Compare AWS, Azure, and Google Cloud against the same workload—not against a single advertised price or a general reputation. Fix the task, model or quality target, input and output volume, latency goal, traffic pattern, region, and operational requirements first; then check model fit, full workload cost, capacity behavior, location constraints, and integration needs. The available provider pricing and documentation describe different services and pricing dimensions, not a shared benchmark, so they do not support naming one cloud as universally best or cheapest.
What should you compare first?
Start with the workload you need to run and the conditions it must meet. A comparison is only useful when each provider is being assessed against the same job, service level, geography, and expected usage. Otherwise, a lower estimate may simply reflect a different model, capacity option, or assumed traffic pattern.

- Task and modality: Define what the system must do and whether it processes text or another modality. Do not compare prices for different kinds of work as though they were interchangeable.
- Quality target: Specify what an acceptable result means for your application. The provider pages considered here do not establish a comparative quality ranking.
- Model requirements: Record any required model, context, tool-use, fine-tuning, or retrieval needs. Confirm that the exact service and model you intend to use are available for your deployment.
- Traffic shape: Estimate both ordinary and peak demand. Note whether requests arrive steadily, in bursts, or in batches, and how much input and output usage you expect.
- Latency and availability goals: State the response-time objective and whether predictable capacity is more important than flexibility. A pricing comparison alone cannot show whether a service meets your operating target.
- Location and policy constraints: Identify the required region, data-residency needs, and any restrictions on where data can be processed. Include relevant cross-region processing or inference questions for the provider to answer.
- Operational context: List the identity, data, monitoring, governance, deployment, and support practices the workload needs to fit into.
Keep this as a short workload brief that you can reuse for all three providers. If a requirement changes—such as a different region, traffic peak, or model target—update the comparison rather than treating the old result as still valid.
How do AWS, Azure, and Google Cloud differ for AI workloads?
The documented differences are most useful as prompts for what to validate, not as proof that one platform wins. AWS Bedrock organizes pricing around model provider, model, modality, and inference option; Microsoft Foundry presents a wider set of listed product areas; Google Vertex AI documents distinct shared and reserved throughput modes.

| Provider and documented area | What the current source identifies | What to validate for your workload |
|---|---|---|
| AWS | Amazon Bedrock pricing depends on modality, provider, and model. The page lists Standard, Flex, Priority, and Reserved tiers, and describes batch inference at a lower price for select foundation models. | Exact model, region, modality, inference option, tier, and whether batch inference applies to the selected model. |
| Microsoft Azure | Microsoft Foundry pricing lists Foundry Models, Foundry Agent Service, Foundry IQ, Foundry Tools, Azure Machine Learning, and Foundry Control Plane. | Which listed services the workload actually needs, their availability in the required location, and the applicable estimate or quote terms. |
| Google Cloud | Vertex AI documents pay-as-you-go throughput using Dynamic Shared Quota and a reserved Provisioned Throughput option tied to a chosen location and fixed price. | Whether shared capacity is adequate for variable demand or a reservation is appropriate, along with the chosen model, location, and service terms. |

Separate model access from platform breadth
Model access and the surrounding platform are different decision axes. A model catalogue can help determine whether a suitable model is offered, while a broader platform menu may include additional services for agents, search or grounding, tools, machine learning, or control-plane functions. Microsoft Foundry’s pricing page lists those categories, but their presence on a page is not evidence that each is needed, available in every region, or superior for a particular application.
For each candidate, map the specific components your design would use. Avoid awarding a provider a general advantage merely for listing more categories, and avoid assuming that a named category is equivalent across providers without validating its exact capabilities and terms.
Compare capacity behavior, not just the displayed rate
Capacity determines how a workload behaves under demand as well as what it costs. Google’s Vertex AI documentation describes Dynamic Shared Quota as flexible pay-as-you-go capacity whose availability can change with demand. It also describes Provisioned Throughput as a reserved amount of model throughput in a selected location for a fixed price. These are operationally different choices: one relies on a shared pool, while the other reserves capacity.

The same documentation warns that shared-pool availability can result in resource-exhausted (429) errors and advises retry mechanisms. That makes retry behavior part of the application design, not just an infrastructure detail. Compare the specific capacity limits, throttling behavior, and commitments offered for the exact services you are considering; the cited Google documentation does not establish what equivalent commitments are available from AWS or Microsoft for your particular workload.
How can you build a fair comparison worksheet?
Use one row per workload requirement and one column per provider. Record evidence separately from assumptions so that a confirmed service detail is not confused with a planning estimate or an unanswered question.

For every cell, use a compact evidence label such as confirmed, estimate, assumption, or not yet verified, followed by a note on what must be checked. A blank is not evidence that a requirement is satisfied. If a value is not established, write “not stated” in your working comparison and identify the provider page or representative who needs to confirm it.
Keep the comparison apples-to-apples
- Freeze the test case. Use the same task, target quality, modality, input and output expectations, traffic shape, latency goal, and region for every candidate.
- Choose a comparable service path. Identify the model and inference option for each provider. If the available choices differ, record the difference instead of silently treating them as equivalent.
- Include the surrounding services. Account for any model, agent, search or grounding, tools, machine-learning, or other platform components the design requires. Do not compare a model-only estimate with a broader system estimate.
- Model both ordinary and peak usage. A steady average may obscure a burst-capacity problem. Keep the assumptions visible so a change in expected demand can be reflected consistently.
- Mark evidence quality. Separate provider-documented facts from your own assumptions and from items that need confirmation. Do not turn an estimate into a quote or a catalogue listing into a capability test.
- Recheck the live terms. Confirm pricing, model availability, region, quota, and contractual details for the intended deployment before making a decision.
How should you estimate the cost of an AI workload?
Build a workload estimate from current provider terms; do not treat a pricing page as a quote or a cross-cloud price ranking. The three providers expose different pricing dimensions, and the cited pages do not provide a common benchmark for a fixed workload.

What the provider pages say about pricing
- AWS: Amazon Bedrock pricing varies by modality, provider, model, and inference option. Its page lists Standard, Flex, Priority, and Reserved tiers and says batch inference is lower priced for select foundation models. A meaningful figure therefore needs the exact model, region, inference mode, and tier.
- Microsoft: The Microsoft Foundry pricing page labels prices as estimates rather than actual quotes. It says estimates may vary with the agreement, date, and currency exchange rate.
- Google: Google Cloud says pricing varies by product and usage and directs customers to a calculator or quote.
Sources: AWS Bedrock pricing, Microsoft Foundry pricing, and Google Cloud pricing.
Turn usage assumptions into an estimate
- Describe the unit of work. Define the request or job, its modality, and the input and output usage you expect. Use the same workload description when consulting each provider’s current pricing material.
- Select the actual model and service configuration. Record the model, region, inference option, and any tier or capacity choice. For AWS in particular, the pricing page’s dimensions mean that an unlabeled price cannot be generalized to all Bedrock use.
- Separate request patterns. Distinguish online traffic from batch work and ordinary volume from peak demand. AWS describes lower-priced batch inference for select foundation models, but you need to confirm whether that applies to your selected model and use case.
- Add required platform components. Include services used alongside inference rather than assuming the model line item represents the entire workload. Microsoft Foundry’s listed areas show that the platform menu includes multiple categories; include only what your design actually uses.
- Compare equivalent assumptions. Check that each estimate uses the same region, quality target, traffic assumptions, and operational requirements. If an option is not comparable, call that out rather than presenting a false ranking.
- Label the result honestly. Keep an estimate distinct from an actual quote. For Microsoft, retain the caveat that agreement, date, and currency can change the estimate; for Google, account for its stated product- and usage-based variation.
Use each provider’s current pricing page and calculator or quote path where applicable, then validate the result against the deployment region and contract terms. Revisit the estimate when model choice, capacity mode, traffic, or region changes; those are inputs to the comparison, not minor footnotes.
How do region, data, and policy requirements affect the choice?
A location or policy constraint can rule out an otherwise attractive service. Confirm that the specific model, service, data path, and capacity option are available and acceptable in the required location before comparing other advantages.
The official pages covered here do not provide a single complete cross-provider matrix for regions, data residency, or cross-region processing. Do not infer that a service is available in a required geography just because it appears in a product catalogue or pricing page. Check current service documentation and applicable contract terms for the exact deployment, including any processing path that could cross a region boundary.

Write unresolved location questions into the worksheet. For example, record whether the model and desired capacity mode are confirmed in the target location, rather than marking the provider as a pass based on general availability. This keeps policy review separate from assumptions about product breadth.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you judge integration and operating effort?
Choose the platform that fits the surrounding system as well as the model call. Existing identity, data, monitoring, governance, deployment, and support practices can change the amount of work required to operate an AI workload, but the documented product menus alone do not prove a workload-specific integration advantage.
Map the dependency chain
- List every service the workload needs beyond model inference, including any agent, search or grounding, tools, or machine-learning components.
- Identify the identity and data systems that must connect to those components.
- Record how the team expects to monitor the application and handle operating issues such as throttling or exhausted capacity.
- Note governance, deployment, and support requirements that must be met in the target environment.
Microsoft Foundry’s pricing page explicitly lists models, agent service, Foundry IQ, tools, Azure Machine Learning, and a control plane. Treat that list as a set of categories to investigate, not a guarantee that every category is required or that an equivalent workload integration has been validated on another platform. Assess each provider against your actual dependency chain and document what remains unverified.
What decision rule should you use?
Use a sequence of hard gates followed by a workload-specific trade-off. Eliminate candidates that cannot meet the required model, location, policy, or capacity conditions; then compare the remaining options on like-for-like cost, latency behavior, and operating fit.
Best Value
- Apply the hard constraints. Remove any candidate that cannot satisfy the required task, location, data policy, or other non-negotiable requirement.
- Check capacity against traffic. Decide whether the documented capacity behavior and available commitments fit both steady demand and peaks. For Google Vertex AI, explicitly account for the documented distinction between shared Dynamic Shared Quota and reserved Provisioned Throughput.
- Compare complete estimates. Use the same workload assumptions and include required supporting services. Treat provider estimates as estimates and seek current quote terms when a firm commitment is needed.
- Assess operational fit. Prefer the option that satisfies the workload with an operating model the team can support, based on verified integration and service details rather than a provider’s general breadth.
- Record the reason for the decision. State which requirements determined the outcome and which assumptions or unresolved terms could change it. Revalidate live pricing, model availability, regions, quota, and contract details before deployment.
There is no evidence in the cited provider material for a universal winner or a cross-cloud price ranking. The best fit is the candidate that clears your hard constraints and performs acceptably under your own workload assumptions, with costs and capacity terms confirmed for the intended region.
Frequently Asked Questions
What does a 429 error mean for an AI API request?
HTTP 429 indicates that a service has rejected a request because a resource or request limit has been reached. In Vertex AI’s documented shared-capacity context, resource exhaustion can occur as shared-pool availability changes; application owners should plan retry handling and verify the service-specific behavior.

No. Google Cloud advertises $300 in credits for new customers, but eligibility and promotional terms can change. Treat credits as a temporary, conditional offset and verify current terms; they do not establish the workload’s ongoing cost.
If the same AI model is listed on two clouds, will it behave identically?
A shared model name alone is not enough to establish identical behavior, configuration, availability, or service terms. Compare the exact model offering and deployment configuration, and validate that it meets your quality and operational requirements in the intended location.
