Microsoft Edge’s built-in PDF reader cannot currently merge files, extract pages, delete pages, or drag pages into a new order. It is documented primarily as a viewer and annotation tool. For those jobs today, install or enable the Adobe Acrobat extension in Edge, or use the Merge and Extract commands in SharePoint or OneDrive if your Microsoft 365 license includes them. Microsoft lists native organize-and-merge tools for Edge as in development, with general availability planned for January 2027; that date can change by Edge channel and version.
Can Edge currently combine, split, or reorder PDF pages?
Not in the stable built-in reader. Edge can open local, online, and embedded PDFs; zoom, rotate the view, move between pages, show a table of contents, and add ink, highlights, or text notes. Its current reader documentation does not provide commands for merging separate PDFs, extracting selected pages into a new file, deleting pages, or dragging thumbnails into a different order.

That distinction explains why you can read and mark up a PDF in Edge but cannot simply select two tabs and combine them. A PDF opened in a tab is being rendered by the reader, not loaded into a page-layout editor.
There are three practical routes:
- Adobe Acrobat extension for Edge: the closest in-browser replacement for an organizer. Its Edge Add-ons listing says it can combine files, split a PDF, and delete, rotate, or reorder pages.
- SharePoint or OneDrive Merge and Extract: Microsoft 365 document-processing commands available to eligible users with the required per-user, pay-as-you-go, or qualifying SharePoint subscription.
- Future native Edge tools: Microsoft’s roadmap describes page extraction, deletion, rotation, reordering, and merging in the built-in reader, with planned general availability in January 2027.
Choose the first option when you want the controls inside an Edge tab. Choose the second when the PDFs already live in Microsoft 365 and your organization has the feature. Do not assume the roadmap item is present merely because Edge is up to date; availability depends on the build and rollout channel.

How do I combine PDF files in Microsoft Edge today?
Use the Adobe Acrobat extension for a browser-based workflow, or use Merge in a SharePoint or OneDrive library when your Microsoft 365 account is eligible.
Combine files with the Adobe Acrobat extension
- Install or enable Acrobat. Open Edge’s Extensions menu. Find Adobe Acrobat and install it, or select its options and choose Manage Extension to turn it on. You can also manage installed extensions from
edge://extensions/. - Open a source PDF. Load one of the files in an Edge tab. If Acrobat’s tools do not appear, open the extension’s management page and enable it. Adobe also documents an option to make Acrobat the default PDF viewer in Edge when that is needed for the tools to activate.
- Choose the combine or organize command. In Acrobat’s PDF tools, select the function for combining files. Add every PDF that belongs in the final document.
- Set the sequence. Arrange the file or page thumbnails in the intended reading order. Treat each thumbnail as a page-level decision: a multi-page source contributes all of its pages unless you remove some.
- Clean up the set. Remove unwanted pages, rotate pages that are sideways, or move individual pages until the sequence is correct. Splitting or extracting is available from the same organizer tools.
- Save a new PDF. Save the result as a separate file, then open that saved copy in Edge and check the page count, order, orientation, and legibility.
The extension listing documents these capabilities, but it does not establish that every feature is free without limits, nor does it state a universal trial period or price. Your organization’s Edge policies, Acrobat account, and extension version can affect which commands appear.

Microsoft documents a separate Merge and Extract workflow for eligible Microsoft 365 users. It is a cloud document-library feature, not a command in Edge’s general local-PDF reader.
- Open the SharePoint document library or OneDrive location containing the PDF.
- Open the PDF and select More options.
- Choose Merge, then select the other PDFs to include.
- Arrange the files or pages in the required sequence and confirm the operation.
- Save the merged document in the library, then open it in Edge to verify the result.
If Merge is absent, the account may not have the per-user license, pay-as-you-go license, or qualifying SharePoint subscription Microsoft lists for this feature. A missing command is therefore not proof that Edge itself is malfunctioning.
Can Edge split a PDF into separate pages or smaller files?
Yes, but not through the current built-in reader. Acrobat’s organizer can split or extract pages, and Microsoft’s SharePoint or OneDrive workflow provides an Extract command for eligible accounts.

Split or extract with Acrobat in Edge
- Open the PDF in Edge with the Acrobat extension enabled.
- Open Acrobat’s organize or split-PDF tool.
- Select the pages to keep in a separate file. Use page thumbnails to identify ranges and remove pages that do not belong.
- Choose the split or extract action. If you need several outputs, define each group of pages before confirming.
- Save each resulting PDF with a distinct filename, then open the files in Edge and check their first and last pages.
Use extraction when you want selected pages in a new PDF while preserving the original source. Use splitting when you need the source divided into multiple smaller documents. The extension’s published capability statement covers both operations but does not promise a particular file-size limit or processing time.
Extract pages in SharePoint or OneDrive
- Open the PDF in its SharePoint document library or OneDrive location.
- Select More options, then choose Extract.
- Pick the pages for the smaller PDF and confirm the extraction.
- Give the new document a clear name and verify it in the library.
Extract creates a smaller PDF in the Microsoft 365 location. It is useful for shared documents that already have controlled storage, permissions, and version history there; it is not the same as extracting a local file from an Edge tab.
How do I delete, rotate, or rearrange PDF pages in Edge?
Use Acrobat’s page organizer for these edits today. Edge’s native reader can rotate the viewing orientation, but that reader action is not documented as permanently rotating and saving a page in the PDF.
Delete pages
Open Acrobat’s organizer, select the unwanted page thumbnails, choose delete, and save the result as a new PDF. Review the page numbers after deletion because later pages move up to fill the gap.
Rotate pages permanently
Select the sideways or upside-down thumbnails in Acrobat, choose rotate, and apply the change before saving. Reopen the saved PDF in Edge to distinguish a permanent page rotation from merely rotating the reader’s on-screen view.

Reorder pages
In Acrobat’s organizer, drag or otherwise arrange the page thumbnails into the desired sequence, then save a new file. Check transitions at every moved boundary—for example, that a section’s cover remains immediately before its contents and that a two-page spread has not been separated.
Why can’t I drag PDF pages around in the built-in Edge viewer?
Because the viewer’s documented feature set is focused on rendering and annotation, not editing the document’s page tree. The thumbnail or page-navigation controls are for moving through the file, so they do not expose a reorder target.
Microsoft’s roadmap entry says the future native tool will let users select pages to extract, delete, rotate, or reorder, save the result as a new PDF, and merge the open PDF with PDFs in other Edge tabs or stored on the device. It also says files are processed on the device and the originals are not modified. The entry gives January 2027 as a planned general-availability date, not a guarantee; check your Edge channel and exact version when the feature is expected.
The roadmap also names an administrative policy, PdfOrganizeAndMergeEnabled. On managed computers, an administrator can control whether the feature is enabled. A compatible Edge build may therefore still hide the commands if that policy is disabled.

The most important difference is not the location of the button but the processing model. Acrobat is an extension workflow, SharePoint and OneDrive are Microsoft 365 document services, and the roadmap feature is intended to be built into Edge and process files on the device.

How can I check that the edited PDF is correct?
Always verify the saved output rather than trusting the thumbnail arrangement. A short inspection catches most page-order and extraction mistakes.
- Open the saved file separately. Do not rely only on the working tab or unsaved organizer view.
- Confirm the page count. Compare it with the number of pages you intended to keep or combine.
- Inspect the first and last page. These reveal accidental omissions, an extra cover, or an empty trailing page.
- Check every inserted boundary. Make sure appendices, signatures, exhibits, and section covers appear where expected.
- Check orientation. Look for pages that are still sideways after a rotation operation.
- Test text and annotations. Search or select text on representative pages and confirm that required highlights, ink, or notes remain visible.
- Keep the source until approval. Save the edited result under a new name so you can recover if a page was deleted or extracted incorrectly.
What should I do if the Acrobat tools do not appear?
The extension is installed but disabled
Open Edge’s Extensions menu, choose Acrobat’s options, and select Manage Extension. You can also visit edge://extensions/ and turn the extension on. Managed devices may prevent users from changing this setting; contact the administrator if the control is locked.
The PDF still opens only in Edge’s reader
Check Acrobat’s documented option to enable it as the default PDF viewer, then close and reopen the PDF tab. If the organization controls default handlers, that setting may be unavailable even though the extension is installed.

Confirm that the file is opened from SharePoint or OneDrive rather than from a local download, and look under More options. If the command remains absent, verify that your account has the required per-user, pay-as-you-go, or qualifying SharePoint entitlement with your Microsoft 365 administrator.
A future native command is missing
The roadmap date is planned, not a promise that every release has the feature. Check the Edge channel and version, and ask whether the PdfOrganizeAndMergeEnabled policy is disabled. Until the feature reaches your build, use Acrobat or the Microsoft 365 workflow instead.
What is the safest way to handle sensitive PDFs?
Match the method to your organization’s handling rules. The planned native Edge organizer is described as processing files on the device, while SharePoint and OneDrive use Microsoft 365 document processing in the location where the file is stored. Acrobat’s extension listing confirms the editing functions but does not, by itself, establish a universal storage or retention policy for every account and deployment.
For confidential documents, check your employer’s approved extension list, tenant settings, and retention requirements before uploading or processing a file. Preserve the original and confirm where the newly saved PDF is stored.

Can I merge two PDFs opened in separate Edge tabs without an extension?
The current built-in reader does not document a tab-to-tab merge command. The future roadmap specifically describes merging the open PDF with files in other Edge tabs or on the device, but that capability is not generally available until the planned native organizer reaches a compatible build.
Will extracting pages delete them from my original PDF?
Extraction is intended to produce a smaller PDF containing the selected pages; keep the source file separately so you can recover the complete document. The planned native Edge feature is explicitly described as saving a new PDF without modifying the originals.
Can an Edge PDF annotation be preserved after reorganizing pages?
Check the saved output rather than assuming annotations survived every workflow. Open representative pages after saving and confirm that highlights, ink, and text notes are still present and positioned correctly.
Does Microsoft 365 Merge and Extract work for any OneDrive account?
Microsoft lists licensing conditions for the feature, including a per-user license, pay-as-you-go license, or qualifying SharePoint subscription. If the command is missing, your account, tenant, or file location may not meet those conditions.
