Choose a location for each stage of an AI workload, not for “AI” as a whole. On-premises is often a fit for sustained, sensitive work with predictable demand; cloud for bursty or rapidly scaling work that benefits from elastic capacity and managed services; and edge for inference that needs to run near its data source. Many systems combine all three because training, inference, updates, and monitoring have different needs.
What does it mean to place an AI workload?
Placement is the decision about where data is processed and where the compute runs: on infrastructure your organization operates, on a cloud provider’s infrastructure, or on or near the device that generates the data. For an AI system, that decision can vary across its lifecycle. Training, online inference, batch scoring, telemetry, and model updates do not have to share a location.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThat distinction matters because training and inference solve different operational problems. IBM describes training as requiring massive compute across specialized processors, while inference is more directly governed by latency and availability. ITU-T Recommendation F.748.38, approved June 13, 2024, addresses AI cloud platform functions including distributed serving, inference performance, monitoring, and security. Those differences make a single “where should AI run?” answer too broad to be useful.
For example, an organization might train a model centrally, deploy a smaller version to local devices for fast inference, and use cloud services to distribute updates and collect operational telemetry. That is not a compromise by default: it can be the simplest design that meets distinct needs at each stage.

Which workloads fit on-premises, cloud, or edge?
Start with the dominant constraint for each workload stage: locality, demand pattern, data handling, capacity, cost, resilience, or ability to operate the system. The following matrix summarizes the trade-offs; actual results depend on the network, architecture, provider terms, and internal operating capability.
| Decision axis | On-premises | Cloud | Edge or on-device |
|---|---|---|---|
| Latency and locality | Strong when systems and consumers are local and controlled. | Depends on network path and region. | Strongest when data is generated at or near the device. |
| Workload shape | Best suited to sustained, predictable utilization. | Well suited to bursty, transient, experimental, or rapidly scaling workloads. | Well suited to continuous local inference and fast control loops. |
| Data residency and privacy | Offers substantial organizational control, subject to internal controls. | Requires review of provider, region, contract, and data transfers. | Can keep data local, but device exposure and hidden transfers still need review. |
| Capacity and hardware | Fixed capacity; procurement and refresh are the operator’s responsibility. | Elastic capacity and managed services may be available. | Constrained device resources; fleet lifecycle matters. |
| Cost components | Capital expenditure plus facilities, power, cooling, staff, and refresh. | Usage charges, data transfer, and provider dependence. | Hardware, energy, connectivity, patching, and fleet operations. |
| Resilience | Can provide local autonomy if designed for it. | Depends on provider-region and network availability. | Can continue during connectivity loss, but needs safe fallback and patching. |
| Security operations | Direct control and direct responsibility. | Responsibilities are shared with the provider. | Larger attack surface across devices, gateways, and physical locations. |
When is on-premises AI a good fit?
On-premises infrastructure can make sense when demand is sustained and predictable, local latency matters, or the organization needs close control over where data is stored and processed. It is a better fit when the organization can also operate the environment: acquire and refresh hardware, run facilities, maintain power and cooling, manage security, and staff the platform.
Do not compare only the cost of a server with a cloud usage estimate. The total on-premises cost includes hardware, software, facilities, utilities, insurance, staff time, cooling, power, refresh cycles, and utilization. AWS specifically warns that hidden costs can affect on-premises comparisons. Low utilization can make owned capacity expensive; high sustained utilization may change the calculation, but it does not remove operational duties.
When does cloud make more sense?
Cloud is often useful when demand is inconsistent, a project is experimental, capacity must grow quickly, or the team needs rapid access to technology or managed services. Pay-as-you-go capacity can avoid waiting for procurement, and cloud can provide access to newer hardware. AWS recommends evaluating cloud first for new workloads that need technology or capacity unavailable on premises, while also cautioning that cloud is not automatically the better choice for every workload.
Cloud economics depend on more than compute. Include storage, network egress, provider services, support, and the cost of operating across providers or regions. A workload that runs continuously may have different economics from a short experiment or periodic burst. Treat portability and provider dependence as architecture and cost considerations, not assumptions.

When should inference run at the edge?
Edge AI performs inference and decision-making on or near the device where data is generated, according to the Canadian Centre for Cyber Security. It is a strong candidate when a network round trip would be too slow, connectivity is unreliable, local data handling matters, or a system must keep functioning during an outage.

Edge is not simply “cloud but smaller.” Devices have constrained compute, storage, energy, and connectivity. A distributed fleet also creates patching, physical security, and lifecycle-management work. Local processing can reduce bandwidth and keep some data on-site, but it can expose models and data at devices; offline operation can delay patches. In autonomous or safety-relevant systems, a machine may act faster than a person can intervene.
How should I decide where each AI stage runs?
Use a workload-by-workload review. The goal is to select the simplest placement that meets service, data, cost, resilience, and operating requirements—not to force every stage into one environment.
- Split the lifecycle. List data ingestion, preprocessing, training, fine-tuning, batch scoring, online inference, monitoring, and model updates as separate stages. Mark which stages exchange data or depend on one another.
- Set service requirements. For each stage, record the latency target, throughput, availability, tolerance for offline operation, and location of both source data and the consuming application. An inference service next to its data source may have a different placement requirement from periodic model training.
- Classify the data. Identify personal, sensitive, regulated, proprietary, or export-controlled information. Document where it may be stored and processed, and whether it may be transferred to a provider, device, or another region.
- Model full lifecycle cost. Include accelerator time, storage, network egress, facilities, electricity, cooling, software licenses, support, staffing, security, and—where relevant—device fleet management. Use representative utilization rather than assuming that owned capacity is always busy or that cloud usage is always short-lived.
- Check operating capability. Confirm that the organization can support MLOps, platform operations, security, privacy, incident response, patching, and model evaluation in each proposed location. A placement that looks favorable on a cost sheet may be impractical without those skills.
- Choose the simplest architecture that meets the constraints. Use one location when it satisfies the requirements. Use a hybrid design when no single location can meet latency, privacy, scale, cost, or resilience needs together.
- Pilot under representative conditions. Measure accuracy, p95 and p99 latency, throughput, failure behavior, energy use, utilization, cost per request, and operator workload. Include degraded connectivity and other relevant failure conditions rather than measuring only a normal-path demonstration.
How do I keep sensitive AI data local?
First determine what “local” means for the specific data and process: inside an organization’s facilities, within a specified cloud region, or on the device where the data is generated. Those are different boundaries. On-premises gives an organization more direct control, while edge processing can keep some data at the source; neither guarantees privacy if access controls, telemetry, backups, or other transfers are overlooked.
For cloud processing, assess the provider, region, contract, and any data transfers against the organization’s requirements. For edge systems, map what leaves the device for updates, orchestration, telemetry, or fallback. Keep a record of the data flows, not just the location of the inference code.

The Office of the Australian Information Commissioner recommends privacy-by-design, privacy-impact assessment, due diligence, human oversight, and lifecycle monitoring for AI. It also recommends avoiding sensitive personal information in public AI tools. These are governance practices, not substitutes for checking the rules that apply to a particular organization, jurisdiction, or dataset.
What changes when an AI system uses a hybrid architecture?
Hybrid placement can combine local processing with centralized coordination. AWS describes hybrid architectures for low-latency local processing, regulatory constraints, business continuity, migration, and edge scenarios. For example, a device may perform inference locally while a central environment handles training, model distribution, or monitoring; the exact split should follow the system’s data and service requirements.
Hybrid designs also create dependencies across environments. Standardize identity, provisioning, security, cost, and usage guardrails; make sure connectivity is adequate for the functions that rely on it; and define what continues when the link fails. ITU-T F.748.38 identifies resource management, model development and deployment, high availability, performance, and platform security as AI cloud platform concerns. Its deployment concerns include inference, distributed serving, scheduling, version control, monitoring, authentication, access control, and audit.
Do not assume that a workload is portable simply because its model file can move. The surrounding serving stack, hardware requirements, data access, identity controls, monitoring, and version management also need to work in the destination environment.
What safety and security controls does edge AI need?
Edge deployments put AI into distributed, sometimes physically accessible environments. For safety-relevant or autonomous systems, the Canadian Centre for Cyber Security recommends understanding inputs and decisions, planning for worst-case failure, and providing a fallback that does not depend on the AI.

These controls address different failure modes: a model can be wrong, a device can be compromised, a link can disappear, or an operator may need to stop an automated action. Treating them as one generic “AI security” task can leave practical gaps.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is on-premises AI cheaper than cloud?
There is no universal cheaper option. On-premises shifts spending toward hardware, facilities, power, cooling, staff, and refresh; cloud shifts more toward usage charges, transfer, and provider dependence; edge adds device and fleet costs. The result depends on demand shape, utilization, data movement, hardware requirements, and what the organization can operate itself.
Make the comparison for a defined workload and time period. Include the cost of keeping capacity available, not just the cost during active inference or training. For edge, account for replacing devices and maintaining a geographically distributed fleet. For cloud, count storage and egress as well as compute. For on-premises, include the fixed costs that remain even when accelerators are idle.

These figures are from an IBM Institute for Business Value study as reported by IBM; they indicate a reported infrastructure-readiness gap, not a benchmark showing which placement is cheaper or more effective.
What should I measure in a placement pilot?
Test the workload in the conditions it will actually face, and compare candidate placements using the same model, representative data, and service expectations where possible. A low average latency or a successful demo is not enough if tail latency, outages, or operating effort fail the real requirement.
Best Value
- Model quality: accuracy or the relevant task metric under representative conditions.
- Performance: throughput plus p95 and p99 latency, not only an average.
- Availability and recovery: behavior when a device, network link, service, or region is unavailable.
- Resource use: accelerator utilization, storage, bandwidth, and energy.
- Economics: cost per request or completed task, including recurring infrastructure and operating costs.
- Operations: staff workload for deployment, monitoring, security response, patching, and model updates.
Set acceptance thresholds before the pilot. If the system has a safety or privacy constraint, treat it as a requirement to pass, not a metric that can be traded away for a lower cost or faster response.
Frequently Asked Questions
Can I train a model in the cloud and run it on a device?
Yes, that is a common split: training is centralized and a model is then deployed for local inference. Whether a particular model fits a device depends on its compute and storage limits, and the deployment still needs a plan for updates and monitoring.
Does edge AI work without an internet connection?
Inference can continue locally during a connectivity outage if the device has the needed model, data, and dependencies available. Cloud-dependent functions such as orchestration or updates may pause, so the system needs a defined offline behavior and a way to restore service safely.
What does p95 latency mean in an AI placement test?
It is the latency at or below which 95% of measured requests completed; p99 captures a slower tail. Looking at these percentiles helps reveal delays that an average can hide, especially when the application has a strict response-time limit.
Who is responsible for security in a cloud AI deployment?
Responsibility is shared between the cloud provider and the organization, with the division depending on the services and architecture used. Teams should explicitly assign ownership for identity, access, data handling, model deployment, monitoring, and incident response rather than assume that using a managed service transfers every duty.
