Choose an AI safety evaluation provider by starting with the decision you need to make, then matching the provider’s risk expertise, independence, technical access, methods, resources and reporting rights to that decision. Do not select on a familiar name, a single benchmark score or an “independent” label alone. A credible engagement defines the system and version under test, the intended use, relevant failure scenarios, test conditions, limitations, confidentiality and who controls the analysis and disclosure.

There is no universally best provider established by current guidance. The right choice for a pre-release frontier-model assessment can be unsuitable for an application-level usability study, a regulatory submission or continuous monitoring. Use the process below to compare proposals on the same scope and evidence threshold.

What should you define before contacting providers?

Write a short evaluation brief that fixes the system boundary, intended use, decision, risks and evidence needed. Providers cannot be compared fairly when each is pricing or designing a different engagement.

Define the system and version

Identify whether the subject is a foundation model, a fine-tuned model, an agent, an application built around a model, or an entire socio-technical workflow. Record the exact model snapshot, deployment configuration, tools, retrieval sources, safety filters, user roles and geographic or language scope. If the system will change during the work, state how version changes will be handled and whether results apply only to the tested configuration.

State the decision the evaluation must support

Examples include a go/no-go release decision, a procurement decision, a risk assessment for a customer, a regulatory submission, a red-team remediation plan or a recurring monitoring program. The decision determines the depth, independence, evidence format and timing you need. A short adversarial exercise may be useful for prioritizing fixes but insufficient for a formal assurance claim.

List credible harm scenarios

Describe realistic misuse and failure modes rather than asking for “general safety.” Depending on the system, scenarios may involve cyber abuse, biosecurity assistance, privacy leakage, fraud, manipulation, unsafe autonomy, loss of controllability, discrimination or mental-health harms. Include affected people, likely attackers, available tools, operating constraints and the severity of a successful outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set the evaluation boundary

Specify what is in scope and what is not: model behavior, application controls, human workflow, downstream actions, monitoring and incident response. Ask providers to identify residual uncertainty instead of treating out-of-scope areas as safe. This prevents a narrow test from being misread as a system-wide safety conclusion.

Which evaluation methods do you need?

Use the method that answers your question; a benchmark, red team and user study provide different evidence. NIST’s ARIA Evaluation Planning Manual: Elements of ARIA-Style AI Evaluations, published September 18, 2026, describes holistic evaluation as combining model testing, red teaming and user testing when the application calls for it.

Method What it measures Best question to ask Typical limitation
Model testing Capabilities or traits against defined tasks and criteria How does this model perform under specified, repeatable conditions? Predefined tasks can miss novel attacks, interaction effects or deployment-specific harms.
Adversarial red teaming Ways an attacker or determined user could compromise, misuse or bypass the system Can realistic adversaries elicit dangerous behavior or defeat controls? Results depend on threat model, elicitation skill, access and the time available.
User testing Human interaction, usability, reliance, misunderstanding and effects in the intended context How do real users behave with this system, and what harms arise in practice? Recruitment, context and ethics affect generalizability; it may not probe rare technical exploits.

When a benchmark is useful

Benchmarks can provide a common baseline or regression signal when tasks, scoring and test conditions are documented. They should be one component of an evaluation plan, not a complete safety verdict. Ask which risks the benchmark does not cover and whether the provider will validate that the tasks represent your deployment.

When to combine methods

An agent that can send messages, execute code or call external tools may require model tests for capability, red teaming for abuse paths and user testing for unsafe reliance. Require the provider to explain how findings from one method change the next method or the final decision, rather than delivering three disconnected reports.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do you assess a provider’s expertise?

Ask for named people, relevant work and a method that can be adapted to your system. A polished methodology document is not evidence that the assigned team understands your risk domain.

Check domain knowledge

Look for experience with the specific risk areas and populations in your brief. Cybersecurity expertise does not automatically establish competence in biosecurity, social manipulation, clinical use or controllability. Request anonymized examples that show the team’s reasoning, not just a list of clients or publications.

Check technical competence

Request the names and roles of evaluation leads, their experience with the model family and interfaces you will provide, and examples of test harnesses, attack generation, statistical analysis or human-subject protocols they have used. The European AI Office’s evaluator-qualification work, published October 21, 2026, discusses domain expertise and evaluation skills, but presents its views as evolving rather than a final accreditation regime.

Ask how methods will be validated

A provider should explain how it will pilot tests, check inter-rater consistency, calibrate severity labels, handle flaky model behavior and investigate surprising results. For automated measures, ask about false positives, false negatives, contamination, sampling and confidence intervals. For expert judgments, ask how reviewers are trained and how disagreements are resolved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm staffing and engineering support

Complex evaluations need more than a lead researcher. Ask who will build harnesses, manage environments, review logs, secure sensitive data, reproduce findings and help your engineers verify fixes. Require a substitution plan if a named specialist becomes unavailable.

How can you tell whether an evaluator is independent?

Test independence operationally. Being external to your company, using the word “audit” or having a nonprofit structure does not by itself prevent financial, managerial or analytical influence.

Review conflicts and incentives

Request current and recent relationships with your organization, major funders, model developers, investors and commercial partners. Ask how conflicts are disclosed, whether conflicted staff are recused and who approves exceptions. Compensation tied to a favorable outcome, renewal or release date deserves particular scrutiny.

Confirm control over scope and analysis

The evaluator should be able to propose additional tests, retain raw evidence, choose analytical methods and report unfavorable results. Your team can provide context and factual corrections, but it should not be able to delete findings or dictate conclusions. AEF-1: Minimum Operating Conditions for Independent Third Party AI Evaluations (version updated December 4, 2025) treats control over scope, analysis and reporting as core operating conditions.

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Agree publication and disclosure rights

Put in writing whether the evaluator may publish methods, results or an executive summary; what review period you receive; which redactions are allowed; and how disputes are handled. Confidentiality can protect exploit details and personal data, but it should not become a blanket veto over negative findings.

Use references carefully

Ask references how the provider handled adverse results, access restrictions, deadline pressure and disagreements. Examples cited by AEF-1—including a May 2026 frontier-risk report, a September 2026 biosecurity pre-release assessment and an August 2026 mental-health evaluation—illustrate documented work, not endorsements or a complete market ranking.

What access and resources should an external evaluator receive?

Agree access before signing. An evaluator cannot make strong claims about a system it could not meaningfully test.

Access or resource Why it matters If access is restricted
Exact model version and configuration Behavior can change with weights, system prompts, filters, tools or routing. Record the tested snapshot and state which conclusions do not transfer to other versions.
APIs, interfaces and tool permissions Many harms arise from the application’s actions, not text output alone. Use a representative sandbox and list unavailable actions and resulting uncertainty.
System documentation and threat context Architecture, intended users, safeguards and known incidents shape test design. Separate verified facts from provider assumptions and test the highest-impact unknowns.
Logs, telemetry and failure traces Reproduction and root-cause analysis require prompts, outputs, tool calls and timing. Provide de-identified traces or document what cannot be observed.
Compute, rate limits and test time Adaptive attacks and repeated trials need enough budget to reveal low-frequency failures. Quantify sampling limits and avoid presenting a short exercise as exhaustive.
Engineering and subject-matter support Researchers need help reproducing bugs, understanding controls and assessing domain harm. Identify unanswered questions and assign an owner for each evidence gap.

AEF-1 and European evaluator-qualification discussions emphasize relevant expertise, information, model access, time, compute, staffing and engineering support. If any are withheld, require the limitation, its likely effect and residual uncertainty in the final report.

How should you compare evaluation plans?

Give every bidder the same brief and request a written plan. Compare the plan’s reasoning, not just the number of tests or the promised delivery date.

Risk coverage and threat model

Require a mapping from each priority risk to attack or measurement methods, severity criteria, stopping rules and evidence. The threat model should state attacker capability, access, motivation, tools, persistence and success conditions. Ask what plausible risks are deliberately excluded and why.

Elicitation and test design

For red teaming, ask how prompts, multi-turn interactions, tool calls, social engineering and adaptive strategies will be generated. For model tests, ask how items are sampled, scored and checked for contamination. For user testing, ask about recruitment, consent, safety monitoring and whether the setting reflects actual use.

Reproducibility and repeatability

Request test scripts or a reproducible package where disclosure is safe, along with random seeds or sampling procedures, model parameters, dates, environment details and version identifiers. Repeatability means the same team can rerun the procedure; reproducibility also requires enough information for an independent team to obtain comparable results. Neither is absolute for nondeterministic systems, so the plan should state acceptable variation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Analysis and uncertainty

Ask how the provider will distinguish a one-off failure from a systematic pattern, estimate uncertainty, handle missing data and prevent multiple-testing effects from inflating apparent findings. Severity labels should include a rationale tied to realistic impact, not only a raw frequency.

Limitations and non-conclusions

A strong proposal lists what the work cannot establish: untested languages, unavailable tools, excluded user groups, short observation windows, inaccessible model internals or assumptions about attacker behavior. Require a separate limitations section in the report so decision-makers do not confuse “not observed” with “not possible.”

What should the contract and final report say?

Set reporting, security and incident terms before testing begins. Ambiguity at the end of an engagement can suppress the very evidence you commissioned.

Minimum deliverables

  • An evaluation plan with scope, system version, threat model, methods, sampling, success criteria and limitations.
  • A findings register containing evidence, severity, confidence, affected configuration, reproduction instructions and recommended mitigations.
  • A decision-oriented summary that distinguishes observed behavior, inferred risk and unresolved uncertainty.
  • A technical appendix with test artifacts, prompts or cases where safe, logs, analysis code or a reproducibility package.
  • A remediation re-test or verification plan, including which fixes must be checked and what constitutes closure.

Security and confidentiality terms

Define approved environments, encryption, access controls, retention and deletion dates, subcontractor rules, incident escalation and handling of sensitive prompts or exploit details. State whether personal data may enter the test set and who is responsible for lawful processing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Responsible disclosure

Specify how the provider reports an urgent vulnerability, how quickly you must acknowledge it, who can receive exploit details and when affected users or authorities may be notified. Include a path for disclosure if your organization does not remediate or respond within the agreed window.

Review and redaction

Give your team a factual-review window to correct misidentified configurations or protect personal information. Limit redactions to defined security, legal or privacy grounds, preserve an unredacted record for authorized oversight and require the evaluator to note material changes between versions.

How much do legal and standards frameworks matter?

Use frameworks to clarify obligations and vocabulary, not to turn voluntary guidance or developing work into a universal certification requirement.

EU AI Act Article 55

The European Commission AI Act Service Desk display of Article 55, consolidated as of July 27, 2026 and reflecting noted Digital Omnibus changes, addresses providers of general-purpose AI models with systemic risk. It should not be paraphrased as a rule requiring every AI purchaser or every system to hire an external evaluator. Check the latest legal text, implementing measures and jurisdiction-specific advice before making a compliance claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NIST AI RMF and ARIA

NIST’s AI Risk Management Framework 1.0 is voluntary guidance, and the NIST AI Resource Center marks it as under revision. The 2026 ARIA planning manual is useful for designing holistic evaluations, but neither document establishes a mandatory provider list or certification.

Emerging red-team guidance

ISO/IEC AWI TS 42119-7 is an under-development work item, not a published final standard. The European AI Office’s evaluator-qualification proposals are also evolving. Ask providers which version of any framework they used and identify departures instead of treating a framework name as proof of quality.

What the UK guidance contributes

The UK Department for Science, Innovation and Technology’s policy paper Emerging processes for frontier AI safety, published October 27, 2023, states: “The purpose of model evaluations and red teaming is to help generate this understanding of the capabilities and limitations of these AI systems sooner.” Its description of the third-party market as nascent was a 2023 characterization, not a current market measurement.

  1. Write the evaluation brief. Record the system version, intended use, decision, priority risks, users, interfaces, deadline, data constraints and acceptable evidence.
  2. Shortlist by scope fit. Remove providers that cannot demonstrate relevant domain and technical experience or that lack the access your system requires.
  3. Issue identical questions. Request named staff, conflicts, methods, resource assumptions, deliverables, limitations, security controls, disclosure terms and a schedule.
  4. Hold technical interviews. Ask candidates to walk through one hypothetical failure from discovery to reproduction, severity assessment, mitigation and re-test.
  5. Verify independence. Review financial and organizational relationships, recusal procedures, analytical control and publication rights before negotiating price.
  6. Score proposals against the same rubric. Have separate reviewers assess technical fit, independence, access assumptions and reporting quality, then reconcile differences.
  7. Run a paid scoping phase when uncertainty is high. A short pilot can test access, logging, attack surface and staffing assumptions before a larger commitment, but label its conclusions as preliminary.
  8. Contract the evidence path. Attach the plan, change-control process, security requirements, incident protocol, acceptance criteria and re-test obligations to the agreement.
  9. Reassess after delivery. Confirm that findings map to the original decision, document unresolved uncertainty and track fixes through verification rather than closing the project at report delivery.

How can you score competing proposals?

Weight criteria according to the decision’s risk. A high-stakes release should give independence, access and method quality more weight than a small difference in schedule.

Criterion Questions to score Evidence to request
Relevant expertise Has the team tested this risk domain, model type and deployment context? Named leads, prior work, methods and references.
Independence Can the team expand scope, analyze freely and report adverse results? Conflict register, recusal policy, funding information and publication clause.
Access and resources Will it receive the model, tools, data, time, compute and engineering support needed? Access matrix, staffing plan, assumptions and limitation triggers.
Method quality Are risks, threats, elicitation, sampling, scoring and uncertainty explicit? Detailed protocol, pilot plan, reproducibility approach and limitations.
Reporting and security Will decision-makers get usable evidence without unsafe disclosure? Sample report outline, retention controls, incident and disclosure procedures.
Decision fit Does the output match the release, procurement, regulatory or monitoring decision? Acceptance criteria, decision thresholds and re-test plan.

Do not assign a numerical score to a criterion you cannot verify. “Not stated” is a meaningful procurement result: it signals a clarification request or an uncertainty that should affect the award.

What warning signs suggest a weak provider?

  • It promises a universal safety certification or a definitive verdict from one benchmark.
  • It will not identify the people doing the work or explain how their expertise matches your risks.
  • It treats external status as proof of independence and declines to disclose conflicts or funding relationships.
  • Its proposal assumes unrestricted access but does not list the exact model, tools, logs, compute or engineering time required.
  • It cannot state attacker assumptions, sampling, scoring, repeatability or limitations.
  • It reserves unilateral control over findings, permits broad pre-publication editing or has no responsible-disclosure procedure.
  • It reports counts without evidence, severity rationale, confidence or affected configuration.
  • It offers a fixed conclusion before seeing the system or changes the tested version without change control.

What should you do when access is constrained or findings are disputed?

Do not silently downgrade the claim. Record the constraint, estimate its effect and adjust the decision or test scope.

Access is limited by confidentiality

Use a secure enclave, controlled API, synthetic data or a supervised interface where appropriate. Preserve enough logs and metadata for reproduction, and state which internals or actions remained unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The provider and developer disagree

Separate factual corrections from analytical disagreement. Let the provider append a response, retain the original finding, run an agreed replication or commission a second opinion with access to the same evidence. A disagreement should not be resolved by deleting the adverse result.

The model changes during testing

Freeze a version for the primary evaluation or split the report by version. Run targeted regression tests after safety filters, prompts, tools or weights change; do not carry results forward without checking that the tested conditions still hold.

What does a decision-ready evaluation look like?

It lets a reader trace each conclusion from the tested configuration through method, evidence, uncertainty and recommended action. The report identifies observed failures and successful attacks, but also explains what was not tested and why.

A useful executive section states the decision supported, the highest-severity findings, confidence and required mitigations. The technical sections preserve enough detail for engineers to reproduce issues safely, while security controls protect exploit information and personal data. A remediation table assigns owners and deadlines, and a re-test records whether each fix worked under the original and any changed conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the provider-selection process as part of your safety program, not as a one-time procurement exercise. The evaluator should help you learn sooner about capabilities and limitations, while your organization remains accountable for the deployment decision and for acting on the evidence.

Frequently Asked Questions

Should a startup hire an external evaluator or build an internal team?

An external provider can add specialized attack experience and an independent challenge, while an internal team usually has better context and faster access to engineering details. Many organizations combine the two: internal monitoring and regression testing, with external work focused on high-risk domains, adversarial review or periodic independence checks.

How early should an evaluator be involved in an AI product launch?

Bring the evaluator in while the architecture and controls can still change, not only after release approval. Early scoping can reveal missing logs, unsafe tool permissions or unrealistic test assumptions that would make a later evaluation slower and less informative.

Can an evaluation report be shared with customers or regulators?

That depends on the contract, confidentiality obligations, personal-data exposure and exploit sensitivity. Agree in advance which executive summary, technical evidence and redacted versions can be shared, and preserve an authorized channel for recipients who need the unredacted record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should a deployed AI system be re-evaluated?

Trigger a new or targeted evaluation when the model, system prompt, tools, retrieval data, safety controls, user population or threat environment changes materially. Between major evaluations, monitor incidents and run regression tests against previously observed failures so fixes do not quietly regress.
