Choose an NPU for a supported on-device AI task when efficient, sustained inference matters; choose a GPU for a supported workload that benefits from high throughput, such as image, video, or generative AI; and choose cloud AI when the model or service you need is not practical to run locally. The deciding factor is not the accelerator label: it is whether your exact app, model, runtime, drivers, and hardware work together at the quality and speed you need. Test the actual workflow before buying hardware or committing to a service.
What is the difference between an NPU, GPU, and cloud AI?
An NPU and GPU are processors in your device that can accelerate AI work; cloud AI runs inference on a remote service rather than on your PC. Local processing can keep supported inference on the device, while cloud processing depends on a service and a network connection. Neither option is automatically faster, cheaper, more private, or more capable for every task.

| Cost basis | May mean buying a supported PC; no product price comparison is established here | May require a capable integrated or discrete GPU; no product price comparison is established here | Depends on the named provider’s current prices and service terms |
This is a starting framework, not a performance ranking. Microsoft’s Windows ML guidance maps NPUs to supported paths for battery-efficient sustained inference and GPUs to supported high-throughput image, video, and generative work, but it does not establish a universal benchmark across hardware, models, or cloud services. The actual model and execution path determine what your device can do.
Do I need an NPU for local AI?
No. An NPU is only needed for workloads that require or benefit from an NPU-supported path; local AI can also run through a compatible GPU or CPU, depending on the app and model. Buying a PC with an NPU does not make arbitrary models or applications use it.

When an NPU is a useful choice
Start with the NPU when your exact app or model supports it and the job runs repeatedly or for long stretches on a portable device. Microsoft positions the NPU for efficient, sustained on-device inference, so power use and battery impact are worth measuring alongside latency and output quality. The guidance is about supported workload paths, not proof that every NPU will outperform every GPU or cloud service.
Why an NPU may sit idle
Hardware alone is not enough. Microsoft says software must be programmed to use NPU hardware. The app also needs a compatible model, runtime, execution provider, driver, and supported operations; some models may need conversion or quantization before an NPU can run them. A device’s NPU rating or marketing designation is not evidence that your chosen application will use it.

That fallback can help an app complete a task, but it does not mean the NPU accelerated it. Check the app’s documentation or its runtime diagnostics to find which backend actually ran the model.
Is a GPU better than an NPU for AI?
Not as a general rule. A supported GPU can be a strong starting point for high-throughput image, video, and generative workloads; a supported NPU may be a better fit for efficient, sustained inference. Compare both on the same task rather than assuming a processor category wins.

What the workload changes
“AI task” can mean very different workloads: transcription, summarization, image generation, or video enhancement, for example. They may use different models, operators, memory amounts, and runtimes. A result from one model or PC does not establish the best choice for another task or hardware configuration.
What software support changes
Windows ML documents provider mappings that vary by hardware and software version. Its listed NPU paths include OpenVINO for Intel, QNN for Qualcomm, and VitisAI for AMD. Listed GPU providers include MIGraphX for AMD, NvTensorRtRtx for NVIDIA, OpenVINO for Intel, QNN for Qualcomm, and DirectML, which Microsoft labels legacy. This is a map of possible execution-provider paths, not a guarantee that every provider is installed, supported on every device, or compatible with every model.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Providers support different hardware, model operations, and formats. Drivers and runtime versions also matter. A model that runs on a GPU may not run unchanged on an NPU; conversely, having an NPU does not guarantee the app has an NPU execution path. Check the provider and model requirements for the specific app before treating a device spec as a compatibility promise.
Should I use cloud AI or run a model on my PC?
Use cloud AI when the required model or service is not available locally, or when local hardware and runtime limitations make the task impractical. Use local inference when a supported model meets your quality needs and data locality, responsiveness, or offline availability matters. The right answer depends on the named service and local workflow, not on a blanket claim that one approach is always cheaper or safer.

Reasons to consider local inference
Microsoft identifies data locality, low-latency interaction without a network round trip, offline availability, and reduced dependence on per-request cloud inference as potential reasons to run AI locally. These advantages apply only to work that actually runs on the device. An application may still use the internet for model downloads, other features, or service calls, and local inference does not by itself answer every privacy question about how an app handles data.
Reasons to consider a cloud service
A cloud service can be the practical option when the model or capability you need is not supported on your PC, or when the local model’s quality, speed, memory needs, or setup do not meet the task. It trades local execution for dependence on the provider’s service and network. Before choosing one, review the current documentation for that specific model and service: pricing, quotas, latency, and data-handling terms vary and are not established by a general cloud-versus-local comparison.
Can I run AI locally without an internet connection?
Yes, if the particular model, application, and required files are available locally and the task does not call a remote service. “Local AI” does not guarantee that setup, model acquisition, or every feature works offline.
Microsoft says Foundry Local can run inference offline after a model has been downloaded and cached. The initial model download needs internet access; its SDK may try to refresh the model catalog, but can use a cached catalog offline. Verify behavior for the exact application and version you plan to use, because its setup flow and other features may have separate network requirements. Microsoft’s Windows AI FAQ explains this distinction.

For another app or runtime, check whether the model has been downloaded, whether licensing or activation requires a connection, and whether the feature sends any part of the request to a remote service. Test by disconnecting the network after setup; a successful test of the specific task is more useful than the app’s “on-device” label.
Which Windows local-AI route should I evaluate?
Windows offers several routes for local AI development and supported features; they serve different needs rather than representing interchangeable ways to run every model. Microsoft’s documentation distinguishes built-in Windows AI APIs, Foundry Local, and Windows ML.
| Route | Best fit described by Microsoft | What to check |
|---|---|---|
| Windows AI APIs | Supported built-in AI functions | Whether the specific API and feature are available for your Windows version and device |
| Foundry Local | A wider local model catalog and OpenAI-compatible access | Model availability, download and cache requirements, and behavior in the exact app version |
| Windows ML | More control, including custom ONNX models | Execution-provider availability, model format and operators, drivers, and hardware compatibility |
These descriptions are entry points, not assurances of universal model support. Microsoft’s Windows AI FAQ discusses the distinctions, while its Windows ML execution-provider guidance lists provider mappings. Confirm current requirements against the documentation for the exact API, provider, and model you intend to use.

- 5-in-1 Connectivity: Equipped with a 4K HDMI port, a 5 Gbps USB-C data port, two 5 Gbps USB-A ports, and a USB C 100W PD-IN port. Note: The USB C 100W PD-IN port supports only charging and does not support data transfer devices such as headphones or speakers.
- Powerful Pass-Through Charging: Supports up to 85W pass-through charging so you can power up your laptop while you use the hub. Note: Pass-through charging requires a charger (not included). Note: To achieve full power for iPad, we recommend using a 45W wall charger.

- Define the task and acceptable output. Write down what you need the AI to do—such as transcribe audio, summarize a document, generate an image, or enhance video—and what counts as a good result. Decide what errors or quality differences are acceptable before comparing speed.
- Name the app, model, and version. Identify the exact application and model, or the closest equivalent available in each path. Record the model format and whether conversion or quantization is required. If the models are not equivalent, note the difference rather than treating their outputs as a direct performance comparison.
- Confirm compatibility before testing. Check the OS, runtime, execution provider, driver, supported operators, and memory needs for the chosen model. For an NPU test, verify that the app actually selects the NPU; for a GPU test, verify its provider and memory behavior. An app that falls back to another processor is not an NPU or GPU acceleration result.
- Use representative inputs and the same workflow. Run the same input data and settings through each supported option. Include setup and any relevant preprocessing in the workflow, but distinguish those steps from inference time if they are not recurring. For cloud, name the service and model and include the network conditions under which you tested.
- Record the outcomes that matter. Measure end-to-end latency and judge output quality against your stated criteria. Also note memory use, energy or battery impact, whether the task works offline, and any recurring service or hardware cost you can verify. Peak TOPS alone cannot tell you whether an app supports an accelerator or how quickly it will finish this task.
- Choose the least costly option that clears your requirements. Keep only paths that meet your minimum quality, responsiveness, privacy, and availability needs. Then compare the relevant total costs using current information from the hardware vendor or cloud provider; no common price or benchmark across all three categories is established by Microsoft’s cited guidance.
What should I check before buying a PC for local AI?
Start with the application and model, not the NPU label. Confirm that the PC’s actual hardware and software support the task you want; a Copilot+ designation or NPU threshold does not establish compatibility with arbitrary local models.
- Does the app explicitly support local inference, and which processor or execution provider does it use?
- Does your model work in the required format, or does it require conversion or quantization?
- Are the runtime, driver, supported operations, and OS version compatible with the device?
- Does the system have enough memory for the model and the full workload?
- Can you test the actual task on the candidate system, including the output quality and battery or thermal behavior relevant to your use?
- If you are considering cloud instead, have you checked the named service’s current price, quotas, data terms, and network requirements?
Microsoft’s Copilot+ PCs developer guide explains why NPU hardware requires software that is programmed to use it and describes Windows ML’s provider selection and fallback approach. Treat that guide as Windows-specific implementation guidance; it does not establish universal performance rankings for other operating systems or hardware vendors.

What does the available evidence not tell me?
It does not identify a universal winner, a comparable speedup, a cost saving, or a benchmark ranking for NPU, GPU, and cloud AI. The cited Microsoft material describes software paths and workload roles on Windows; it is not a controlled comparison of all processors, models, operating systems, and services.
It also does not establish current prices for a particular PC or cloud service, nor does it validate a specific laptop or GPU. For model quality, service terms, pricing, and device performance, use the current documentation and measurements for the exact product and workload under consideration. Microsoft’s local AI overview describes potential benefits of local processing, not guaranteed results for every app.
Frequently Asked Questions
Does a higher TOPS number mean my AI app will run faster?
No. TOPS is a peak hardware capability measure, not a benchmark of your app, model, or complete workflow. App support, model operations, runtime, and execution provider all affect whether the accelerator is used and what performance you get.
Can an AI app use the NPU and GPU at the same time?
Whether a workload can use more than one processor depends on the app, runtime, model, and supported execution path. The Windows ML documentation describes provider selection and fallback; it does not establish simultaneous NPU-and-GPU execution as a general feature.
Does running a model locally automatically keep my data private?
Local inference can keep that inference on the device, but it does not prove that the application never transmits data or uses remote services for other features. Check the app’s data-handling documentation and verify which processing path is active.
