There is no universally cheapest cloud for AI. The right choice depends on your accelerator topology and quota, managed AI services, data location and transfer costs, and the amount of capacity that will sit idle. Oracle Cloud Infrastructure (OCI) can be compelling for bare-metal GPU clusters and outbound-heavy systems; AWS is strongest when you need a broad, integrated service catalog; Azure fits Microsoft-centered identity, data and compliance estates; and Google Cloud combines Vertex AI and Gemini services with regional GPU pricing and commitment discounts. Compare the same workload in the same region, then validate the result with a capacity and latency pilot before signing a commitment.
This guide gives a repeatable way to compare distributed training, fine-tuning, batch and real-time inference, retrieval-augmented generation (RAG), analytics, and agent systems across OCI, AWS, Microsoft Azure, and Google Cloud.

Score every provider against the workload you will actually run, not against a generic feature checklist. Four axes expose most differences:
- Accelerator capacity and topology: GPU model, memory, GPU count per host, interconnect, RDMA or InfiniBand, quota, reservation lead time, and scheduler support.
- Managed AI and MLOps: training jobs, model catalogs, foundation-model access, pipelines, registries, deployment, evaluations, monitoring, governance, and integration with your data systems.
- Data locality, governance, and network economics: region and availability-zone choices, residency requirements, identity and policy controls, private networking, ingress and egress, and the cost of moving checkpoints or retrieved documents.
- Fully loaded cost: accelerators, host CPUs and memory, interconnect, storage, data transfer, managed services, observability, support, discounts, commitments, and idle capacity.
A training cluster that runs at 85% utilization can favor a different provider than a real-time endpoint that scales from zero. Record the region, currency, uptime, utilization and discount assumptions beside every estimate.

How do GPU capacity and interconnect differ?
Oracle Cloud Infrastructure
OCI’s price list includes bare-metal shapes using NVIDIA H100, H200, B200, GB200, GB300 and A100 GPUs, as well as AMD MI300X. Several shapes advertise high-bandwidth RDMA or InfiniBand networking. That breadth is relevant to large distributed-training and HPC-style jobs where all-reduce traffic can dominate runtime. A listed shape does not guarantee that your tenancy can launch it: check the target region, service limits, quota approval and current capacity before designing around a specific GPU.
Amazon Web Services
AWS offers multiple GPU families through its compute and managed AI services, but the exact family, regional inventory, account quota and reservation terms are account- and region-specific. Treat a general service overview as a starting point only. For a real comparison, obtain a capacity reservation or written availability for the instance type and region your training topology requires.
Microsoft Azure
Azure Machine Learning can attach compute that includes current GPU generations and InfiniBand. This is useful for distributed jobs, but availability and quota vary by region and subscription. Confirm that the selected virtual-machine series exposes the required GPU memory and interconnect rather than assuming that “latest GPUs” are available everywhere.
Google Cloud
Compute Engine documents H100 A3, A100 A2 and L4 G2 accelerator families. GPU pricing is regional, GPUs are available only in specified zones, and the accelerator charge is added to the VM price. Sustained-use and committed-use discounts can apply, so compare the effective rate for your expected run pattern, not just the on-demand line item.
Questions to ask before ordering any cluster
- Can the provider supply the required number of identical GPUs in one placement group or equivalent topology?
- What are the GPU memory size, host-memory ratio and CPU-to-GPU bandwidth?
- Is RDMA or InfiniBand available between every worker, and is it included or billed separately?
- What quota request, reservation and lead time apply to the exact account and region?
- Where will checkpoints live, and can storage sustain the write rate without throttling?
Which managed AI and MLOps services fit your stack?
AWS: SageMaker and Bedrock
AWS describes the next generation of Amazon SageMaker as “the center for all your data, analytics, and AI.” SageMaker combines training and deployment, foundation-model tooling, MLOps, governance, data-lake and warehouse access, and federated data connections. Amazon Bedrock adds managed access to foundation models for generative applications and agents. This breadth is valuable when your data, security controls and procurement processes already use AWS, because fewer integration boundaries may outweigh a lower raw GPU rate elsewhere.
Azure: Machine Learning and Microsoft Foundry
Azure Machine Learning covers prompt engineering, pipelines, CI/CD, governance, responsible-AI controls, a model catalog, managed endpoints and compute. Microsoft states that Azure Machine Learning itself has no additional charge; you pay for the underlying compute and other Azure services consumed. Microsoft Foundry places agents, models and tools under one Azure resource plane with role-based access control (RBAC), networking, policy, tracing, monitoring and evaluations. Microsoft says its Foundry model catalog contains more than 10,000 models (Microsoft, 2026). Verify whether a model, endpoint feature or governance control is generally available in your region, because some capabilities are preview or region-dependent.

Google Cloud: Vertex AI and the Gemini platform
Google’s current Vertex AI destination, the Gemini platform, combines training, tuning, deployment, Model Garden, model evaluation, pipelines, model registry, feature store and monitoring. It supports Google and third-party models and connects notebooks with BigQuery. This combination is attractive when analytics data already resides in BigQuery or when you need to switch among models without rebuilding the surrounding MLOps workflow.
OCI: infrastructure-first flexibility
OCI’s differentiator in the supplied comparison is its broad bare-metal GPU catalog and high-bandwidth networking rather than a single, dominant managed-AI control plane. Teams that already operate Kubernetes, schedulers and experiment tooling can use those primitives directly. Teams seeking a highly integrated model-training, registry and evaluation workflow should price the additional services or software they will need.
How do data locality, governance and network economics change the decision?
Place the workload near its data and users unless a measurable accelerator or service advantage justifies moving it. For RAG, analytics and agents, repeated retrieval and tool calls can make network distance and egress more important than a small GPU-rate difference.
- Residency: map each dataset, checkpoint, log and model artifact to an allowed country or region. Confirm that the chosen model endpoint and backup location meet the same requirement.
- Private access: compare private service endpoints, virtual networks, routing, firewall policy and identity integration. The operational effort to recreate an existing security boundary is part of migration cost.
- Egress: count traffic from object storage to GPUs, from serving endpoints to applications, between regions, and to customers. A 50-TB monthly transfer pattern can dominate a low storage bill.
- Governance: include audit logs, policy enforcement, evaluation records, retention and key-management requirements in the design, even when the control plane itself has no separate fee.
OCI advertises 10 TB of outbound data free each month and claims egress fees up to 10 times lower than other providers. Those are Oracle claims; confirm the current service terms, destination, account type and any exceptions before using them in a business case.

Oracle published an equivalent eastern-US comparison using prices available on December 5, 2024. The figures below are list-price examples, not a cross-provider benchmark, and they do not include GPU time or managed AI services.
| OCI item | Published amount | How to interpret it |
|---|---|---|
| 4-vCPU, 16-GB virtual machine | $54 per month | Oracle’s eastern-US equivalent example, priced December 5, 2024. |
| 64-vCPU, 512-GB Kubernetes cluster | $3,507 per month | Published cluster example; confirm the included control-plane and worker assumptions. |
| 1-TB block storage | $43 per month | Published storage example; performance tier and replication affect real cost. |
| 50-TB outbound bandwidth | $340 per month | Published transfer example; destination and service terms matter. |
Google Cloud documents pay-as-you-go billing, regional GPU pricing and discounts for sustained use or committed use. New customers receive $300 in credits, subject to the offer’s terms, and Google advertises savings of up to 57% through committed-use discounts when the workload is eligible. AWS, Azure and OCI also have region-, contract- and commitment-specific prices, so a single public list rate cannot establish which provider is cheaper.

How do you calculate the fully loaded cost?
Build one bill of materials for each provider and normalize the assumptions. A useful monthly estimate is:
(GPU-hours × effective GPU rate) + host CPU/RAM + interconnect + storage and checkpoint I/O + ingress/egress + training and serving control planes + registry and observability + support + idle or reserved capacity
1. Price the accelerator and host together
Record GPU count, model, memory, host shape, operating hours and expected utilization. For distributed training, include worker-to-worker networking and the cost of failed or pre-empted runs. For inference, model the number of replicas at peak, average and minimum traffic rather than multiplying peak capacity by every hour of the month.
2. Add storage and checkpoint traffic
Estimate dataset copies, preprocessing scratch space, model artifacts, checkpoint frequency, retention and replication. A large model that checkpoints every few minutes can generate more storage operations and network traffic than its final artifact size suggests.
3. Count every transfer path
Separate traffic inside a zone, across zones, across regions and to the public internet. Include RAG document refreshes, feature-store reads, logs and customer responses. Apply each provider’s free allowance only where the terms explicitly permit it.
4. Include managed-service and people costs
Add training-job orchestration, model registry, endpoint management, evaluation, tracing, monitoring, support and security tooling. If a provider’s managed service is not available in the required region, include the engineering and operations effort to run an equivalent open-source stack.

5. Model discounts without hiding risk
Show on-demand, committed and reservation scenarios separately. A commitment can lower the unit rate while increasing the cost of unused capacity or reducing your ability to change GPU family. Use the utilization level at which the commitment breaks even as a decision threshold.
Which cloud is best for each AI workload?
Distributed training
Start with topology and capacity, not the notebook experience. OCI is a candidate when bare-metal H100, H200, B200, GB-series, A100 or MI300X shapes and RDMA or InfiniBand match your parallelism plan. Azure is a candidate when Azure Machine Learning orchestration and InfiniBand-enabled compute fit an existing Microsoft estate. AWS and Google Cloud can work well, but you must validate the exact instance family, quota and placement in the target region. Benchmark time-to-checkpoint and scaling efficiency on the real model; theoretical GPU counts are not enough.
Fine-tuning
Compare managed training jobs, model licensing, dataset access, experiment tracking and artifact promotion. Vertex AI’s Model Garden, Azure Machine Learning’s model catalog and AWS SageMaker’s training and foundation-model tooling can reduce integration work. OCI may be attractive when you want direct control of the GPU environment and already have a Kubernetes-based training platform.
Batch inference
Optimize throughput per dollar and the ability to queue work. Measure accelerator memory utilization, startup time, batch size, checkpoint or model-download traffic, and the price of keeping workers warm. A lower hourly GPU rate can lose if the service spends much of the run waiting for data or repeatedly loading models.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteReal-time inference
Measure end-to-end latency, tail latency, cold starts, autoscaling behavior, accelerator memory and serving price. Keep the model, vector index and application in compatible locations. Managed endpoints in SageMaker, Azure Machine Learning or Vertex AI can reduce operations, while a self-managed OCI deployment may offer more control when traffic is predictable.
RAG and analytics
Data gravity usually dominates. Compare warehouse or lake integration, vector search, indexing pipelines, private access and egress from the corpus to the model. Google’s BigQuery integration is relevant for BigQuery-centered analytics; AWS and Azure can be advantageous when the corpus and identity controls already live in their respective estates. Include the recurring cost of re-embedding and index refreshes.

Agents
Evaluate model choice, tool integration, identity, policy, tracing, monitoring and evaluations. Microsoft Foundry emphasizes a unified resource plane for these controls; AWS Bedrock and SageMaker divide generative application and MLOps capabilities across services; Vertex AI supplies model and evaluation components through the Gemini platform. Choose the control surface your security and operations teams can audit, not merely the model with the lowest token price.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can you run a fair, region-specific pilot?
- Freeze the workload definition. Record model, parameter count, context length, dataset size, target latency or training steps, checkpoint policy and retention period.
- Select comparable regions. Use the same geography where possible and document residency, availability-zone layout and customer distance.
- Obtain capacity confirmation. Ask each provider for the exact GPU family, quantity, topology, quota and reservation terms. Record the date because capacity changes.
- Deploy identical software. Pin container, driver, CUDA or ROCm, framework and tokenizer versions. Use the same data format and preprocessing pipeline.
- Measure useful output. For training, capture time to target loss, scaling efficiency, checkpoint time and failed-run recovery. For inference, capture p50 and p95 latency, throughput, cold starts and cost per request.
- Capture the bill. Export GPU, host, storage, transfer, control-plane and observability usage. Separate one-time setup from recurring spend.
- Repeat at realistic utilization. Run an idle period, normal load and peak load. Include scale-down and restart behavior so reserved capacity does not look artificially efficient.
- Make a reversible decision. Keep data and artifacts in portable formats, document networking dependencies and set a review date for price, quota and model availability.
What are the common comparison mistakes?
- Comparing a GPU rate alone: host, storage, transfer, orchestration and idle replicas can outweigh the accelerator line.
- Assuming catalog availability equals capacity: a listed H100 or MI300X shape may have no quota or inventory in your region.
- Mixing regions and currencies: normalize geography, taxes, billing currency, uptime and discount treatment before ranking offers.
- Ignoring topology: eight GPUs split across hosts can perform very differently from eight GPUs connected by the required RDMA fabric.
- Treating promotional credits as a steady-state price: Google’s $300 new-customer credit is temporary and subject to terms.
- Counting preview features as production guarantees: Azure and other providers mark some model and governance capabilities as preview or region-dependent.
- Forgetting egress from managed services: model responses, logs, indexes and cross-region replication all create transfer paths.
- Overcommitting before utilization is known: reservation savings disappear when demand is seasonal or experiments are canceled.
How should the final decision be documented?
Create a scorecard with one row per workload and one column for each provider. Weight the four decision axes according to business risk: distributed training may weight topology and capacity most heavily; RAG may weight locality and egress; regulated agents may weight governance and identity; bursty inference may weight autoscaling and pay-as-you-go flexibility. Attach the pilot measurements, quota confirmation, price assumptions and exit plan to the scorecard. Re-run it when a GPU generation, region, model catalog or discount program changes.
The practical outcome is usually a workload-specific portfolio rather than a single universal winner. OCI can lead when bare-metal GPU choice and outbound economics matter; AWS can lead when the surrounding data and security estate is already AWS-native; Azure can lead for Microsoft identity, compliance and Foundry tooling; and Google Cloud can lead when Vertex AI, Gemini, BigQuery integration or committed-use economics match the workload. A region-specific pilot is the evidence that turns those tendencies into a defensible production choice.
Frequently Asked Questions
Can one company use more than one cloud for AI?
Yes. Teams often place training, serving and analytics where each has the best fit, but they should budget for duplicated security controls, data replication and model-release automation. Keep artifacts in portable formats and define which system is authoritative for models, datasets and evaluations.
How often should cloud AI costs and capacity be rechecked?
Review them before each major reservation, region expansion or model change, and whenever a provider introduces a new accelerator or pricing program. GPU inventory, quotas, model availability and discount eligibility can change independently of your application code.
Are public cloud GPU prices enough to estimate an AI project budget?
No. Public rates omit utilization, failed runs, storage operations, transfer, support and engineering effort. Use the provider calculator and a measured pilot, then maintain separate best-case, expected and peak scenarios.
What is the safest way to test a new provider without creating lock-in?
Separate application interfaces from provider-specific deployment code, export checkpoints and evaluation data in open formats, and automate infrastructure teardown. Set a maximum pilot spend and a data-deletion procedure before sending sensitive data to a second cloud.
