Choose Terraform when one controlled workflow must manage several cloud providers, on-premises systems, or SaaS APIs. Choose AWS CDK when your estate is AWS-only and developers need to define infrastructure with familiar programming languages and reusable constructs. Choose CloudFormation when you want AWS’s native template-and-stack service directly. AWS CDK is not a replacement provisioning engine: it synthesizes templates and deploys them through CloudFormation. The right answer therefore depends less on a feature checklist than on your operating model—provider scope, language skills, state and change review, ownership, and governance.

This guide explains those trade-offs for decisions made in 2026, including the important distinction between AWS CDK and CDK for Terraform (CDKTF), which HashiCorp deprecated on December 10, 2025.

Which IaC tool should you choose?

Start with the boundary your platform team must govern. If that boundary includes AWS plus another cloud, private infrastructure, or external services, Terraform is usually the most direct candidate because providers connect Terraform to many APIs. If the boundary is entirely AWS, AWS CDK and CloudFormation both follow AWS’s native deployment path; CDK gives you a higher-level programming model, while CloudFormation gives you direct control of templates and stacks.

AWS’s own guidance says there is no universal winner: business requirements, organizational constraints, and team skills should drive the selection. Treat the choice as an operating-model decision, not a contest over which tool has the longest feature list. The table below is a starting point; the detailed sections explain the consequences.

Platform scope Multiple providers, cloud platforms, on-premises resources, and SaaS APIs, subject to provider coverage and behavior. AWS-focused authoring framework; synthesized output uses CloudFormation. AWS managed provisioning service for AWS resources.
Authoring HCL configuration, variables, expressions, and reusable modules. TypeScript, JavaScript, Python, Java, C#/.NET, or Go, using constructs. Native CloudFormation templates (JSON or YAML) plus AWS-supported template features.
Deployment mechanism plan calculates proposed provider changes; apply executes them. CDK synthesizes a CloudFormation template; CloudFormation deploys it. CloudFormation creates or updates stacks from templates.
State and review Terraform state records managed objects and informs the plan; teams must secure, share, lock, and back it up. CloudFormation supplies deployment state; the CDK application and synthesized template are additional review artifacts. CloudFormation manages stack state and reports deployment events and rollback behavior.
Reusable abstraction Modules and provider resources. Constructs, including higher-level patterns built from lower-level resources. Templates and AWS template capabilities; the sources reviewed do not establish a complete feature-by-feature comparison with modules or constructs.
Best initial fit Platform teams standardizing across providers or heterogeneous APIs. AWS teams that want software-language composition and reusable constructs. AWS teams that prefer native templates, stacks, and service-level controls.

For official descriptions, see HashiCorp’s Terraform introduction, the AWS CDK guide, and AWS Prescriptive Guidance on choosing an IaC tool.

What is Terraform, and when is its provider model decisive?

Terraform is an infrastructure-as-code tool that describes desired resources in configuration, obtains a plan of proposed changes, and applies that plan through provider plugins. Providers let Terraform call cloud platforms and other APIs, so the same workflow can cover resources that do not belong to AWS. HashiCorp documents this model in its provider configuration reference.

Why teams select Terraform

  • One workflow across boundaries: a platform team can manage more than one public cloud, a data-center API, DNS, monitoring, or a SaaS control plane when suitable providers exist.
  • Explicit change proposal: the plan is a review point before execution. It shows additions, updates, and deletions based on configuration, provider behavior, and the current state.
  • Module-based standards: modules package conventions such as network layouts, labels, encryption settings, or account baselines for reuse across teams.

What Terraform makes your team operate

Terraform’s state is an explicit operational responsibility. It records the relationship between configuration and real objects and is used to calculate later plans. Decide where state is stored, how it is encrypted, how access is granted, how concurrent runs are locked, and how recovery works. A remote backend and a pipeline can provide those controls, but they are design decisions rather than automatic consequences of choosing Terraform.

Provider scope is also not the same as guaranteed parity. A provider may lag a service API, expose only some arguments, or have resource-specific behavior. Before standardizing, verify that the providers for your critical services support the lifecycle operations, import paths, and regions you require. Terraform is therefore a strong multi-provider candidate, not a promise that every API behaves identically.

What is AWS CDK, and how does it relate to CloudFormation?

AWS CDK is an open-source framework for defining AWS infrastructure in supported programming languages. You write an application, compose constructs, and run a synthesis step that produces a CloudFormation template. Deployment then uses CloudFormation, so CDK changes ultimately follow CloudFormation’s stack and event model.

The AWS guide lists TypeScript, JavaScript, Python, Java, C#/.NET, and Go as supported languages. This lets teams use normal language tooling—packages, classes, tests, and code review—while targeting AWS resources.

Where CDK improves authoring

  • Construct composition: a construct can encapsulate a queue, permissions, encryption, logging, and alarms as one reusable building block.
  • Abstraction levels: teams can use low-level resource representations when they need exact CloudFormation properties and higher-level constructs when a vetted pattern is preferable.
  • Software-team fit: developers already working in a supported language can use familiar refactoring, unit-test, and dependency-management practices.

The boundary CDK does not remove

CDK does not replace CloudFormation. The synthesized template is the deployment artifact, and CloudFormation remains responsible for provisioning, stack state, events, and rollback behavior. Review both the source code and the synthesized template: a small code change can produce a large resource diff, while context values and library upgrades can alter generated output.

What is CloudFormation, and why choose the native AWS path?

CloudFormation is AWS’s managed service for provisioning AWS resources from templates and managing deployments as stacks. AWS describes predictable, repeatable provisioning and rollback on error. It is the direct service path rather than a framework that first generates another template.

Reasons to use CloudFormation directly

  • Native AWS integration: service documentation, permissions, stack events, and deployment controls use AWS’s own model.
  • Clear stack ownership: a stack is an AWS resource boundary with outputs, parameters, dependencies, and lifecycle operations visible in the console and APIs.
  • Minimal translation: there is no separate programming-language synthesis step to understand when reviewing the template.

Direct templates can be verbose, and teams that want rich composition may find a general-purpose language more productive. AWS also supports template reuse mechanisms, but the material available for this comparison does not establish a complete, current feature-by-feature equivalence between CloudFormation modules, Terraform modules, and CDK constructs. Evaluate the exact reuse mechanism you intend to standardize rather than assuming the abstractions are interchangeable.

How do deployment, state, and change review differ?

The most consequential difference is where a proposed change is calculated and who owns the record of reality. Terraform calculates a plan from configuration, provider schemas, and its state. CDK first synthesizes a template, after which CloudFormation performs the deployment. CloudFormation calculates stack operations directly from the submitted template and its managed stack state.

Terraform workflow

  1. Write or change HCL configuration, variables, and module calls.
  2. Initialize the working directory and providers, then select the intended workspace or state location.
  3. Run terraform plan with the same inputs the deployment pipeline will use.
  4. Review the plan, including replacements and destructive actions, through code review or an approved pipeline gate.
  5. Run terraform apply from the controlled execution environment and retain logs and the resulting state.

The plan is only as trustworthy as the state and provider versions behind it. Pin provider versions, protect state from unauthorized edits, and prevent two writers from applying against the same state at once.

CDK workflow

  1. Implement or modify constructs in a supported language.
  2. Run the application’s tests and the CDK synthesis command used by your project.
  3. Inspect the generated CloudFormation template and the resulting resource diff, not just the source-code diff.
  4. Submit the synthesized artifact through the CloudFormation deployment process used by your organization.
  5. Use CloudFormation events and rollback status to diagnose a failed update.

CDK’s source is not the complete deployment specification until synthesis has run. Keep the synthesis environment reproducible: language dependencies, context values, feature flags, and CDK library versions can all affect the template.

CloudFormation workflow

  1. Author or generate a JSON or YAML template with parameters, mappings, conditions, resources, and outputs.
  2. Validate the template and check resource-impact changes before deployment.
  3. Create or update a stack through the AWS console, CLI, API, or pipeline.
  4. Watch stack events and wait for the declared success state.
  5. If an update fails, inspect the event that failed and the rollback result before attempting another change.

CloudFormation and CDK provide out-of-the-box state management through the CloudFormation service. That does not eliminate the need for access controls, drift procedures, and recovery policies; it changes which service stores and reports the deployment state.

Is Terraform better for multi-cloud and hybrid infrastructure?

Terraform is the natural candidate when provider diversity is a first-order requirement. Its provider model can cover multiple clouds, on-premises platforms, and SaaS services in one configuration and state workflow. That advantage matters when the same team must coordinate dependencies—for example, a cloud network, an external DNS record, and a monitoring object.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a qualification checklist before committing:

  • Does a maintained provider expose every critical resource and lifecycle operation?
  • Can the provider import existing objects and represent replacements safely?
  • Will one state boundary create unsafe coupling between teams, accounts, or environments?
  • Can your pipeline enforce provider-version pinning, plan review, credentials isolation, and state locking?

If the answer to the first question is uncertain, a hybrid operating model may be safer: use Terraform for cross-provider coordination and the native service tooling for a provider-specific subsystem, with an explicit ownership boundary between them.

When should an AWS team choose CDK over CloudFormation?

Choose CDK when the team benefits from programming-language authoring and construct composition, and is prepared to treat synthesized CloudFormation as a governed artifact. Choose direct CloudFormation when template transparency, native service alignment, or a low-dependency deployment path is more important than language-level abstraction.

CDK is usually the better fit when

  • Most maintainers already work productively in TypeScript, Python, Java, C#/.NET, JavaScript, or Go.
  • You can publish and version internal constructs with clear interfaces and upgrade policies.
  • Tests and synthesis checks are part of the delivery pipeline.
  • You want to encode organization defaults—such as encryption, logging, or tagging—in reusable code.

CloudFormation is usually the better fit when

  • The organization wants the AWS template and stack model to be the primary contract.
  • Operators need to inspect the deployment artifact without learning a programming framework.
  • Service teams already maintain templates and value direct alignment with AWS examples and tooling.
  • You want to avoid introducing language runtimes and dependency graphs into the infrastructure build.

Both remain AWS-focused choices. AWS guidance groups CloudFormation and CDK as suitable options when infrastructure is entirely on AWS, while pointing toward Terraform when multi-provider requirements are central: AWS’s selection guidance.

How should team skills and governance affect the decision?

Language preference alone is not a governance strategy. Map the people who will author, approve, run, and recover infrastructure, then assign controls to each stage.

Governance question Terraform implication CDK implication CloudFormation implication
What is reviewed? HCL/module changes plus the generated plan. Application code, dependency changes, synthesized template, and CloudFormation diff. Template changes and stack change information.
Who runs deployments? A pipeline or controlled runner with access to remote state and providers. A build environment that can synthesize consistently, then a CloudFormation deployment role. A CloudFormation-capable pipeline or operator role.
What must be versioned? Configuration, modules, provider constraints, and backend policy. Source, construct libraries, language dependencies, context, and synthesized artifacts. Templates, parameter conventions, and deployment configuration.
What is the recovery concern? State loss or corruption, provider failures, and partial applies. Failed synthesis or CloudFormation update and rollback behavior. Failed stack operation, rollback, and resource-level replacement behavior.

Set a minimum control set regardless of tool: least-privilege deployment roles, separated environments, mandatory review for destructive changes, audit logs, secret handling outside templates where appropriate, and a documented break-glass procedure. The implementation differs, but the accountability does not.

What decision process works for a platform standard?

Use this sequence in an architecture review and record the answer, evidence, and owner for each step.

  1. Draw the provider boundary. List every cloud, data center, DNS system, security service, and SaaS API the platform must manage in the next 18–24 months. If more than AWS is a firm requirement, evaluate Terraform first.
  2. Choose the authoring contract. Decide whether the primary interface should be HCL and modules, a supported programming language and constructs, or native CloudFormation templates. Include the skills of the on-call team, not only the people who create the first module.
  3. Define the change-review evidence. Require a Terraform plan, a CDK synthesized template and diff, or a CloudFormation change review. Specify what blocks approval, such as replacement of a database or removal of a network.
  4. Assign state ownership. For Terraform, design remote storage, locking, encryption, backups, and recovery. For CDK and CloudFormation, define stack ownership, drift detection, event retention, and rollback handling.
  5. Test the hardest lifecycle action. In a disposable account or environment, create, update, import, replace, and destroy representative resources. Include a failed deployment and a rollback.
  6. Set version and upgrade policy. Pin Terraform providers and modules, CDK libraries and language dependencies, or CloudFormation template interfaces. Establish who tests upgrades and how quickly security fixes are adopted.
  7. Document exceptions. A standard should say when a team may use another tool, how ownership transfers, and how resources are prevented from being managed by two systems at once.

Can the tools coexist safely?

They can coexist when ownership boundaries are explicit; they become dangerous when two tools believe they own the same resource. A common pattern is to use Terraform for organization-wide or cross-provider foundations and CloudFormation/CDK inside an AWS application boundary. The pattern is viable only if the foundation exports stable identifiers and the application stack consumes them without attempting to recreate the same objects.

Controls for a mixed estate

  • Assign one authoritative owner per resource and record it in tags, stack metadata, or a service catalog.
  • Pass outputs or parameters across boundaries instead of importing the same object into multiple states.
  • Separate credentials and deployment roles so an application pipeline cannot alter foundation resources accidentally.
  • Use dependency contracts with versioned outputs; changing a network or security-group interface should be treated like an API change.
  • Monitor for drift and orphaned resources after migrations, especially when moving from hand-built infrastructure.

Do not use coexistence as a reason to avoid deciding ownership. A resource managed by both Terraform and CloudFormation can produce perpetual diffs, failed updates, or an accidental replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What common mistakes make an IaC choice fail?

  • Calling CDK a separate provisioning engine: CDK synthesizes to CloudFormation, so CloudFormation limits, events, and rollback behavior still apply.
  • Equating Terraform with “multi-cloud” automatically: provider quality, lifecycle coverage, credentials, and state design determine whether the workflow is dependable.
  • Reviewing only source code: Terraform plans and synthesized CDK templates can reveal replacements or deletions that a short code diff hides.
  • Ignoring state operations: an unencrypted state file, uncontrolled concurrent runs, or no tested recovery path is a platform risk.
  • Letting abstractions obscure ownership: a module or construct should document the resources it creates, update guarantees, and escape hatches for exceptional cases.
  • Allowing unpinned upgrades: provider, construct-library, or language dependency changes can alter generated resources without a deliberate architecture decision.
  • Mixing up AWS CDK and CDKTF: they are different projects with different deployment paths.

What happened to CDK for Terraform in 2026?

CDK for Terraform (CDKTF) is not the same product as AWS CDK. HashiCorp marked CDKTF deprecated on December 10, 2025 and states that it is no longer supported or maintained. Do not select it as a new, supported HashiCorp standard; assess migration and support obligations separately if you already depend on it. The status is documented at HashiCorp’s CDK for Terraform page.

What is the practical verdict for 2026?

For a multi-provider platform, begin with Terraform and prove provider coverage, state operations, and plan-review controls with a representative workload. For an AWS-only developer platform, compare CDK and CloudFormation by asking whether construct-based programming improves delivery enough to justify synthesis and dependency management. If the answer is no—or if direct template governance is the priority—use CloudFormation directly.

Whichever tool you standardize, publish the operating contract alongside the code: who owns state, what reviewers see, which changes require approval, how failed deployments are recovered, and how exceptions are handled. That contract—not the tool name alone—determines whether infrastructure remains repeatable and auditable.

Frequently Asked Questions

Can I move an existing CloudFormation stack into AWS CDK without recreating resources?

Usually you can model an existing stack in CDK and import or retain resources through CloudFormation-supported procedures, but the exact path depends on resource type and template identity. First synthesize a template that matches the live stack and test the import or retention workflow in a non-production account; do not assume a code rewrite is a no-op.

Does Terraform replace the need for AWS CloudFormation knowledge?

No. Terraform may call AWS APIs through providers, but many AWS resources still expose CloudFormation-specific behaviors, replacement rules, and service limits. Teams operating AWS should understand those behaviors even when Terraform is their primary authoring tool.

How do I detect infrastructure drift with these tools?

Run scheduled, read-only comparisons: Terraform plans against its state, and CloudFormation drift detection or stack/resource inspection for AWS-managed stacks. Investigate differences before the next deployment and decide whether to import the change, update code, or revert the manual modification.

Should every environment have a separate Terraform state file or CloudFormation stack?

Separate boundaries are safer when environments need independent permissions, lifecycles, or blast-radius limits. Share only deliberately versioned interfaces such as outputs and parameters; a single boundary can be simpler, but it couples failure recovery and access.
