A reliable cultural-archive backup strategy keeps multiple complete copies in independent locations, verifies that files have not changed, records where every copy lives, limits who can delete or alter it, and regularly proves that restoration works. The right design depends on the archive’s risks, collection size, budget, staffing, and acceptable recovery time; there is no universal “magic number” of copies.

Backups are only one layer of digital preservation. They help you recover lost or corrupted bits, but they do not preserve descriptive context, rights information, metadata, software dependencies, file-format usability, or public access by themselves.

What should a cultural archive’s backup plan accomplish?

Your written plan should let another trained staff member answer six questions quickly: what is protected, how many complete copies exist, where they are stored, whether each copy is intact, who can change or delete it, and how restoration will be performed. It should also identify the material that is irreplaceable and the consequences of losing access for a day, a week, or permanently.

Use the plan as an operational document, not a statement of intent. Assign an owner, record the date of each review, and update it after a storage-system change, security incident, failed integrity check, collection expansion, or staff transition.

Define recovery objectives

  • Recovery point: how much newly created or changed material can the archive afford to lose?
  • Recovery time: how long can systems or files be unavailable?
  • Priority tiers: which born-digital masters, digitized preservation files, metadata databases, rights records, and access copies must be restored first?
  • Dependencies: which databases, software, configuration files, encryption keys, credentials, or documentation are required to interpret or deliver the files?

These are choices for your archive. The published frameworks cited below do not prescribe one recovery window or one data-loss allowance for every institution.

How many copies and locations are enough?

Start with multiple complete copies on independent systems or media, with physical and disaster separation. The Library of Congress advises: “Save copies on at least two different storage media (e.g., USB drive and external hard drive) and keep these in separate physical locations.” The Digital Preservation Coalition (DPC) likewise identifies independent copies, geographic separation, different storage technologies, a mix of online and offline methods, and active monitoring as desirable storage-strategy characteristics.

Three copies can be a useful maturity target in the National Digital Stewardship Alliance (NDSA) staged framework, but it is not a universally sufficient formula. Independence matters more than counting folders: three directories on one workstation, or three virtual copies controlled by one compromised account, can fail together.

Design question What to document
Copy count Number of complete, current copies, including which are authoritative and which are recovery copies.
Physical separation Building, room, town or disaster region, and the hazards each location avoids or shares.
Technology diversity Media and systems used, and why a single hardware or software failure cannot remove every copy.
Online/offline exposure Which copies are connected, disconnected, read-only, or otherwise protected from routine deletion and ransomware.
Independence Separate credentials, administrators, networks, power, vendors or services, and recovery procedures where practical.

A practical starting arrangement for a small archive

Keep one working copy on the archive’s normal system and one complete copy disconnected from that system and stored at a different location. An external hard drive or USB drive can serve as the physical medium for the second copy, but the drive alone does not provide off-site separation, integrity monitoring, or disaster recovery. Label it, record its identifier and location, protect it from unauthorized access, and reconnect it only under a documented copy-and-verify procedure.

When a third copy or disaster region is justified

Add another complete copy when the collection is irreplaceable, the first two locations share a flood, fire, power, or network risk, or restoration from one copy would take too long. An institutional archive may place a copy in a separate disaster region or use a managed preservation service, but a single provider or account should not be assumed to remove correlated risks. Evaluate provider geography, deletion recovery, export capability, fixity evidence, access controls, and your ability to maintain an independent copy.

How do you inventory files before copying them?

Build an inventory before the first full backup and keep it with the operating procedure. The inventory is what makes a copy findable and interpretable rather than merely present.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. List collection objects. Record stable identifiers, filenames, directory or object paths, size, creation or transfer date, format, and whether the item is a preservation master, derivative, database, or documentation file.
  2. Record context. Include descriptive metadata, technical metadata, rights and access restrictions, provenance, relationships between files, and any software or configuration needed to reconstruct access.
  3. Map every location. Identify the system, medium, physical site, account or custodian, and copy status for each item. Do not put sensitive credentials in an openly accessible inventory; document how authorized staff obtain them.
  4. Mark priorities. Identify irreplaceable material and the order in which systems, databases, masters, and access services should be restored.
  5. Set a baseline date. Record when the inventory and first checksum manifest were created, who performed the work, and which files were excluded and why.

Keep the inventory itself in more than one protected location. A backup that cannot be matched to an identifier, format, or responsible custodian can be impossible to validate during an emergency.

How should an archive use checksums and fixity checks?

Generate fixity information as early as possible, ideally during transfer or ingest, and preserve the algorithm name, manifest, date, process, and responsible role. A cryptographic checksum (hash) is a compact value calculated from file content; recalculating it later and comparing the result can reveal accidental change or corruption.

At ingest or transfer

  1. Calculate a checksum for each incoming file, or verify the checksum supplied by the transferring system.
  2. Store the manifest beside protected administrative records, not only on the same working volume as the files.
  3. Record the tool or process, algorithm, date, operator or service, and any exceptions.
  4. Compare the source and destination values after copying. Treat a mismatch as an investigation, not as permission to overwrite the original evidence.

During routine monitoring

Recalculate checksums on a documented schedule suited to storage behavior, collection scale, threat level, and staff capacity. Check after every copy, migration, or restoration operation. The Library of Congress describes both file-level and aggregate fixity records and auditable comparisons through manifests; the schedule itself must be chosen by the archive.

When a checksum does not match

  1. Quarantine or protect the mismatched file so the evidence is not silently replaced.
  2. Compare it with every known-good copy and inspect the fixity and access logs for the time and cause of change.
  3. Restore a verified good copy only after documenting the decision, source, date, operator, and resulting checksum.
  4. Investigate recurring mismatches for failing media, unsafe synchronization, malware, permissions errors, or an incorrect baseline.
  5. Retain the mismatch, investigation, and repair records in the archive’s audit trail.

How do you separate backups from ransomware, deletion, and insider mistakes?

Access control is a preservation control. Define who may read, write, move, rename, restore, or delete collection files and backup copies. Broad write access and shared administrator credentials make an otherwise well-separated design vulnerable to one mistake or compromised account.

  • Retain action logs showing who changed permissions, moved files, restored content, or deleted data.
  • Protect encryption keys and recovery credentials separately from the data they unlock, while ensuring an authorized successor can obtain them.

The NDSA Levels of Digital Preservation v2.1, released in March 2026, treats information security alongside storage, fixity, metadata, and file formats. Its purpose is assessment and program building, not a single mandatory architecture.

What should be online, offline, or hosted?

Online storage usually offers faster access and automated operations but can expose copies to account compromise, synchronization errors, or propagated deletion. Offline or otherwise isolated storage reduces those risks but requires deliberate handling and can lengthen restoration. Compare approaches against the same criteria rather than assuming a medium is safe by category.

Approach Strengths Risks and questions to resolve
Direct-attached disks Low complexity, fast local restores, straightforward physical ownership. May share one building, power source, administrator, or malware exposure; requires rotation and condition monitoring.
Network storage Centralized access, scheduled copies, and easier sharing among authorized staff. Network compromise or permission errors can affect many copies; verify isolation, deletion recovery, and audit logs.
Institutional repository May provide managed storage, metadata support, fixity workflows, and preservation administration. Check export, contract, geographic independence, service continuity, access roles, and whether you still retain an independent copy.
Hosted preservation storage Can reduce local hardware work and support distributed operations. Do not equate one provider or account with independence. Confirm fixity evidence, restore testing, deletion protection, geography, retrieval costs, and an exit path.

For every option, record the number of complete copies, separation between failure domains, technology diversity, online exposure, fixity frequency and auditability, access and deletion controls, tested restore speed, metadata and format support, staff effort, and total cost.

How do you test that restoration really works?

A backup is only useful if staff can locate it, obtain authorization, restore it into a safe environment, and confirm that the result is complete and unchanged. Write the recovery procedure before an emergency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Assign the incident lead. Name who can declare a restoration, who approves access, and who communicates with collection owners.
  2. Locate authoritative records. Identify the inventory, checksum manifests, storage map, credentials or keys, and last successful audit.
  3. Choose a safe target. Restore to an isolated test system or workspace, not over the only surviving copy.
  4. Restore a representative set. Include large files, unusual formats, databases, metadata, restricted material, and files with dependencies.
  5. Validate. Compare checksums, confirm file counts and sizes, inspect directory or object relationships, and verify that required software or documentation can open the material.
  6. Record the result. Log the date, source copy, operator, elapsed time, exceptions, checksum outcomes, and corrective actions.
  7. Update the procedure. Remove obsolete steps, repair permissions or documentation, and schedule the next test.

The U.S. National Archives and Records Administration (NARA) states that files have recorded fixities, actions are tracked, regular audits are required, and IT Operations performs regular emergency system-backup restoration tests. The frequency and scope of your own tests should reflect your risks and capacity.

How often should media and formats be reviewed?

Monitor both storage media and the systems that read them. The Library of Congress gives public-facing guidance to migrate saved copies to current storage media about every five years; that is practical advice for personal digital files, not a universal replacement interval for every institutional technology. Replace or migrate earlier when error rates rise, hardware or interfaces become unavailable, support ends, or a recovery test fails.

Format preservation is a separate decision. A successful copy of an obsolete or undocumented format does not make it usable. Track format risks, retain format and software documentation, and decide whether migration, emulation, normalization, or another preservation action is appropriate for each class of material. Preserve the original where policy and rights permit, and record any transformation and its validation.

  • scope, exclusions, priorities, recovery-time and recovery-point decisions;
  • copy locations, media identifiers, custodians, and failure-domain analysis;
  • checksum algorithms, manifest locations, verification schedule, and mismatch procedure;
  • roles for reading, writing, restoring, approving deletion, and reviewing logs;
  • credential and key escrow arrangements;
  • step-by-step restoration and validation instructions;
  • media, system, and file-format review dates;
  • contact details for successors and emergency substitutes;
  • change history showing what was revised and why.

Review after collection growth, a system replacement, staff turnover, a security event, or a failed fixity or restoration test. The DPC’s active-monitoring principle means that storage should be observed continuously enough to detect trouble before every copy is affected.

What do current preservation frameworks say?

The NDSA Levels of Digital Preservation v2.1, released in March 2026, is organized around storage and geographic location, fixity and data integrity, information security, metadata, and file formats. It is described by NDSA as a resource for building or assessing a digital-preservation program. An earlier 2013 matrix contains explicit staged criteria, but it should not be presented as the current version.

GovInfo’s published institutional practices illustrate one possible scale: at least two archival copies in separate geographic locations, weekly content backups on redundant disk storage, a standby disaster-recovery instance, and file-fixity checking. Those are GovInfo’s operations, not a universal weekly schedule.

The NDSA announcement for the 2025 Fixity Survey Report, published April 30, 2026, says the analysis used 89 completed responses. That response count alone does not establish a best practice or represent every cultural archive.

Taken together, the guidance supports a risk-based design: independent and separated copies, varied failure domains, documented fixity, controlled access, active monitoring, and tested recovery, plus metadata and format planning for long-term usability.

Frequently Asked Questions

Should every archive follow a 3-2-1 backup rule?

No. It is a useful shorthand for discussing multiple copies and separation, but the cited preservation guidance does not establish it as a guarantee. A smaller archive may begin with two genuinely independent copies and add capacity as collection value, threats, and recovery requirements grow.

Can a checksum prove that a file is historically authentic?

A checksum can show that current bytes match a recorded value; it cannot establish who created the file, whether the content is truthful, or whether metadata and provenance are complete. Authenticity also requires chain-of-custody records, contextual documentation, and controlled actions.

What happens when volunteers leave?

Have at least one successor retrieve the inventory, manifests, credentials or keys, and restoration procedure without relying on the departing person’s private account. Run a supervised handover test and revoke obsolete access immediately after the transition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is an air-gapped drive automatically a preservation copy?

No. Disconnection reduces some network and ransomware exposure, but the drive can still fail, become unreadable, lose its label, or contain an obsolete format. It becomes useful only when its location, contents, fixity, custody, and recovery process are documented and tested.
