between fixed work and usage costs.

- Instrument the pilot: log task type, user, model, input and output tokens, latency, retries, tool calls, review decisions and outcome quality. Protect personal and confidential data in logs.
- Reconcile invoices: compare provider usage and infrastructure bills with your internal request and token counters. Investigate unexplained variance before scaling.
- Measure value and failure: track completion time, deflection, accuracy, rework, escalations and harmful or non-compliant outputs against the baseline process.
- Update assumptions: replace forecast adoption, token lengths, model mix and review rates with observed distributions. Recalculate all three scenarios.
- Set controls: budgets, alerts, rate limits, model routing, caching, output caps and approval gates should be owned by named teams.
- Review regularly: revisit prices, contracts, quality thresholds, data scope and staffing at each release or at least quarterly during expansion.
What causes generative-AI budgets to overrun?
- Undefined scope: a pilot quietly expands from one workflow to every department. Use a change-control decision and reforecast.
- Average-only planning: launch peaks, long documents and retries overwhelm a monthly mean. Size for concurrency and test peak traffic.
- Hidden context: prompts, retrieved passages, chat history and tool outputs make input tokens much larger than the user’s visible question.
- Quality-driven rework: weak retrieval or model output creates human correction, duplicate calls and escalations. Put review time in the unit-cost calculation.
- Unmanaged data: permissions, stale indexes and refresh pipelines become recurring engineering work. Assign an owner and refresh schedule.
- Late governance: privacy, security and legal requirements discovered after integration force redesign. Review the data and controls before committing to architecture.
- Idle capacity: reserved or self-hosted infrastructure runs below utilization. Compare shared, autoscaled and reserved designs with realistic demand.
- Price and model changes: provider rates, limits and model behavior change. Record the price date and maintain a migration plan.
What should the final business case contain?
Present a decision-ready sheet rather than one impressive total.
- Scope, users, geography, service hours and forecast horizon.
- Chosen deployment paths and the reasons infeasible paths were excluded.
- One-time costs, recurring costs and the unit economics of a completed task or active user.
- Low, expected and high scenarios with the assumptions that create the range.
- Baseline process cost, expected benefit, quality target and human-review requirement.
- Security, privacy, compliance, data-residency and governance work.
- Pilot measurements, remaining uncertainties, budget owner and review date.
Approve a limited pilot when uncertainty is high, with explicit exit criteria: measured quality, acceptable risk, observed unit cost and a scale-up decision. A model bill should be approved only as one line in that complete TCO case.

Frequently Asked Questions
How much does a generative-AI pilot usually cost?
There is no defensible universal pilot price. Scope, data readiness, staffing, governance and usage determine the total; published figures such as BCG’s sub-USD-0.1-million API-integration setup example are illustrative scenarios, not quotations.
Should I budget by employee or by token?
Use the billing unit that matches the deployment, then add a common unit for comparison. Seat products are naturally modeled per active user, while API systems need requests and input/output tokens; both should also show cost per completed task.
Best Value
How can I keep API spending from spiking?
Set per-user and application rate limits, budget alerts and model-routing rules before launch. Log retries and token distributions, cache repeated context where appropriate, and require approval for unusually long outputs or high-cost models.
What is missing from a cloud-provider estimate?
Provider calculators often omit internal engineering, data preparation, legal and privacy work, evaluation, training, support, workflow redesign and human review. Add those labor and governance lines explicitly, including the recurring work needed to keep data and controls current.
