To compare political answers fairly, give each chatbot the same balanced prompts under recorded conditions, then check each factual claim against authoritative sources. Score accuracy separately from perceived slant, tone, completeness, refusals, and citation quality; repeat prompts because one response is not a stable measure of a model. No published result establishes one chatbot as universally best for political questions: findings depend on the topic, language, prompt, model version, and date.
What does a fair comparison measure?
A fair comparison asks more than whether one answer sounds neutral or confident. It separates what a chatbot claims from how it presents those claims, and records whether it answers the question at all. Treating these as distinct outcomes helps prevent a persuasive, fluent answer from being mistaken for an accurate one.

At minimum, measure factual accuracy, evidence quality, coverage, framing, refusal behavior, and reproducibility. Keep factual judgments apart from normative ones: whether a statement is supported by evidence is different from whether its policy position is desirable or fair.
| Dimension | What to record | Why it matters |
|---|---|---|
| Factual accuracy | For each checkable claim: supported, contradicted, borderline, or unverifiable | Separates correctness from persuasive fluency. |
| Evidence quality | Whether sources are supplied, specific, current, and actually support the claim | A citation may be irrelevant, too general, or mismatched to the statement. |
| Coverage | Whether the answer addresses the question’s subparts and material context | An answer can be accurate but omit information that changes its meaning. |
| Framing and tone | Blinded reviewer ratings and analysis of which facts or premises are selected | Neutral-sounding language can still produce a partisan substantive effect. |
| Safety and refusal | Whether a refusal is appropriate, and whether a nonanswer was unnecessary | Refusal rates affect usefulness and should not be confused with factual accuracy. |
| Reproducibility | Differences across repeated runs, dates, languages, and settings | Generative systems may not give one fixed answer to a prompt. |
What do published studies say about political answers?
Published comparisons offer useful examples of what can be measured, but they do not provide a permanent league table. Their results apply to particular tasks, systems, prompts, languages, and collection dates.

Accuracy can move differently from persuasiveness
The UK AI Security Institute reported three experiments involving 19 large language models, 707 political issues, and 466,769 checked claims in 2026. It found that post-training and prompting increased persuasiveness, and that where persuasiveness increased, factual accuracy systematically decreased. The authors summarized the result this way: “where they increased AI persuasiveness they also systematically decreased factual accuracy.” This is a reason to measure persuasive presentation and factual correctness as separate outcomes, not evidence that every persuasive answer is inaccurate.
Accuracy results depend on language and task
A peer-reviewed 2024 audit by Kuznetsova and colleagues tested ChatGPT and Bing Chat/Copilot on true, false, and borderline political statements about COVID-19, Russia’s war against Ukraine, the Holocaust, climate change, and LGBTQ+ debates in English, Russian, and Ukrainian. ChatGPT matched the study’s baseline in 72% of cases on average across the tested languages. In English, it scored 79% and Bing Chat scored 66%. These are results for that audit’s statements and method, not universal accuracy ratings or a current ranking of all chatbots.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPerceived slant is not the same as factual error
A 2025 Stanford Graduate School of Business working paper compared answers from 24 large language models on 30 political topics and collected 180,126 assessments from 10,007 U.S. respondents. Nearly all models were perceived as significantly left-leaning. That finding measures respondents’ perceptions; it does not by itself establish that an answer was factually wrong or that every user would perceive it the same way. A comparison should report perceived slant separately from claim-level accuracy.
Election-answer snapshots age quickly
The Reuters Institute examined 300 election-related responses collected June 24–July 3, 2024. It judged ChatGPT-4o correct 78% of the time and Perplexity 83%; Gemini often declined to answer. The results describe that sample and period, not current behavior. The Institute also noted that chatbot systems change over time and that “there is no widely agreed-upon method of testing the accuracy of chatbots’ output.”
Bias scores depend on the evaluator’s rubric
In an October 2025 evaluation, OpenAI used a 0-to-1 political-bias score and reported worst-case scores of 0.138 for o3 and 0.107 for GPT-4o. It said GPT-5 models reduced scores by about 30% compared with prior models, and estimated that less than 0.01% of production responses showed signs of political bias under its rubric. These are vendor-defined measurements, not an industry-wide standard; the reported figure should not be interpreted as the share of all political chatbot answers that are biased under every definition.
Content and style both matter
A 2024 ACL framework by Bang, Chen, Lee, and Fung evaluates both what a model says and how it says it, and was tested on 11 open-source large language models. That distinction is useful in practice: word choice can appear even-handed while selection of facts, assumptions, or omitted context still pushes the answer in a particular direction.

Representative questions can broaden the test
The Neutrality Project’s 2024 methodology contains 3,987 public-opinion questions drawn from Pew American Trends, Pew Global Attitudes, and World Values Survey datasets. It converts them into a common multiple-choice format while retaining provenance. A question set built from public-opinion surveys can help avoid relying only on prompts chosen by the person conducting the comparison.
How do you design a balanced prompt set?
Choose prompts before testing and preserve their exact wording. A balanced set should cover the intended political domain without giving one chatbot easier questions or more favorable framing than another.
- Set a narrow scope. Specify the country, election or policy domain, collection date window, and languages. Decide whether the test concerns factual questions, value questions, or both. For example, a test of election logistics should not be blended into one score with a test of policy preferences.
- Include varied question types. Use factual questions across multiple issue areas, questions involving common misinformation, and neutral control questions. Keep the original wording and add opposing or mirrored framings where useful, so that one side is not consistently described in more favorable terms.
- Keep the prompts fixed. Use identical wording for every system in a comparison. Do not rewrite a prompt for one chatbot after seeing its first answer; that changes the test and can introduce an advantage.
- Choose the scoring rules in advance. Define what counts as a factual claim, how to label mixed or unresolved evidence, and how reviewers will rate framing and completeness. A written codebook makes later decisions less dependent on which answer a reviewer happens to prefer.
- Keep provenance with every question. Record where a question came from and preserve that context. Survey-derived prompts, for example, can be adapted into a consistent format without losing their source provenance, as in the Neutrality Project’s methodology.
What conditions should you record for each chatbot?
A result is interpretable only if readers can tell what was tested. Record the settings that may change an answer alongside the chatbot’s name; if a model or setting is not exposed, mark it as unknown rather than infer it.
- Chatbot name and the model or version label shown by the service.
- Whether you used a web interface or an API, plus the account tier.
- Date and time in UTC, country or geography, and language.
- System instructions or other custom instructions that affected the response.
- Whether web search or another retrieval feature was enabled.
- Any available temperature or randomness control and its setting.
- The exact prompt, full answer, and every cited link.
Do not silently mix conditions. If one system can search the web and another cannot, either align retrieval settings where possible or report the difference as part of the test. Likewise, an answer collected in one language or on one date should not be presented as evidence about every language or a later model version.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →How should you run the comparison?
Use a repeatable process that preserves the original outputs. Repeated runs and randomized prompt order help distinguish a recurring response pattern from one answer generated on one occasion.
- Freeze the run conditions. Complete the records above before submitting prompts. Use the same language and prompt wording across systems, and note any unavoidable differences in access or settings.
- Randomize prompt order. Avoid always sending prompts in the same sequence. Order can affect a session, and randomization reduces the chance that order becomes an unnoticed systematic difference.
- Run each prompt several times. Save complete responses rather than excerpts. Record refusals, tool use, citations, and differences across runs; do not treat one generated answer as a chatbot’s permanent position.
- Preserve raw material. Keep original prompts, answers, timestamps, model labels, and cited links together. If you later shorten an answer for display, retain the full version for scoring and verification.
- Re-run when conditions materially change. Refresh the comparison after a major model, policy, retrieval, or election change. An older result can remain useful as a dated snapshot, but it should not be labeled as a current ranking.
How do you verify claims without confusing facts and opinions?
Break each answer into atomic claims: the smallest statements that can be checked independently. Label factual claims against reliable evidence, while recording opinions and value judgments separately rather than scoring them as true or false.

Use claim-level labels
For each claim, record whether it is supported, contradicted, unverifiable, or opinion. Add a separate borderline label when evidence is genuinely mixed. Include the source URL, source date, and coder notes for factual checks. If a sentence contains several claims, split them; one correct clause should not make a distinct unsupported claim appear correct.
Match the source to the subject
Use the source with the strongest direct authority for the question: election authorities for election logistics, official legislative records for legislation, and the original agency or dataset for statistics. For contested claims, consult multiple high-quality sources and mark a dispute unresolved if the evidence does not support a clear determination. A chatbot citation is not itself ground truth: check whether the linked material actually supports the specific statement.

Keep factual and normative scoring separate
“What did the law say?” and “Was the law fair?” require different kinds of evaluation. The first can be checked against an authoritative record; the second involves values and should be assessed as argument, framing, or opinion rather than assigned a factual correctness score. The same distinction applies to policy questions that combine empirical predictions with judgments about priorities.
How do you score answers consistently?
Apply the same codebook to every chatbot and keep each result dimension visible. A single composite score can conceal whether a system was more accurate, more complete, more likely to cite sources, or simply more willing to answer.
Score claims, not just whole answers
For factual accuracy, count supported, contradicted, borderline, and unverifiable claims using a consistent denominator, and explain how each category is treated. Report unsupported-claim rate separately from accuracy if the test distinguishes an unsupported statement from one demonstrated to be false. State sample sizes and, when available, confidence intervals or coder-agreement statistics.
Assess citations for support, not appearance
Record whether a citation is present, specific enough to locate the relevant evidence, current for the claim, and accurate in what it says. A response with several links can still be poorly evidenced if none supports the key claim. Conversely, a response without citations may be factually right but offers less direct evidence for a reader to verify; track citation quality separately instead of automatically treating citation absence as factual error.

Rate completeness and directness
List the subquestions implied by each prompt before scoring. Then note which the answer addressed, omitted, or hedged, and whether it answered directly. This makes completeness more concrete than a general impression that one response “felt thorough.”
Review framing with blinding
Remove model names, randomize the order of answers, and ask reviewers to rate framing and perceived direction without knowing which system produced each response. Also examine content selection and premises: neutral wording alone cannot show that an answer is substantively balanced. Report reviewer agreement and demographics, since perceptions can differ among respondents.
Report refusals as their own outcome
Distinguish a justified refusal from an unnecessary nonanswer, and show the rate rather than hiding refusals inside an accuracy figure. The Reuters Institute’s 2024 election study, in which Gemini often declined to answer, illustrates why willingness to respond is a separate dimension of usefulness.

Use a dated label such as “responses collected during [date range]” only if that date range is filled with the actual collection dates. Keep the underlying prompts and scoring definitions available so another person can repeat the comparison. Best Value
Which chatbot gives the most accurate and least biased political answers?
The available findings do not establish one chatbot as universally best. Accuracy, perceived slant, citation behavior, refusal rate, and run-to-run variation are different measures, and results can change with the task, language, prompt, settings, and date.
Use published studies as scoped evidence: the Reuters Institute’s 2024 figures concern its 300 election responses from June 24–July 3, 2024; the multilingual 2024 audit concerns its selected political statements; and the Stanford 2025 working paper measures U.S. respondents’ perceptions of slant. None can substitute for a test of the exact systems, versions, languages, and questions relevant to your decision.
The useful conclusion is therefore a comparison with visible limits, not a universal winner. A chatbot that performs well on factual election logistics may still frame policy debates differently, refuse more often, or vary more between runs. Keep those outcomes separate so readers can decide which matters for their use.
Frequently Asked Questions
Does a chatbot’s citation count prove that its political answer is reliable?
No. Several citations can all be irrelevant to a claim, while a single well-matched primary source may be useful evidence. Check the cited material against the exact statement rather than using the number of links as a proxy for accuracy.
Should political opinions be marked wrong in an AI comparison?
Not as factual errors. Record value judgments as opinions or assess them as arguments and framing; score any empirical claims embedded in them separately.
Does a finding that users perceive a chatbot as left-leaning prove that its answers are factually biased?
No. Perceived direction is a respondent judgment, whereas factual accuracy requires claim-level checking. Report the two findings separately and describe who supplied the perception ratings.
