An AI agent rarely makes one model request. It may send several turns, repeat instructions and conversation history, call tools, receive large tool results, retry failures, hand work to another agent, and generate hidden reasoning tokens. Estimate cost by summing every model call, separating uncached input, cached input, output, and cache-write tokens, then adding tool or runtime fees. In production, measure representative runs, reserve a per-run monetary budget before each request, and enforce turn and spend limits. A short final answer is not proof of a cheap run: the provider’s usage record is the evidence.
What exactly are you paying for when an agent runs?
Token billing is based on the material processed and generated across all model calls, not merely on the text a user sees. An agent run can contain a planning call, several tool calls, a verification call, and a final response; each request can carry its own instructions, history, schemas, and results.

| Usage category | What it includes | How to treat it in an estimate |
|---|---|---|
| Uncached input tokens | System and developer instructions, user messages, conversation context, tool definitions, and tool results that are sent without an eligible cache hit. | Multiply by the model’s current input rate. |
| Cached input tokens | An eligible, matching prefix reused by the provider. A retained session alone does not guarantee a cache hit. | Count separately and multiply by the cached-input rate. Cached tokens are still billable. |
| Output tokens | Visible text, structured output, tool-call arguments, formatting, and other generated content. | Multiply by the model’s output rate. |
| Reasoning tokens | Internal generated tokens used by reasoning models; they may not appear in the answer. | Treat them as output usage when the provider reports them, because official guidance says they count toward output usage and billing. |
| Cache-write tokens | Tokens written to a prompt cache when a provider charges for cache creation or writes. | Include a separate cache-write term when the model and endpoint expose one. |
| Other charges | Hosted tools, search, file processing, image or audio handling, runtime, storage, or endpoint and processing-tier fees. | Add them outside the token formula using the applicable service prices. |
OpenAI’s Help Center states, “A token count is not the same as a word count.” The same guidance gives rough English heuristics of about four characters per token and about three-quarters of a word per token, but tokenization varies with language, spelling, capitalization, spaces, encoding, and request format. Use those ratios only for an early order-of-magnitude estimate.
How do I calculate the cost of one agent task?
List every model invocation in the run, estimate each token category, apply the rate for that invocation’s model and processing tier, and add non-token charges. A general calculation is:

estimated task cost = Σ over model calls [(uncached input tokens × input rate + cached input tokens × cached-input rate + output tokens × output rate + cache-write tokens × cache-write rate) / 1,000,000] + other billable charges
Rates are normally published per one million tokens and differ by model and category. Use the provider’s live pricing for the exact model, endpoint, region, and processing tier; rates and cache rules can change. If a usage record reports total input that already includes cached input, split the total into cached and uncached portions before applying rates. Counting the same cached tokens in both categories will overstate the bill.

- Draw the call graph. Write down the initial request, planner or router calls, each tool-related turn, retries, handoffs, subagent calls, and the final response. Mark which calls can repeat.
- Separate the request payload. Estimate stable instructions, variable user data, prior history, tool schemas, and expected tool results. A large schema or retrieved document is input even when it is not displayed to the user.
- Set output assumptions. Give each call an expected and a maximum output size. Include structured fields and tool arguments, not only prose.
- Assign model-specific rates. Keep a rate table keyed by model, category, endpoint, and pricing version. Do not apply one blended rate to a multi-model workflow.
- Add non-token services. Include hosted search, file or image processing, tool execution, runtime, and other charges that the token ledger does not cover.
A worked estimate with variables
Suppose a task has three calls. Call A sends 18,000 uncached input tokens and is expected to produce 1,200 output tokens. Call B sends 6,000 uncached and 12,000 cached input tokens and produces 900 output tokens. Call C sends 8,000 uncached input tokens and produces 2,000 output tokens, including reasoning reported by the provider. If the workflow writes 12,000 cache tokens, the estimate is:
[(18,000 × Riu + 1,200 × Ro) + (6,000 × Riu + 12,000 × Ric + 900 × Ro) + (8,000 × Riu + 2,000 × Ro) + (12,000 × Rcw)] / 1,000,000 + other charges
Here Riu is the uncached-input rate, Ric the cached-input rate, Ro the output rate, and Rcw the cache-write rate for the relevant model. Replace those variables with the current published rates; the token counts above illustrate the accounting structure, not a benchmark or a quoted price.
How can I count tokens before an agent starts?
Use exact, provider-aware counting whenever possible, then treat the result as an input estimate rather than a complete bill forecast.
Use a tokenizer for an early approximation
A tokenizer can estimate plain text quickly and is useful for sizing prompts, histories, and retrieved documents. It may not reproduce the complete wire representation of messages, role boundaries, tool definitions, schemas, multimodal parts, or file wrappers. Different models and encodings can tokenize the same text differently, so count with the encoding used by the selected model.

Use complete input counting for supported requests
OpenAI documents an input-token counting endpoint for supported Responses inputs, including files and images. This is preferable when your request contains multimodal content or structured tools that a plain tokenizer would omit. Verify that the endpoint supports the exact input shape and model used by your application.
Do not confuse input counting with total-cost prediction
An input count cannot know how long the model will answer, how many tool calls it will request, whether a retry will occur, or how many hidden reasoning tokens will be generated. Predict those with historical distributions and maximums, then reconcile the estimate with the usage record after the run.
Why did my agent use more tokens than its final answer?
The final message is only one output among many inputs and intermediate generations. The most common causes are repeated context, tool traffic, retries, handoffs, and reasoning.
- Repeated instructions and history: many APIs resend the system prompt and prior conversation on every turn. A ten-turn run can process the same long policy text ten times.
- Tool schemas and results: function definitions, JSON schemas, search results, logs, and retrieved files are input tokens. A tool result can be much larger than the user’s original question.
- Planning and verification: an agent may call a model to plan, another to execute, and another to check. Each invocation has its own input and output usage.
- Retries: timeouts, malformed tool arguments, rate limits, and application retries can repeat an otherwise successful request.
- Handoffs and subagents: a parent agent may transfer work to specialists, creating additional calls and duplicated context.
- Reasoning: internal tokens can be billed even when they are not visible. A concise answer can follow extensive hidden deliberation.
- Formatting and arguments: structured output, tool-call arguments, and invisible protocol fields contribute to generated usage.
Inspect per-request usage and the call trace rather than inferring cost from visible word count.
How should I instrument token usage in an agent application?
Record usage at both run and request level. OpenAI’s Agents SDK documentation says, “The Agents SDK automatically tracks token usage for every run.” Its run aggregation covers calls that produce tool calls or handoffs, while request-level entries can expose input, output, cached, and reasoning details when available.
Fields to store for every request
- Run ID, parent run or subagent ID, timestamp, model, endpoint, region, and processing tier.
- Uncached input, cached input, cache-write, output, and reasoning token counts.
- Whether the request produced a tool call, handoff, retry, or error, plus the tool and subagent name.
- Pricing-version identifier and the rates used for the estimate.
- Application outcome: success, fallback, timeout, user cancellation, or budget stop.
- Non-token charges associated with hosted tools, search, files, images, runtime, or storage.
Observability data can be best-effort. Agent usage may be null when unknown, may arrive after the response, and may change as accounting settles; it is not necessarily a final bill. Third-party adapters can omit fields or report them differently, so validate adapter telemetry against the deployed backend and provider billing.
Reconcile estimates with invoices
After each run, compare your calculated amount with the provider’s usage export or invoice. Investigate differences caused by delayed accounting, uncaptured retries, cache writes, tool fees, rounding, or a model-rate change. Keep the original model and pricing version with the run so a later audit can reproduce the estimate.

How do I stop an agent from overspending on one run?
Use two independent controls: a loop bound and a monetary budget. A turn limit constrains how many invocations can occur; only a spend check can enforce a dollar ceiling.
Set a maximum number of turns
In the Agents SDK, a turn is one AI invocation, including any tool calls that might occur. The max_turns setting bounds the run; exceeding it raises an exception unless your application handles that condition. Return a clear partial-result message, ask for approval, or switch to a cheaper fallback when the limit is reached.
Reserve budget before each request
Before sending a request, count its input and reserve the maximum permitted response cost. After the response, replace the reservation with actual usage and release the unused amount. If the remaining balance cannot cover the next request’s worst-case cost, stop or degrade gracefully instead of discovering the overage afterward.
- Load the run’s remaining monetary balance.
- Count the complete planned input, including history, tools, files, and expected handoff context.
- Compute the maximum output and reasoning allowance permitted for that call.
- Apply uncached, cached, output, and cache-write rates, then add known non-token charges.
- Atomically reserve that maximum against the run budget.
- If reservation fails, stop, request user approval, shorten context, or choose an approved fallback model.
- Send the request and record actual usage, errors, retries, and tool charges.
- Settle the reservation to actual cost and continue only if the remaining budget covers the next request.
The OpenAI cookbook includes a per-run controller that follows this reserve-then-settle pattern. Its numerical values are illustrative, and its example excludes hosted tools and other charges, so adapt the design to your own billing categories.
Define graceful behavior at the limit
- Return the best partial result with an explanation that the run budget was reached.
- Ask the user to approve additional spend before continuing.
- Switch to a less expensive model only when its quality and context limits are acceptable.
- Drop optional verification or enrichment steps while preserving required safety checks.
- Queue the remaining work for an asynchronous path with an approved budget.
What are the most effective ways to reduce agent token costs?
Remove avoidable context
Trim irrelevant history, summarize completed work, and pass only the fields a tool needs. Keep stable instructions in a consistent prefix when prompt caching is available, but measure hit rates: caching is conditional, and cached tokens still cost money.
Reduce calls and retries
Combine compatible operations, validate tool arguments locally, set timeouts that do not trigger duplicate retries, and avoid asking a second model to repeat work the first already completed. Instrument failure causes so you can fix the branch that creates extra calls rather than merely lowering a token limit.
Constrain output deliberately
Request concise responses, limit optional explanation, and use a strict schema for machine-consumed output. Set per-call output ceilings, but leave enough room for valid tool arguments and required reasoning; an overly tight limit can cause retries or incomplete work that costs more overall.

Choose a model for cost per successful task
Compare the total cost to complete a representative task at the required quality, not just the input price. A model with a low listed input rate may need more calls, produce longer outputs, or fail the quality bar. Include latency, context and output limits, cache eligibility, reasoning behavior, retries, handoffs, and tool requirements in the comparison.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteUse asynchronous pricing options appropriately
OpenAI’s cost guidance recommends reducing unnecessary requests and tokens and choosing a smaller model when it maintains accuracy. It also identifies Batch and Flex as options for suitable asynchronous workloads. Confirm their current eligibility, timing, and pricing before changing a production workflow.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I compare models or providers?
Build a task-level comparison rather than ranking providers by one headline rate.
| Comparison area | Questions to answer |
|---|---|
| Input economics | What are uncached and cached-input rates? Is there a cache-write charge, and what makes a prefix eligible? |
| Output economics | What is the output rate? Are reasoning tokens included in reported output usage? |
| Tokenization | How many tokens does the same representative task consume under each model and encoding? |
| Limits | What context window and maximum output apply to the endpoint and processing tier? |
| Quality and completion | Does the model reliably complete the task without extra retries, verification calls, or handoffs? |
| Operational charges | Are search, hosted tools, files, images, runtime, region, or endpoint fees billed separately? |
| Telemetry | Are request-level cached, reasoning, and retry fields available and timely enough for reconciliation? |
| Controls | Is a budget feature an alert, an account threshold, or an enforced per-run stop? |
The best value is the least expensive option that reliably completes the target task at the required quality and latency. A warning or account notification is useful monitoring, but it is not an application-level hard stop.
How do I forecast monthly or annual agent spend?
Start with observed per-task distributions, then multiply by workload and add non-token charges. A simple forecast is:
period cost = expected completed tasks × representative cost per task + other service charges
For a more useful model, split traffic by task type, user tier, model, and outcome. For each segment, estimate interactions per user, calls per completed task, token categories per call, retry and handoff rates, and data or tool volume. Use medians and high percentiles, not only an average: a small number of long-context or retry-heavy runs can dominate spend.
Best Value
- Collect a representative sample of real tasks, including failures and cancellations.
- Measure per-run and per-request token distributions and non-token fees.
- Multiply those distributions by projected users, interactions, and completed tasks.
- Add a safety margin for unusually expensive but plausible runs.
- Refresh the model when traffic, prompts, tools, models, or published rates change.
- Compare the forecast with invoices and adjust assumptions for any systematic gap.
Production usage dashboards and account notification thresholds help detect drift. Keep the per-run reservation and turn cap in the application because account alerts can arrive after an expensive run has already completed.
What failure modes should I troubleshoot first?
| Symptom | Likely cause | Action |
|---|---|---|
| Visible answer is short but cost is high | Repeated history, tool results, or hidden reasoning. | Inspect request-level input and reasoning fields; summarize history and reduce unnecessary tool payloads. |
| Estimate is consistently lower than billing | Retries, cache writes, hosted tools, or omitted protocol content. | Reconcile traces with the invoice and include every billable category. |
| Cached usage is larger than expected | Prompt prefixes changed or cache eligibility was not met. | Keep stable prefixes identical where appropriate and measure actual hit rates. |
| Budget stop occurs too late | Only a post-run alert or average-cost estimate is used. | Reserve worst-case cost before each request and settle afterward. |
| Turn cap causes errors | The SDK raises when max_turns is exceeded. |
Catch the exception and return a partial result, approval request, or fallback path. |
| Usage fields are missing or change later | Best-effort or delayed observability accounting. | Mark the estimate provisional and reconcile with provider billing. |
What is a practical operating policy for token spend?
Adopt a written policy that developers can implement and finance teams can audit:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Every run receives a monetary ceiling and a maximum turn count.
- Every request logs model, pricing version, token categories, retries, handoffs, and non-token charges.
- Requests reserve worst-case cost before execution and settle to actual usage afterward.
- Budget stops have defined partial-result and approval behavior.
- Model selection is based on cost per successful task at an agreed quality bar.
- Forecasts use representative distributions and are refreshed when rates or workflows change.
- Provider usage and invoices are reconciled regularly; provisional telemetry is never treated as the final bill.
This approach turns token accounting from a rough prompt exercise into an operational control: estimate the call graph, measure what actually happened, and prevent the next request from exceeding an explicit limit.
Frequently Asked Questions
Do cache hits make an agent session free?
No. Cached input is usually billed at a different rate, and eligibility is conditional on a matching prefix and provider rules. A session that appears continuous in your application does not by itself prove that every repeated token was cached.
Can an account spending alert stop a runaway agent immediately?
Treat alerts and notification thresholds as monitoring, not enforcement. They may arrive after requests complete, so an application-level reservation check and turn limit are needed to stop a single run.
What should I do when the usage record is null or incomplete?
Mark that run’s estimate as provisional, retain the request trace and model metadata, and reconcile it against the provider’s later usage export or invoice. Do not silently substitute visible word count for missing token fields.
