Compare AI models with a scorecard built for your intended use—not a single “best model” ranking. Test candidates on the same representative and adversarial cases, examine privacy terms and technical controls separately from model performance, assess safety and security, and document version, configuration, residual risk, and conditions of use. A model’s behavior also depends on the prompts, tools, data, and human processes around it, so evaluate the complete system and repeat tests after material changes.
Why can’t one model be called the safest or most reliable?
“Reliable,” “private,” and “safe” describe different properties, and their importance changes with the task. A model that performs well on routine questions may fail on ambiguous inputs; a model that refuses risky requests may also refuse legitimate ones; and strong answers reveal nothing by themselves about how a provider retains prompts or uses them for training.

NIST treats trustworthy AI as a set of characteristics to manage in context, not as a universal leaderboard. Its list includes validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness with harmful bias managed. A system can perform well on one dimension and poorly on another.
The surrounding system matters, too. Instructions, retrieval sources, connected tools, access controls, data handling, review procedures, and escalation paths can change the consequences of model behavior. A comparison should therefore identify what is being tested: the model alone, or the actual configured system users will encounter.

What should a model comparison measure?
Use the same core dimensions for every candidate, then weight them according to the use case. The categories below combine measurable behavior with evidence that must be checked in documentation, contracts, or technical controls.
| Dimension | What to evaluate | Evidence to record |
|---|---|---|
| Reliability and robustness | Task accuracy, severity of errors, calibration where relevant, reproducibility, latency, availability, and performance with missing, malformed, adversarial, or shifted inputs. | Test-set results, error examples, operating conditions, known generalization limits, and operational measurements. |
| Privacy | Prompt and output retention, training use, deletion, access, tenant isolation, encryption, audit logs, data residency, legal basis, and sensitive-data handling. | Provider terms and technical controls, including how de-identification, aggregation, or other privacy-enhancing techniques are applied. |
| Safety and security | Unsafe outputs, refusal quality, misinformation or harmful advice, prompt injection and jailbreak resistance, data leakage, abuse controls, and fail-safe behavior. | Test cases and outcomes, integration safeguards, escalation procedures, and monitoring arrangements. |
| Transparency and governance | Model and data provenance, intended uses, limitations, evaluation methods, version changes, auditability, incident response, redress, and user disclosure. | Documentation, change notices, configuration controls, incident processes, and accountable owners. |
| Fit for the use case | Whether the overall balance of capability, privacy, robustness, explainability, and human control suits the task and its consequences. | Documented priorities, unacceptable failures, residual risks, and conditions where the system must not be used. |
Do not collapse every measure into one average. A weighted score can help order candidates, but it can hide a severe weakness: for example, good routine accuracy does not cancel an unacceptable data leak. Preserve the underlying results and use thresholds or stop conditions for risks that cannot be traded away.

How do I define a fair comparison before testing?
Write down the intended use and failure boundaries before running models. This keeps the evaluation focused on what users will actually do and reduces the temptation to change the scoring after seeing which candidate performs best.
- Describe the task and users. State what the system is expected to do, who will use it, whether outputs are advisory or acted on directly, and which languages or user groups matter.
- Specify the operating context. Record geography, data sensitivity, connected tools and data sources, acceptable latency, expected traffic conditions, and any relevant legal or organizational constraints.
- Define unacceptable failures. Name consequential errors, privacy incidents, unsafe outputs, or improper refusals that would make a candidate unsuitable. Distinguish severity rather than treating every mistake as equivalent.
- Choose measures for the task. Use accuracy, precision, and fairness measures where they fit; include error severity, refusal quality, unsafe-output rates, robustness, and operational measurements as relevant. Define how reviewers will judge subjective answers.
- Set the comparison conditions. Decide which model version, system prompt, tools, temperature or sampling settings, and safety configuration will be used. Record the test date and configuration for each run.
NIST’s AI Risk Management Framework (AI RMF) was published on January 26, 2023. NIST says the framework is intended to help developers, users, and evaluators manage AI risks that could affect individuals, organizations, society, or the environment. The framework’s development involved more than 240 contributing organizations in 2023, including participants from private industry, academia, civil society, and government. Those details establish the breadth and purpose of the framework; they do not certify a particular model or supply a universal pass mark.
How do I build a useful test set?
A useful test set represents both ordinary use and the cases most likely to expose a consequential weakness. A small collection of easy prompts may produce reassuring scores without showing whether a model handles edge cases, user subgroups, or changing conditions.

Include representative and difficult cases
- Normal traffic: Common requests, typical input lengths, and expected data formats.
- Important subgroups: Relevant user groups, language varieties, or operating contexts. Identify subgroup results rather than allowing an overall average to conceal uneven performance.
- Edge cases: Ambiguous requests, incomplete context, contradictory facts, missing fields, malformed data, and questions outside the intended scope.
- Adversarial cases: Attempts to elicit harmful outputs, bypass safeguards, expose sensitive information, or manipulate the system through prompt injection.
- Expected shifts: Plausible changes in input patterns, source data, or user behavior that could make deployment conditions differ from the original test set.
Keep the test meaningful
Use examples that reflect the real task, and decide in advance what counts as a correct, acceptable, unsafe, or incomplete answer. For judgments that require human review, provide reviewers with consistent criteria and retain examples behind the scores. Separate cases used to tune prompts or configurations from cases used to compare final candidates; otherwise, a system can appear stronger simply because it has been adapted to the evaluation examples.

The available data does not establish a universal sample size or acceptable error threshold, so set those based on the use case and the consequences of failure rather than borrowing an unsupported benchmark.
How should I score reliability and robustness?
Measure not only how often a model succeeds, but also what its failures look like and whether performance changes under difficult conditions. NIST advises demonstrating validity and reliability in deployed systems and documenting limits on generalizability.
Track more than the average
- Task performance: Score the outputs against the task-specific rubric. Use accuracy, precision, or other relevant measures where they fit the problem.
- Error severity: Separate minor defects from errors that could mislead a user or trigger a consequential action. Keep representative failure examples with the results.
- Calibration, when relevant: If the system communicates confidence or uncertainty, check whether that signal helps users judge reliability. Do not infer calibration from fluency or confident phrasing.
- Repeatability: Repeat tests where sampling or other settings can vary. Record the settings and compare the range of outcomes, not just a favorable run.
- Robustness: Perturb inputs, remove expected context, introduce malformed data, and test adversarial cases. Note where answers degrade or safeguards fail.
- Operational reliability: Measure latency and availability in the intended setup. These are deployment properties as well as model-selection considerations.
Do not treat a result on one test set as proof that the system will generalize to a new domain, language, user group, or time period. Record the boundaries of the evaluation and test again if actual traffic departs from those assumptions.
How can I check privacy instead of guessing from model quality?
Privacy requires direct evidence about provider practices and system controls; it cannot be inferred from accurate or safe-looking answers. Check written terms and technical implementation separately, because a policy statement alone may not show how access, retention, or deletion works in the configured service.

- Retention: Determine whether prompts and outputs are stored, for how long, and under what conditions. Check whether retention differs by product, account type, or configuration rather than assuming one rule applies everywhere.
- Training use: Confirm whether submitted data may be used to train or improve models, and whether that setting can be controlled. Record the applicable terms for the specific service and deployment.
- Deletion: Identify what can be deleted, who can request deletion, and whether deletion covers associated logs or retained copies. Do not promise deletion beyond what the provider documents.
- Access and isolation: Check who can access data and what tenant-isolation controls apply. Look for access-management and audit-log evidence appropriate to the sensitivity of the data.
- Security and location: Review encryption, data residency, and the legal basis for processing in the relevant geography. These are not interchangeable assurances.
- Sensitive information: Decide what users may submit, whether minimization is possible, and whether de-identification, aggregation, or other privacy-enhancing techniques are used.
- Provenance: Understand the origins and handling of relevant data and components. The NCSC specifically highlights the integrity, quality, sensitivity, age, relevance, and diversity of training data, as well as component provenance and supply chains.
When a privacy claim is vague, ask for the applicable policy, configuration details, and evidence that can be reviewed. If you cannot establish what happens to sensitive inputs, treat that as an unresolved risk and limit the data or use case accordingly.
How do I test safety, security, and refusal behavior?
Evaluate harmful outputs and attempts to bypass safeguards against the actual configured system, including its tools and data connections. A refusal rate alone is not enough: the system should decline unsafe requests appropriately without unnecessarily blocking legitimate work.
Probe the failure modes that matter
- Test prompts that seek harmful advice or misinformation relevant to the use case.
- Test prompt injection and jailbreak attempts, including instructions embedded in material the system is asked to process.
- Check whether the system reveals sensitive information or crosses access boundaries when prompted.
- Use ambiguous and out-of-scope requests to see whether it signals limits, asks for clarification, refuses, or escalates appropriately.
- Review connected tools and integrations for secure handling, restricted permissions, and appropriate safeguards against misuse.
Record unsafe-output rates and refusal quality alongside concrete examples. Ask an independent reviewer or red team to examine high-risk failures, assess mitigations, and document residual risk. Define fail-safe behavior and human escalation for conditions where the model lacks sufficient context or should not make a decision on its own.
Safety is not a one-time certification. NIST’s Generative AI Profile was released on July 26, 2024, and NIST’s TEVV resources address testing, evaluation, verification, and validation. The UK Data and AI Ethics Framework also advises adversarial or red-team testing, monitoring for unusual behavior after deployment, documentation of failure modes, and human oversight.
What documentation and governance should I compare?
Check whether a team can understand what it is deploying, detect changes, investigate incidents, and provide recourse. A technically capable model is harder to govern when its intended uses, limitations, configuration, or change history are unclear.

- Provenance and limits: Look for model and data provenance, intended uses, limitations, and an explanation of the evaluation methodology.
- Versioning: Record the version tested and how the provider communicates changes. A comparison becomes stale if an untracked update changes behavior.
- Configuration control: Document system prompts, safety settings, tools, and other controls that affect results. Restrict and review changes to them.
- Audit and disclosure: Determine what can be audited and what users are told about the system and its limits.
- Incident response and redress: Identify how failures are reported, investigated, mitigated, and addressed for affected users.
- Human oversight: Specify who reviews outputs, when escalation is required, and who is accountable for decisions made with model assistance.
The UK Data and AI Ethics Framework recommends documenting models, data, prompts, limitations, retention time, review frequency, and failure modes. The UK Department for Science, Innovation and Technology’s AI Risk Management Toolkit lists a publication date of September 8, 2026. Use the current applicable guidance for your organization and jurisdiction; a toolkit or framework supports risk management but does not replace a context-specific assessment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I compare candidates when priorities conflict?
Set weights and non-negotiable conditions before reviewing final results. NIST’s guidance recognizes that trustworthy characteristics need to be balanced in context: a high-stakes workflow may reasonably favor privacy, robustness, explainability, or human control over maximum general capability.
Start by separating requirements into two groups:
- Minimum conditions: Failures that disqualify a candidate, such as an unresolved privacy issue for sensitive data or an unacceptable safety failure in the intended workflow.
- Trade-off measures: Dimensions on which candidates can be ranked once minimum conditions are met, such as task performance, latency, or the degree of human review required.
Then compare the underlying evidence, not just a composite score. If one candidate has stronger routine performance while another handles edge cases more reliably, the right choice depends on which errors matter, who bears their consequences, and whether a human can catch them. Record why the selected balance is acceptable and where the system is not approved for use.

A controlled pilot checks whether test results hold up in the intended environment without treating a successful trial as proof of zero risk. Plan monitoring, rollback, incident handling, and re-evaluation before broader deployment.
- Run a controlled pilot. Limit the initial scope to the use case and users covered by the evaluation. Keep human oversight appropriate to the risk.
- Monitor the right signals. Watch for unusual behavior, shifts in input patterns, errors, unsafe outputs, privacy incidents, and relevant operational problems.
- Prepare recovery steps. Define who can pause or roll back the system, how incidents are handled, and how affected users can raise concerns.
- Re-test after material changes. Repeat relevant evaluations after changes to the model, prompt, data, tools, safety policy, or deployment conditions. Compare results against the recorded baseline.
- Maintain the decision record. Keep versions, test dates, geography, configuration, metrics, reviewed failures, mitigations, residual risks, and prohibited uses together.
Set a review frequency that fits the system’s risk and rate of change. The UK framework calls for monitoring after deployment and documenting review frequency; it does not establish one schedule suitable for every system.

What should the final comparison report contain?
A decision-ready report makes it possible to understand both the selection and its limits later. Keep the evidence detailed enough that another reviewer can see what was tested and reproduce the comparison conditions.
- Intended task, users, geography, data sensitivity, and system boundary.
- Model version, test date, prompt, tools, sampling settings, and safety configuration for each candidate.
- Test-set design, including ordinary traffic, subgroups, edge cases, adversarial tests, and expected shifts.
- Performance measures, error severity, failure examples, operational metrics, refusal quality, and privacy or safety incidents.
- Provider privacy evidence, technical controls, provenance and documentation reviewed, and unresolved questions.
- Minimum conditions, weighting rationale, mitigations, residual risks, human oversight, monitoring, rollback, and conditions where use is prohibited.
This report should support a decision, not turn into a claim that one candidate is universally trustworthy. No universal commercial-model ranking follows from the cited guidance: results depend on the task, model version, configuration, and test set.
Frequently Asked Questions
Does an AI model with higher benchmark scores automatically make fewer mistakes in my workflow?
No. A benchmark result describes performance on its own tasks and conditions, not necessarily your users, data, or deployment setup. Validate the candidate on representative cases from the intended workflow and keep track of where those results may not generalize.
Can I rely on a provider’s privacy statement without checking configuration?
A statement may not establish which retention or training-use settings apply to your specific service or account. Confirm the applicable terms and technical controls, especially before sending sensitive information.
Who should review high-risk AI test failures?
Use an independent reviewer or red team with enough context to assess the failure, its likely impact, and whether the mitigation works. Keep an accountable human owner for the deployment decision and escalation process.
How often should an AI model be re-evaluated after launch?
There is no single schedule in the cited guidance that fits every deployment. Set review frequency according to risk and change rate, and re-test after material changes to the model, prompts, data, tools, policies, or operating conditions.
