Control Salesforce AI spending by treating it as a metering and governance problem, not as a single license setting. Inventory every Agentforce agent, embedded prompt feature, Models API integration and dependent Data 360 operation; identify each workload’s meter (actions, prompts, Einstein Requests, Flex Credits, conversations, minutes or a business metric); verify any unmetered conditions in the real org; and monitor the result in Digital Wallet. Forecast production traffic against the entitlement on your order form, attribute cost to a business transaction, and trigger internal alerts before the budget is exhausted. This approach also catches test traffic, looping actions, retries and automation identities that can create charges even when an interactive user appears unmetered.
What does controlling Salesforce AI usage actually involve?
There are four separate controls: scope, metering, entitlement and runtime behavior. Scope means knowing every feature and integration that can call a model or a dependent data service. Metering means recording the unit used for each workload. Entitlement means matching those units to the licenses, credits and order-form terms your organization bought. Runtime behavior means limiting bursts, retries, loops and unnecessarily long prompts.

A single Salesforce org can contain several pricing models at once. An Agentforce interaction may be counted by agent actions, an embedded prompt feature by prompts, a Models API integration by Einstein Requests, and a related Data 360 operation by its own chargeable metric. Native units are converted to Flex Credits using the applicable rate-card multiplier, while Digital Wallet provides the operational view of metered consumption.
How does Salesforce meter AI usage?
Salesforce describes three broad pricing approaches: consumption-based pricing, hybrid licensing plus consumption, and pricing based on a business metric. The unit and the point at which it is measured depend on the product and execution path.

Do not infer a price from the name of a feature. Actual charges depend on the organization’s products, licenses, order form, model, usage type, environment and current rate card. Reconcile Digital Wallet data with those commercial terms rather than applying a universal per-request price.
Which Salesforce AI workloads belong in your inventory?
Create one inventory row for every place AI can run, including non-production environments and automated identities. A useful row identifies the owner, business purpose, execution path, meter, entitlement and dependent services.

List each production agent, its topics and actions, and any subflows or integrations an action calls. Record the expected number of interactions and the average number of actions per interaction. An agent that performs five small actions for one request can consume substantially more Flex Credits than one consolidated action that completes the same work.
Embedded prompt features
Include prompt templates and embedded Einstein features in sales, service, marketing and custom objects. Capture the user populations, invocation frequency, expected prompt length and expected response length. A feature used by a large population can become the dominant source of Einstein Requests even when each individual prompt is inexpensive.
Models API callers
Inventory Apex, middleware, external services and scheduled jobs that call the Models API. Record the org, integration user, model, usage type, generation versus embedding or feedback endpoint, retry policy and maximum concurrency. Automated callers are easy to miss because they may not appear as a normal interactive user session.
Data 360 dependencies
For every AI path, document whether grounding, retrieval, identity resolution or another Data 360 operation runs before or after the model call. An AI path can satisfy an unmetered condition and still trigger a chargeable dependent service.

Lifecycle and environment
Tag each row as design, preview, test, sandbox or production. Testing and demonstrations can consume metered units, so a production-only inventory understates exposure.
How are Agentforce credits consumed?
Agentic usage is generally counted by actions. Each action may invoke a model, query data, call an integration or perform another operation, and the applicable native units are converted to Flex Credits. The exact conversion is determined by the current Salesforce rate card and your commercial terms.
Salesforce Architects advises: “Resolve each request in as few agent actions as possible — Flex Credits are consumed per action, so consolidating multi-step logic into a single action lowers cost directly.” Design topics and flows so one action can complete a coherent business operation instead of chaining many tiny actions that each add metered consumption.
When Agentforce work is unmetered
Global unmetering is conditional. Salesforce’s documented logic requires the Unmetered User-Based AI permission, execution as the current user, and any other conditions defined for that feature. The documented maximum is 30 LLM calls per minute per user (Salesforce, 2026); Salesforce says this limit is not currently technically enforced in the product.
Unmetered does not mean the whole workflow is free. A call can remain unmetered while a dependent Data 360 operation is chargeable, and a scheduled or automated context can be evaluated differently from an interactive user context. Verify the permission, identity, product and execution path in the org before treating a workload as unmetered.
How to reduce action consumption
- Group related lookups, validations and updates into one purposeful action where the platform supports it.
- Remove actions that merely pass data between steps without changing the outcome.
- Set explicit stop conditions for loops and handoffs.
- Measure actions per resolved case, qualified lead or processed order rather than only counting conversations.
- Review high-consumption agents by user population and use case in Digital Wallet.
What are Einstein Requests, and why does token size matter?
The Einstein Request Rate Card effective October 24, 2025 says each LLM-gateway API call consumes Einstein Requests using a usage-type multiplier and an API-call size factor. The size factor adds prompt tokens and generated-response tokens, divides the total by 2,000 and rounds up. A longer response therefore increases consumption even when the prompt text is unchanged.

Salesforce Help’s example illustrates the rounding rule: a request containing 6,500 total prompt-and-response tokens is metered as four 2,000-token chunks. Apply the usage-type multiplier to the resulting size factor, then reconcile the Einstein Request total with the rate card that applies to your org.
Token controls that protect a budget
- Set practical maximum response lengths for prompts that do not require long prose.
- Keep retrieved context focused on the records needed for the transaction.
- Track prompt and generated-response tokens separately so growth in either side is visible.
- Alert when a template’s token distribution changes sharply after an instruction, field or grounding update.
- Test worst-case context, not only the short examples used during design.
How do you monitor Salesforce AI usage in Digital Wallet?
Digital Wallet is the operational source for near-real-time metered-consumption monitoring. Use it to find trends and anomalies, then reconcile the result with your order-form entitlement and the current rate card.

- Choose the relevant product or credit view and set a time range that includes the current billing or entitlement period.
- Break consumption down by agent, use case, user population, period and interaction type. Add the environment and integration identity where those dimensions are available.
- Compare the consumed amount with the purchased entitlement and any approved internal budget; record the timestamp and rate-card version used for the comparison.
- Export or copy the dimensions into your finance or observability dashboard so product owners can see cost per business transaction.
- Investigate a step change before increasing the entitlement. Check new agents, prompt-template edits, action loops, retries, test traffic and automation users.
Salesforce Architects specifically recommends monitoring Flex Credit consumption by agent, use case and user population to identify high-consumption patterns requiring optimization. A total-org number is useful for finance but too coarse for engineering decisions.
How do you forecast AI spend before production?
Forecast in native units first, then convert to credits or currency using the applicable entitlement and rate card. Do not start with a generic “cost per chat” assumption.
- Estimate monthly business interactions, such as cases resolved, leads qualified or orders processed.
- For each interaction, estimate actions, prompts, tokens, conversations or minutes, depending on the meter.
- Multiply interactions by the per-interaction units. For token-metered calls, calculate the size factor from prompt plus response tokens and round up each API call to 2,000-token chunks.
- Apply the usage-type multiplier and the Flex Credit conversion that applies to your contract.
- Add non-AI dependent operations, including chargeable Data 360 work, and separate production from test and sandbox assumptions.
- Compare the projection with the purchased entitlement and approved budget. Document low, expected and high traffic scenarios rather than one point estimate.
- Translate the result into a business measure such as credits per resolved case or cost per processed order.
Because Salesforce does not publish one universal price for every AI feature, the final currency estimate must come from your organization’s order form, Digital Wallet data and current rate card. Ask the Salesforce account team to clarify any entitlement or overage that is not explicit in those records.
Which budget alerts and controls should you set?
Use internal thresholds before a contractual limit is reached. Salesforce Architects gives 70% and 85% as example alert thresholds; these are governance examples, not Salesforce contractual defaults.

- At 70%: notify the product owner, finance owner and platform administrator; review the forecast and recent consumption slope.
- At 85%: freeze nonessential experiments, inspect the top agents and users, and approve any new production traffic.
- At an anomaly threshold: page the on-call owner for sudden prompt growth, looping actions, repeated retries or a new automation identity.
- At the approved limit: follow a documented circuit-breaker or traffic-reduction plan rather than allowing uncontrolled retries.
Store the alert denominator with each rule: entitlement, approved budget or a time-window allocation. Otherwise a percentage can look safe while the underlying period or contract has changed.

For production Models API integrations, Salesforce documents a standard limit of 2,000 LLM generation requests per minute per org (Salesforce, 2026). Embeddings and feedback have a limit of 1,000 requests per minute per org (Salesforce, 2026).

These are headline limits, not a promise of sustainable capacity for every model or workload. Model-specific capacity can vary. Instrument request rate, latency, status codes and retries; use exponential backoff, bounded retry counts and a circuit breaker so a traffic spike does not become both a reliability incident and a spending incident.
Which Salesforce AI lifecycle phases are metered?
Lifecycle assumptions are a frequent source of surprise usage. Agentforce Builder design and development are generally not metered, but previews can be. Testing through Agentforce Builder, Agentforce Grid, Testing Center and a sandbox can be metered. Production interactions are metered according to the applicable consumption model, and Agentforce Grid is metered in every lifecycle phase.

How should you compare implementation options?
Compare an implementation by the controls it gives you, not by its feature label. The following framework keeps unlike meters visible.

What should you do when usage overruns the budget?
Stop adding traffic until you know whether the problem is volume, unit cost or an execution defect. Use this diagnostic sequence.
- Confirm the measurement: compare Digital Wallet totals, the time window, environment and rate-card version with your internal dashboard.
- Find the dimension that changed: isolate the agent, use case, user population, interaction type or integration identity responsible for the increase.
- Check execution shape: inspect action counts, prompt and response tokens, loops, retries, failed calls and dependent Data 360 operations.
- Check entitlement conditions: verify the user permission, current-user execution and feature-specific conditions that were expected to make a path unmetered.
- Throttle safely: reduce concurrency, pause nonessential jobs, bound retries and enable a circuit breaker while preserving data needed for recovery.
- Correct and replay selectively: consolidate actions, shorten unnecessary context or fix the automation identity, then replay only transactions that were not completed.
- Update the forecast: record the cause, corrected units per transaction and the revised high-volume scenario before reopening traffic.
How do you keep the controls current?
Review the inventory, dashboards, alerts and rate-card assumptions at every Salesforce release, model change, prompt-template change, new agent deployment and contract amendment. Salesforce can change multipliers, entitlements and product rules, so a control that was accurate last quarter may no longer describe the current org.
Assign named owners: a platform administrator for permissions and environments, an engineering owner for API limits and retries, a product owner for business outcomes, and a finance or FinOps owner for entitlement reconciliation. Require each new AI workload to provide its meter, expected units per transaction, lifecycle plan, alert threshold and rollback path before production traffic is enabled.
Frequently Asked Questions
What information should be copied from the Salesforce order form into an AI budget model?
Record the product or feature, license type, included quantity, measurement unit, entitlement period, overage rule, environment scope and rate-card version. Keep the order-form language alongside the Digital Wallet export so finance and engineering use the same definitions.
Why can two requests with the same prompt text consume different Einstein Request amounts?
The meter includes generated-response tokens as well as prompt tokens, and the combined total is rounded up in 2,000-token chunks. Different usage types also carry different multipliers, so model configuration and response length can change consumption without a visible prompt edit.
What does an HTTP 429 mean for Salesforce AI cost control?
It means the org or endpoint has exceeded a documented request limit. An unbounded retry loop can turn the 429 into additional traffic and expense, so retries should be delayed, capped and broken by a circuit breaker while the burst is investigated.
Who should approve a new production Agentforce agent?
Use a joint approval from the business owner, Salesforce administrator, engineering owner and finance or FinOps representative. The approval should include the meter, expected units per transaction, unmetered conditions, test allowance, budget alerts and a rollback plan.
