Choose the least expensive model that clears your feature’s quality, safety, latency, availability, and policy gates. Token price alone is a poor decision rule: a cheaper model that needs retries, human review, or frequent fallbacks can cost more per successful task than a premium model. Compare candidates on the same representative workload, measure tail latency and overload behavior, calculate total cost per successful task, and only then select a deployment.
Use a fixed model when requests are predictable. Add routing only when request difficulty or volume varies enough to justify extra observability, governance, and debugging complexity. Prices, model names, quotas, regions, and service tiers change, so verify current terms immediately before implementation.

What should you optimize when selecting a model?
Define the feature as a service contract before looking at model names. The contract turns vague goals such as “good answers” or “low cost” into pass/fail tests that every candidate must meet.
Set hard gates first
- Task success: the measurable outcome your user needs, such as a valid JSON object, a correctly classified ticket, a resolved support interaction, or a completed tool call.
- Quality and factuality: minimum pass rates overall and by important categories. Keep category results instead of hiding regressions inside one average score.
- Safety and policy: prohibited-content handling, refusal behavior, privacy requirements, and any restrictions on data use.
- Latency: maximum p95 and p99 end-to-end time, plus a first-token target if the interface streams responses.
- Availability: an uptime objective, acceptable throttling rate, overload behavior, and documented fallback behavior.
- Deployment fit: supported regions, data-residency interpretation, context length, modalities, tool support, rate limits, and observability.
- Economics: a maximum cost per successful task, not merely a token-price ceiling.
Reject a candidate that misses a hard gate. Among the survivors, choose the lowest measured cost at the required reliability level.

Why is cost per successful task better than token price?
Published input and output rates describe one component of spend. Your feature also pays for retries, failed attempts, cached and reasoning tokens, tool calls, router decisions, evaluation, and sometimes human review. Divide total spend by the number of tasks that meet your acceptance criteria to obtain the number that matters.
The calculation
cost per successful task = total feature spend ÷ successful tasks

Include every attempt in the numerator, including requests that timed out, were refused, returned invalid structure, or were retried. Count a task as successful only when it meets the contract, not merely when the API returns HTTP 200.
Illustrative comparison using current listed rates
OpenAI’s 2026 standard, short-context pricing lists GPT-6 Astra at $10 per 1 million input tokens and $50 per 1 million output tokens; GPT-6 Sol at $2 and $10; and GPT-6 Luna at $0.10 and $0.50. Long-context and processing-tier rates differ. These are list prices, not a guarantee of your effective cost.
| Model | Input price per 1M tokens | Output price per 1M tokens | What the figure does not include |
|---|---|---|---|
| GPT-6 Astra | $10 (standard, short context) | $50 (standard, short context) | Long-context, processing-tier, retries, tools, routing, review |
| GPT-6 Sol | $2 (standard, short context) | $10 (standard, short context) | Long-context, processing-tier, retries, tools, routing, review |
| GPT-6 Luna | $0.10 (standard, short context) | $0.50 (standard, short context) | Long-context, processing-tier, retries, tools, routing, review |
For example, a low-priced model that succeeds on 80% of requests may require a second attempt on the remaining 20%. A higher-priced model with a 97% success rate can produce a lower cost per successful task once both attempts and downstream handling are counted. Measure this with your prompts and traffic rather than assuming a particular model will behave that way.
How do you build a representative evaluation set?
Use a versioned set drawn from real or carefully simulated traffic. A small collection of ideal examples will overstate reliability and conceal the cases that create support tickets and retries.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteInclude the full difficulty range
- Easy and normal requests: the volume-driving cases that determine average cost.
- Difficult cases: long or ambiguous inputs, multi-step reasoning, and competing instructions.
- Edge cases: malformed data, missing fields, empty inputs, unusual character sets, and unexpected tool results.
- Multilingual requests: languages and dialects your product promises to support.
- Long-context cases: inputs near the practical context limit, including retrieval noise.
- Tool-use cases: valid calls, invalid arguments, timeouts, partial failures, and repeated calls.
- Adversarial and safety cases: prompt injection, requests for restricted content, privacy-sensitive text, and attempts to bypass system instructions.
Keep the prompts, expected outputs, scoring rules, and dataset version together. When a prompt, policy, or product behavior changes, create a new version so you can distinguish model changes from evaluation changes.
Score categories, not only an average
Record pass rates for each material category. A single aggregate can hide a serious regression in safety, a supported language, or tool execution. Set category-level floors and fail a candidate that falls below one, even if its overall average is higher.

What should every model test record?
Run each candidate with equivalent prompts, output limits, tools, temperature or sampling settings, and retry policy. Otherwise you are comparing configurations rather than models.
| Measurement | Why it matters |
|---|---|
| Task success and category pass rate | Shows whether the feature actually works and where it fails. |
| Human or judge quality score | Captures usefulness when an exact answer is unavailable; document the rubric and judge version. |
| Input, output, reasoning, and cache tokens | Explains spend and reveals prompt or response growth. |
| First-token and end-to-end latency | Separates perceived responsiveness from total completion time. |
| p50, p95, and p99 latency | Exposes the slow tail that affects real users and service-level objectives. |
| Errors, timeouts, throttles, and refusals | Shows operational failure modes that benchmark scores omit. |
| Fallback and retry frequency | Converts apparent availability into the work your system must actually perform. |
| Actual cost per successful task | Combines quality, retries, routing, caching, tools, and review into one economic outcome. |
Run the test at production-like concurrency. A model can look fast in a serial script and develop throttling or long-tail latency when many users arrive together.

Reliability is the probability that your complete feature delivers an acceptable result on time and under its operating constraints. It includes model behavior and the service around it.
Measure the latency tail
Track p50 for the typical request, but gate on p95 and p99 when users or downstream systems wait for completion. Record first-token latency separately for streaming interfaces. Test under expected concurrency, bursts, long prompts, and tool calls; each can change the tail.
Test overload and quota behavior
Deliberately approach documented rate limits in a controlled test. Record whether the service queues, sheds work, returns a throttle, or produces an error that your retry code might amplify. Verify exponential backoff, retry limits, idempotency, and a user-visible failure path.
Check availability and regional fit
Confirm that the model and required capacity are offered in every supported region. A cloud region is not automatically an OpenAI data-residency jurisdiction; deployment availability and quotas can be controlled by the cloud provider. Treat residency as a legal and contractual question, not a label inferred from a region name.
Verify policy and data handling
Document retention, training-use terms, encryption, access controls, logging, and deletion behavior for the exact service tier. Test refusal and redaction behavior with your own sensitive examples. A model that is accurate but disallowed for your data or geography is not a viable candidate.
Observe the production decision path
Log model and deployment identifiers, prompt or policy version, selected route, fallback reason, token counts, latency, status code, and outcome category. Remove or protect personal data in logs. Without this record, a quality or cost regression cannot be attributed to a model, prompt, traffic shift, or router decision.

Which service tier should you choose?
Throughput and reliability commitments can matter as much as model selection. Google documents several service modes with different latency, reliability, and price trade-offs.
| Mode | Operational behavior | When it fits |
|---|---|---|
| Standard | Baseline service tier; current price depends on the product and model. | Interactive workloads that can meet their target on ordinary capacity. |
| Flex | Best effort, with targets measured in minutes. | Non-urgent work that can tolerate variable completion time. |
| Priority | Non-sheddable service with the highest reliability; Google documents a cost 75% to 100% above Standard. | Critical interactive paths where the higher fee is justified by the reliability target. |
| Batch | Up to 24-hour latency. | Offline processing, backfills, and evaluations that do not need immediate results. |
| Caching | Google documents a 90% discount on eligible cached input, plus prorated storage charges. | Repeated, stable context that is sent often enough to offset storage and setup costs. |
Do not compare a cheap best-effort tier with an expensive high-reliability tier using price alone. Evaluate each tier against the same p95, p99, availability, and completion requirements.
When should you use a fixed model?
A fixed model is usually the safer choice when request requirements are stable. It gives you predictable behavior, simpler cost accounting, easier debugging, and a smaller compliance surface.
- Most requests have similar difficulty and context length.
- You need a known model for audit, safety review, or reproducibility.
- A critical path cannot tolerate a router outage or an unexplained model switch.
- Your team cannot yet monitor route decisions and category-level outcomes.
- The measured cost difference is small after retries, tools, and failure handling.
Use explicit fallback rules for outages or quota exhaustion. A fallback is a controlled reliability mechanism, not permission to silently change quality standards; evaluate it with the same acceptance tests.
When does a model router make sense?
Consider routing when requests vary materially in difficulty, urgency, context length, or volume. A router can send simple work to a less expensive model and reserve a more capable model for cases that need it.
Account for router overhead
Amazon Bedrock lists intelligent prompt routing at $1 per 1,000 requests. Add that charge, any extra tokens used to classify or score a request, router latency, and the cost of operating another policy and observability layer to your calculation.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Know the limits
Microsoft’s model-router guidance notes that routers are limited to their configured model pool and can make predictability and observability harder. Amazon Bedrock’s intelligent routing dynamically chooses among models in a family based on predicted response quality and cost; it does not remove the need to define your own gates.
Design a constrained rollout
- Define a small, approved pool of models and deployments.
- Specify routing signals, such as estimated difficulty, language, context length, or latency budget.
- Log the selected model and the reason for each decision.
- Set explicit fallback and circuit-breaker rules for router errors, throttling, and quality alarms.
- Compare routed results with a fixed-model control group on the same workload.
- Keep critical operations on a known deployment if dynamic selection impedes debugging or compliance.
Routing is justified only when its measured savings or quality improvement exceeds its direct charge and the engineering cost of making decisions observable and governable.

How do you compare candidates in a decision table?
Use a table that preserves hard gates and category-level results. A weighted score can help rank survivors, but it must not allow an excellent cost score to conceal a failed safety or latency requirement.
| Axis | Questions to answer | Decision treatment |
|---|---|---|
| Quality | What is the pass rate overall and for each important category? | Set minimum gates; retain failure examples. |
| Economics | What is cost per successful task after retries, tools, caching, routing, and review? | Rank only candidates that pass all gates. |
| Latency | What are first-token, p50, p95, and p99 times under realistic concurrency? | Reject candidates that miss the feature contract. |
| Availability | How do throttling, overload, outages, and fallbacks behave? | Test failure paths, not just healthy responses. |
| Context and modality | Does it support required context length, images, audio, structured output, and tools? | Verify on representative requests. |
| Policy and residency | Are data handling, regions, retention, and contractual terms acceptable? | Require approval before production use. |
| Quotas and regions | Can you obtain enough capacity where users are located? | Confirm limits and capacity for the exact deployment. |
| Observability | Can you attribute spend, latency, errors, and quality to a model and version? | Prefer measurable operations over opaque savings. |
| Migration and lock-in | How much prompt, schema, tooling, and evaluation work is tied to one provider? | Price switching effort into the long-term decision. |
What is a practical selection process from prototype to launch?
Follow a repeatable sequence so the decision survives changing prompts, traffic, and prices.
Recommended Free Tools
- Write the feature contract. Specify task success, quality and safety floors, p95 and p99 limits, availability target, supported regions, data policy, and maximum cost per successful task.
- Assemble and version the prompt set. Sample real traffic and add easy, normal, difficult, edge, multilingual, long-context, tool-use, and adversarial cases.
- Normalize the test harness. Give every candidate equivalent prompts, output limits, tools, sampling settings, and retry policy. Record the prompt-set version and model configuration.
- Run offline evaluation. Score task success, human or judge quality, category failures, refusals, safety outcomes, token counts, and cost.
- Run load evaluation. Replay the workload at production-like concurrency and measure first-token, end-to-end, p50, p95, p99, throttles, timeouts, and fallback frequency.
- Calculate full economics. Include token charges, reasoning and cache tokens, retries, tools, router charges, evaluation, and human review. Divide by successful tasks.
- Apply hard gates. Remove any candidate that misses quality, safety, policy, reliability, or latency requirements.
- Choose the survivor with the lowest measured cost. If two options are close, prefer the one with simpler operations, stronger observability, and lower migration risk.
- Canary the deployment. Use a limited rollout with a fixed control group. Monitor category quality, spend, tail latency, errors, refusals, and model distribution.
- Re-evaluate on change. Repeat after a model or price change, a major traffic shift, a prompt or tool change, a policy update, or a new region.
What common mistakes make a model decision unreliable?
Choosing by benchmark reputation
Public benchmark performance may not match your prompts, languages, tools, or safety policy. Use benchmark results as context, then decide from your versioned workload.
Comparing list prices without failure costs
Token rates omit retries, invalid outputs, review, routing, and downstream remediation. Measure the complete successful-task path.
Testing only averages
Average latency and average quality hide tail failures and category regressions. Keep p95 and p99 measurements and separate results for high-impact categories.
Changing several variables at once
If prompts, output limits, retry rules, and models all change together, you cannot identify the cause of an improvement or regression. Hold the harness constant and version each deliberate change.
Ignoring quotas and regional capacity
A model that passes a small test can fail at production concurrency or be unavailable in a required region. Confirm limits, capacity, and fallback behavior before launch.
Letting a router become a black box
Without route logs, reason codes, and a fixed control group, cost changes and quality regressions are difficult to explain. Keep the pool constrained and retain a known deployment for critical paths.
Best Value
Failing to schedule re-evaluation
Prices, model names, service tiers, quotas, regions, and program terms are volatile. Put a review trigger in release management rather than treating the initial choice as permanent.
How should the decision be maintained after launch?
Make model selection an operational control, not a one-time procurement exercise. Set dashboards and alerts for cost per successful task, category pass rates, refusal and error rates, p95 and p99 latency, throttling, fallback frequency, and routed-model distribution.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Keep a small, continuously refreshed evaluation slice from production failures. Redact sensitive content, preserve the failure category, and add corrected expected behavior. Run the full suite before changing a model, prompt, tool schema, router rule, or service tier. During a rollout, compare the new path with a control group and define a rollback threshold in advance.
Review provider terms and capacity immediately before implementation and whenever your usage, geography, or data policy changes. A model that was economical last quarter may no longer be the least expensive option after a price update or a shift in success rate.
What is the final decision rule?
First eliminate every candidate that fails a non-negotiable quality, safety, policy, reliability, latency, regional, or availability requirement. Then select the least expensive remaining option using measured cost per successful task. Prefer a fixed deployment when requirements are stable; introduce a constrained, observable router only when request variability produces a verified benefit greater than its cost and complexity.
Frequently Asked Questions
How many examples should be in an evaluation set?
There is no universal count. Start with enough examples to represent each material traffic and failure category, then add cases whenever production exposes a new failure. Report confidence or uncertainty for pass rates when the set is small, and avoid treating a handful of hand-picked prompts as a production guarantee.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchCan a smaller model handle only the easy requests?
Yes, if you can define and detect “easy” without leaking sensitive data or adding unacceptable latency. Establish a fixed control group, measure misrouted difficult cases, and include the classifier or routing step in cost and reliability calculations.
How do I test a provider outage safely?
Use a staging environment or a controlled fault-injection test that returns timeouts, throttles, and malformed responses. Verify idempotent retries, circuit breakers, user messaging, queue behavior, and recovery without sending duplicate tool actions or transactions.
Should model updates be treated like code releases?
Treat them as production changes with an owner, version record, evaluation run, canary period, and rollback plan. Even when an API keeps the same name, a backend update can alter latency, refusals, token use, or category-level quality.
