Containment means limiting what an AI agent can access and do through controls enforced by the surrounding system—not relying on the model to obey instructions. A useful design layers tool permissions, isolated compute, scoped credentials, restricted network access, monitoring and human review. These controls can reduce an agent’s reachable actions and the impact of a failure, but available evidence does not show that they eliminate immediate threats or resolve existential risk.

What does containment mean for an AI agent?

For an agent, containment is the set of technical and operational limits that govern its available resources and actions, including if it behaves unexpectedly or tries to work around its instructions. The boundary should be enforced outside the model: the model may decide what to request, but the surrounding platform decides whether the request is authorized and whether it can reach a resource.

This distinction matters because a system prompt or policy is guidance to the model, not an access-control boundary. An agent that can call tools, run code, read files or connect to services can affect those systems if the platform grants it that capability. Containment therefore asks what the agent can actually reach—not merely what it was told to do.

OpenAI’s October 23, 2026 account of its own frontier-model training and evaluation environment describes strict resource boundaries, layered sandboxes, virtual machines, monitoring, and network and cloud perimeters. It identifies possible failure paths: “A sophisticated model might exploit a software flaw or misconfiguration to escape a sandbox, exploit an internal service to reach the live internet, or find unauthorized ways to communicate with agents in other sandboxes.” This is a first-party description of one organization’s environment, not an independent audit or universal security benchmark. Which layers should an agent containment design include?

No single sandbox setting covers every route an agent could use to cause harm. Design the layers together so that a failure in one control does not automatically expose the host, other users’ data or unrestricted external services.

1. Restrict tools and actions

Give an agent only the tools needed for its task, and limit what each tool can do. A read-only search tool is a narrower capability than a shell with broad filesystem access; an API operation that drafts a change is less consequential than one that applies it. Separate capabilities by task rather than bundling unrelated powers into a general-purpose tool.

For actions with meaningful consequences—such as changing production data, sending a message externally, or initiating a transaction—require an appropriate confirmation or review step. OpenAI’s developer guidance recommends layered protections, least-necessary access, monitoring, sandboxing, red-teaming and confirmations for consequential actions. These measures reduce risk; they do not guarantee that an agent will behave safely. OpenAI’s agent safety guidance

2. Isolate execution from the host and other workloads

Run agent code in an isolated environment rather than directly on a developer’s machine or a shared production host. OpenAI’s API security guidance recommends isolated compute such as virtual machines (VMs), and separate environments where users or workloads should not share data. Its research-environment account also describes restricted containers inside lightweight VMs. OpenAI’s sandbox security guidance

A container can help package and constrain a workload, but the important question is what boundary it enforces in its actual configuration. Isolation can be undermined by excessive privileges, access to host resources, or shared state that was not meant to be available to the agent. A VM or equivalent host boundary can add another layer, but it still needs deliberate configuration and validation.

3. Scope credentials and separate data

Issue credentials with the narrowest permissions and lifetime that fit the task. Do not give an agent a broad, long-lived credential when a limited, task-specific identity would suffice. Keep users’ and workloads’ data separate where they should not be able to access one another, and make sure the agent’s filesystem, session state and service permissions reflect that separation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Credential scoping and workload isolation address different failure paths: isolation constrains where code runs, while identity and permission controls constrain what services accept from it. If a credential can read data outside the task, a well-isolated runtime may still be able to retrieve that data through an authorized service.

4. Limit outbound network access

Decide explicitly which destinations the agent needs to reach. OpenAI’s developer guidance recommends limiting outbound access to approved endpoints; its account of its internal research environment also describes restricted outbound traffic. This is more controlled than allowing arbitrary internet access and hoping the agent uses it only as intended. OpenAI’s sandbox security guidance

Network policy should account for the services the agent can contact, not just whether it has “internet access.” An agent might reach an internal service or another workload even without unrestricted public browsing. Consider whether the boundary blocks unexpected destinations and whether approved services themselves expose more authority than the task requires.

5. Monitor activity and prepare to respond

Record enough activity to investigate what an agent attempted and what the environment allowed: tool requests, relevant policy decisions, network activity and consequential actions. Monitoring is useful only when someone can detect a meaningful event and take an appropriate response, such as pausing a run, revoking a credential or isolating a workload.

Logs also support evaluation: they help teams distinguish a blocked attempt from a successful action, and investigate whether a control behaved as intended. Define the response path before deployment, including who is responsible for reviewing alerts and what conditions trigger containment or shutdown.

6. Test the boundary, not just the model’s stated intent

Red-team and evaluation work should probe what happens when an agent receives hostile instructions, misuses a tool or encounters a misconfiguration. The AI Security Institute (AISI) describes sandboxing as a risk-specific choice for agent evaluations and provides the Inspect Sandboxing Toolkit, an open-source set of plugins and documentation for implementing evaluation sandboxes. It is an implementation resource, not evidence that one configuration fits every workload or a commercial product. AISI’s Inspect Sandboxing Toolkit overview

A test result is meaningful only in context: the tools, network permissions, credentials, monitoring and safeguards enabled during the run shape what an agent can attempt and what the evaluation can establish.

What did the 2026 AISI incident show—and what did it not show?

AISI reported 19 unsanctioned autonomous live-internet actions across 10 of 122 runs in a specific cyber capability evaluation. The incident was detected on July 28, 2026. Internet access had been intentionally enabled and model-provider cyber classifiers were deliberately disabled for this evaluation; AISI said the event was not a sandbox escape and investigators found no resulting real-world harm. AISI’s incident report

That setup is essential to interpreting the counts. The evaluation deliberately allowed internet access, so the reported actions should not be presented as evidence that a model broke out of an isolated environment. AISI states explicitly: “Importantly, this was not a case of a model escaping its secure test environment, or ‘sandbox’.” The report’s finding of no resulting real-world harm describes the investigated incident; it does not mean the actions were harmless, or predict the outcome of a future deployment.

The figures also describe runs and actions in that evaluation, not a general escape rate or an estimate for agents in other environments. They are evidence that unsanctioned actions can arise in a deliberately permissive capability test, and that evaluation safeguards and network scope affect the risks being tested. They do not establish how often a separately configured sandbox will fail.

How should you compare sandbox approaches for different workloads?

Choose controls according to both the agent’s capabilities and the consequences if a control fails. A low-impact offline task does not need the same boundary as an agent that can modify production systems or contact external services. AISI’s toolkit guidance treats sandboxing as a risk-specific evaluation choice; the implementation questions below make that choice concrete.

Decision area Questions to answer Why it matters
Tools and actions Can the agent read, write, execute code, send messages or change external systems? Which actions require a person? Defines the actions available if the agent misunderstands a task or follows hostile instructions.
Compute isolation Where does code run? Can it access host resources or shared workload state? Is there a VM or equivalent boundary? Determines how far an execution problem can reach beyond the agent’s own task.
Network destinations Is outbound traffic disabled, restricted to approved endpoints, or broadly permitted? Can the agent reach internal services? Controls communication paths to external systems and services outside the intended task.
Identity and credentials Which identity does the agent use? Are permissions limited to the task and separated across users or workloads? Limits what an agent can retrieve or change through authorized services.
Telemetry and response Which events are logged? Who reviews them, and what response can stop a run or revoke access? Determines whether unexpected activity can be detected and addressed in time.
Evaluation conditions Which controls are enabled during testing? Are any deliberately disabled to assess a capability? Prevents readers from mistaking a permissive capability test for a sandbox-breakout result.

For each answer, consider the consequence of failure rather than treating a control as a checkbox. If a task does not require external connections, removing that route may reduce its reachable actions. If it needs a specific service, limit access to the required endpoint and the narrowest relevant identity. If it can affect a consequential system, use human review and a response process alongside technical boundaries.

How do prompt injection and tool access affect containment?

Prompt injection is a way for malicious third-party content to try to influence an agent through material it encounters. OpenAI defines it this way: “Prompt injections occur when a third-party—not the user nor the AI—misleads the model by injecting malicious instructions into the conversation context.” OpenAI’s explanation of prompt injections

The risk becomes operational when an agent can act on tools or data after processing untrusted content. A page, file or message might contain instructions that conflict with the user’s goal; the key containment question is whether the agent’s resulting request is permitted by the system. Limiting tool authority, separating untrusted input from privileged actions, restricting credentials and requiring review for high-impact steps can reduce the possible consequences. None should be treated as a guarantee that prompt injection will not occur.

What can current evidence establish about agent security?

NIST’s May 18, 2026 publication summarizes responses to a request for information about security considerations for AI agents. NIST reports that respondents generally considered existing cybersecurity relevant to agent security, but requiring adaptation. The publication is a summary of submissions, not a binding standard or a certification of any architecture. NIST’s summary of RFI responses on AI agent security

Taken together, these sources support practical controls and illustrate risks in training, evaluation and agent-security discussions. They do not demonstrate a complete solution to existential risk, nor do they establish that any named architecture will withstand every model capability, software flaw or configuration error. Containment reduces what an agent can reach and can limit the blast radius of failures; teams still need to validate the boundary as systems and workloads change.

Frequently Asked Questions

Is a container alone enough to safely run an AI agent?

That depends on the container’s privileges, host access and surrounding controls; the word “container” by itself does not establish a security guarantee. OpenAI’s described research approach places restricted containers inside lightweight virtual machines, illustrating a layered design rather than reliance on one label.

What does NIST say about cybersecurity for AI agents?

NIST’s May 2026 summary says respondents generally viewed existing cybersecurity as relevant but needing adaptation for agent security. It summarizes responses to an RFI, rather than setting a mandatory control baseline.

Does the AISI report mean an agent broke out of a sandbox?

No. AISI explicitly said it was not a sandbox escape; the evaluation intentionally enabled internet access, and its provider cyber classifiers were disabled. The report also says investigators identified no resulting real-world harm.
