Choose an AI model for sensitive or high-stakes work by setting risk-based requirements for the complete system, then testing candidate models against the same representative tasks and approving only those that meet your minimum thresholds. There is no universally safest model: the right choice depends on the task, the people affected, the consequences of an error, and how the model will be deployed and governed.
A model’s performance score alone cannot establish that it is appropriate. Evaluate reliability, safety, security, privacy, fairness, explainability, and accountability together, and decide in advance what the system must not do and when a person must take over.

What makes an AI use case sensitive or high-stakes?
A use case is sensitive or high-stakes when an AI output could expose protected information, affect someone’s rights or opportunities, create a safety or security risk, or meaningfully influence an important decision. The label depends on the use and deployment—not just the model’s name or its general capabilities.
Start by defining the intended purpose, the users, the decision or action the output may affect, and the people who could be harmed. Be explicit about whether the AI is only offering advice, drafting material for review, or able to trigger an action. A system that drafts an internal note for a trained reviewer presents a different risk from one whose output can directly change a person’s access to a service.

Describe the use before choosing the model
Write a short use-case statement that answers these questions:
- What task is the system intended to perform, and what is outside its intended scope?
- Who will use the output, and what expertise will they have to check it?
- Who may be affected, including people who never interact with the AI directly?
- What decision, service, or action could depend on the output?
- What happens if the output is wrong, inconsistent, incomplete, or fabricated?
- Can the system take an action automatically, or must an authorized person approve it?
These boundaries help prevent a capability demonstration from quietly turning into a higher-risk use. If the intended purpose changes, the original evaluation may no longer be adequate.

Map plausible harms, not just average errors
Consider both how likely a failure is and how severe its consequences could be. Include harms to individuals and groups, safety and security vulnerabilities, fundamental rights, and the possibility of unreliable or variable output. A low average error rate can still conceal a serious problem if errors cluster around a particular group or an edge case with severe consequences.
NIST’s Generative AI Profile recommends setting risk tiers with these potential impacts in view. Use the tier to determine how demanding the evidence and controls must be; do not treat a tier as a substitute for documenting the actual risks in your setting.
How should you set requirements before comparing models?
Define minimum performance and assurance thresholds before running a vendor comparison. These are approval gates, not goals to negotiate downward after seeing which candidate happens to perform best.
NIST’s AI Risk Management Framework (AI RMF) describes trustworthiness as multidimensional. Its characteristics include validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness, with harmful bias managed. A single accuracy figure or general-purpose benchmark cannot establish all of these.
Turn each concern into an observable requirement
For each risk, specify what evidence would count as meeting the requirement, who will review it, and what happens if it is not met. A useful requirements register can look like this:

| Area | Question to answer | Example of a decision gate |
|---|---|---|
| Validity and reliability | Does the system perform the actual task correctly and consistently? | Set task-specific minimum performance and define which error types are unacceptable. |
| Safety | Could an output or action cause harm, and how is that risk controlled? | Require a safe fallback and human review for defined consequential cases. |
| Security and resilience | How could the system be attacked, misused, disrupted, or made to behave unpredictably? | Document security expectations and the response to a suspected vulnerability or incident. |
| Privacy and data governance | What information enters the system, who can access it, and how is it governed? | Approve only a deployment whose data handling and access controls meet organizational policy. |
| Fairness and group impacts | Could performance or outcomes differ in harmful ways across affected groups? | Define relevant subgroup checks and how a concerning disparity will be investigated. |
| Transparency, explainability, and accountability | Can users understand the system’s role, and is responsibility for decisions clear? | Specify what users must be told, what must be documented, and who can approve or override an output. |
| Variability and change | Can performance change across prompts, cases, or updates? | Set a reassessment trigger for material changes in the model, service, or use context. |
The examples in the table are ways to frame requirements, not universal thresholds. The appropriate threshold and evidence depend on the task, potential harms, organizational policy, and available controls.
Specify the fallback before deployment
Decide what the system should do when it is uncertain, lacks necessary information, encounters an out-of-scope request, or fails a check. A fallback may involve refusing to proceed, routing the case to an authorized person, or using an existing non-AI process. Make clear who is qualified to review an output and who can stop or reverse a consequential action.
Human review is not automatically effective just because a person is in the workflow. The reviewer needs an appropriate role, enough context to assess the output, and a genuine ability to reject it or escalate the case. Specify these conditions as part of the deployment requirements.

Evaluate every candidate on the same task-specific test set and under comparable conditions. Use representative cases, include edge cases that matter to the use, and assess both capability and safety measures before deployment. NIST’s Generative AI Profile recommends evaluation before and during deployment, rather than relying solely on a pre-launch demonstration.
Build a test set around the work people will actually do
Collect examples that reflect the intended workflow, input formats, language, level of ambiguity, and types of cases the system is expected to handle. Include difficult or unusual cases where a mistake could be especially consequential. Where group impacts are relevant, plan subgroup analyses rather than assuming an overall result applies equally to everyone.
Document how the cases were selected and what a correct, acceptable, or unacceptable response means. If the test set does not represent the intended use, a result that looks strong may say little about performance in deployment.
Compare on evidence, not demonstrations
For each candidate, apply the same prompts, task instructions, input examples, review rules, and scoring criteria where possible. Record failures as well as successes, including incorrect, inconsistent, incomplete, or fabricated answers. If two candidates behave differently across repeated or varied cases, capture that variability instead of reporting only a preferred example.

Assess the model’s capability and the safety measures around it as separate but related questions. A model might perform a task well while the proposed deployment still lacks suitable privacy controls, clear accountability, or an effective escalation path. Conversely, a strong control plan cannot make an unsuitable model’s task performance adequate.
Keep an evaluation record that can support a decision
For each test, preserve the use case, candidate and version, evaluation conditions, relevant data, results, identified limits, and the person responsible for review. Record whether each pre-established requirement was met, not met, or remains unresolved. Explain any decision to accept residual risk and identify who has authority to make it.
The sources informing this guide do not provide comparative test results for current commercial models. That means no model ranking can substitute for your own task-specific evaluation, and a provider’s broad capability claims should not be mistaken for proof that a model meets your organization’s thresholds.
What should you compare beyond model performance?
Compare candidates across the same set of risk dimensions, then weight them according to the use case and risk tolerance. NIST’s approach is risk-based, not a universal scoring formula; a model that is acceptable for one task may fail the requirements of another.
| Comparison area | Evidence to seek for your use case | Decision question |
|---|---|---|
| Validity and reliability | Results on representative and edge-case tasks, including error types and relevant variability. | Does it meet the threshold for this task, not merely perform well on a broad benchmark? |
| Safety | How foreseeable harmful outputs or actions are handled in the planned workflow. | Are the remaining harms acceptable given the controls and fallback? |
| Security and resilience | Information about the deployment’s security controls, vulnerabilities, and incident handling. | Can the organization manage foreseeable attacks, misuse, or service disruption? |
| Privacy and data governance | Data flows, configuration, retention terms, access controls, and alignment with organizational policy. | Is this particular access path acceptable for the data involved? |
| Fairness and group impacts | Relevant subgroup evaluation and documented handling of identified disparities. | Could differences in performance or outcomes create unacceptable group harm? |
| Transparency, explainability, and accountability | Information users need to understand the AI’s role, review outputs, and identify responsibility. | Can affected decisions be appropriately reviewed and challenged? |
| Variability and assurance | Behavior across relevant cases and what happens when the model or service changes. | Can it continue to meet the required assurance threshold over time? |
Do not collapse these areas into one unqualified “trust” score. If you use a scorecard internally, preserve the underlying evidence and treat failures on mandatory gates as failures, not as points that can be offset by a strong result elsewhere.
How should you review privacy and deployment controls?
Review the deployment path as carefully as the model. The same model accessed through different products or configurations can have different data flows and controls, so a model name by itself is not enough to approve sensitive use.
NIST’s AI RMF Playbook advises aligning AI governance with data governance, particularly where data is sensitive or risky. It also emphasizes documenting testing, validation, monitoring, change management, and incident response. Use these as organizational review areas, then verify the actual terms and controls for the specific service and access path you plan to use.

Record the details of the proposed deployment
Before approval, document:
- The provider and specific model or service version being assessed.
- How users will access it: through a consumer application, an enterprise service, an API, or a self-hosted deployment.
- What data will be sent, where it comes from, and whether it includes sensitive information.
- The applicable configuration and retention terms, and who can access inputs and outputs.
- Access controls, user permissions, and how the organization will prevent use outside the approved purpose.
- How model or service changes will be identified and reviewed.
- How suspected incidents, problematic outputs, and user concerns will be escalated.
Verify current provider terms and applicable legal or regulatory requirements separately. The available evidence does not establish current terms for any particular provider, and legal requirements vary by application and context. NIST guidance can support risk management, but it is not a substitute for determining the rules that apply to your organization and use.
How do you approve, monitor, and revisit a model?
Approval should identify the intended use, the version and deployment reviewed, the evidence considered, the controls required, and the person or role accepting any residual risk. A model that passes a test is not automatically approved for every workflow; the approval should be scoped to the evaluated use and conditions.
Make monitoring part of the operating plan
Decide how the organization will detect deteriorating output quality, unexpected behavior, incidents, and changes in how the system is used. Assign responsibility for reviewing those signals and define how a concern can trigger investigation, restriction, escalation, or suspension. Keep a human escalation path where the consequences warrant one.
Reassess after a material change in the model or service, the deployment configuration, the data, the intended purpose, the affected population, or the context in which the output is used. A change can invalidate evidence gathered under earlier conditions, so maintain a change-management process rather than treating initial approval as permanent.
Use profiles to identify organizational gaps
NIST AI RMF Profiles adapt risk management to a particular use, setting, requirements, risk tolerance, and available resources. Comparing a current profile with a target profile can reveal implementation gaps: what the organization does now, what it expects to do for the use case, and what work remains.

This can be useful when several teams share a model but have different workflows or potential harms. The profile helps make those differences visible; it does not remove the need to evaluate each consequential use in its own context.
What does NIST guidance establish—and what does it not?
The NIST AI RMF 1.0 is a voluntary framework released on January 26, 2023, intended to help organizations manage AI risks and incorporate trustworthiness across AI design, development, use, and evaluation. NIST’s Generative AI Profile, NIST AI 600-1, was published on July 26, 2024, and applies the risk-management approach to generative AI considerations.

As of October 25, 2026, NIST’s AI RMF page says the 1.0 framework is being revised and notes an April 7, 2026 concept note for a critical-infrastructure profile. Framework status can change; consult NIST’s current AI RMF materials before relying on a specific edition or profile.
NIST says the framework was developed collaboratively over 18 months. Its AI Resource Center page also reports more than 240 contributing organizations, without specifying a year for that figure. This breadth does not make the framework mandatory or certify a model for a particular use. NIST’s FAQ states: “The Framework is intended to be voluntary.”

How can an organization put the selection process into practice?
Give the work clear ownership across the people who understand the use, the data, the technical system, and the consequences of failure. Where the organization lacks the expertise or capacity to assess a high-impact use, it may need qualified support for AI risk management training or an AI system risk assessment; assess the provider’s qualifications and scope rather than treating a service label as assurance.
- Write the use-case statement. Identify the purpose, users, affected people, decision path, and prohibited uses.
- Map the harms and set a risk tier. Consider likelihood and severity, affected groups, rights, safety, security, and unreliable or variable performance.
- Establish minimum gates. Define task performance, data and security controls, fairness checks, review responsibilities, and fallback behavior before comparing candidates.
- Run comparable evaluations. Test representative and edge cases under consistent conditions, analyze relevant group impacts, and record capability and safety evidence.
- Review the deployment. Record the provider, version, access path, data flows, terms, permissions, change process, and incident response arrangements.
- Document and authorize the decision. Keep the evidence, unresolved limitations, required controls, residual-risk decision, and accountable approver together.
- Monitor and reassess. Review outcomes and incidents, and repeat the assessment when material changes affect the model, workflow, data, or context.
This sequence turns “Which model is best?” into a more answerable question: which candidate, in which deployment, has evidence of meeting this use case’s minimum requirements, with acceptable residual risk and controls that the organization can maintain?
Frequently Asked Questions
Is the NIST AI Risk Management Framework mandatory?
No. NIST describes AI RMF 1.0 as voluntary. That does not decide whether separate laws, regulations, contracts, or organizational policies apply to a particular use.

A Profile adapts the framework’s risk-management approach to a particular use or setting, accounting for its requirements, risk tolerance, and resources. A current-versus-target profile comparison can help an organization identify areas where implementation work remains.
Does NIST certify AI models as safe?
The AI RMF is a risk-management framework, not a certification or a ranking of commercial models. Organizations still need to assess the model and deployment against the risks and requirements of their own use case.
Can a general AI benchmark tell me which model to use for a high-stakes task?
A broad benchmark cannot by itself establish performance on your workflow, affected groups, or edge cases. Treat it as limited evidence and use task-specific evaluation to determine whether a candidate meets your pre-set requirements.
